     1. General Information

 

     The FSUE “Rosmorport” Murmansk Branch renders services for round-the-clock pilotage of vessels of all types that call at the seaports of Murmansk and Kandalaksha. The Pilotage Service of the Murmansk Branch renders additional compass calibration services in the seaport of Murmansk. 

     The Murmansk Branch pilotage service includes 45 pilots. Among them are 38 pilots of Category I, and 7 pilots of Category II.

     The experts of the Murmansk Bransh Pilotage Service are highly qualified and have a lot of experience. They are able to perform pilotages  of any complexity in various meteorological conditions with all types of vessels (bulk carriers, tankers, nuclear icebreakers, special-purpose crafts and platforms) without limitation of dimensions and tonnage.
     The pilots of the Murmansk Branch are professionally trained in accordance with Regulations on Sea Pilots approved by order No. 462 dated November 6, 2020 of the Ministry of Transport of the Russian Federation. Professional development and training of the Branch's pilots are carried out at the training centers of the State Sea Academy under the name of Admiral S.O. Makarov, Murmansk State Technical University, Murmansk Sea Fishing-Industry College under the name of I.I. Mesyatsev.

     In December 2022, the Murmansk Branch underwent an audit and confirmed the compliance of the quality management system of the pilotage service of the Murmansk Branch, which has been in force at the branch since 2019, with the requirements of the international standard ISO 9001:2015 regarding the provision of services for pilotage of vessels and the elimination of magnetic deviation. The conformity of the quality management system of the pilotage service of the Murmansk Branch with the requirements of the standard ISO 9001:2015 was checked and recognized by the Certification Association Russian Register and the branch was issued in the prescribed manner certificate dated 21.12.2021 No. 21.2412.026.
     The Pilotage Service possesses all necessary pilotage boats and cars for timely delivery of pilots to vessels.

      Pursuant to Compulsory Regulations in the Seaport of Murmansk approved by Russia’s Transport Ministry Order No 222 of August 12, 2014, the area of compulsory pilotage in the seaport of Murmansk is limited by the coastline and direct lines connecting by order the points with the coordinates:

     No 1 Latitude = 69°11,63'N Longitude = 033°30,40'Е;

     No 2 Latitude = 69°11,63'N Longitude = 033°34,60'Е,

     further along the coastal line to the points with the coordinates:

     No 3 Latitude = 69°09,00'N Longitude = 033°34,42'Е (Cape Samponavolok);

     In order to pay pilotage dues in the seaport of Murmansk, the area of pilotages, which are performed for the rate per one mile, has the following boundaries:

     from the site of embarkation/disembarkation of a pilot in the point with the coordinates Latitude = 69°12,00'N Longitude = 033°31,80'E to places of embarkation/disembarkation on berths of the seaport of Murmansk or in zones of roadstead (anchoring) stations. The routes of pilotage and their mileages are attached.

     in the area between berths and anchoring stations in the seaport of Murmansk. The routes of pilotage and their mileages are attached.

     The embarkation/disembarkation of a pilot on/from a vessel moving to/ leaving the seaport of Murmansk is made in the point with the coordinates: Latitude = 69°12,00'N Longitude = 033°31,80'E and the disembarkation/embarkation is made on berths of the seaport of Murmansk or in areas of roadstead stations.

     In order to provide pilotage services related to hauling, overwinding or other relocation of a vessel in the water area of the seaport of Murmansk the embarkation/disembarkation of a pilot is made at berths or in the area of roadstead stations in the seaport of Murmansk.

     Pursuant to Compulsory Regulations in the Seaport of Kandalaksha approved by Russia’s Transport Ministry Order No 345 of November 7, 2013, the compulsory pilotage area in the seaport of Kandalaksha includes

     a) the water area of the seaport of Kandalaksha, within the boundaries approved by Russia’s Government Directive No 419-r of March, 31, 2009;

     b) the area limited by direct lines connecting by order the points with the coordinates:

     N 1 Latitude = 67°07,8'N Longitude = 032°25,0'Е;

     N 2 Latitude = 67°07,2'N Longitude = 032°24,6'Е;

     N 3 Latitude = 67°06,6'N Longitude = 032°26,2'Е;

     N 4 Latitude = 67°04,7'N Longitude = 032°36,5'Е;

     N 5 Latitude = 67°03,1'N Longitude = 032°37,5'Е;

     N 6 Latitude = 67°03,6'N Longitude = 032°39,1'Е;

     N 7 Latitude = 67°05,0'N Longitude = 032°39,1'Е;

     In order to pay pilotage dues in the seaport of Kandalaksha, which are performed for the rate per one mile, the compulsory pilotage area has the following boundaries:

       - from the site of embarkation/disembarkation of a pilot in the point with the following coordinates: Latitude = 67°03,1'N Longitude = 032°39,0'E to the places of embarkation/disembarkation at berths of the seaport of Kandalaksha or in the zones of roadstead (anchoring) stations. The routes of pilotage and their mileages are attached.

