2. Terms of application of harbor dues, except investment harbor dues, charged by FSUE “Rosmorport” from vessels in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta

 
     Terms of application of harbor dues in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta are established by Order No. 223/16 of the FAS of Russia dated 10.03.2016 with the specifications established by Orders No. 1588/19 dated 03.12.2019 and No. 896/25 dated 07.11.2025 of the FAS of Russia and by Order of FSUE "Rosmorport" No. 555 dated 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023on 18.12.2023, on 29.12.2023, on 18.06.2024, on 17.12.2024, on 11.06.2025, on 16.12.2025, on 18.02.2026).

     Harbor dues rates are applied for payments for services provided by the FSUE “Rosmorport” Arctic Basin Branch, for the use of the certain seaport infrastructure facilities, ensuring safety of navigation in the seaports Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, and approaches to them.

     Harbor dues are paid by Russian and foreign shipowners or their authorized persons for vessels port calls at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, departure from the seaports, as well as transiting through the corresponding seaports.

     Harbor dues in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta are established for Russian vessels navigating under the state flag of the Russian Federation (hereinafter - Russian vessels) and vessels navigating under the flags of foreign states (hereinafter - foreign vessels).

     Harbor dues rates in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta are established for Russian vessels in foreign voyages and foreign vessels, as well as for Russian vessels in coastal voyages, and are differentiated according to the types of vessels:

  • all vessels, except ro-ro ships, dry-cargo ships, container ships and tankers;
  • ro-ro ships, dry-cargo ships, container ships;
  • tankers.

     Foreign vessels carrying out coastal voyages, pay harbor dues at the rates established for foreign vessels in foreign traffic.

     Flag and type of vessel are determined by the vessel's documents.

     For the purposes of applying the harbor dues rates, flag of tug and tow is determined by the flag on the self-propelled part.

     Harbor dues rates are established per unit of gross tonnage indicated in the Rating Certificate.

     Calculation of harbor dues for tankers with isolated ballast tanks is made without taking into account the gross tonnage of isolated ballast tanks indicated in Rating Certificate.

In the absence of information in the Rating Certificate about gross tonnage of the isolated ballast tanks and on reduced gross tonnage of the tanker, harbor dues are calculated with a coefficient of 0.9.

     For the calculation of harbor dues, passenger vessel with gross tonnage more than 40,000 is considered to be equal to gross tonnage of 40,000.

     Harbor dues for vessels without Rating Certificate are calculated according to conditional vessel volumetric capacity, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35.

 

     When a vessel calls at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, harbor dues are paid for the voyage on which the vessel called at the corresponding seaport. When a vessel departures from the seaports of Varandey, Dikson, Dudinka, Kandalaksha and Murmansk, harbor dues are paid for the voyage in which the vessel leaves the seaport. Ecological dues are paid according to voyage on which the vessel departed from the seaport.

     Vessel calling at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta without cargo, shall pay harbor dues for the voyage during which it entered the port. A vessel, departing from the respective seaport without cargo, pays harbor dues for the voyage on which it called at the seaport.

     Vessel calling at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta without carrying out cargo and passenger operations, as well as transiting through the water area, pay harbor dues at rates of the current voyage (foreign or coastal).

     Harbor dues rates (except pilotage dues and navigation dues rates regarding vessel traffic control system (hereinafter - VTS)) for vessels calling at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta without carrying out operations with cargo and servicing of passengers, transiting through the relevant seaport water area, except cases stipulated by in paragraphs 1.12, 1.14, of Order No. 223/16 of FAS Russia dated 10.03.2016 are applied with coefficient 0.5.

  Gross tonnage of tug and tows, convoys and other composite floating objects (including rafts) when calculating dues (except ecological dues) is defined as the sum of gross tonnage of all the constituent elements of floating objects. If the separate objects of tug and tow have a different type, harbor dues are calculated separately for each part of the composite floating object with the use of rates for the corresponding type. In the absence of gross tonnage of floating objects, calculation is made according to conditional volumetric capacity of floating objects, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35. When determining conditional volumetric capacity of a raft, raft's draft is taking into account instead of depth overall. When determining the nominal volume of a raft, the draft of the raft is taken into account instead of the height of the side.

 

     Harbor dues from lighter carrier conducting cargo operations with lighters, are calculated with the total gross tonnage of the lighters discharged when calling at seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, and loaded prior to departure from the corresponding seaport.

 

     Harbor dues rates are not applied to the following vessels:

  • training, simulation training vessels and training and production vessels used for educational activities;
  • vessels carrying out government supervisory and control functions;
  • warships (including warships under foreign flags) and military support vessels;
  • vessels intended for the protection and preservation of the marine environment not used for commercial purposes;
  • vessels intended for search and rescue operations not used for commercial purposes.

