     1. General information 

     The FSUE “Rosmorport” Murmansk branch provides round-o-clock pilotage services to all kinds of vessels calling at the seaports of Murmansk and Kandalaksha as well as information (consulting) pilot services beyond mandatory pilotage area. 
     The Murmansk branch Pilotage Service employs 47 pilots: 25 high-grade pilots and 22 second-grade pilots. 
     The Pilotage Service specialists are highly skilled and experienced professionals, able to execute pilotage operations of any difficulty, in different weather conditions and to all types of vessels (dry cargo vessels, bulk cargo vessels, tankers, nuclear-powered icebreakers, special-purpose devices and platforms) regardless of size and displacement. 
     Pilots` training meets the requirements of Resolution on the Russian Federation pilots, approved by the Ministry of Transport. The pilots implement skill improvement and training in centers of Admiral Makarov State Maritime Academy, Murmansk State Technical University, and I.I. Mesyatsev State Marine Fishing Academy. 
     The Murmansk branch Pilot Service has all necessary pilot boats and cars in its disposal for timely pilot delivery to vessels. 

     2. Information on pilotage areas 

     Seaport of Murmansk 

     A pilotage area in the seaport of Murmansk is established by Compulsory Regulations for the seaport of Murmansk, approved by FSE “Administration of the Seaport of Murmansk” and dated 28.11.2007 (as amended and supplemented) and consists of 2 sectors: an inport pilotage sector and an outport pilotage one. 
     Inport pilotage sector is limited by the seaport water area borders established by the Government of the Russian Federation order dated 17.10.2009 № 1535-р (as amended and supplemented).
The outport pilotage sector is situated from parallel 69°12'00" N as far as the seaport water area northern border. 
     The extent of the pilotage is 21 nautical miles. 
     Embarkation for vessels calling at the seaport of Murmansk takes place in a point 69°12'00'' N 33°31'50" E, during storm weather — to south-west from Salny Island (69°07'30" N 33°25'00" Е) or in the Retinsky Cape area. 
     Embarkation for vessels leaving the seaport or for shifting or other motion within the seaport’s water area takes place in a vessel’s dislocation point (terminal berths, anchorages, roadstead terminals). 

     The seaport of Kandalaksha 

     Pilotage area in the seaport of Kandalaksha is established by Compulsory Regulations for the sea trade port of Kandalaksha dated 1991 and consists of 2 sectors: an inport pilotage sector and an outport pilotage one. 
     Inport pilotage sector is situated within the seaport water area borders established by the Government of the Russian Federation order dated 31.03.2009 N 419-р
     Outport pilotage area takes place on the entrance roadstead from the point 67°03'1 N 32°39'0 Е as far as the borders of the seaport’s water area. 
     The pilotage extent is 8 nautical miles. 
     Pilot embarkation for vessels calling at the seaport of Kandalaksha takes place on the outport pilotage area border (67°03'1N, 32°39'0Е). 
     Pilot embarkation for vessels leaving the seaport or for shifting or other motion within the seaport water area takes place in a vessel’s dislocation point (terminal berths, anchorages, roadstead terminals). 

     3. The pilotage services terms and conditions 

     According to the Compulsory Resolutions on the seaport of Murmansk and General Regulations for the sea trade port of Kandalaksha, pilotages (outport and inport) for vessels calling at/leaving the seaports of Murmansk and Kandalaksha respectively are mandatory. 
     The following vessels are exempted from the pilotage: 
       - vessels of the Russian Navy, Border Guard of Federal Security Service and single-purpose vessels and ships of other state agencies by the command authority presentation; 
       - vessels constantly working within established pilotage area with captains who passed qualification examination and have sufficient work experience in command duty, except oil tankers with deadweight more than 400 tons; 
       - fishing fleet vessels within fishing vessels processing terminal water area; 
       - small-size vessels; 
       - when vessel’s captain (senior assistant allowed to navigation in captain’s absence), acquires a pilotage exemption certificate (PEC) on conclusion of qualification commission with the seaport of Murmansk captain in the chair. 

     The pilotage services in seaports of Murmansk and Kandalaksha are provided in accordance with Compulsory resolutions on the seaport of Murmansk requirements and Compulsory resolutions on the seaport of Kandalaksha requirements respectively. 

     The seaport of Murmansk pilotage services terms and conditions 

     Vessels calling at the seaport of Murmansk are supplied with Murmansk branch pilots on the basis of the shipowners`/marine agents` requests in the presidency order. When requests filed with violation of indicated terms or failed to be confirmed in due time or when vessels do not have a pilotage exemption certificate the services are provided far down on the priority, when free pilots are available. 

