     The Arctic Basin Branch renders services for assignment of the Branch's berths for vessel safe without carrying out loading-unloading operations mooring in the seaport of Murmansk.

The Arctic Basin Branch has one berth designated for vessel mooring in the seaport of Murmansk:

     2. Procedure for Rendering Services for Assignment of Berths for Vessel Mooring

 

     Procedure for rendering services to provide berths for vessel mooring in the seaports of Arkhangelsk and Onega

 

     Arkhangelsk Department of the Arctic Basin Branch renders services for providing berths for vessel mooring at the seaports of Arkhangelsk and Onega in accordance with the terms of the Fee-Based Contract (hereinafter referred to as the Contract).

     In order to sign the Contract a customer sends a written application to conclude the Contract:

     berths of the seaport of Onega

     – by fax +7 (81839) 721-51 or a scan by e-mail onega@ark.rosmorport.ru

     The received request will be considered within one working day. In the absence of technical restrictions on the possibility to render services and when submitting all required documents by a customer to conclude the Contract he is sent a filed contract for signing. The original of the Contract signed by the customer should be returned to the Arkhangelsk Department of the Arctic Basin Branch at:

     Pursuant to the terms of the Contract, the customer shall send a written application to the Arkhangelsk Department of the Arctic Basin Branch by fax +7 (8182) 67-13-43 or +7 (8182) 65-03-43, or a scan by e-mail mail@ark.rosmorport.ru at least 24 hours before the expected date of service commencement.

     The received request will be considered by the Arkhangelsk Department of the Arctic Basin Branch within two hours as from the date of receipt and in the absence of technical restrictions on the possibility to provide a berth a customer is given the required site of an appropriate berth for vessel mooring.

     Payments for services rendered to provide berths of the Arkhangelsk Department of the Arctic Basin Branch in the seaports of Arkhangelsk and Onega for vessel mooring without carrying out loading unloading operations are made according to the procedure and on the terms established by the Contract.

 

 

     In exceptional circumstances for the purpose of urgency a berth for vessel mooring can be provided by the Arkhangelsk Department of the Arctic Basin Branch by a potential customer without concluding the Contract on the terms of prepayment on ground of a written request.

     A request for providing a berth is submitted to the Arkhangelsk Department of the Arctic Basin Branch by fax:

     The request is considered by the Arkhangelsk Department of the Arctic Basin Branch within two hours as from the date of receipt and in the absence of technical restrictions on the possibility to provide a berth the Branch issues an invoice for paying services to provide a berth of the Arctic Basin Branch that should be paid before mooring a vessel.

     When receiving prepayment by the Arkhangelsk Department of the Arctic Basin Branch the Branch provides a berth for vessel mooring.

     In the event that the actual time of a customer's vessel mooring at a berth of the Arkhangelsk Department of the Arctic Basin Branch exceeds the scheduled time a customer is issued an invoice and an invoice for paying additional time of the use of a berth of the Arkhangelsk Department of the Arctic Basin Branch that should be paid within five days as from the date of issuing an invoice.

     Procedure for rendering services to provide berths for vessel mooring in the seaport of Murmansk

 

     Services for assignment of berths for vessel safe mooring in the seaport of Murmansk are rendered by the Arctic Basin Branch pursuant to the terms of the framework commercial services contract (hereinafter the Contract).

     In order to sign the Contract a customer sends a written application to the Arctic Basin Branch by fax +7 (8152) 55-08-50 or a scan by email mail@mrm.rosmorport.ru.  The received application will be considered within three working days. After considering the application, in the absence of technical restrictions on rendering the declared services and providing all the documents required to make the contract have been presented by the customer, the customer will be sent two copies of the filed Contract  for signing. The original of the Contract signed by the customer should be returned to the Arctic Basin Branch at: 19 Portovy Proezd, Murmansk, Murmansk Region, Russia 183024.

     Services for assignment of berths for vessel mooring are rendered by the Arctic Basin Branch in the manner and on the grounds set forth by the Contract.

     A customer sends an application for berth assignment by fax +7 (8152) 55-08-50 and a scan by email berth@mrm.rosmorport.ru no later than 72 hours prior to the time of a vessel's approach toward the berth in order to obtain a berth for vessel mooring. The request will be considered by the Arctic Basin Branch within 24 hours and in the absence of technical restrictions on a possibility of mooring a customer's vessel to the declared berth an authorized employee of the Arctic Branch sends a copy of the request marked “Agreed Upon” by fax or email, thereafter the customer is provided the required place at the respective berth for vessel mooring.

     Payment for rendered services to provide the Arcitic Basin Branch's berths in the seaport of Murmansk for vessel mooring without carrying out loading-unloading operations is made in the manner and on the grounds set forth by the Contract.