        - in the area between berths and anchoring stations in the seaport of Kandalaksha. The routes of pilotage and their mileages are attached.

     The embarkation/disembarkation of a pilot on/from a vessel moving to/ leaving the seaport of Kandalaksha is made in the point with the coordinates: Latitude = 67°03,1'N Longitude = 032°39,0'E and the disembarkation/embarkation is made at the berths of the seaport of Kandalaksha or in areas of roadstead stations.

     In order to provide pilotage services related to demooring, shifting or other relocation of a vessel in the water area of the seaport of Kandalaksha the embarkation/disembarkation of a pilot is made at berths or in the area of roadstead stations in the seaport of Kandalaksha.

 

     3. Information on areas where the Murmansk Branch carries out calibration operations

     The Murmansk Branch carries out calibration operations on the following deviation ranges:

 

     1. A deviation range, where deviators of the Murmansk Branch remove magnetic deviation for vessels staying in the seaport of Murmansk by using the ERI method. The deviation range is located at Cape Retinsky outside the boundaries of the seaport of Murmansk, in an area limited by the lines connecting by order the points with the following coordinates:

     1) Latitude = 69°06,88'N Longitude = 033°23,80'Е;

     2) Latitude = 69°06,23'N Longitude = 033°24,47'E;

     3) Latitude = 69°05,58'N Longitude = 033°22,60'E;

     4) Latitude = 69°05,90'N Longitude = 033°20,18'E.

     The method used for calibration does not require auxiliary instruments and it can be applied for compasses of any systems. In order to carry out calibration operations in the Kola Bay the 189,60 – 9,60  Retinsky magnetic range and the 99,20 – 279,20 Filinsky deviation range are used.

     Calibration operations are carried out in relevant visibility, which is enough to take the bearings of range lights of the deviation range.

     The embarkation/disembarkation of a deviator aboard a vessel for deviation operations is made at a berth of the seaport of Murmansk or at the mooring site of the vessel in the water area of the seaport of Murmansk.

     2. A deviation range of the Kola Bay southern elbow on which deviators of the Murmansk Branch remove magnetic deviation for vessels of no more than 55 meters in length staying in the seaport of Murmansk by using the ERI method. The deviation range is limited by the western and eastern banks of the Kola Bay between Parallel=68°58,17' of the northern latitude and Parallel=68°57,50' of the northern latitude.

     The method used for calibration does not require auxiliary instruments and it can be applied for compasses of any systems. In order to carry out calibration operations in the Kola Bay the 15.80-195.80 Kievaraksky magnetic range, the 253.30-73.30 Okolny deviation range and the 218.10-38.10 Tyuvagubsky deviation range are used.

     Deviation operations are carried out in relevant visibility, which is enough to take the bearings of range lights of the deviation range.

     The embarkation/disembarkation of a deviator aboard a vessel for deviation operations is made at a berth of the seaport of Murmansk or in a mooring site of a vessel in the water area of the seaport of Murmansk.

 

     4. Procedure for rendering pilotage services

 

     The procedure for rendering pilotage services in the seaport of Murmansk

 

     Pilotage services in the seaport of Murmansk are rendered by the Murmansk Branch round-the-clock pursuant to the Compulsory Regulations in the Seaport of Murmansk.

    

     Such vessels as:

     - small size vessels, sports sailing ships and cruise boats;

     - vessels of local pilotage, excluding tankers with gross tonnage over 300;

     - vessels of the fishing fleet with total length of up to 55 meters,

     are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Murmansk pursuant to the Compulsory Regulations in the Seaport of Murmansk.

     Vessels’ captains who are entitled to make navigation without a pilot in areas of compulsory pilotage are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Murmansk according to Order of the Ministry of Transport of Russia No. 466 of November 6, 2020.

     Pilotage services in the seaport of Murmansk for which pilotage dues are levied are rendered by the Murmansk Branch in accordance with the standard form agreement for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and the procedure for signing it are specified in the section “The Murmansk Branch Harbor Dues and Tariffs”.

     The Murmansk Branch renders pilotage services in a manner that respects the hierarchy of applications given by ship owners/marine agents pursuant to the schedule of traffic and disposition of vessels in the seaport of Murmansk.