     The pilotage requests are filed to the Murmansk branch by fax (+7 (8152) 48-04-80) or e-mail (Lotsmur@mf-rmp.ru) by shipowner (his proxy) in the following terms: 
       - when entering the port, 48 hours before arrival to the embarkation point, to be confirmed no later than 4 hours before stated time; 
       - when service in the seaport’s water area, 2 hours before navigation, if the operation is planned to be implemented from 10:00 till 17:00, and before 15:00 the current day, if the operation is planned to be implemented from 17:00 till 10:00 next day; 
       - when leaving the seaport, 6 hours before departure, to be confirmed 2 hours before departure. 

     The branch is not responsible for possible delays and vessel demurrage due to pilot waiting in the following cases: 
       - if the pilotage request was filed out-of-date or the vessel arrived 2 hours late of stated time; 
       - embarkation is impossible due to the storm weather (speed of wind is more than 15 m/s); 
       - in the absence or discrepancy of the debarkation/embarkation point devices (discrepancy of drawbridges from the tug delivering the pilot or vice versa) to the labor protection and IMO requirements. 

     A pilot arriving to the vessel produces a receipt confirming his right to implement the pilotage of the vessel, where the fact of the pilotage and possible commentaries to his work are put, to the captain. The receipts, filled in and signed by the vessel’s captain, are the grounds for the pilotage fare calculation. The vessel’s captain hands to the pilot an IMO established type pilot card with precise information about the vessel and informs the pilot on controllability features and the vessel’s condition. 

     When captain of vessel under the pilotage won’t follow pilot’s recommendations, the latter (in thirdsman’s evidence) has the right to refuse the pilotage, having notified the Kola Bay VTS operator and demanding the captain to make a notice in log book and pilot receipt. However, the pilot has to stay aboard and give information on safety navigation on the captain’s requirement. If the captain demands to resume the pilotage, the pilot must resume the pilotage. 
     When mooring, the communication between pilot, tugboats and berths is implemented on the VHF channel 14. 

     The seaport of Kandalaksha pilotage services terms and conditions 

     Vessels calling at the seaport of Kandalaksha are supplied with Murmansk branch pilots on the basis of the shipowners`/marine agents` requests in the presidency order. When requests filed with violation of indicated terms or failed to be confirmed in due time or when vessels do not have a pilotage exemption certificate, the services are provided far down on the priority, when free pilots are available. 
     The pilotage requests are filed to the Kandalaksha branch by fax (+7 (81533) 992-06) or e-mail (Kandalakshapilot@mf-rmp.ru) in the following terms: 
       - when entering the port, 48 and 24 hours before arrival to the embarkation point, to be confirmed no later than 4 hours before stated time; 
       - when leaving the seaport, 6 hours before departure, to be confirmed 2 hours before departure; 
       - when service on the seaport water area 6 hours before navigation to be confirmed no later than 2 hours before stated time. 

     The FSUE “Rosmorport” Murmansk branch is not responsible for possible delays and vessel demurrage due to pilot waiting, if the pilotage request was filed out-of-date or the operation started more than 30 minutes after stated time. 

     Terms and conditions of the provision of additional information services by the Murmansk branch pilots beyond the mandatory pilotage area on a contract basis 

     The FSUE “Rosmorport” Murmansk branch at the suggestion of customers is able to provide information services on pilot consulting the navigator on shipping terms beyond mandatory pilotage areas, including information on: 
       - currents action (influence) in the navigation area; 
       - local customs and rules in the navigation area; 
       - navigator’s interaction with Dispatcher Services, State Port Control Inspection of FSE “Administration of Seaport of Murmansk”, and tugboats crew; 
       - interaction with the Kola Bay VTS; 
       - other navigator’s actions concerning the operations implemented (navigation areas). 
     The services are provided on the basis of contract for value for information (consulting) services provision (the Contract) between the Murmansk branch and customer (vessel’s captain, shipowner, marine agent). 

     To conclude a contract, the consumer should file a written request to the Murmansk branch by fax (+7 (8152) 55-08-50) or by e-mail (mf-rmp@mf-rmp.ru) The request is examined within 30 days or less, according to the terms requested. If requested services are possible to provide, the consumer gets the Contract in duplicate for signing. The Contract signed by the consumer should be returned to the Murmansk branch. 
     Information services connecting with consulting on shipping terms beyond mandatory pilotage areas is implemented by pilots according to the Contract’s terms. 

     The Murmansk branch pilotage services are charged by the pilotage dues. The information about pilotage dues in the seaports of Murmansk and Kandalaksha and their collection can be found in subsection “The Murmansk branch Harbor Dues and Tariffs”.
