Main objectives of the FSUE “Rosmorport” Arctic Basin Branch in the field of environmental protection are:
- reducing the negative environmental impact that arises in process of economic activity of the branch;
- compliance with environmental protection legislation and environmental quality standards;
- production control over the implementation of environmental protection measures by the branch.
Environmental protection activities of the Arctic Basin Branch are carried out in accordance with annual environmental protection plans for directorate and the branch as a whole, developed and approved in accordance with the requirements of the Russian Federation legislation.
To ensure environmental protection, there are employees in the Arctic Basin Branch who oversee the branch's compliance with Russian Federation environmental legislation and standards, and implement industrial environmental monitoring measures during the branch's statutory activities in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega, Sabetta, and Khatanga.
All branch employees engaged in this area of activity have the necessary specialized education, certificates of advanced training under the programs “Training of Managers and Specialists in General Business Environmental Safety Management Systems” and “Professional Training for Handling Hazardous Waste of I-IV Hazard Classes”, and have relevant work experience.
In accordance with established procedures, the Arctic Basin Branch's management has completed training in the program “Ensuring Environmental Safety by Managers and Specialists in General Business Management Systems” and received the relevant certificates.
I. Environmental protection in the current economic activity
In accordance with the requirements of the environmental legislation of the Russian Federation, facilities that have a negative impact on the environment must be put on state registration in the federal state register.
As of January 1, 2025, 14 area facilities, operated by the Arctic Basin Branch, have been put on state registration in the federal state register of facilities. The facilities belong to the III category of facilities that have a negative impact on the environment.
While the Arctic Basin Branch is implementing economic activities, environmental protection measures are taken in the following areas:
To meet its production objectives, the Arctic Basin Branch manages necessary fleet of vehicles, auxiliary fleet vessels. Operation of these vehicles and watercraft forms emissions of pollutants into the atmosphere.
The main stationary organized sources of pollutant emissions into the atmosphere are diesel and gasoline generators located at the Kola Bay VTS facilities and in the seaports of Arkhangelsk, Kandalaksha, Murmansk and Onega.
Pursuant to the requirements of the environmental legislation of the Russian Federation, the Arctic Basin Branch has conducted an inventory of emission sources in accordance with the established procedure and has developed and approved standards for permissible emissions that comply with state sanitary and epidemiological rules and regulations.
In order to minimize harmful effects of mobile sources (vessels, vehicles) on the ambient air, the Arctic Basin Branch carries out the following activities:
- during stay at berth vessels are connected to shore power supply;
- all vehicles and stationary sources of pollution are regularly maintained by certified specialists;
- certified fuel, that meets the environmental requirements and can reduce ingredient air, is used.
The FSUE “Rosmorport” Arctic Basin Branch Harmful (Pollutant) Emissions Dynamics
The increase in the branch's emissions volumes in 2024 is due to the merger of the Murmansk and Arkhangelsk branches of the enterprise into one branch – the Arctic Basin Branch – and the corresponding reflection of the total emission indicators for the two branches.
The Arctic Basin Branch in its current activities uses surface water bodies for placing vessels at berths, carrying out dredging and construction works, as well as for discharging wastewater in the water areas of the seaports.
In accordance with the water legislation of the Russian Federation the Arctic Basin Branch received as prescribed:
• water license of 21.03.2006 series ARKH No. 00468 license type B2IBV for usage of 5 water sections of the Onega River and the Onega Bay of the White Sea with the total size of 4.1 square kilometers for vessels, berths, dredging, and soil dumps, issued by the Dvina-Pechora Basin Water Department of the Federal Water Resources Agency, valid until April 1, 2026.
Besides, the Arctic Basin Branch, in accordance with the established procedure, received decisions on granting of the water facility for use:
- decision of 24.09.2018 No. 00-03.02.03.004-M-RSBKh-T-2018-04266/00 on the provision of a section of the water body of the Severnaya Dvina River for use for discharging wastewater from storm sewers located near the territory of berths No. 110, 111 of the Red pier in the seaport of Arkhangelsk, at a distance of 37 km from the mouth, issued by the Dvina-Pechora Basin Water Department of the Federal Water Resources Agency, valid until September 1, 2028;
- decision of 05.06.2025 No. 00-02.02.00.013-M-RBBV-T-2025-69079/00 on the provision of a section of a water body with an area of 0.853 sq. km located in the Sorokskaya Bay of the White Sea for dredging, explosive, drilling and other works related to changes in the bottom and shores of surface water bodies, issued by the Neva-Ladoga Basin Water Department of the Federal Water Resources Agency, valid until December 31, 2034.
The current use of water bodies by the Arctic Basin Branch is carried out in strict accordance with environmental requirements, excluding the possibility of pollution of surface water bodies by the branch's vessels.
