     1. General Information  

     The FSUE "Rosmorport" Azovo-Chernomorsky Basin Branch provides pilotage services for all types and sizes of vessels, arriving at the seaports of Azov, Anapa, Gelendzhik, Eysk (except for the sea terminal of Primorsko-Akhtarsk), Kavkaz, Novorossiysk (except for the berth for CPC-R auxiliary vessels of the CPC-R sea terminal), Rostov-on-Don, Sochi, Taganrog, Taman (only to the berths of the sea terminal No. 3), Temryuk and Tuapse.
     The Azovo-Chernomorsky Basin Branch Pilotage Service consists of 183 pilots: 122 pilots of the 1st class, 53 - of the 2nd class and 8 trainee pilots.
     The Azovo-Chernomorsky Basin Branch Pilotage Service specialists have high professional skills and huge practical experience. The Branch's pilots' training meets the requirments of the Statute on Maritime Pilots, approved by Mintrans Order dated 06.11.2020 № 462. All pilots of the Azovo-Chernomorsky Basin Branch are admitted to independent piloting of vessels in the seaports of Azov, Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Rostov-on-Don, Sochi, Taganrog, Taman, Temryuk and Tuapse by orders of the respective captains of seaports.
     All pilots of the Azovo-Chernomorsky Basin Branch periodically undergo theoretical and simulation training in accordance with the approved advanced training programs for marine pilots at the Institute for Advanced Studies of the Federal State Budgetary Educational Institution of Higher Education "State Maritime University named after Admiral F.F. Ushakov "(Novorossiysk), at the Institute of Water Transport named after G.Ya. Sedov - branch of FSBEI HE "State Maritime University named after Admiral F.F. Ushakov" (Rostov-on-Don).
     In 2018, the Azovo-Chernomorsky Basin Branch developed and implemented a quality management system for pilotage services in accordance with the international standard ISO 9001:2015 for the provision of services for pilotage of vessels. Compliance of the quality management system of the pilotage service of the Azovo-Chernomorsky Basin Branch with the requirements of the ISO 9001:2015 standard was verified and recognized by the Russian Register Certification Association and the branch was issued a certificate dated December 10, 2021 No. 21.2287.026 in the prescribed manner
     The pilotage service of the Azovo-Chernomorsky Basin Branch has the necessary vessels and vehicles for the timely delivery of pilots to vessels.

     2. Information on Pilotage Areas

     The seaport of Azov

     In accordance with the Compulsory Resolutions in the seaport of Azov, approved by order of the Ministry of Transport of Russia No. 430 dated 13.12.2012, piloting of vessels within:
     - section No. 1 - Azov-Don Sea Canal, which is bounded by straight lines connecting in a certain order points with the following coordinates:
     № 1 Lat.=47°02,63' N Long.=38°55,24' E;
     № 2 Lat.=47°02,29' N Long.=38°57,01' E;
     № 3 Lat.=47°04,46' N Long.=39°05,74' E;
     № 4 Lat.=47°05,32' N Long.=39°15,00' E;
     № 5 Lat.=47°05,22' N Long.=39°15,00' E;
     № 6 Lat.=47°04,36' N Long.=39°05,64' E;
     № 7 Lat.=47°02,20' N Long.=38°57,00' E;
     № 8 Lat.=47°02,56' N Long.=38°55,27' E.
     - section No. 2 - Don River from 3183 km (0 km) to 3151 km (estuary of the River Koysug);
     - section No. 3 - additional passage for vessels (arm of the River Kalancha) from 0 to 4 km, is compulsory for all vessels.

      For the purpose of pilotage dues payment in the seaport of Azov, the areas of piloting, carried out at sea mile rates, have the following boundaries:
     a) from the place of reception of the pilot in the area of the ADSC entrance buoy to the berths or raids in the seaport of Azov. The piloting route table and the maximum length of piloting is attached;
     b) from the place of reception of the pilot on 3125.1 km of the Don River (the lower border of the Alexandrovsky Raid) to the berths or raids in the seaport of Azov. The piloting route table and the maximum length of piloting is attached;
     c) from the place of reception of the pilot at the berths and raids of the seaport of Rostov-on-Don to the berths and raids of the seaport of Azov. The piloting route table and the maximum length of piloting is attached;
     d) between berths and raids of the seaport of Azov. The piloting route table and the maximum length of piloting is attached.


     Embarkation/disembarkation of pilots on/from vessels coming to/from the seaport of Azov from/to the Sea of Azov is carried out at the ADSC entrance buoy with coordinates Lat.=47°02.40'N Long.=38°54.7'E at wind speed not more than 15 meters per second and sea disturbance level not more than 4 points, and landing/reception is carried out at the berths or raid moorings of the seaport of Azov. 
     Embarkation/disembarkation of pilots on vessels going to/from the seaport of Azov from/to the inland waterways is carried out on 3125.1 km of the Don River (lower border of the Alexandrovsky Raid), and the landing/reception of the pilot is carried out at the berths of the seaport of Azov or at raid moorings.
     Embarkation/disembarkation of pilots to/from vessels heading towards/from the seaport of Azov towards/from the seaport of Rostov-on-Don is conducted at the berths or roads of the seaport of Rostov-on-Don, and disembarkation/embarkation is conducted at the berths, or at the roads stations of the seaport of Azov.
     Embarkation/disembarkation of pilots for conducting pilotages connected to berthing, anchoring, mooring, de-mooring or other shifting of the vessel within the water area of the seaport of Azov is conducted at the berths, or at the roads stations of the seaport of Azov.

