Murmansk Branch History

     The Murmansk Branch of FSUE “Rosmorport” was created in September, 2003 by the order of FSUE “Rosmorport” № 18/OD dated 08.09.2003, approving the Statute for the FSUE “Rosmorport” Murmansk Branch. 
     In September, 2003 the FSUE “Rosmorport” Murmansk Branch received the notice on putting on account in Inspection of Inspection of the Ministry of Taxes and Levies of the Russian Federation for Murmansk. 
     According to the orders of Ministry of Property Relations of the Russian Federation dated 20.11.2003 № 6515-R, 19.12.2003 № 7097-R, 03.02.2004 № 423-R, and 20.02.2004 № 659-R federal property, withdrawn from Sea Administration of Port of Murmansk was transferred to FSUE “Rosmorport” on the right of economic authority and then fixed after the FSUE “Rosmorport” Murmansk Branch by the FSUE “Rosmorport” orders dated 18.02.2004 № 15/OD and 29.02.2004 № 26v/OD. 
     According to the order of Ministry of Transport of the Russian Federation dated 27.02.2004 № VR-34-R for purposes of maintenance and development of port infrastructure facilities, ensuring safe navigation, and execution of administrative powers and according to the regulation of the Government dated 25.09.2002 № 705 “About the Improving of State Regulation System for Sea Trading and Special Ports” starting from the 1st of March, 2004 the FSUE "Rosmorport" Murmansk Branch began collecting port dues and other business activities in the seaport of Murmansk. 

 

     2004


     In July, 2004 by the FSUE “Rosmorport” order dated 01.07.2004 № 230/k Eryomin Yuriy Nikolaevich was appointed director of the FSUE “Rosmorport” Murmansk Branch. 


     In October, 2004 by the FSUE “Rosmorport” order dated 28.10.2004 № 250a/OD the FSUE “Rosmorport” Murmansk Branch received additional property withdrawn from Sea Administration of Port of Murmansk and fixed after FSUE “Rosmorport” on the right of economic authority by the orders of Ministry of Property Relations of the Russian Federation dated 05.05.2004 № 1587-R and 26.05.2004 № 1654-R. 

 

     2005


     In May, 2005 by the FSUE “Rosmorport” order dated 17.05.2005 № 185/OD new version of Murmansk Branch Statute was approved. According to the brought changes the list of permitted activities of the FSUE “Rosmorport” Murmansk Branch was extended. 


     In September, 2005 by the FSUE “Rosmorport” order dated 23.08.2006 № 361/OD fleet department was created in the structure of the branch. This fact let the branch dramatically improve quality of services on navigation safety to comply with international, national and departmental rules and regulations on navigation safety. 

 

     In October 2005 the Murmansk Branch purchased Svyatoy Nikolai motor boat intended to deliver/remove the Murmansk Branch pilots to/from vessels calling at the seaport of Murmansk.


     In December, 2005 by the order of Federal Antimonopoly Service of the Russian Federation dated 9.12.2005 № 57 the FSUE “Rosmorport” Murmansk Branch was included in the Register of the Business Entities Having More than 35 Percent Market Share of Certain Goods, concerning pilotage services by vessel traffic management system service of the FSUE “Rosmorport” Murmansk Branch. In the same month the Murmansk Branch purchased Lotsman-1 motor boat intended to deliver/remove the Murmansk Branch pilots to/from vessels calling at the seaport of Murmansk.

 

    2007


     In August, 2007 by the FSUE “Rosmorport” order dated 27.07.2007 № 310 Kandalaksha subdivision was created in the structure of the branch pilotage department to provide pilotage services in the seaport of Kandalaksha, and the branch started rendering pilotage services.

 

     In September 2007 in accordance with the notification No. 293865 dated 21.09.2007 of the Interdistrict Inspectorate of the Federal Tax Service Russia No.1 in the Murmansk region, a separate subdivision “Kandalaksha Division of Pilotage Service” was assigned to the FSUE “Rosmorport” Murmansk Branch.

 

    2008

 

     In January 2008, under order No. 23 dated of the Territorial Administration of the Federal Property Management Agency (Rosimushchestvo) in the Murmansk region, on the basis of act of fixed asset facilities removal (Form OS-4, a decision was made on removal and disposal of facility “local lines berths” in the seaport of Murmansk in connection with the implementation of the project on reconstruction of the coast protection of the passenger district of the Maritime station in the seaport of Murmansk.