     The schedule of traffic and deployment of vessels in the seaport of Murmansk is approved by the master of the seaport of Murmansk daily based on information on the vessel calls transmitted by telecom network www.portcall.marinet.ru and placed on the website www.mapm.ru daily at 4:00 p.m. In case of the lack of pilots to meet all applications based on simultaneously lodged applications preferences are given to applications on pilotage of vessels that service in the seaport of Murmansk is restricted by the time of tides and falling tides.

     Applications on pilotage of vessels exempt from compulsory pilotage are submitted according to the standard procedure for submitting applications on pilotage of vessels. 

     The stated services are rendered in the last turn, if free pilots are available, to vessels toward which applications have been given behind the schedule or when the time limit has not been established in the prescribed time, as well as to vessels of the port fleet that are exempt from compulsory pilotage.


     An application for pilotage of vessel moving to the seaport of Murmansk is submitted by masters of vessels / owners of ships / marine agents to the Murmansk Branch by fax +7 (8152) 48-04-80 or by e-mail lotsmur@mrm.rosmorport.ru

    - for vessels moving to the seaport of Murmansk: 48 hours before a vessel approaches toward the site of a pilot’s embarkation or if it takes less than 48 hours for a vessel’s passage from the last seaport (a fishing area) – before the vessel’s exit from the relevant sea area (a fishing area). The application is approved no later than four hours before the scheduled time;

   - for vessels moving from the seaport of Murmansk: no later than 24 hours before a vessel leaves the seaport of Murmansk or, if it takes less than 24 hours for a vessel’s mooring in the seaport of Murmansk, just upon arrival of a vessel at the port, but no later than 4 hours before its exit from the seaport with subsequent confirmation 2 hours before the vessel’s departure;

   - for pilotage operations related to vessel’s relocation or its other displacement in the water area of the seaport of Murmansk: no later than 6 hours before a pilotage operation starts or if a vessel moves to the roadstead for anchoring, 24 hours before a pilotage operation starts, with subsequent confirmation not later than 2 hours before a pilotage operation starts.

     Ship owners / marine agents can specify the time and place of a pilot’s embarkation round-the-clock by telephone of the Murmansk Branch +7 (8152) 48-04-80.

     In case the vessel is not prepared to leave, an earlier given application for pilotage should be canceled or postponed no later than 2 hours before a pilotage operation starts. The application should be canceled or postponed in a written form and sent by fax of the Murmansk Branch +7 (8152) 48-04-80, or a scan of the application should be sent to the Murmansk Branch by e-mail lotsmur@mrm.rosmorport.ru.

     A pilot, who arrives aboard a vessel, presents to the master of the ship a pilot’s certificate confirming the pilot’s right of pilotage of this vessel and a pilot’s bill that proves the fact of pilotage of a vessel and possible remarks on the pilot’s work. Pilot’s bill filed and signed by the master of the vessel serves as the basis for making payment for pilotage. The master of the vessel gives the pilot of the Murmansk Branch a pilot’s card of the vessel in the form established by IMO with exact information about the vessel, and informs on the vessel’s maneuverability and its condition.

     The pilotage service of the Murmansk Branch does not take responsibility for possible delays and demurrage of a vessel if:

   - an application for a pilot has been submitted later than the specified time limits or if a vessel approaches toward the site of a pilot’s embarkation with more than 4 hours’ delay of the specified time;

   - an application for a pilot has been postponed by a customer for a term of more than four hours since the initially specified time;

   - a pilot’s disembarkation is impossible due to the stormy weather – the wind speed of over 15 meters per second;

    - there are no sites of a pilot’s embarkation (disembarkation) and they do not correspond to the labor protection requirements and International Convention SOLAS 74/78/V/23 (the non-conformance of passage means from a pilot’s boat to a vessel and vice versa);

   - an authorized representative of the Russia’s Defense Ministry Northern Fleet takes a decision to close the Kola Bay (an area of compulsory pilotage) for navigation of civil ships.

     A vessel’s master, who has called a pilot and refused the pilot’s services upon the latter’s arrival aboard a vessel, must file and sign a pilot’s bill for levying 50% dues for expected pilotage or an expected operation for which the pilot of the Branch has been sent.

     In case of a delay of a pilotage operation for more than 30 minutes by the fault of a vessel, a pilot of the Murmansk Branch can be recalled from the vessel with signing a pilot’s bill on a pilot’s fool call and levying of 50% pilot’s dues due for expected pilotage or pilotage operation for which the pilot of the Branch has been sent and the application has been annulled.