     During winter navigation, from December till March pilotage of vessels in the seaport of Azov is conducted in ice conditions with the help of the icebreakers of the Azov Directorate of the Azovo-Chernomorsky Basin Branch.

     The seaport of Anapa

     In accordance with the Compulsory Regulations in the Anapa seaport, approved by Order of the Ministry of Transport of Russia No. 446 dated 25.12.2012, the area of compulsory pilotage of vessels in the Anapa seaport is limited to the coastline, parallel 44°54'51"N, meridians 037°18'00"E and 037°18'50.4"E.

     The area of optional pilotage of vessels in the seaport of Anapa
is limited by the coastline and straight lines connecting the points in order with the coordinates:

     № 1 lat.=44°45'22,40"N long.=037°23'30"Е;

     № 2 lat.=44°45'00"N long.=037°23'30"Е;

     № 3 lat.=44°45'00"N long.=037°22'00"Е;

     № 4 lat.=44°46'10"N long.=037°22'10"Е;

     № 5 lat.=44°46'10"N long.=037°23'09,40"Е.

     For the purposes of paying the pilotage dues in the Anapa seaport, the areas of pilotage transactions carried out at the rates of pilotage transactions per nautical mile have the following boundaries:

     а) in the area limited by the pilot's embarkation/disembarkation point with coordinates: lat.=44°54'24"N long.=037°18'00"E and the berths of the Anapa seaport. A table of pilotage routes and the length of pilotage is attached.

     b) in the area limited by the pilot's embarkation/disembarkation point with coordinates: lat.=44°46'06"N long.=037°22'00"E and the berth "Bolshoy Utrish" of the Anapa seaport. The length of pilotage is 3.5 nautical miles.

     c) in the area between the berths of the Anapa seaport. A table of pilotage routes and the length of pilotage is attached.



     The place of embarkation/disembarkation of pilots on/from vessels going to/from the area of compulsory pilotage of vessels in the Anapa seaport is located at the point with coordinates lat.=44°54'24"N long.=037°18'00"E, and the disembarkation/embarkation of the pilot is carried out at the berths of the Anapa seaport.

     The place of embarkation/disembarkation of pilots on/from vessels going to/from the area of optional pilotage of vessels in the seaport of Anapa is located at the point with coordinates lat.=44°46'06" N long.=037°22'00"E, and the pilot disembarkation/embarkation is carried out at the berths of the Anapa seaport.


     The seaport of Gelendzhik

      In accordance with the Compulsory Regulations in the Gelendzhik seaport, approved by Order of the Ministry of Transport of Russia No. 448 dated 25.12.2012, the area of compulsory pilotage of vessels in the Gelendzhik seaport is established within the boundaries of the water area of the Gelendzhik seaport, approved by the order of the Government of Russia Federation dated No.199-р 24.02.2010. 

      For the purposes of paying the pilotage dues in the seaport of Gelendzhik, the areas of pilotage transactions carried out at the rates of pilotage transactions per nautical mile have the following boundaries:

     a) in the area bounded by the pilot’s embarkation point with coordinates: lat.=44º32,50'N long.=38º01,50'E, located at a distance of 15 cables from the Gelendzhik lighthouse (bearing 255 degrees), to the berths of the Gelendzhik seaport. A table of pilotage routes and the length of pilotage is attached.
      b) in the area between the berths of the Gelendzhik seaport. A table of pilotage routes and the length of pilotage is attached.
      Embarkation/disembarkation of pilots to/from a vessel going to/from the Gelendzhik seaport is carried out at the meeting point of pilots with coordinates: lat.=44°32.50'N long.=038°01.50'E (Gelendzhik lighthouse, bearing 255 degrees, distance 1.5 miles), and pilot disembarkation/embarkation from/to vessels is carried out at berths of the Gelendzhik seaport.

     The seaport of Eysk

     In accordance with the Order of the Ministry of Transport of Russia No. 324 dated 21.08.2012 "On approval of Compulsory Regulations in the

Eysk seaport", pilotage of vessels is compulsory in the following areas of the water area of the Eysk seaport: 
     a) section No. 1, bounded by straight lines connecting points in order with coordinates:
     lat.=46°43'57"N long.=38°16'04"E;
     lat.=46°44'46" long.=38°14'50"E;
     lat.=46°44'48" long.=38°14'53"E;
     lat.=46°43'58" long.=38°16'08"E. 
     b) section No. 2 "Inner water area" – a section of the water area of the seaport, bounded by jetties, cordons of berths and the coastline. 

     In other areas of the Azov Sea, pilotage of vessels going to/from the Eysk seaport is carried out by the Eysk Department of the Azovo-Chernomorsky Basin Branch at the request of shipowners/marine agents on a contractual basis.