     In August, 2008 by the order of Territorial Department of Federal Agency for Federal Property Management for Murmansk Region dated 25.08.2008 № 262-R icebreakers “Kapitan Dranitsyn” and “Kapitan Nikolaev” were transferred to FSUE “Rosmorport” on the right of economic authority and then fixed after the FSUE “Rosmorport” Murmansk Branch by the FSUE “Rosmorport” order dated 28.08.2008 № 383. This fact let the branch begin icebreaking pilotage in White Sea and Kara Sea. 

 

    2009


     In May, 2009 by the order of Territorial Department of Federal Agency for Federal Property Management for Murmansk Region dated 24.04.2009 № 120 “Obzor” radiolocating station was transferred to FSUE “Rosmorport” and then fixed after Murmansk Branch by the FSUE “Rosmorport” order dated 04.06.2009 № 241. Using this property, the FSUE “Rosmorport” Murmansk Branch began vessel traffic management in the water areas of Kola Bay ensuring safe and efficient navigation.

 

    2010


     In March 2010 by the order of FSUE “Rosmorport” dated 03.03.2010 № 136 changes to Murmansk Branch Statute were introduced according to which the FSUE "Rosmorport" Murmansk Branch's areas of rendering services of icebreaking pilotage are extended with the Northern Sea Route.

 

    2011


     In January 2011 by the FSUE “Rosmorport” order dated 12.01.2011№ 3/к Y.N. Eryomin was dismissed from the post of the FSUE “Rosmorport” Murmansk Branch Director due to his transfer. By the FSUE “Rosmorport” order dated 12.01.2011 № 4/к Vladimir Ivanovich Parkhomenko was appointed acting Director of the FSUE “Rosmorport” Murmansk Branch. 


     In March 2011 Viktor Parkhomenko was appointed Director of the FSUE “Rosmorport” Murmansk Branch by the FSUE “Rosmorport” order dated 10.03.2011 № 87/k.

 

     In August 2011, in accordance with FSUE “Rosmorport” order of No. 343 dated 30.05.2011 Kapitan Nikolaev icebreaker of the Murmansk Branch was transferred to the economic management of the FSUE “Rosmorport” North-Western Basin Branch for use according to its designation.

 

     In October 2011 the Murmansk Branch purchased radio station building in the seaport of Kandalaksha for further use by the Murmansk Branch in order to ensure activities of the Kandalaksha Division of Pilotage Service and creation of the Kandalaksha Bay VTS.

 

    2012

 

     In July 2012 by FSUE “Rosmorport” order dated 27.07.2012 No. 473 the Statute on the FSUE “Rosmorport” Murmansk Branch was approved as amended.

 

     In September 2012, under order No. 215 dated 10.08.2015 of the Territorial Administration of Rosimushchestvo in the Murmansk region, the previously constructed “Set-Navolok” automated radar post integrated into the Kola Bay VTS and intended for expansion of the area of radar surveillance to monitor vessel traffic in the north of the Kola Bay and its approaches, as well as to improve the safety of navigation of vessels proceeding to the seaport of Murmansk, was assigned to the enterprise and under FSUE “Rosmorport” Order No. 614 dated 21.09.2012 was transferred to the Murmansk Branch economic management.

 

    2013


     In February 2013 in accordance with the FSUE "Rosmorport" order dated 11.02.2013 № 56 amendments were made to the FSUE "Rosmorport" Murmansk Branch Statute, in accordance with which from May 2, 2013 the Murmansk Branch starts to conduct statutory activities in Vitino Seaport.


     In April 2013 in accordance with regulation of the Rosimushchestvo Territorial Department in Arkhangelsk Region dated 28.11.2012 No. 570-r 35 floating warning signs in the seaports of Vitino and Kandalaksha were secured to FSUE “Rosmorport”. By FSUE “Rosmorport” order dated13.12.2013 No. 816 they were transferred to the Murmansk Branch, which enabled the branch to provide navigation safety at the approaches and in the water areas of those seaports.


     In July 2013 by FSUE “Rosmorport” order dated 08.07.2013 No. 324 the Statute on the FSUE “Rosmorport” Murmansk Branch was amended, as icebreaking services in the Northern Sea Route water area were added to the list of the branch’s activities.

 

    2014

 

     In May 2014 in accordance with FSUE “Rosmorport” order No. 206 dated 23.05.2014, a decision was made on removal from books and dismantling the building of domestic housing in the seaport of Murmansk in connection with its emergency condition and economic inexpediency of its repair and restoration.