     Harbor dues rates, except pilotage dues, are not applied to the following vessels:

  • icebreakers;
  • scientific and research vessels;
  • small boats;
  • pleasure boats no longer than 20 m;
  • sport sailing ships;
  • 35 vessels transporting persons between roads of berths of the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, with maximum capacity 500 kW;
  • 36 vessels carrying out operations on servicing and supply of vessels, port infrastructure facilities of the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta and operating in the water area of the seaport;
  • vessels passing sea trials.

     For payment by vessels listed in paragraphs 1.11 and 1.12 (except subparagraph 5) of Order No. 223/16 of FAS Russia dated 10.03.2016, harbor dues rates are applied if the vessels carry out operations with cargo and passenger servicing, as well as towage between seaports, without adjacent water areas.

 

     Harbor dues rates, except for pilotage dues and navigation dues regarding VTS, are not applied for the following vessels:

  • vessels entering the outer road of the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta from sea, on approaches to the corresponding seaports and exiting from them to the sea without carrying out any operations on the road;
  • vessels calling at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta per force due to threat of vessel safety, life or health of the crew and passengers, without performing in the relevant seaport of operations with cargo and passenger servicing;
  • vessels calling at the seaport of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta for emergency repairs without performing in the respective seaports of cargo operations and passenger servicing. 

     For vessels repeatedly calling at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, after leaving the relevant seaport under decision of the port authorities or for carrying out compass deviation, harbor dues, except pilotage dues, shall not be applied. 

     Russian vessels of the fishing fleet proceeding to the internal sea waters, territorial sea, exclusive economic zone and the continental shelf of the Russian Federation and back without calling at foreign ports, pay harbor dues  in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta at the rate for coastal navigation.

     Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources and produced from them fishing and other products for processing or sale in the territory of the Russian Federation, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta at the coastal navigation rates with coefficient 0.3.

     Russian vessels up to 35.0 m long, carrying out coastal fishery in the internal sea waters and territorial sea of the Russian Federation shall be exempt from payment of harbor dues.

     Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization and processing are in effect, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta with the coefficient 0.9.

     Russian vessels, which are equipped with facilities to store catches in live, fresh or cooled state and perform fishing in inland sea waters, in territorial waters, in an exclusive economic zone, in the continental shelf of the Russian Federation, in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean the purpose of which is to deliver catches of water biological resources in live, fresh or cooled state for subsequent realization and processing to the territory of the Russian Federation are in effect, pay harbor dues in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta at the rates of coastal shipping with the coefficient 0.3.

     When transporting (towing) between the seaports of the Russian Federation, Russian vessels (composite floating objects, including rafts) proceeding from inland waterways (regions of the Russian Federation rivers) to the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta (including transiting through the seaports), and back, pay harbor dues at the coastal navigation rates.

     Passenger ro-ro vessels, and also ro-ro vessels, which have passenger certificate, pay harbor dues at rates and under rules established for ro-ro vessels.

     Vessels navigating between non-adjacent water areas of one seaport, in case of obtaining a permission for multiple short-term exit from the seaport and entrance to the seaport of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, provided in Compulsory regulations in the corresponding seaport, pay harbor dues once at first exit from the seaport and entrance to the seaport of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta and in accordance with this permission.

     In accordance with Order of FSUE “Rosmorport” No 379 of August 10, 2018, when calculating harbor dues in the seaport of Murmansk for tanker vessels using liquefied natural gas as main fuel, a 0.9 coefficient is applied to the rates of harbor dues established in the seaport of Murmansk.

     Vessels moving to the seaport of Arkhangelsk from inland waterways and back pay canal, lighthouse and navigation fees with a coefficient of 0.2 and are exempt from paying icebreaker fees.

     Under FSUE “Rosmorport” Order No 379 of August 10, 2018, coefficient 0.9 is applied to the harbor dues rates set in the seaport of Murmansk while calculating harbor dues for tankers using liquefied natural gas as major fuel.

     The given harbor dues rates are basic, to which the coefficients specified in this Regulation are applied. When several coefficients are applied to vessel, they are sequentially multiplied.

 

Canal dues

 

     Canal dues are charged for vessel passing the canal when entering the seaports of Arkhangelsk and Naryan-Mar, departing from the seaports or transiting though the corresponding seaports water area.

     Canal dues are paid in full by passenger vessels in each seaport of call once per one calendar year when first calling at the seaport of Arkhangelsk and Naryan-Mar and departing from the corresponding seaport.

     Starting from the second call at the said seaports, passenger vessels pay canal dues with a coefficient of 0.25 to the established rates for each call at the corresponding seaport and departure of the vessel from the seaport of Arkhangelsk and Naryan-Mar.

 

Pilotage dues

 

     Pilotage dues in the seaports of Arkhangelsk, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta are charged for vessel pilotage within a specified area of compulsory (optional) pilotage of vessel calling at the seaport, departing from the seaport, navigating within the seaport water area or transiting through the corresponding seaport (hereinafter – pilotage) and for each pilot operation specified in paragraph 5.4 of Order No. 223/16 dated 10.03.2016 of the FAS Russia which starts/ends with pilotage.