     For the purposes of paying the pilotage dues in the Eysk seaport, the areas of pilotage transactions carried out at the rates of pilotage transactions per nautical mile have the following boundaries: 

     а) in the area bounded by the pilot's embarkation point with coordinates: lat.=46°45.00'N long.=38°14.32E to the berths and anchorages of the Eysk seaport. A table of pilotage routes and the length of pilotage is attached.

     b) in the area between the berths and anchorages of the Eysk seaport. A table of pilotage routes and the length of pilotage is attached



     Embarkation/disembarkation of pilots on vessels going to/from the seaport of Eysk, in the case of compulsory pilotage, is carried out at the point with coordinates: lat.=46 °45.00'N long.=38°14.32E, and disembarkation/embarkation is carried out at the berths of the Eysk seaport. 

     When carrying out pilotage operations related to the re-mooring, hauling or other movement of the vessel within the water area of the Eysk seaport, the pilot’s embarkation/disembarkation is carried out from/to the boats (tugs) by which the pilot is delivered to the vessel.

     In case of adverse weather conditions (wind, sea waves), the point of embarkation/disembarkation of the pilot may be changed. In this case, pilotage of the vessel to the point when the pilot can be taken on board the vessel is carried out, with the consent of the captain of the vessel, by the method of leadership. During the winter navigation, pilotage of vessels going to/from the Eysk seaport is carried out with the involvement of an icebreaker .

     The seaport of Kavkaz

      In accordance with the Compulsory Regulations in the seaport of Kavkaz, approved by the Order of the Ministry of Transport of the Russia No. 110 dated 23.03.2018, the area of compulsory pilotage of vessels in the Kavkaz seaport is established:

     - within the boundaries of the water area of the seaport of Kavkaz, approved by the decree of the Government of Russia No. 1150-р dated 12.09.2009 (with amendments and additions), with the exception of section No. 4;

     - on the Taman shipping route, bounded by straight lines connecting the points in order with the coordinates:


         № 1 lat.=45°25,50'N  long.=036°40,90'Е;

         № 2 lat.=45°25,50'N  long.=036°41,10'Е;

         № 3 lat.=45°20,97'N  long.=036°40,34'Е;

         № 4 lat.=45°21,05'N  long.=036°40,10'Е;

         № 5 lat.=45°18,80'N  long.=036°32,61'Е;

         № 6 lat.=45°18,60'N  long.=036°32,57'Е;

         № 7 lat.=45°18,98'N  long.=036°32,09'Е;

         № 8 lat.=45°19,12'N  long.=036°32,22'Е;

         № 9 lat.=45°18,18'N  long.=036°29,1'Е;

     - on the Kerch-Yenikalsky Сanal:

     a) for vessels with a draft of 4.5 meters or more - from buoy No. 1 to Varzovsky axial buoy;

     b) for vessels with a draft of up to 4.5 meters - from buoy No. 46 (lat.=45°22.60'N long.=36°40.20'E) to axial fairway buoy No. 52 (lat.=45°15.10'N long.=36°27.80'E).


     For the purposes of paying the pilotage dues at the Kavkaz seaport, the areas of pilotage transactions carried out at the rates of pilotage transactions per nautical mile have the following boundaries: 

     a) when vessels are en route to the Kavkaz seaport from the Black Sea from the place of embarkation/disembarkation of the pilot at the point with coordinates: lat.= 45º17,17 'N long.=36º29,10'E to the berths of the seaport of Kavkaz (with the exception of sections No. 2 and No. 3 of the seaport water area). The table of pilotage routes and the length of pilotage is attached;

     b) when vessels are en route to the Kavkaz seaport from the Azov Sea from the place of embarkation/disembarkation of the pilot at a point with coordinates: lat.=45º21,93'N long.=36º40,60'E to the berths of the seaport of Kavkaz (with the exception of sections No. 2 and No. 3 of the seaport water area). A table of pilotage routes and the length of pilotage is attached.


     c) when transiting along the Taman shipping route from the Black Sea to the Azov Sea and back from the place of embarkation/disembarkation of the pilot in the Black Sea at a point with coordinates: lat.=45º17,17'N long.=36º29,10 'E to the place of disembarkation/embarkation of the pilot in the Azov Sea at a point with coordinates: lat.=45º21,93 'N long.=36º40,60'E. The length of pilotage along the Taman Shipping Route is 10.6 nautical miles.

     d) when transiting through the Kerch-Yenikalsky Canal for vessels with a draft of 4.5 meters or more from the Black Sea to the Azov Sea and back from the place of embarkation/disembarkation of the pilot in the Black Sea at a point with coordinates: lat.=45°12.00'N long.=36°27.9'E to the place of disembarkation/embarkation of the pilot in the Azov Sea at a point with coordinates: lat.=45°27.20'N long.=36°41.3'E. The length of pilotage along the Kerch-Yenikalsky Canal for vessels with a draft of 4.5 meters or more is 20.7 nautical miles.


     e) when transiting along the Kerch-Yenikalsky Canal for vessels with a draft of up to 4.5 meters from the Black Sea to the Sea of Azov and back from the place of embarkation/disembarkation of the pilot in the Black Sea at a point with coordinates: lat.=45°15.10'N long.=36°27.80'E to the place of disembarkation/embarkation of the pilot in the Azov Sea at a point with coordinates: lat.=45°22.60'N long.=36°40.20'E. The length of pilotage along the Kerch-Yenikalsky Canal for vessels with a draft of up to 4.5 meters is 12.8 nautical miles.