 

     In July 2014 by FSUE “Rosmorport” order No. 307 dated 25.07.2014 the Regulations on the FSUE “Rosmorport” Murmansk Branch were amended, in accordance with the amendments, the list of authorized activities of the Murmansk Branch was supplemented by six new activities, envisaging:

     - implementation of activities in the field of ionizing radiation sources (generating) use, carried out by the branch;

     - organization of repair, maintenance and general operation servicing and supply of vessels, carried out by the branch;

     - branch participation in ensuring the navigation safety of the seaports water areas;

     - maintaining technical means to ensure navigation safety of seaports water areas in good condition, organization of maintenance, repair, reconstruction and new construction, carried out by the branch;

     - branch participation in creation and ensuring operation of facilities of A1, A2, A3, A4 sea areas of the Global Maritime Distress and Safety System, including A3/A4 sea areas in the water area of the Northern Sea Route;

performance of branch’s functions of NAVAREA XX and XXI geographical areas NAVAREA coordinator.

 

    2015

 

     In April 2015 the Murmansk Branch started rendering services on transportation of small cargo and goods to remote areas of the Murmansk region with the use of snowmobile and snow and swamp-going vehicle.

 

     In May 2015 under Rosmorrechflot Order No. VV-11 dated 26.01.2015 facilities of engineering and technical means to ensure navigation safety, comprising radar means, TV and IR monitoring equipment intended to control surface situation in the established sectors of the seaports of Vitino, Dikson, Kandalaksha water areas, were assigned to the enterprise and under FSUE “Rosmorport” Order No. 137 dated 06.03.2015 transferred to the Murmansk Branch economic management.

 

     In June 2015 by FSUE “Rosmorport” order No.380 dated 22.06.2015 the Regulations on the FSUE “Rosmorport” Murmansk Branch were amended, the amendments are connected with granting the right to the Murmansk Branch to carry out the following activities:

     - assessment of vulnerability of transport infrastructure and vehicles;

     - development of plans to ensure transport safety of transport infrastructure and vehicles;

     - activities on water supply and sanitation;

     - heat supply activities.

 

     In July 2015, by FSUE “Rosmorport” order No. 432 dated 16.07.2015 the Regulations on the FSUE “Rosmorport” Murmansk Branch were amended, the amendments are connected with granting the right to the FSUE “Rosmorport” Murmansk Branch to carry out the authorized activities in the seaports of Dudinka and Dikson and the approaches to them. In the same month, under Rosmorrechflot Orders No. 70 and No. 71 dated 25.06.2015, facilities of engineering and technical means to ensure navigation safety, comprising radar means, TV and IR monitoring equipment intended to control surface situation in the established sectors of the seaports of Dudinka and Murmansk water areas, were assigned to the enterprise and under FSUE “Rosmorport” Order No. 420 dated 07.07.2015 transferred to the Murmansk Branch economic management.

 

     In September 2015, by FSUE “Rosmorport” order No. 529 dated 11.09.2015 the Regulations on the FSUE “Rosmorport” Murmansk Branch were amended, in accordance with the amendments, the list of authorized activities of the Murmansk Branch was supplemented by another activity related to the provision of pilotage services rendered to vessels in the Northern Sea Route water area, and besides, correcting adjustments were introduced to regulations defining the rights of the Murmansk Branch to implement the authorized activities, carrying out of which, in accordance with the Russian legislation, requires to obtain special permits, licenses and certificates.

 

     In October 2015, in accordance with the Acceptance Committee KS-14 form act dated 30.10.2015 of the completed project acceptance the constructed immovable property facilities: antenna tower with height 45 meters with a hardware container designed for installation of coastal radar station with antenna, coastal AIS station, VTS and GMDSS transceiver stations based on the VHF transceivers and installation of radio relay communications equipment, high-voltage power lines 10 kV intended for power supply of the automatic radio engineering post in the city of Krestovaya and antenna tower 20 meters high, designed for installation of radio relay equipment for the organization of digital radio-relay communication lines on the “ARTP - TSUDS Kandalaksha” line, were transferred to the Murmansk Branch for their further use by the Murmansk Branch in accordance with designation.