 

     Pilotage dues for pilotage services rendered by the Murmansk Branch in the seaport of Murmansk are levied. Information on the rates of pilotage dues and the procedure for levying them can be found in the section “Murmansk Branch Harbor Dues and Tariffs”.


     Procedure for rendering pilot’s services in the seaport of Kandalaksha

 

     Pilotage services of vessels in the seaport of Kandalaksha are rendered by the Kandalaksha department of the Murmansk Branch pilotage service round-the-clock in accordance with the requirements of the Compulsory Regulations in the Seaport of Kandalaksha.

     Such vessels as:

     - small size vessels, sports sailing ships and cruise boats;

     - vessels carrying out operations for vessels’ service and support in the water area of the seaport and on the approaches toward it, facilities of the seaport infrastructure (vessels of the port fleet)

     are exempt from compulsory pilotage pursuant to the Compulsory Regulations in the Seaport of Kandalakhsha in the area of compulsory pilotage in the seaport of Kandalaksha.

     Vessels’ captains who are entitled to make navigation without a pilot in areas of compulsory pilotage are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Kandalaksha according to Order of the Ministry of Transport of Russia No. 466 of November 6, 2020.

     Pilotage services in the seaport of Kandalaksha for which pilotage dues are levied are rendered by the Kandalaksha department of the Murmansk Branch pilot’s service in accordance with the terms of a standard form agreement for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and the procedure for signing it are specified in the section “The Murmansk Branch Harbor Dues and Tariffs”.

     The Murmansk Branch renders pilotage of vessels in the order of precedence of written applications given by owners of ships / marine agents pursuant to the schedule of movement and placement of vessels in the seaport of Kandalaksha.

     The schedule of movement and placement of vessels in the seaport of Kandalaksha is approved by the captain of the seaport of Kandalaksha daily (in the majority of cases till 3:00 p.m. Moscow time) based on information on a vessel’s call that is submitted to the Internet telecom network www.portcall.marinet.ru and placed on the website www.mapm.ru

     Applications on pilotage of vessels exempt from compulsory pilotage are submitted according to the standard procedure for submitting applications on pilotage of vessels. 

     The stated services are rendered in the last turn, if free pilots are available, for vessels toward which applications are submitted behind the time limit or when applications are not approved within the prescribed time, as well as for vessels of the port fleet that are not exempt from compulsory pilotage.

 

     An application on pilotage of a vessel moving to the seaport of Kandalaksha is submitted by captains of vessels / owners of ships / marine agents to the Murmansk Branch by fax + 7 (81533) 992-06 or by e-mail Kandalakshapilot@mrm.rosmorport.ru:

     - for vessels moving to the seaport of Kandalaksha 48 hours before a vessel’s approach toward the site of a pilot’s embarkation, confirmed no later than 4 hours before the scheduled time;

     - for vessels leaving the seaport of Kandalaksha no later than 24 hours before a vessel’s exit from the seaport of Kandalaksha or whether it takes no more than 24 hours for a vessel’s mooring in the seaport of Kandalaksha just upon a vessel’s arrival, but no later than 4 hours before a vessel’s exit from the seaport, with subsequent confirmation 2 hours prior to the vessel’s departure;

     - for pilotage operations related to re-anchoring or other replacement of a vessel in the water area of the seaport of Kandalaksha not later than 6 hours before a pilotage operation starts or when a vessel moves to a roadstead for anchoring 24 hours before a pilotage operation starts, with subsequent confirmation no later than 2 hours prior to the beginning of the pilotage operation.

     Owners of ships / marine agents can specify the time and the place of a pilot’s embarkation round-the-clock by telephones of the Murmansk Branch +7 (81533) 992-06.

     In case the vessel is not prepared to leave, an earlier given application on pilotage should be canceled or postponed no later than 2 hours before the pilotage operation. The application is submitted in a written form by fax of the Murmansk Branch +7 (81533) 992-06 or a scan is sent by e-mail Kandalakshapilot@mrm.rosmorport.ru.

     A pilot, who arrives aboard a vessel, presents the master of the vessel a pilot’s certificate confirming the pilot’s right to pilotage of this vessel and a pilot’s bill that proves the fact of pilotage of a vessel and possible remarks on the pilot’s work. Pilot’s bills filed and signed by the master of the vessel serve as the basis for making payment for pilotage. The master of the vessel gives the pilot of the Murmansk Branch a pilot’s card of the vessel in the form established by IMO with exact information about the vessel and informs the pilot about the vessel’s maneuverability and its condition.