     f) when vessels are following for loading/unloading at site No. 2 of the water area of the Kavkaz seaport from the point with coordinates: lat.=45°05.50'N long.= 36°33.52'E to anchor points No. 1 – No. 16. A table of pilotage routes and the length of pilotage is attached.


     g) when vessels are following for loading/unloading at site No. 3 of the water area of the Kavkaz seaport from the point with coordinates: lat.= 45°00.00"N long.= 36° 32.00'E to anchor points No. 1 – No. 8. A table of pilotage routes and the length of pilotage is attached.

     h) between berths and anchorages in the Kavkaz seaport. A table of pilotage routes and the length of pilotage is attached.



     Places of pilot’s embarkation/disembarkation to/from the vessel:

     a) for vessels entering the seaport from the Azov Sea, leaving the seaport to the Azov Sea or transiting the Taman shipping route from the Azov Sea to the Black Sea, at a point with coordinates: lat.=45º21,93'N long.=36º40,60'E;

     b) for vessels entering the seaport from the Black Sea, leaving the seaport to the Black Sea or transiting the Taman shipping route from the Black Sea to the Azov Sea, at a point with coordinates lat.=45°17,17'N long.=036°29,10'E, and accordingly, the disembarkation/embarkation of the pilot from/to the vessel going to/from the Kavkaz seaport is carried out at the berths of the Kavkaz seaport or at anchorage sites in sections No. 2 and No. 3 of the water area of the Kavkaz seaport;

     c) transiting through the Kerch-Yenikalsky Canal:

         - when following from the Azov Sea to the Black Sea at a point with coordinates: lat.=45°27.20'N long.=36°41.3'E, and disembarkation/embarkation is carried out at a point with coordinates: lat.=45°12.00'N long.=36°27.9'E (for vessels with a draft of 4.5 meters or more);

         - when following from the Azov Sea to the Black Sea from a point with coordinates: lat.=45°22.60'N long.=36°40.20'E, and disembarkation/embarkation is carried out at a point with coordinates: lat.=45°15.10'n long.=36°27.80'E (for vessels with a draft of up to 4.5 meters).

     d) following for loading/unloading at site No. 2 of the seaport water area, from the point with coordinates: lat.=45°05.50'N long.=36°33.52'E, and disembarkation/embarkation is carried out at anchorage sites at site No. 2 of the seaport water area;

     e) following for loading/unloading at site No. 3 of the seaport water area, from the point with coordinates: lat.= 45°00.00"N long.=36°32.00'E, and disembarkation/embarkation is carried out at anchorage sites at site No. 3 of the seaport water area.

     A vessel going to the Kavkaz seaport or by a transit route along the Taman shipping route or through the Kerch-Yenikalsky Canal, if the navigation situation and/or hydrometeorological conditions deteriorate, may use the safest point for embarkation/disembarkation of a pilot. Vessels must inform the Kerch Strait VTS about the use of another point of embarkation/disembarkation of the pilot.

     During winter navigations, pilotage of vessels going to/from the seaport of Kavkaz, as well as along the Taman shipping route or the Kerch-Yenikalsky Canal is carried out under the escort of icebreakers.


     The seaport of Novorossiysk

      In accordance with the Compulsory Regulations in the Novorossiysk seaport, approved by the Order of the Ministry of Transport of Russia No. 503 dated 30.11.2017, compulsory pilotage of vessels in the Novorossiysk seaport is carried out in the following areas:

     a) area No. 1 of compulsory pilotage of vessels in the Novorossiysk seaport is limited by straight lines connecting points with coordinates in order:

     lat.=44°40,8'N long.=037°52,92'E;

     lat.=44°38,83' N  long.=037°52,67'E;

     lat.=44°39,9' N long.=037°47,77'Е and coastline between extreme points.

     b) area No. 2 of compulsory pilotage of vessels in the Novorossiysk seaport is limited by straight lines connecting points with coordinates in order:

     lat.=44°40,13'N  long.=037°39,45'Е;

     lat.=44°37,25'N  long.=037°41,7'Е;

     lat.=44°36,0'N  long.=037°40,5'Е;

     lat.=44°36,6'N  long.=037°35,1'Е;

     lat.=44°38,23'N  long.=037°35,05'Е;

     lat.=44°40,2'N  long.=037°38,2'Е and coastline between extreme points.

 
     For the purposes of paying the pilotage dues in the Novorossiysk seaport, the areas of pilotage transactions carried out at the rates of pilotage transactions per nautical mile have the following boundaries: 

     a) in the area bounded by the pilot's embarkation point with coordinates: lat.=44°37.8'N long.=037°52.1'E and the pilot's disembarkation point with coordinates: lat.=44°38.7'N long.=037°50.2'E, and berths and anchorages in the Novorossiysk seaport (except for berthing devices of the marine terminal CPC-R). A table of the routes of pilotage and the length of pilotage from the point of embarkation of the pilot to the berths and anchorages is attached. A table of the routes of pilotage and the length of pilotage from berths and anchorages to the point of disembarkation of the pilot is attached.

     b) in the area bounded by the pilot's embarkation point with coordinates: lat.=44°34.1'N long.=037°38.5'E and the pilot's disembarkation point with coordinates: lat.=44°34.1'N long.=037°37.5'E, and remote berthing devices of the CPC-R marine terminal in the Novorossiysk seaport. A table of the routes of pilotage and the length of pilotage from the point of embarkation of pilots to the remote berthing devices of the CPC-R marine terminal is attached. The table of pilotage routes and the length of pilotage from the remote berthing devices of the CPC-R marine terminal to the pilot's disembarkation point is attached.

     c) in the area between the berths and anchorages of the Novorossiysk seaport (with the exception of berthing devices of the CPC-R marine terminal). A table of pilotage routes and the length of pilotage is attached.