 

     In November 2015, by FSUE “Rosmorport” Order No. 1020/k dated 30.11.2015, the FSUE “Rosmorport” Murmansk Branch Director Parkhomenko V. was relieved of his duty by agreement of the parties. In the same month, under FSUE “Rosmorport” Order No. 1022/k dated 30.11.2015, from December 1, 2015 duties of the FSUE “Rosmorport” Murmansk Branch Director was assigned to the Deputy Director for operations the Murmansk Branch of FSUE “Rosmorport” Aleksandr Bengert.

 

     In December 2015, by FSUE “Rosmorport” order No. 774 dated 29.12.2015 the Regulations on the FSUE “Rosmorport” Murmansk Branch were amended, the amendments were connected with granting the right to the FSUE “Rosmorport” Murmansk Branch to carry out the authorized activities in the seaport of Varandey and its approaches. In the same month, under Rosmorrechflot Order No. 127 dated 02.12.2015, facilities of engineering and technical means to ensure navigation safety, comprising radar means, TV and IR monitoring equipment intended to control surface situation in the established sectors of the seaport of Varandey water area, were assigned to the enterprise and under FSUE “Rosmorport” Order No. 702 dated 08.12.2015 transferred to the Murmansk Branch economic management.

 

    2016

 

    In January 2016, in the seaports of Dudinka, Kandalaksha, Murmansk the Murmansk Branch started providing infrastructure services related to operation of facilities engineering and technical means of navigation security of the seaport Dudinka, Murmansk and Kandalaksha

 

    In February 2016, in accordance with the FSUE “Rosmorport” Murmansk Branch Order No. 18/OD dated 21.01.2016, a separate division of the Murmansk Branch in the seaport of Dudinka for carrying out authorized activities of the Murmansk Branch of FSUE “Rosmorport” in the seaport of Dudinka was created and a notification was received on confirmation of registration of a separate division of the Murmansk Branch in the seaport of Dudinka in the Interdistrict Inspectorate of the Federal Tax Service No. 25 for Krasnoyarsk Territory at the place of location.

 

    In April 2016, in accordance with FSUE “Rosmorport” order No. 189 dated 22.04.2016, Slavir-636 hovercraft has been transferred to the Murmansk Branch, it is for use by the Murmansk Branch to organize delivery and removal to/from vessels of the branch pilots in the seaport of Kandalaksha. In the same month, the Murmansk Branch started providing mooring services by the branch mooring brigade in the seaport of Murmansk.

 

     In May 2016, in the seaport of Varandey the Murmansk Branch started providing of infrastructure services related to the operation of facilities of engineering and technical means to ensure the navigation safety of the seaport of Varandey.

 

     In June 2016 in accordance with Resolution No. 550 dated 08.06.2016 of the Rosimushchestvo territorial directorate in Moscow and FSUE “Rosmoport” Order No. 286 dated 20.06.2016 the “Passenger Area Bank Protection 49.7 m long” property unit was passed into FSUE “Atomflot” economic jurisdiction to use it according to its designated purpose due to the property unit's non-use in the current enterprise operations.

 

     In July 2016, in the seaport of Dikson the Murmansk Branch started rendering infrastructure services related to the operation of facilities of engineering and technical means to ensure the navigation safety of the seaport of Dikson.

 

     In September 2016, by FSUE “Rosmorport” Order No. 819/k dated 20.09.2016, Bengert A. was appointed Director of the FSUE “Rosmorport” Murmansk Branch. In the same month, according to the results of auction, the Murmansk Branch sold: Alumina Transshipment Complex at berth No. 17, warehouse for equipment with built-in transformer substation No.4, Searchlight masts 32, 33, 34, cargo site, thoroughfares and sites in the rear of berth No.18, which could not be used by the Murmansk Branch according to their designation.

 

     In October 2016 a new building of the marine terminal in the seaport of Murmansk was put into operation after the reconstruction that had been previously carried out by the Murmansk Branch.

 

     2017

 

     In January 2017 based on Resolution No 429 of December 16, 2016 of Russian Federal Agency for State Property Management Territorial Administration for Murmansk Region a remote radar post due to be used by the Murmansk Branch to remove the impact of shadow sector in the area of Abram-Mys coast radar station was assigned to the Murmansk Branch and placed under the Branch's economic jurisdiction in accordance with FSUE “Rosmorport” Order No 2 of January 10, 2017.