     The boundaries of compulsory (optional) pilotage areas, and the procedure for the provision of pilotage services by the FSUE “Rosmorport” Arctic Basin Branch in the seaports of Arkhangelsk, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta are specified in section “Pilotage services of the Arctic Basin Branch” .

     Pilotage dues in the seaports of Arkhangelsk, Kandalaksha, Murmansk and Sabetta include dues for vehicles used for delivery and removal of pilot from vessel.

     In accordance with order of FSUE “Rosmorport” No. 555 of December 15, 2020 (amended on 16.12.2021on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023on 29.12.2023on 18.06.2024on 17.12.2024, on 11.06.2025, on 16.12.2025, on 18.02.2026) in the seaports of Mezen, Naryan-Mar and Onega pilotage dues do not include payment for vehicles used for delivery and removal of pilot from vessel. Services for delivery and removal of pilots in the seaports of Naryan-Mar and Onega are offered by the Arctic Basin Branch in accordance with the procedure for provision of crew boats and the tariffs for provision of crew boats of the Arctic Basin Branch. Delivery and removal of the pilot of the Arctic Basin Branch from the vessel in the seaport of Mezen is organized and carried out directly by the shipowner (customer) of the pilotage at his own expense.

     Pilotage dues for pilotage shall be paid for each mile. Incomplete mile is considered complete mile.

     Pilotage dues shall be paid for each independent pilot operation, including:

     1) anchorage, attaching to mooring buoys;

     2) unanchor, getting off mooring buoys;

     3) mooring to berth;

     4) unmooring from berth;

     5) leading to/from dock.

     Pilotage dues for pilotage between berths, berth and raid, and back shall be paid at the rates of pilotage for each mile. Incomplete mile is considered complete.

     For vessels (except passenger) operating on the lines opened under the established by the legislation of the Russian Federation procedure, pilotage dies rates are applied with coefficient of 0.8.

     For calculation of the amount of pilotage dues in the seaport of Kandalaksha, vessel with gross tonnage less than 1, 400 shall be equal to vessel with gross tonnage of 1,400 (except small boats, sports sailing ships, pleasure boats). For calculation of the amount of pilotage dues, gross tonnage of small boats, sports sailing ships, pleasure boats is determined in accordance with the provisions of paragraph 1.7 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.

     In accordance with order of FSUE “Rosmorport” No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, от 18.12.2023on 29.12.2023on 18.06.2024on 17.12.2024, on 11.06.2025, on 16.12.2025, on 18.02.2026), for calculation of pilotage dues in the seaports of Arkhangelsk, Mezen, Naryan-Mar and Onega, a vessel with gross tonnage less than 2,000 is considered equal to a vessel with gross tonnage of 2,000.

     In accordance with order of FSUE “Rosmorport” No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, от 18.12.2023on 29.12.2023on 18.06.2024on 17.12.2024, on 11.06.2025, on 16.12.2025, on 18.02.2026), for calculation of pilotage dues in the seaport of Sabetta, a vessel with gross tonnage less than 3,000 is considered equal to a vessel with gross tonnage of 3,000.

     In accordance with the order of FSUE "Rosmorport" dated 15.12.2020 No. 555 (as amended on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023on 18.12.2023, on 29.12.2023, on 18.06.2024on 17.12.2024, on 11.06.2025, on 16.12.2025, on 18.02.2026) for calculating the amount of pilotage dues in the seaport of Murmansk, a vessel with a gross tonnage of up to 10,000 is considered equal to a vessel with a gross tonnage of 10,000.

     While shifting vessel alongside the berth with a pilot on a board, pilotage dues are paid for the operation with coefficient of 0.5.

     In case of refusal of services of the pilot, called on the vessel, 50% of the pilotage dues shall be paid for pilotage and operation, established for the service for which the pilot was called.

     Vessels carrying out maintenance operations and supply of vessels located in the seaports of Arkhangelsk, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta water areas and approaches to them, including inner and outer roads, infrastructure facilities of the seaports of Arkhangelsk, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, which use pilotage services, pay pilotage dues at the coastal voyage rates.

     In accordance with Order of FSUE “Rosmorport” dated 15.12.2020 No. 555 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022on 14.06.2023on 18.12.2023, on 29.12.2023, on 18.06.2024, on 17.12.2024, on 11.06.2025, on 16.12.2025, on 18.02.2026) a 3 coefficient is applied to the rates of pilotages dues in Murmansk Seaport for tanker vessels with a gross tonnage of less than 5 000 performing costal voyages. 