     Embarkation/disembarkation of the pilot on vessels going to/from the Novorossiysk seaport:

     a) the reception of the pilot on vessels following the entrance to the seaport at anchorages No. 412 and 414 is carried out at a point with coordinates: lat.=44°37.8'N long.=037°52.1'E, and at the exit from the seaport at a point with coordinates: lat.=44°38.7'N long.=037°50,2'E, in turn, the disembarkation/embarkation of the pilot from/to the specified vessels is carried out at anchorages No. 412 and 414;

     b) the reception of the pilot on vessels following to the entrance to the seaport to the berths, including to the berths of the naval base, is carried out at the point with coordinates: lat.=44°37.8'N long.=037°52.1'E and at anchorages No. 412 and 414, and at the exit from the seaport in at a point with coordinates: lat.=44°38.7'N long. =037°50.2'E or at anchorages No. 412 and 414, in turn, the disembarkation/embarkation of the pilot from/to the specified vessels is carried out at the berths, including at the berths of the naval base;

     c) the reception of the pilot on vessels following to the entrance to the seaport to the remote berthing devices of the CPC-R marine terminal is carried out at a point with coordinates: lat.=44°34.1'N long.=037°38.5'E, and in the case of leaving the seaport, disembarkation is carried out at a point with coordinates lat.=44 °34.1'N long.=037°37,5'E, in turn, the disembarkation/embarkation of the pilot from/to the specified vessels is carried out at the remote berthing devices of the CPC-R marine terminal.

     The embarkation (disembarkation) of the pilot on a pilot boat for delivery to the vessel in order to carry out pilotage operations related to the re-mooring, hauling or other movement of the vessel within the water area of the Novorossiysk seaport is carried out at berths No. 34, 34a, 35 of the Novorossiysk seaport.

     If it is impossible to embark/disembark the pilot on the vessel under adverse weather conditions, pilotage from the established places of reception of the pilot to the place of his actual reception is carried out, with the consent of the vessel's captain, by the method of leadership.



     The seaport of Rostov-on-Don

     In accordance with the Compulsory Resolutions in the seaport of Rostov-on-Don, approved by order of the Ministry of Transport of Russia No. 62 dated 04.03.2013, the pilotage of vessels:

     - on the Don River section from 3151 km to 3125.1 km;
     - in the water area of the Alexandrovsky Ladle in the seaport;
     - from the mouth of the River Aksay to the upper border of the seaport along the Aksay River,
     is compulsory for all vessels.


       For the purpose of pilotage dues payment in the seaport of Azov, the areas of piloting, carried out at sea mile rates, have the following boundaries:
     a) from the place of reception of the pilot in the area of the ADSC entrance buoy to the berths or raids in the seaport of Rostov-on-Don. The piloting route table and the maximum length of piloting is attached;
     b) from the place of reception of the pilot on 3125.1 km of the Don River (the lower border of the Alexandrovsky Raid) to the berths or raids in the seaport of Rostov-on-Don. The piloting route table and the maximum length of piloting is attached;
     c) from the place of reception of the pilot at the berths and raids of the seaport of Azov to the berths and raids of the seaport of Rostov-on-Don. The piloting route table and the maximum length of piloting is attached;

     Embarkation/disembarkation of pilots to/from vessels heading towards/from the seaport of Rostov-on-Don towards/from the Azov Sea is conducted at the ADSC receiving buoy with the coordinates: 47°02,3'N, 38°55,3'Е, and disembarkation/embarkation is conducted at the berths of the seaport of Rostov-on-Don, or at the roads stations . 
    Embarkation/disembarkation of pilots on vessels coming to/from the seaport of Rostov-on-Don from/to the inland waterways is carried out on 3125.1 km of the Don River (lower border of the Alexandrovsky Raid), and the landing/reception of the pilot is carried out at the berths of the seaport of Rostov-on-Don or at raid moorings.
     Embarkation/disembarkation of pilots to/from vessels heading towards/from the seaport of Rostov-on-Don towards/from the seaport of Azov is conducted at the berths or roads of the seaport of Azov, and disembarkation/embarkation is conducted at the berths, or at the roads stations of the seaport of Rostov-on-Don.
     Embarkation/disembarkation of pilots for conducting pilotages connected to berthing, anchoring, mooring, de-mooring or other shifting of the vessel within the water area of the seaport of Rostov-on-Don is conducted at the berths, or at the roads stations of the seaport.