 

     In February 2017 based on Rosmorrechflot Resolution No KC-3-r of January 24, 2017 and FSUE “Rosmorport” Order No 38 of February 03, 2017 a decision was made to divide the facility of the passenger ship terminal which had been earlier used by the Murmansk Branch, to place a number of premises of the facility upon its division under operating management of the Federal State Budgetary Institution “Western Arctic Seaport Administration” to use them for the designated purpose, and place five non-residential premises as separate real property of the total space of 2.106.1 square meters under economic jurisdiction of the Murmansk Branch to be used by the Murmansk Branch for rendering services for passenger handling in the seaport of Murmansk.

 

     In June 2017 under FSUE “Rosmorport” Order No 93 of March 24, 2017 the Lebedin multipurpose boat, earlier used by the Arkhangelsk Branch, was transferred to economic management of the Murmansk Branch. The boat is intended for using by the Murmansk Branch to embark and disembark the Branch's pilots on vessels making calls to the seaport of Murmansk.


     In December 2017 under FSUE “Rosmorport” Order No 479 of November 16, 2017, Admiral Makarov diesel electric icebreaker, which had been previously used by the Far Eastern Basin Branch of the enterprise, was placed under the economic management of the Murmansk Branch to be used for rendering icebreaker services in the Western sector of the Arctic Region. 

 

     2018


     In January 2018 on the basis of Order of the Interregional Territorial Administration of the Federal Agency for Property Management in the Murmansk region and the Republic of Karelia No. M325 of December 29, 2017, the items of immovable property “Auxiliary services”, “Transmitting radio center” and “For storage of fuel for an emergency diesel generator”, located in the city of Kola, Kola district, Murmansk region, and designed for organization of reception of distress messages from vessels using digital selective calling and organization of communication with vessels in telephony mode within the sea area of the A2 GMDSS enterprise, were assigned to FSUE “Rosmorport”, and in accordance with Order of FSUE “Rosmorport” of January 19, 2018 they were transferred to the economic management of the Murmansk Branch. In the same month, in accordance with Order of FSUE “Rosmorport” Murmansk Branch No. 0015 of January 23, 2018, a decision was made to create a separate subdivision of the FSUE “Rosmorport” Murmansk Branch in the city of Kola, in order to operate the items of immovable property located in the city of Murmansk Kolsky district of the Murmansk region, which had previously been transferred to the Branch. Besides, in January 2018, in accordance with Notice of the Interregional Inspectorate of the Federal Tax Service of Russia No. 7 for the Murmansk region No. 427068129 of January 26, 2018, a decision was taken to register a separate division of the FSUE “Rosmorport” Murmansk Branch in the city of Kola with the tax authority.

 

     In February 2018, on the basis of Order of the Interregional Territorial Administration of the Federal Agency for Property Management in the Murmansk region and the Republic of Karelia No. M19 of January 31, 2018, berth No. 1, intended for coal transshipment; berth No. 2, intended for coal transfer; berth No. 5, intended for the processing of general cargo and bulk cargo located in the seaport of Murmansk were secured to the enterprise, and, in accordance with Order of FSUE Rosmorport No. 85 of February 19, 2018, they were assigned to the economic management of the Murmansk Branch.


    In August 2018 by Order of FSUE “Rosmorport” No 839/k of July 26, 2018 A.A. Bengert was released from the position of Director of the FSUE “Rosmorport” Murmansk Branch on his own volition. At the same month by order of FSUE “Rosmorport” No 843/k from August 06, 2018 the duties of Director of the FSUE “Rosmorport” Murmansk Branch were imposed on Alexander Anatolyevich Varak, Deputy Director for Capital Construction and Operations of the FSUE “Rosmorport” Murmansk Branch, without removal from his current position. 


     In October 2018 by Order of FSUE “Rosmorport” No 1110/k of July 01, 2018 Sergey Mazhirin, former Director of the FSUE “Rosmorport” Petropavlovsk Branch, was transferred to the position of Director of the FSUE “Rosmorport” Murmansk Branch.


     In December 2018 pursuant to Russia’s Federal Agency for Property Management Interdistrict Territorial Administration in the Murmansk region and the Republic of Karelia Resolution No. 583-r of December 11, 2017, FSUE “Rosmorport” Order No. 27 of January 19, 2018 and the act of acceptance and delivery of December 17, 2018 14 aids to navigation in the Kandalaksha Gulf, including two range markers of the Oleniy Severny range and four range lighted marks of the Prichalny range and the Perekhodny range designed for identifying the axis of navigable routes in the water area of the seaport of Vitino; four range lighted marks of the Bolshoy Berezovy range and the Zapadnaya Ryashkova Salma range designed for identifying the axis of navigable routes between the seaports of Vitino and Kandalaksha; four range lighted marks of the Anisimovsky range and the Krestovy range designed for identifying the axis of the approach fairway of the seaport of Kandalaksha were assigned to the enterprise and placed under economic management of the FSUE “Rosmorport” Murmansk Branch.