     The pilotage service of the Murmansk Branch does not take responsibility for possible delays and demurrage of a vessel in cases when:

    - an application for a pilot has been submitted later than the specified time limits or if a vessel approaches toward the site of a pilot’s embarkation with more than 2 hours’ delay of the specified time;

    - a pilot’s embarkation is impossible due to the stormy weather – the wind speed of over 15 meters per second;

    - there are no sites of a pilot’s embarkation (disembarkation) or the sites do not correspond to the labor protection requirements and International Convention SOLAS 74/78/V/23 (the non-conformance of passage means from a pilot’s boat to a vessel and vice versa);

     A vessel’s master, who has requested pilotage and then refused a pilot’s services upon the latter’s arrival aboard the vessel, must file and sign a pilot’s bill for levying 50% dues for expected pilotage or an expected operation for which a pilot of the Branch has been sent.

     In case of a delay of a pilot’s operation for more than 30 minutes by the fault of a vessel a pilot of the Murmansk Branch can be recalled from the vessel by signing a pilot’s bill on a pilot’s fool call and levy of 50% pilot’s dues due for expected pilotage and a pilot’s operation for which a pilot of the Branch has been sent, and an application is annulled.

     5. Procedure for rendering additional pilotage services (calibration services)

 

     Calibration services are rendered by the Murmansk Branch to concerned owners of ships pursuant to the Contract of Magnetic Deviation Elimination Operations (hereinafter referred to as the Contract).

     In order to sign the Contract a customer should send an application for concluding the Contract by fax of the Murmansk Branch +7 (8152) 55-08-50 or by e-mail deviation@mrm.rosmorport.ru with a compulsory confirmation that the Murmansk Branch has received the application by sending an answer to a customer’s fax or e-mail. The application is considered within five days and in the absence of technical restrictions on the possibility to carry out the requested operations after the customer provides all documents required to conclude the Contract the Murmansk Branch sends two copies of the filed Contract to a customer for signing. The signed copy of the Contract should be returned by the customer to the Murmansk Branch at: 19 Portovy Proezd, Murmansk 183038.


     Pursuant to the signed Contract the customer sends an application for calibration operations by fax of the Murmansk Branch +7 (8152) 55-08-50 or a scan by e-mail deviation@mrm.rosmorport.ru no later than 72 hours before the planned calibration operations. The application is sent with the necessary confirmation that the Murmansk Branch has received the application by sending an answer to the customer’s fax or e-mail. 

     The application is considered by the Murmansk Branch within 24 hours and in the absence of technical restrictions on a possibility to carry out the requested operations the confirmation is sent to the customer by fax or by e-mail. When it is impossible to carry out the requested operations, the customer is sent a motivated refusal by fax or by e-mail specifying the reasons why it is impossible to carry out the requested works.

     In case of a vessel’s advanced exit from the seaport of Murmansk an application is submitted not later than 24 hours before the scheduled deviation operations. The application is considered by the Branch immediately and in the absence of technical restrictions on the possibility to provide the declared works the Murmansk Branch reports in a written form that it is possible to carry out works or sends a motivated refusal by fax or by the customer’s e-mail.

     Upon completion of calibration works a deviator gives a table of remaining deviation to a captain of a vessel, and an act of executed works is formed. Based on the act of rendered services the customer receives an invoice for payment that should be paid within five working days as of the date of receipt of the invoice.


     In exceptional circumstances calibration works are carried out by the Murmansk Branch without signing a contract on the basis of a customer’s application provided by fax of the Murmansk Branch +7 (8152) 55-08-50 or a scan by e-mail deviation@mrm.rosmorport.ru with the necessary confirmation that the Murmansk Branch has received by fax or by e-mail.

     The application is considered by the Murmansk Branch within 24 hours and in the absence of technical restrictions on the possibility to carry out the requested operations, the confirmation is sent to the customer by fax or by e-mail. When it is impossible to carry out the requested operations the customer is sent a motivated refusal by fax or by e-mail specifying the reasons why it is impossible to carry out the stated works.

     In case of a vessel’s advanced exit from the seaport of Murmansk the application is submitted no later than 24 hours before the scheduled calibration operations. The application is considered by the Branch immediately and in the absence of technical restrictions on the possibility to provide the requested services the Murmansk Branch reports in a written form that it is possible to carry out works or sends a motivated refusal by fax or by the customer’s e-mail.

     Upon completion of calibration works a deviator gives a table of remaining deviation to a captain of a vessel, and an act of executed works is formed. Based on the act of rendered services the customer is issued an invoice for payment that should be paid within five working days as of the date of receipt of the invoice.