     During winter navigation, from December till March pilotage of vessels in the seaport of Rostov-on-Don is conducted in ice conditions with the help of the icebreakers of the Azov Directorate of the Azovo-Chernomorsky Basin Branch.

     The seaport of Sochi

     In accordance with the Order of the Ministry of Transport of Russia No. 404 dated 03.10.2017 "On Approval of Compulsory Regulations in the Sochi Seaport", the boundaries of two areas of compulsory pilotage are established in the Sochi seaport.


       - district No. 1 – is bounded by the coastline and straight lines connecting the points in order with the coordinates:

         № 1 lat.=43°34'19,1''N  long.=39°42'56,2''E;

         № 2 lat.=43°33'30,0''N  long.=39°42'30,0''E;

         № 3 lat.=43°33'30,0''N  long.=39°43'12,0''E;

         № 4 lat.=43°33'38,2''N  long.=39°43'12,9''E;

         № 5 lat.=43°33'55,0''N  long.=39°43'10,8''E;

         № 6 lat.=43°34'04,8''N  long.=39°43'18,2''E;

         № 7 lat.=43°34'12,0''N  long.=39°43'16,0''E;

         № 8 lat.=43°34'21,1''N  long.=39°43'09,2''E;

       In other areas, pilotage of vessels is optional and is carried out by the Sochi Department of the Azovo-Chernomorsky Basin Branch on a contractual basis at the request of the shipowner/captain of the vessel.

       For the purposes of paying the pilotage dues in the Sochi seaport, the areas of pilotage transactions carried out at rates per nautical mile have the following boundaries:

       a) in the area of compulsory pilotage No. 1 from the place of embarkation/ disembarkation of the pilot at the point with coordinates: lat.= 43°32.7'N long.=39°43.0'E to the berths in the seaport of Sochi. The table of pilotage routes and their length is attached;

       b) in the area of compulsory pilotage No. 1 between the berths in the Sochi seaport. The table of pilotage routes and their length is attached;

       c) in the area of compulsory pilotage No. 2 from the place of embarkation/disembarkation of the pilot at the point with coordinates: lat.=43°23.95' N long.=039°54.42' E to the berths of the sea terminal "Cargo area of the Sochi seaport at the mouth of the Mzymta River" of the Sochi seaport. The table of pilotage routes and their length is attached;

       d) in the area of compulsory pilotage No. 2 between the berths of the sea terminal "Cargo area of the Sochi Seaport at the mouth of the Mzymta River" of the Sochi seaport. A table of pilotage routes and their length is attached.

  

    Embarkation/disembarkation of the pilot to/from the vessel following to the Sochi seaport in the harbor area of the seaport is carried out at the point of reception of the pilot, located 2.1 miles in bearing 185.5 ° from the Sochi lighthouse with coordinates: lat.=43°32.7'N long.=39°43.0'E, and disembarkation/embarkation is carried out at the berths of the Sochi seaport in the harbor area of the Sochi seaport.
  

    Embarkation/disembarkation of pilots to/from the vessel for carrying out pilotage transactions related to the re-mooring, re-hauling or other movement of the vessel in the area of compulsory pilotage No. 1 is carried out at the berths of the Sochi seaport in the harbor area of the seaport.

     Embarkation/disembarkation of the pilot to/from the vessel following to the Sochi seaport to the berths of the cargo area at the mouth of the Mzymta River is carried out at the point of reception of the pilot with coordinates: lat.=43°23.95'N long.=039°54.42'E, and disembarkation/embarkation is carried out at the berths of the cargo area at the mouth of the Mzymta river of the Sochi seaport.
    Embarkation/disembarkation of pilots to/from a vessel for pilotage in the area of compulsory pilotage No. 2, related to the re-mooring, hauling or other movement of the vessel, is carried out at the berths of the cargo area at the mouth of the Mzymta River of the Sochi seaport.

     Taganrog seaport

     In accordance with the Compulsory Resolutions in the seaport of Taganrog, approved by order of the Ministry of Transport of Russia No. 429 dated 13.12.2012, the pilotage of vessels to:

     - section No. 1, which is bounded by straight lines connecting in a certain order points with the following coordinates: 

          № 1 Lat.=47°12,46' N Long.=038°57,22' Е;

          № 2 Lat.=47°12,61' N Long.=038°57,33' Е;

          № 3 Lat.=47°12,53' N Long.=038°57,50' Е;

          № 4 Lat.=47°12,39' N Long.=038°57,66' Е;
          № 5 Lat.=47°12,29' N Long.=038°57,74' Е;
          № 6 Lat.=47°12,16' N Long.=038°57,71' Е;

     is compulsory for all vessels.


       For the purpose of pilotage dues payment in the seaport of Azov, the areas of piloting, carried out at sea mile rates, have the following boundaries:
     a) from the place of reception of the pilot at the buoy No. 2 of the Taganrog approach channel with coordinates Lat.=47°03.40'N Long.=38°52,70'E to the berths and anchorages of the seaport of Taganrog. The piloting route table and the maximum length of piloting is attached;

     b) between berths and anchorages of the seaport of Taganrog. The piloting route table and the maximum length of piloting is attached.