     2019


     In January 2019 pursuant to Russia’s Federal Agency for Property Management Interdistrict Territorial Administration in the Murmansk region and the Republic of Karelia Resolution No. M266 of December 28, 2018 and FSUE “Rosmorport” Order No. 3 of January 10, 2019 the hydraulic structure “The Technological Berth” in the seaport of Murmansk was assigned for the enterprise and placed under economic management of the Murmansk Branch. The hydraulic structure is designed for using it by operators of sea terminals on the right of lease for vessel layup for a period of inter-voyage repair works. That same month based on the results of the examination conducted by the Russian Register Certification Association the FSUE “Rosmorport” Murmansk Branch was issued Certificate No. 19.0019.026 of January 14, 2019. The certificate shows compliance of the quality management system of the FSUE “Rosmorport” Murmansk Branch pilot service in respect of rendering services for piloting and removing magnet deviation with the requirements of the international standard – ISO 9001:2015.


     In March 2019 pursuant to Rosmorrechflot Resolution No. КS-50-r of February 27, 2019 the hydraulic structure “The Coastal Protection of the Passenger Area” located in the seaport of Murmansk was withdrawn from economic management of the enterprise and under FSUE “Rosmorport” Order No. 73 of March 04, 2019 it was placed under operational management of FSI “Marine Rescue Service of Rosmorrechflot” for its further use for the intended purpose.


     In June 2019 pursuant to Russia’s Federal Agency for Property Management Interdistrict Territorial Administration in the Murmansk region and the Republic of Karelia Resolution No. MO-106 of June 10, 2019 and FSUE “Rosmorport” Order No. 241 of June 26, 2019 a facility under construction – “the Reconstruction of Berths of the Coal Base” hydraulic structure was assigned for the enterprise and placed under economic management of the FSUE “Rosmorport” Murmansk Branch. The facility is designed for transshipping general and bulk cargoes in accordance with project documentation.


     In September 2019, based on FSUE “Rosmorport” letter No. AL-24/10272-27 of December 4, 2018 and upon agreement with Rosmorrechflot (letter No. NZh-27/14216 of December 20, 2018) in accordance with FSUE “Rosmorport” order No. 379 dated September 26, 2019, the real estate object “Berth No. 1”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 1” and “Warehouse Site” for their further use by the FSUE “Rosmorport” Murmansk Branch for the intended purpose.


     In October 2019, based on FSUE “Rosmorport” letter No. AL-24/10272-27 of December 4, 2018 and upon agreement with Rosmorrechflot (letter No. NZh-27/14216 of December 20, 2018) in accordance with FSUE “Rosmorport” order No. 423 dated October 25, 2019:

     а) the real estate object “Berth No. 4”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 4” and “Warehouse Site”;

     b) the real estate object “Berth No. 5”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 5” and “Warehouse Site”;

     c) the real estate object “Berth No. 6”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 6” and “Warehouse Site”;

     d) the real estate object “Berth No. 7”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 7” and “Warehouse Site”;

     e) the real estate object “Berth No. 9”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 9” and “Warehouse Site”;

     f) the real estate object “Berth No. 12”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 12” and “Warehouse Site”;

     g) the real estate object “Berth No. 13”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 13” and “Warehouse Site”;

     h) the real estate object “Berth No. 14”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 14” and “Warehouse Site”,

     for their further use by the FSUE “Rosmorport” Murmansk Branch for the intended purpose.


     In December 2019, based on FSUE “Rosmorport” letter No. AL-24/10272-27 of December 4, 2018 and upon agreement with Rosmorrechflot (letter No. NZh-27/14216 of December 20, 2018) in accordance with FSUE “Rosmorport” order No. 531 dated December 25, 2019:

     а) the real estate object “Berth No. 2”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 2” and “Warehouse Site”;

     b) the real estate object “Berth No. 10”, located in the seaport of Murmansk and operated by the FSUE “Rosmorport” Murmansk Branch, was divided into two real estate objects: “Berth No. 10” and “Warehouse Site”,

     for their further use by the FSUE “Rosmorport” Murmansk Branch for the intended purpose.