As part of the necessary measures on protection of the water bodies used, the Arctic Basin Branch keeps permanent operational monitoring to ensure conformity with water pollution protection requirements during the operation of the Arctic Basin Branch's vessels. All the branch's vessels are equipped with containers for collecting household and food waste, as well as tanks for the accumulation and storage of oil-containing and domestic wastewater.
Every quarter of the year the branch submits reports on execution of the plan of water protection and water use activities to the Dvina-Pechora Basin Water Department and the Neva-Ladoga Water Basin Department of the Federal Water Resources Agency.
At the end of 2024, no cases of pollution of water bodies used by the Arctic Basin Branch have been recorded.
In order to prevent pollution, littering and fouling of territory, the Arctic Basin Branch carries out:
- planned cleaning of territory from rubbish and waste;
- maintenance of places of temporary storage in condition, that meets the requirements of environmental protection legislation of the Russian Federation;
- timely removal of waste from the territory of the Arctic Basin Branch in accordance with the contracts concluded with specialized licensed organizations.
Regarding the Branch immovable property facilities territories leased to third parties, the Arctic Basin Branch carries out systematic monitoring of the implementation by lessees of their obligations on prevention of littering or pollution of the used land plots.
The Arctic Basin Branch keeps permanent record of volume of different types of waste generated in the process of current economic activities, monitors the places of their temporary storage, and frequency of their removal for reprocessing or recycling.
The majority of production and consumption waste generated in the Arctic Basin Branch, are related to the III and IV classes of hazard. The proportion of waste of the I and II classes of hazard, such as waste fluorescent and mercury vapor lamps, batteries is 2 % of the total volume of waste of the branch.
For disposal of waste generated in the process of current activities of the Arctic Basin Branch, corresponding agreements have been concluded with licensed organizations for the collection, neutralization and disposal of waste. Thus, class I and class II hazardous waste is transferred to the federal environmental operator for disposal, municipal solid waste - to the regional environmental operator for processing, neutralization and disposal, other waste (waste oils, cleaning material, pipeline and tank cleaning sludge, slag and dust from furnace installations, etc.) is transferred to specialized organizations for use as secondary resources in economic circulation, as well as for neutralization and disposal.
Sewage and sanitary waters from vessels are transferred to licensed organizations that collect waste from vessels in the seaports of Arkhangelsk and Murmansk for transportation and transfer to coastal treatment facilities.

The increase in the branch's waste generation volume in 2024 is due to the merger of the Murmansk and Arkhangelsk branches of the enterprise into one branch – the Arctic Basin Branch – and the corresponding reflection of the total waste generation volumes for the two branches.
II. Environmental protection during dredging works
Seaport of Arkhangelsk
In accordance with the requirements of environmental legislation, the Arctic Basin Branch developed the design documentation “Justification of the economic activities of the FSUE “Rosmorport” Arkhangelsk Branch on maintaining the design dimensions of shipping facilities in the seaports of Arkhangelsk and Onega for 2025–2034”. The design documentation was submitted for consideration by the state environmental review board as prescribed. Based on the results of the review, the branch received positive conclusion No. 011-1-0588P-25, approved by the order of Rosprirodnadzor of 29.04.2025 No. 842/GEE, which established that the activities of the Arkhangelsk Branch on maintaining the design dimensions of shipping facilities in the seaport of Arkhangelsk conformed with environmental protection requirements.
Under this project, the Arctic Basin Branch annually carries out repair dredging works in the water area of the seaport of Arkhangelsk.
At the end of 2024, the volume of dredging works performed by the Arkhangelsk Branch amounted to 1.1 million cubic meters of excavated soil.
The disposal of this soil, extracted during the repair dredging works in 2024, was carried out by the Arctic Basin Branch in underwater dumps No. 144A, No. 143A, located in Dvina Bay of the White Sea, on the basis of the permission of Rosprirodnadzor of 06.04.2015 No. 32M for disposal of the bottom soil extracted during dredging in internal sea waters, valid until November 30, 2024. Currently, the branch has received, as prescribed, permission from Rosprirodnadzor of 21.05.2025 No. 384M (P021-00113-77/02340738) for the disposal of soil extracted during dredging operations in the internal sea waters and in the territorial sea of the Russian Federation according to the documentation “Justification of the economic activities of the FSUE “Rosmorport” Arkhangelsk Branch on maintaining the design dimensions of shipping facilities in the seaports of Arkhangelsk and Onega for 2025–2034”, valid until December 31, 2034.
In 2025, the Arctic Basin Branch plans to carry out repair dredging works in the amount of 0.8 million cubic meters of excavated soil.