      Embarkation/disembarkation of pilots on vessels coming to/from the seaport of Taganrog is carried out at the coordinates Lat.=47°03.30'N Long.=38°52.50'E at wind speed not more than 15 meters per second and wave height more than 2 meters, and the reception/landing at the berths of the seaport of Taganrog.
     Embarkation/disembarkation of pilots for conducting pilotages connected to berthing, anchoring, mooring, de-mooring or other shifting of the vessel within the water area of the seaport of Taganrog is conducted at the berths, or at the roads stations of the seaport. 

     During winter navigation, pilotage of vessels in the seaport of Taganrog is conducted in ice conditions with the help of the icebreakers of the Azov Directorate of the Azovo-Chernomorsky Basin Branch.

     The seaport of Taman


       In accordance with the Compulsory Regulations in the Taman seaport, approved by the Order of the Ministry of Transport of Russia No. 16 dated 22.01.2014, compulsory pilotage of vessels in the Taman seaport is carried out in an area that is limited by straight lines connecting points in order with coordinates:
     № 1 45°08,35'N  036°38,50'Е;

     № 2 45°07,44'N  036°36,01'Е;

     № 3 45°06,92'N  036°36,44'Е;

     № 4 45°05,34'N  036°36,44'Е;

     № 5 45°05,34'N  036°40,01'Е;

     № 6 45°06,49'N  036°41,36'Е;,

     № 7 45°07,60'N  036°41,45'Е,

     and coastline between points No. 1 and No. 7.

     For the purposes of paying the pilotage dues in the Taman seaport, the areas of pilotage transactions carried out at the rates of pilotage transactions per nautical mile have the following boundaries: 

     a) from the pilot's embarkation point with coordinates: lat.=45°05.34'N long.=036°36.68'E, to the berths of terminal No. 3 of the seaport. A table of pilotage routes and the length of pilotage is attached.

     b) in the area between the berths of marine terminal No. 3 in the Taman seaport. A table of pilotage routes and the length of pilotage is attached.




     Embarkation/disembarkation of the pilot to/from the vessels following to/from the berths of the marine terminal No. 3 of the Taman transshipment complex is carried out at the point with coordinates: lat.=45°05.34'N long.=036°36.68'E, and disembarkation/embarkation is carried out at the berths of marine terminal No. 3.

     Embarkation/disembarkation of pilots to/from the vessel for pilotage related to the re-mooring, hauling or other movement of the vessel in the Taman seaport is carried out at the berths of the seaport.


     The seaport of Temryuk

     In accordance with the Compulsory Regulations in the seaport of Temryuk, approved by the Order of the Ministry of Transport of Russia No. 218 dated 24.06.2013, compulsory pilotage of vessels in the Temryuk seaport is carried out in an area that is limited by straight lines connecting points in order with coordinates:

     № 1 lat.=45°20,90'N  long.=037°20,40'Е;

     № 2 lat.=45°21,30'N  long.=037°20,40'Е;

     № 3 lat.=45°21,31'N  long.=037°21,65'Е;

     № 4 lat.=45°20,36'N  long.=037°21,68'Е;

     № 5 lat.=45°20,16'N  long.=037°21,57'Е;

     № 6 lat.=45°20,90'N  long.=037°20,70'Е.



     For the purposes of paying the pilotage dues in the Temryuk seaport, the areas of pilotage transactions carried out at the rates of pilotage transactions per nautical mile have the following boundaries: 

     a) from the pilot's embarkation point with coordinates: lat.=45º21,3'N long.=037º20,4'E to the berths and inshore moorings of the Temryuk seaport. A table of pilotage routes and the length of pilotage is attached.

     b) between berths and inshore moorings in the Temryuk seaport. A table of pilotage routes and the length of pilotage is attached.


      The embarkation/disembarkation of the pilot to/from the vessel going to/from the Temryuk seaport is carried out in the area of the luminous buoy "Temryukskiy osevoy" with coordinates lat.=45º21,3'N long.=037º20,48'E, and the disembarkation/embarkation of the pilot from/to the vessel going to/from the Temryuk seaport is carried out at the berths of the Temryuk seaport.
     Embarkation of pilots to/from the vessel to perform pilotage operations related to the re-mooring, hauling or other movement of the vessel in the Temryuk seaport is carried out at the berths of the seaport.
     During winter navigation, pilotage of vessels going to/from the Temryuk seaport is carried out under the escort of icebreakers. 

     The seaport of Tuapse


     In accordance with the order of the Ministry of Transport of Russia No. 7 dated 11.01.2011, an area of compulsory pilotage of vessels was established in the Tuapse seaport in the part of the water area of the Tuapse seaport, bounded by the coastline and straight lines connecting points with coordinates in order:
         N 1 lat.=44°05'13,5"N long.=039°04'12,7"E; 
         N 2 lat.=44°02'35,0"N long.=039°04'12,0"E; 
         N 3 lat.=44°03'12,0"N long.=039°03'24,0"E; 
         N 4 lat.=44°05'11,0"N long.=039°04'03,0"E. 


     For the purposes of paying the pilotage dues in the Tuapse seaport, the areas of pilotage transactions carried out at the rates of pilotage transactions per nautical mile have the following boundaries:

     a) from the pilot's embarkation point with coordinates: lat.=44°01.7'N long.=039°03.5'E, to the berths of the Tuapse seaport. A table of pilotage routes and the length of pilotage is attached.

     b) between berths in the Tuapse seaport. A table of pilotage routes and the length of pilotage is attached.