     In accordance with order of FSUE “Rosmorport” No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022, on 14.06.2023, on 18.12.2023, on 18.12.2023, on 29.12.2023, on 18.06.2024, on 17.12.2024, on 11.06.2025, on 16.12.2025, on 18.02.2026) vessels not having the ice class of Arc5 or higher, according to the classification of the Russian Maritime Regisrty of Shipping or the corresponding classes of other classification associations, shall pay pilotage dues with coefficient of 1.3 in the period of ice escorts in the seaport of Arkhangelsk.

     In accordance with the FSUE “Rosmorport” order dated 20.02.2026 No. 91, for vessels intended for the transportation of liquefied natural gas and/or stable gas condensate calling in areas No. 1 and No. 3 of the Kildin Strait of the Barents Sea, the area of the Ura Bay of the Kola Bay of the Barents Sea, and the water area of the seaport of Murmansk, in the period from 01.03.2026 to 31.12.2026, a coefficient of 0.915 is applied to the pilotage dues rates for the services of the FSUE “Rosmorport” Arctic Basin Branch for the provision of pilotage of vessels.

     In accordance with the of FSUE “Rosmorport” order dated 20.02.2026 No. 92, for vessels calling at section No. 1 of the water area of the seaport of Murmansk, a reduction coefficient is applied with a maximum size of at least 0.7 of the pilotage dues rates for the services of the FSUE “Rosmorport” Arctic Basin Branch for providing pilotage in the seaport of Murmansk.

 

Lighthouse dues

 
     Lighthouse dues are charged for port call at the seaports of Arkhangelsk, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta and exit of the vessel from the seaport or transiting through the corresponding seaport water area.

     Levying of lighthouse dues in the seaport of Varandey is carried out either after approval by FSUE “Rosmorport” of temporary lighthouse dues rates in the corresponding seaport, charged by FSUE “Rosmorport” in accordance with Ministry of Transport Order No. 387 dated 31.10.2012 before approval in the prescribed order of harbor dues rates in the seaport of Varandey by the State Regulation Authority, or in accordance with the State Regulation Authority Order on approval of lighthouse dues rates in the seaport of Varandey having come into force in the prescribed manner.

 

Navigation dues

 

     Navigation dues are charged for entry to the seaports of Arkhangelsk, Kandalaksha, Murmansk, Onega and Sabetta and vessel’s departure from these seaports. From vessels transiting through the seaport of Arkhangelsk, Kandalaksha, Murmansk  ans Sabetta water areas, navigation dues are charged at the rate of navigation dues regarding the VTS.

     FSUE “Hydrographic Company”, which is authorized by the Ministry of Transport of Russia to collect navigation dues in the seaport of Sabetta, compensates FSUE “Rosmorport” for all costs associated with the maintenance and development of the Sabetta VTS facilities, which are assigned to the enterprise on the basis of economic management rights and which FSUE “Rosmorport” uses to provide navigation services and ensures the safety of navigation of vessels in the seaport of Sabetta.

     Levying of navigation dues from vessels for entrance to and departure from the seaports of Mezen and Naryan-Mar is carried out either after approval by FSUE “Rosmorport” of temporary navigation dues rates in the seaports of Mezen and Naryan-Mar, charged by FSUE “Rosmorport” in accordance with Ministry of Transport Order No. 387 dated 31.10.2012 before approval of navigation dues rates in the seaports of Mezen and Naryan-Mar by the State Regulation Authority in the prescribed order, or in accordance with the State Regulation Authority Order on establishment of navigation dues rates in the seaports of Mezen and Naryan-Mar came into force in the prescribed order.

     The VTS coverage area borders and procedures of rendering navigation services with the use of the Kandalaksha Bay VTS and Kola Bay VTS in the seaports of Arkhangelsk, Kandalaksha, Murmansk and Sabetta are specified in section “Navigation Services with the use of the Arctic Basin Branch VTS”.

     Vessels, except for passenger, not operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, during successive loading or unloading in several Russian seaports during one voyage before entering the seaports of Arkhangelsk, Kandalaksha, Murmansk, Onega and Sabetta, pay navigation dues in full at the first port of call, at calling at the seaports of Arkhangelsk, Kandalaksha, Murmansk, Onega and Sabetta for additional loading or unloading of cargo, navigation dues are paid with coefficient 0.5 to the established rates.

     Passenger vessels pay navigation dues in the seaports of Arkhangelsk, Kandalaksha, Murmansk, Onega and Sabetta, once per a calendar year at the navigation dues rate, when entering the seaport and the departing from the corresponding seaport for the first time.

     From the second call at the seaports of Arkhangelsk, Kandalaksha, Murmansk and Sabetta, passenger vessels pay navigation dues at the rate of the navigation dues regarding VTS for each vessel’s port call and departure from the seaport. In the seaport of Onega, where rate of navigation dues related to VTS is not established, from the entering to the seaport of Onega passenger vessels pay navigation dues with coefficient 0.25 to the established rates for each call and departure of vessel from the seaport of Onega.