     2020


     In June 2020, the FSUE “Rosmorport” Murmansk Branch purchased an amphibious hovercraft “Neptun-11 ms”, designed to deliver pilots of the FSUE “Rosmorport” Murmansk Branch in the Kandalaksha Bay to vessels heads to the seaports of Kandalaksha and Vitino, in order to provide pilotage services by the Branch.


     In August 2020, in accordance with the letter of FSUE “Rosmorport” No. OB-25/1088-17 dated February 10, 2020 and in agreement with Rosmorrechflot (letter No. KS-27/5502 dated May 19, 2020), in order to improve management efficiency, work was completed on unification of three objects of federal real estate assigned on the right of economic management to FSUE “Rosmorport”: “Berth No. 17 (development of the corner of the transition area from berth No. 17 to berth No. 16)”, “Berth No. 17 wing” and “Railway overpass to berth No. 17”, into one real estate object “Railway overpass to berth No. 17, including: berth No. 17 (development of the corner of the transition area from berth No. 17 to berth No. 16) and berth No. 17 wing”, intended for use by the operator of the sea terminal in the seaport of Murmansk on a lease basis in accordance with the intended purpose to ensure the transportation of goods.


     In October 2020, in agreement with the Government of Russia (Government of Russia Regulation dated July 24, 2020 No. 1111 “On approval of a transaction for the sale of real estate objects that are federally owned and assigned on the right of economic management to the federal state unitary enterprise “Rosmorport”) based on the results holding an open auction for the right to conclude a contract for the sale and purchase of federal real estate objects FSUE "Rosmorport" sold 138 real estate objects located in the seaport of Murmansk and previously operated by the FSUE "Rosmorport" Murmansk Branch.


     In November 2020, by the order of FSUE "Rosmorport" No. 511 of November 25, 2020 the Murmansk Branch Statute has been approved as amended. 


     2021


     In August 2021, in agreement with Rosmorrechflot (letter No. ZD-27/8541 of August 2, 2021), in accordance with FSUE “Rosmorport” order No. 327 of August 16, 2021, it was decided to discard two real estate objects, the building of the transformer substation and the searchlight metal mast in the seaport of Murmansk, due to the unsatisfactory technical condition of the facilities and non-expediency of their restoration.


     In September 2021, in accordance with FSUE "Rosmorport" order No. 108 as of 30.03.2021, the icebreaker Krasin, which had previously operated in the Far Eastern Basin Branch of FSUE "Rosmorport", was handed over to the Murmansk Branch of FSUE "Rosmorport" to be used for icebreaking assistance services for vessels in freezing seaports of the Arctic region and icebreaking assistance for vessels on the lines of the Northern Sea Route. In the same month, in agreement with Rosmorrechflot (letter No. ZD-27/9799 of August 27, 2021), in accordance with FSUE “Rosmorport” order No. 364 of September 16, 2021, it was decided to discard two real estate objects, cable from TP-6 to TP RCS and cable from TP-6 to TP Ugolnaya in the seaport of Murmansk, due to the unsatisfactory technical condition of the facilities and non-expediency of their restoration.


     In November 2021, in accordance with the certificate of acceptance and transfer of the building (structure) dated November 30, 2021, the completed automated radio technical post Obzor was transferred to the economic management of the FSUE “Rosmorport” Murmansk Branch to be used by the branch for rendering navigation services to vessels using VTS of the Kola Bay in the southern part of the Kola Bay.


     2022


     In March 2022, in accordance with the minutes of the meeting of the Commission of the FSUE “Rosmorport” central office for awarding titles dated March 9, 2022 No. 9, the FSUE “Rosmorport” Murmansk branch was awarded the title of “Best Branch of FSUE “Rosmorport” based on the results of 2021, and the crew of the pilot boat Pilot-1 of the FSUE "Rosmorport" Murmansk branch was declared the winner in the nomination "Best Crew of the FSUE "Rosmorport" Service and Auxiliary Fleet Vessel"


     In April 2022, by order of FSUE “Rosmorport” dated April 14, 2022 No. 166, an amendment was made to the Statute of the FSUE “Rosmorport” Murmansk branch, related to the clarification of one of the permitted types of activity of the branch. In the same month, by FSUE “Rosmorport” Order dated April 21, 2022, No. 172, an amendment was made to the Regulations on the FSUE “Rosmorport” Murmansk Branch, related to the expansion of the list of permitted activities of the FSUE “Rosmorport” Murmansk Branch with the possibility of carrying out wastewater collection and treatment activities. In the same month, taking into account the consent of Rosmorrechflot (letter dated 06.07.2021 No. ZD-27/6146), based on the letter of the FSUE “Rosmorport” General Director dated 01.20.2022 No. AS-25/518-17, a decision was made to transfer the object to movable property real estate “Floodlight metal mast”, which will be used in the future by the FSUE “Rosmorport” Murmansk Branch for its intended purpose.