In order to compensate for damage to aquatic biological resources during repair dredging works in the water areas of the seaports of Arkhangelsk and Onega, the branch, under an agreement with specialized fish-breeding enterprises of the Arkhangelsk Region and the Republic of Karelia, finances work on the cultivation of young salmon, which is subsequently released into the rivers of the White Sea basin.
In the period from 2011 to 2024, the Arctic Basin Branch spent more than 24.8 million rubles on the reproduction of young brown trout and salmon, as a result of which 67.5 thousand fry were grown and released into the rivers Onega, Solza, Syuzma and Keret.
In 2024, the Arctic Basin Branch did not release juvenile fish in accordance with the program of compensatory measures for the artificial reproduction and release of aquatic biological resources approved by the Federal Agency for Fisheries.
Seaport of Onega
In accordance with the requirements of environmental legislation, the Arctic Basin Branch developed the design documentation “Justification of the economic activities of the FSUE “Rosmorport” Arkhangelsk Branch on maintaining the design dimensions of shipping facilities in the seaports of Arkhangelsk and Onega for 2025–2034”. The design documentation was submitted for consideration by the state environmental review board as prescribed. Based on the results of the review, the branch received positive conclusion No. 011-1-0588P-25, approved by the order of Rosprirodnadzor of 29.04.2025 No. 842/GEE, which established that the activities of the Arkhangelsk Branch on maintaining the design dimensions of shipping facilities in the seaport of Onega conformed with environmental protection requirements.
In 2024, there were no repair dredging works in the water area of the seaport of Onega and the Belomorsk sea terminal of the seaport of Onega.
Disposal of bottom soil extracted during repair dredging is carried out by the Arctic Basin Branch:
- in the underwater dumps of the Sorokskaya Bay of the White Sea: No. 141A near the Cape Raznavolok, in the waste heap of Lock 19, and in the waste heap of the approach canal, on the basis of the permission of Rosprirodnadzor of 23.06.2025 No. 389M for disposal of the soil extracted during repair dredging works in the sea waters of the Russian Federation, valid until December 31, 2034;
- in the underwater dumps No. 151 off the Baklan Island in the water area of the seaport of Onega, Onega Bay of the White Sea, and in the waste heap “Gorodskoy” on the Onega River, on the basis of the permission of Rosprirodnadzor of 30.06.2025 No. 390M for disposal of the soil extracted during repair dredging works in the sea waters of the Russian Federation, valid until December 31, 2034.
In 2025, the Arctic Basin Branch does not plan to carry out repair dredging works in the seaport of Onega.
In the period from 2016 to 2024, the Arctic Basin Branch spent 2.5 million rubles as part of compensatory measures for damage to water biological resources during dredging works in the water area of the seaport of Onega for releasing 4.6 thousand units of two-year-old Atlantic salmon into the Onega River of the White Sea basin.
In 2024, the Arctic Basin Branch did not release juvenile fish in accordance with the program of compensatory measures for the artificial reproduction and release of aquatic biological resources approved by the Federal Agency for Fisheries.
III. Environmental protection during construction and reconstruction of port infrastructure facilities
One of the main activities of the Arctic Basin Branch is the implementation of federal investment programs, as well as capital investment programs of FSUE “Rosmorport”, aimed at the development of federal facilities of port infrastructure and fleet in the seaports of Arkhangelsk, Varandey, Dikson, Dudinka, Kandalaksha, Mezen, Murmansk, Naryan-Mar, Onega, Sabetta, and Khatanga.
The Arctic Basin Branch has implemented several investment projects in that field within performance of construction customer functions.
The project documentation for all facilities was developed in strict accordance with the standards and requirements of the Russian legislation in the field of environmental protection. Public hearings were held in accordance with the established procedure and positive conclusions of the State Expertise and State Ecological Expertise Committees were received.
IV. The Arctic Basin Branch expenses on environmental protection
In 2024 the total expenses of the Arctic Basin Branch on the implementation of measures for environmental protection amounted to 33.7 million rubles, including payments for negative impact on the environment.

The significant increase in the branch's expenses for environmental protection measures in 2024 is due to the merger of the Murmansk and Arkhangelsk branches of the enterprise into one branch - the Arctic Basin Branch - and the corresponding reflection of the total indicators of expenses for environmental protection for the two branches.
V. Environmental activities prospects
The Arctic Basin Branch plans to intensify its activities in the environmental field. The main objectives of the Branch in the field of environmental protection in the coming years will become:
- implementation of activities on further reduction of negative impact on the environment, in the course of current economic activiies of the Branch;
- improvement of environmental monitoring of environmental activities of the Branch;
- introduction of modern energy and resource saving technologies, in particular by means of installation of heat metering units, cold water meters, switching to energy saving lamps in the buildings of the Branch, and automatic lighting control devices in the technical areas;
- improving of environmental management and industrial environmental control