     For vessels (except passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, a coefficient 0.8 is applied to the rates of navigation dues.

     Vessels listed in paragraph 1.14 of Order No. № 223/16 dated 10.03.2016 of the FAS Russia, pay navigation dues at the rate of navigation dues related to VTS for each call at the seaports of Arkhangelsk, Kandalaksha, Murmansk, Onega and Sabetta and departure from the corresponding seaport.

     Vessels proceeding from the sea to Severodvinsk and from Severodvinsk to the sea are exempt from payment of navigation dues.

 

Icebreaking Dues

 
     Icebreaker dues are charged for vessel’s call at the seaports of Arkhangelsk and Kandalaksha and departure from the seaports, or transiting through the corresponding seaports water area.

     Vessels proceeding from the sea to Severodvinsk and from Severodvinsk to the sea pay icebreaker dues at the icebreaker dues rates of the Arkhangelsk seaport.

     Icebreaking services for vessels proceeding to/from the seaports of Arkhangelsk and Kandalaksha in caravan are rendered by the FSUE “Rosmorport” Arctic Basin Branch. Information on provision of the corresponding services to vessels can be found in section “Icebreaking services of the Arctic Basin Branch”.

     For vessels (except passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, coefficient 0.8 is applied to the rates of icebreaker dues.

     Icebreaking dues rates are not applied to the following vessels:

     a) vessels with Arc7 ice class according to the classification of the Russian Maritime Register of Shipping or relevant classes of other classification societies, navigating independently, without icebreaker escort;

     b) passenger vessels;

     c) vessels proceeding to the seaport of Arkhangelsk from inland waterways and back.

 

     Vessels with Arc 6 and Arc 7 ice classes (according to the classification of the Russian Maritime Register of Shipping or relevant classes of other classification societies) proceeding to the seaport of Arkhangelsk pay icebreaker dues with coefficient 0.5 to the established rates.

     Icebreaker is charged on summer rate in the period of May 11 to November 9 and winter rate – in the period of November 10 to May 10.

     Subparagraphs 2 and 8 of Paragraph 1.12 and Paragraph 1.14 (except subparagraph 2) of the Rules of Application of Harbor dues in the seaports of the Russian Federation approved by FAS of Russia Order No. 223/16 dated 10.03.2016 when calculating icebreaker dues in the period of winter navigation are not applied.

 

Seaport water area transport security dues

 
     Water area transport security dues are charged for call at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Murmansk and Onega, and exit of the vessel from the seaport or transiting through the corresponding seaport water area.

     Water area transport safety dues charged for the services rendered by the Arctic Basin Branch in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Murmansk and Onega are not applied to: 

      - Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources, as well as fish and other products produced from them, for processing or sale in the territory of the Russian Federation; 

      - Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization.

     Levying of water area transport security dues in the seaports of Mezen, Naryan-Mar and Sabetta is carried out either after approval by FSUE “Rosmorport” of temporary water area transport security dues in the seaports of Mezen, Naryan-Mar and Sabetta, charged by FSUE “Rosmorport” in accordance with Ministry of Transport Order No. 387 dated 31.10.2012 before approval of water area transport security dues in the seaports of Mezen, Naryan-Mar and Sabetta by the State Regulation Authority in the prescribed order, or in accordance with the State Regulation Authority Order on establishment of water area transport security dues in the seaports of Mezen, Naryan-Mar and Sabetta came into force in the prescribed order.

 

3. Terms of application of investment harbor dues charged by FSUE "Rosmorport" from vessels in the seaport of Murmansk

 

     The terms of application of investment harbor dues in the seaport of Murmansk are determined by the Decree of the Government of Russia No. 616 of May 18, 2019 "On determination of the size of the investment harbor dues, on its collection and application".
     The amount of the investment dues is determined per unit of gross capacity of the vessel specified in the measuring certificate of the vessel (for tankers with isolated ballast tanks it is determined without taking into account the gross capacity of isolated ballast tanks specified in the measuring certificate).
     The investment dues are paid by Russian and foreign shipowners (their authorized persons) once for entering vessel to the seaport of Murmansk or its departure from the seaport.
     The investment dues are applied to:
     - vessels during foreign navigation used for the transportation of goods, including by sea, except for ferries;
     - ferries and passenger vessels during foreign navigation, including those used on sea lines (provided that objects of federal property intended for the maintenance of ferries, passenger vessels and passengers are included in the program at the suggestion of FSUE "Rosmorport");
     - vessels of the fishing fleet arriving on the territory of the Russian Federation from a foreign seaport or departing from the territory of the Russian Federation to a foreign seaport (provided that objects of federal property intended for the maintenance of vessels of the fishing fleet is included in the program at the suggestion of FSUE "Rosmorport").
     The type of vessels is determined in accordance with vessel documents.
     Due to the absence in the program of capital investments of FSUE "Rosmorport", approved by the Ministry of Transport of Russia, of objects of federal property intended for proving services to ferries, passenger vessels and passengers, as well as for proving services to vessels of the fishing fleet in the seaport of Murmansk, investment dues are not applied to these types of vessels in the seaport of Murmansk.
     The investment dues shall not be applied to a vessel if it:
     - re-enters the seaport of Murmansk after its departure from the seaport by decision of the seaport captain or for deviation works;
     - enters the seaport of Murmansk without carrying out cargo operations (including transshipment), passenger maintenance operations, as well as passes the seaport in transit.