     In November 2022, in accordance with the order of the Interregional Territorial Management of the Federal Agency for State Property Management in the Murmansk region and the Republic of Karelia dated 19.10.2022 No. 51-252-r and in agreement with the Ministry of Transport of Russia (letters dated 02.11.2021 No. AP-D5-24/21248, dated 12.11.2021 No. AP-D5-24/21997), Rosmorrechflot (letter dated 02.10.2022 No. ZD-27/1344) and FSUE “Rosmorport” (letters dated 03.12.2021 No. AS-27/2297-17, dated 03.01.2022 No. SP-27/2082-17), as well as on the basis of the FSUE “Rosmorport” order dated 07.11.2022 No. 417 in relation to real estate objects: 5 non-residential premises with a total area of 2106.1 sq. m (marine terminal premises in the seaport of Murmansk), sewerage network of the marine terminal, two 0.4 kV cable lines from TP-3 and TP-8, backup water supply, cable sewerage of communication networks, obelisk, territory of the passenger area and improvement and bank protection of the passenger area district, the right of economic management of FSUE “Rosmorport” was terminated and the specified federal property objects were transferred into the ownership of the Murmansk region for their subsequent use for their intended purpose in the interests of creating a high-quality urban environment for the residents of Murmansk, including improvement of the public space of the sea terminal in the seaport of Murmansk within the framework of the “New Murmansk” project implemented by the Government of the Murmansk region.


     2023


     In March 2023, the Murmansk Branch stopped providing mooring services in the seaport of Murmansk due to their lack of demand. In the same month, in accordance with the minutes of the meeting of the Commission of the FSUE “Rosmorport” central office for awarding titles dated March 13, 2023 No. 10, according to the results of work for 2022, the crew of the Kapitan Dranitsyn icebreaker of the FSUE “Rosmorport” Murmansk branch was recognized as the winner in the title of “The Best FSUE “Rosmorport” Icebreaker Crew”.


     In April 2023, by FSUE “Rosmorport” Order dated April 10, 2023, No. 132, an amendment was made to the Regulations on the FSUE “Rosmorport” Murmansk Branch, related to the inclusion of the seaport of Khatanga in the list of seaports where the FSUE “Rosmorport” Murmansk Branch operates.


     In August 2023, on the basis of the Government of Russia Regulation dated May 20, 2023 No. 804 “On the approval of a transaction for the sale of real estate objects that are in federal ownership and assigned under the right of economic management to the federal state unitary enterprise “Rosmorport” based on the results of an open auction of 31 objects real estate of the FSUE "Rosmorport", located in the seaport of Murmansk and previously operated by the FSUE "Rosmorport" Murmansk Branch, was sold and transferred to the buyer in accordance with the real estate purchase and sale agreement agreed with Rosmorrechflot (letter dated August 23, 2023 No. BT-27 /12186).


     In October 2023, taking into account the consent of Rosmorrerflot (letter dated 14.09.2023 No. BT/13304) in accordance with the letter of the FSUE “Rosmorport” General Director dated 18.10.2023 No. SP-25/9846-17, a decision was made to transfer 7 objects to movable property real estate: “ARTP territory fencing”, “ARTP Set-Navolok liquid fuel warehouse”, “ARTP Set-Navolok territory fencing”, “Fencing area of the ARTP Set-Navolok”, “Fire tank”, “Diesel fuel tank” and “ Route for discharging fuel oil”, which will be used in the future by the FSUE “Rosmorport” Murmansk Branch for its intended purpose.




    Today the FSUE “Rosmorport” Murmansk Branch is one of the largest branches of the enterprise in the North of Russia. The staff of the Murmansk Branch amounts to over 350 persons. Using federal property assigned to the branch, the branch renders wide spectrum of services, including first of all navigation safety in the water areas of the seaports of Vitino, Varandey, Dikson, Dudinka, Kandalaksha and Murmansk and on the approaches to them.