 

4. Procedure of Payment of Harbor Dues to the FSUE “Rosmorport” Arctic Basin Branch

     Harbor dues collected by the Arctic Basin Branch at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta are paid by shipowners, shipowner's agents and other persons authorized by the shipowner in accordance with the terms of the standard contract for rendering services of vessel navigation and stay of vessels in the seaports and on approaches to them (hereinafter - the Contract).
     The contract shall be concluded by its acceptance, in particular, without signing it by the parties thereto, and shall be as valid as a contract signed by the parties.
     Acceptance shall be deemed any written notice of a vessel call to the seaport sent by the shipowner (agent or other person authorized by the shipowner) in accordance with the mandatory regulations being in force at the respective seaport, or carrying out conclusive actions aimed at obtaining the services provided by the enterprise in connection with the vessel call/exit and its stay in the seaport, as well as with its transit passage through the seaport water area.
     Acceptance of the offer to provide vessel pilotage services in accordance with the Contract shall be deemed to be the submission of a request by the shipowner (agent or other person authorized by the shipowner) for the provision of this type of services.
     In particular,
     - in the seaport of Arkhangelsk, call of the Arkhangelsk VTS operator in order to establish communication and intention to start moving in the Arkhangelsk VTS coverage area;
     - in the seaport of Kandalaksha, call of the Kandalaksha Bay VTS operator in order to establish communication and intention to start moving in the Kandalaksha Bay VTS coverage area;
     - in the seaport of Murmansk, the acceptance of the Contract is the call of the Kola Bay VTS operator in order to establish communication and intention to start moving in the Kola Bay VTS coverage area;
     - in the seaport of Naryan-Mar, Onega and Sabetta, the acceptance of the Contract is considered to be the execution of an application for the arrival of the vessel at the specified sea ports.

     If a vessel calls at the seaports of Varandey, Dikson, Dudinka, Kandalaksha and Murmansk for the first time, shipowner (agent or other person authorized by the shipowner) shall submit a copy of documents, confirming the authority of the shipowner’s agent or other person authorized to represent the shipowner, certified by the signature of the head and the seal of the organization, and an application for preliminary settlement of harbor dues to the Arctic Basin Branch no later than 48 hours before the intended call of the vessel at the corresponding seaport:

     The application for preliminary settlement of harbor dues will be reviewed within 2 days and, if all the requested data has been submitted, a compiled invoice for the preliminary payment of harbor dues under the form of Appendix No. 2 to the Contract will be sent to the shipowner (agent or other person authorized by the shipowner) by email or through electronic document management system to be paid in accordance with the terms of the Contract. The name of the vessel for which the harbor dues are paid should be specified in the payment documents.      The final payment should be made by the shipowner (agent or other person authorized by the shipowner) within 5 working days from the date the Arctic Basin Branch issues an invoice for the final payment of harbor dues after the vessel leaves the corresponding seaport. The invoice for the final payment of harbor dues under the form of Appendix No. 2 to the Contract is sent by the Arctic Basin Branch to the shipowner (agent or other person authorized by the shipowner) by email or through electronic document management system. The number of the invoice issued by the Arctic Basin Branch should be specified in the payment documents.      If a vessel re-enters the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta in accordance with the current Contract between the Arctic Basin Branch and the shipowner (agent or other person authorized by the shipowner), the Arctic Basin Branch shall issue invoices for the payment of harbor dues on the basis of written notifications by the shipowner (agent or other person authorized by the shipowner) on the vessel’s call at the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta, sent in accordance with the requirements established by compulsory regulations:
     - Compulsory regulations in the seaport of Arkhangelsk, approved by order of the Ministry of Transport of the Russian Federation No. 183 of July 9, 2014;
     - Compulsory regulations in the seaport of Varandey, approved by order of the Ministry of Transport of the Russian Federation No. 464 of December 12, 2013;
     - Compulsory regulations in the seaport of Dikson, approved by order of the Ministry of Transport of the Russian Federation No. 14 of January 22, 2014;
     - Compulsory regulations in the seaport of Dudinka, approved by order of the Ministry of Transport of the Russian Federation No. 290 of August 8, 2012;
     - Compulsory regulations in the seaport of Kandalaksha, approved by order of the Ministry of Transport of the Russian Federation No. 345 of November 7, 2013;
     - Compulsory regulations in the seaport of Mezen, approved by order of the Ministry of Transport of the Russian Federation No. 184 of July 9, 2014;
     - Compulsory regulations in the seaport of Murmansk, approved by order of the Ministry of Transport of the Russian Federation No. 222 of August 12, 2014;
     - Compulsory regulations in the seaport of Naryan-Mar, approved by order of the Ministry of Transport of the Russian Federation No. 463 of December 12, 2013;
     - Compulsory regulations in the seaport of Onega, approved by order of the Ministry of Transport of the Russian Federation No. 13 of January 22, 2014;
     - Compulsory regulations in the seaport of Sabetta, approved by order of the Ministry of Transport of the Russian Federation No. 9 of January 21, 2016.
     Preliminary payment of harbor dues should be carried out by shipowners (agents or other persons authorized by the shipowner) independently, without preliminary invoices for payment issued by the Arctic Basin Branch, in full before the vessel leaves the corresponding seaport. Final payment should be carried out by the shipowner (agent or other person authorized by the shipowner) after the vessel leaves the corresponding seaport within 5 working days from the date of sending a compiled invoice for payment of harbor dues under the form of Appendix No. 2 to the Contract by the Arctic Basin Branch to the shipowner (agent or other person authorized by the shipowner) by email or through electronic document management system to be paid in accordance with the terms of the Contract. The number of the invoice issued by the Arctic Basin Branch should be specified in the payment documents. The Arctic Basin Branch sends the original invoice for the final payment of harbor dues by post or delivers it to a courier at:

     In case of failure to transfer money for payment of harbor dues in the established manner, the Arctic Basin Branch is entitled to apply to the captains of the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega and Sabetta for refusal to issue permission for vessel’s departure from the corresponding seaport in accordance with Subparagraph 4 of Paragraph 1 of Article 80 of the Russian Federation Merchant Shipping Code.

Additional icebreaking services

 

      The Arctic Basin Branch provides all interested organizations on a contractual basis:
     - additional services for individual icebreaker support of vessels calling at the seaports of the White Sea: Arkhangelsk, Kandalaksha and Onega with the help of the icebreakers Dikson, Kapitan Chadayev and Kapitan Evdokimov;
     - icebreaker services in the waters of the White and Kara Seas, on the Northern Sea Route, and, if necessary, in other areas of navigation in ice in the World Ocean with the help of the diesel-electric icebreakers Kapitan Dranitsyn, Krasin and Admiral Makarov.

     The fees for icebreaking services is calculated considering the actual time of the use of the vessel in minutes with further transmittion of minutes into hours. Time in hours is considered with three digits after comma.

      The cost of icebreaking services with the help of the diesel-electric icebreakers Kapitan Dranitsyn, Krasin and Admiral Makarov icebreaking services in the waters of the White and Kara Seas, on the Northern Sea Route, and, if necessary, in other areas of navigation in ice in the World Ocean is determined on a contractual basis depending on the duration of the period of provision and the conditions of icebreaking services in the interests of the potential customer.

     Terms and conditions of additional icebreaking services rendered by the Arctic Basin Branch with the use of the branch icebreakers are defined by the clauses of contracts on rendering these services made according to the established procedure described in the section "Icebreaking services of the Arctic Basin Branch".

 

Ice pilotage services


     The Arctic Basin Branch renders ice pilotage services in the Northern Sea Route water area to ship owners and/or their legal representatives.

     Daily cost of the Arctic Basin Branch ice pilot work is 62,500 RUB per day (VAT free).

     The cost of daily work of ice pilot does not include costs of the Arctic Basin Branch ice pilot delivery/removal to/from vessel for performing ice pilotage, which are additionally organized and paid by the customer.

     The total cost of ice pilotage services is calculated according to daily cost of services of pilot works and actual time of rendering services.

     The start of rendering services is considered moment of ice pilot arrival on vessel, and the end of rendering services is considered moment of ice pilot departure from vessel.

     Number of incomplete days of actual time of provision of ice pilot services is rounded up to full days.

 

     Conditions of rendering and payment for the Arctic Basin Branch ice pilotage services are established by provisions of contract for rendering of corresponding services, concluded in the established manner stipulated in the section “Pilotage Services of the Arctic Basin Branch”.

 

Additional pilotage services (calibration services)


     The Arctic Basin Branch renders additional pilotage services (calibration services) to vessels in the seaports of Arkhangelsk and Murmansk.

     The cost of services for embarkation/disembarkation a compass adjuster of the Arkhangelsk Department of the Arctic Basin Branch aboard a vessel is not included in tariffs on services for deviation removal in the seaport of Arkhangelsk, with the exception of cases when the Arkhangelsk Department of the Arctic Basin Branch renders deviation removal services simultaneously with a vessel’s pilotage, as well as during a customer’s vessel mooring in the seaport of Arkhangelsk. In such cases a compass adjuster is taken to the place of deviation operations and back aboard a vessel at the expense of the Arkhangelsk Department of the Arctic Basin Branch.

     In order to take a compass adjuster aboard a vessel with the use of crew boats interested organizations can make use of the Arkhangelsk Department of the Arctic Basin Branch services for providing crew boats in the seaport of Arkhangelsk. Such services are paid in accordance with tariffs established by the Arctic Basin Branch.

     When rendering services in the seaport of Murmansk in the evening and at night (from 7:00 p.m. to 06:00 a.m.), except for the weekend and holidays, coefficient 1.2 is applied to the tariff for rendering services.

     When rendering services in the seaport of Murmansk in the weekend and holidays coefficient 1.4 is applied to the tariff for rendering services.

 

     In the event that the Arctic Basin Branch renders calibration services jointly with provision of pilotage services, as well as in the event that a customer’s vessel is moored at a berth of the seaport of Murmansk a deviator is delivered to a site of calibration works and back by means of the Arctic Basin Branch.

 

     In other cases, in order to deliver a deviator by boat to a site of calibration works and back in the seaport of Murmansk a customer can use the Arctic Basin Branch’s service for providing a crew boat. This service is rendered according to the procedure and on terms specified in the Section “Crew Boats services of the Arctic Basin Branch” and paid for according to the existing tariff for the branch’s crew boatservices.

 

     The terms and conditions to render calibration services are determined by provisions of a relevant service agreement, which is concluded according to the established procedure specified in the Section “The Arctic Basin Branch Pilotage Services”.  


Towage services


     The Arctic Basin Branch renders towage services with the help of the branch tow boats to perform sea towage of vessels and towage assistance while mooring, de-mooring or shifting vessels in the seaport of Arkhangelsk.

     The cost of services for providing a berth for a vessel's berthing is calculated based on the established tariffs, the maximum length of the vessel, determined by the vessel's measurement certificate, and the actual time of berthing.
     When calculating the cost of services, an incomplete hour of berth use for each operation is rounded up to a full hour, followed by converting the hourly time into a day with three digits after the decimal point.
     The cost of berthing a vessel moored with its second side to another vessel standing at the berth is calculated in the same way as for the cost of berthing a vessel at the berth.

     The length of the berth wall occupied by the vessel board is considered equal to the maximum length of the vessel. For calculation of the cost of vessel stop by the second board a 0.5 ratio is used.  
     The cost of services on berth provision is calculated considering the actual time of use of the berths in minutes with further transition of minutes into days with three digits after comma.

     Conditions of rendering and payment for berth provision services provided by the Arctic Basin Branch for mooring of vessels without conducting loading and unloading operations are established by provisions of contract for rendering corresponding services, concluded in the established manner stipulated in section “Berth Provision Services of the Arctic Basin Branch”.

 

Geodesic and hydrographic services


     The FSUE “Rosmorport” Arctic Basin Branch performs geodesic and hydrographic works on a contractual basis in the water areas of the seaports of Arkhangelsk, Kandalaksha, Mezen, Murmansk, Naryan-Mar and Onega.
     The cost of geodesic and hydrographic works of the Arctic Basin Branch is calculated based on the agreed volume of works according to the “Handbook of basic prices for engineering surveys for construction No. 4, 2000. Engineering and hydrographic works. Engineering and hydrometeorological surveys on rivers. UDK 624.131.3.003.13:338.5(083.78)”, approved by the Research, Design and Survey Works Department of the State Committee for Construction of Russia (letter dated September 26, 2000 No. 5-11/91), taking into account the indices of changes in the cost of work for the current period of time.

     Terms and conditions of geodesic and hydrographic services rendered by the Arctic Basin Branch with the use of the branch icebreakers are defined by the clauses of contracts on rendering these services made according to the established procedure described in the section "Geodesic and Hydrographic Services of the Arctic Basin Branch".


Dredging services


     The FSUE “Rosmorport” Arctic Basin Branch renders dredging services on carrying out repair dredging in the navigation canal and water areas of the seaports of Arkhangelsk, Naryan-Mar, Onega and Sabetta on a contractual basis to all interested organizations.

     The cost of dredging work is calculated by the Arctic Basin based on state estimate standards for underwater construction and diving work (part 44 of the corpuses of Federal Unit Rates 2017, State Itemized Cost Estimate Standards 2014), approved by orders of the Ministry of Construction of Russia of 30.12.206 No. 1038/pr and of 30.12.2016 No. 1039.

     Terms of provision of the Arctic Basin Branch dredging services and payment for them are defined by the clauses of the contract on rendering these services concluded in the manner specified in the section «Dredging Services of the Arctic Basin Branch».

 

Services on transportation of cargo using special equipment

 
     The Arctic Basin Branch provides services for transportation of small cargo or goods in hard-to-reach areas of the Murmansk region with the use of snowmobiles and snow and swamp-going vehicles of the branch.