      Embarkation/disembarkation of the pilot to/from the vessel following to/from the Tuapse seaport is carried out at a point with coordinates: lat.=44°01.7'N long.=039°03.5'E or according to the true bearing of 186° at a distance of 35 cables from the glowing red sign of the southwest breakwater, and disembarkation /embarkation is carried out at berths the Tuapse seaport.

     Embarkation/disembarkation of the pilot to/from the vessel to perform pilotage operations related to mooring, re-mooring, rearrangement or other movement of the vessel in the waters of the Tuapse seaport is carried out at the berths of the seaport.

     3. The pilotage services terms and conditions

     The pilotage services terms and conditions in the seaport of Azov

     Pilotage services for vessels in the seaport of Azov is carried out by the Azov Directorate of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Resolutions in the seaport of Azov, approved by order of the Ministry of Transport of Russia No. 430 dated 13.12.2012 (hereinafter – Compulsory Resolutions on the seaport of Azov).

     The following types of vessels are not provided with compulsory pilotage in the seaport of Azov:
     - icebreakers;
     - vessels under icebreaker pilotage (along the ADSC from entrance buoy to "0" km);
     - vessels of port fleet;
     - small vessels;
     - sports sailing vessels;
     - recreational vessels up to 25 m length;
     - passenger vessels sailing exclusively in the water area of the seaport of Azov.

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Azov.

 

     Pilotage services in the seaport of Azov, for which pilotage dues are charged, are provided by the Azov Directorate of the Azovo-Chernomorsky Basin Branch in accordance with the terms of the public contract for rendering services on providing navigation in the seaports of Azov, Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Rostov-on-Don, Sochi, Taganrog, Taman, Temryuk and Tuapse. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbor dues and tariffs of the Azovo-Chernomorsky Basin Branch".

     The Azov Directorate of the Azovo-Chernomorsky Basin Branch carries out pilotage services in order of priority of the applications submitted by shipowners/sea agents according to the daily schedule of vessels in seaport of Azov, which is approved by the captain of the seaport of Azov daily on the basis of information on the vessels entries to the seaport of Azov and is located at the following website: http://azov.azovseaports.ru/grafik_dvijeniya.html . The requests for inclusion in the daily schedule of vessels in the seaport of Azov, as well as information on the vessels entries and the need for providing vessel with piloting in the seaport, are issued in the information system of the state port control module "Registration of entries and departures of vessels in the seaports of the Russian Federation", accessed at: www.portcall.marinet.ru.

     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 4 hours before the scheduled start time. A written request for cancellation or postponement of the piloting must be sent to the Azov Directorate of the Azovo-Chernomorsky Basin Branch by fax: +7 (863) 287-00-13, or in a scanned form at the e-mail address: dispetcher@azv.rosmorport.ru , confirming receipt of a written request by phone: +7 (989) 700-04-42 (round the clock), or delivered by courier at 2nd Volodarskogo St., 76/23a, office 605, Rostov-on-Don, Rostov Region, Russia. 

     When a pilot of the Azov Directorate of the Azovo-Chernomorsky Basin Branch arrives at a vessel to conduct pilotage in the Azov seaport, he presents a pilot certificate confirming his righ to perform pilotage of this type of vessel to the captain, and a pilot's bill, where the fact of pilotage and possible commentaries from the captain are recorded. The vessel's captain handles the vessel's IMO pilot card with precise information on the vessel to the pilot, informs the pilot on the peculiarities of steering, and the condition of the vessel. The filled out and signed by the captain pilot bills serve as grounds for calculation of the cost of the pilotage.

     The pilotage service of the Azov Directorate of the Azovo-Chernomorsky Basin Branch is not responsible for the delays and vessel idleness in the following cases:
     - application for pilotage submitted not in due time;
     - receipt of a pilot is not possible due to stormy weather;
     - pilot boat is absent from the pilot meeting point due to bad weather conditions.

     If pilotage is delayed because of the vessel's fault for more than 1 hour, payment shall be made for every following hour of delay, in accordance with the tariffs of the Azovo-Chernomorsky Basin Branch.
     Vessel's captain who called a pilot and refused his services after the arrival of the latter, must also fill out and sign the pilot's bill for charging of 50 % of pilotage dues to be paid for the pilotage, for which the pilot was called.

     Pilotage dues are charged for the pilotage services rendered by the Azov Directorate of the Azovo-Chernomorsky Basin Branch in the seaport of Azov. Information on the rates of pilotage dues and the charging procedure is described in the section "Harbor Dues and Tariffs of the Azovo-Chernomorsky Basin Branch".

     The pilotage services terms and conditions in the seaport of Anapa

     Pilot services for vessels in the Anapa seaport is carried out by the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Anapa seaport, approved by order of the Ministry of Transport of Russia No. 446 dated 25.12.2012 (hereinafter – Compulsory Regulations in the Anapa seaport).

     In accordance with the requirements of the Compulsory Regulations in the Anapa seaport, the following vessels are exempted from compulsory pilotage in the Anapa seaport:

     - small size vessels;

     - sports sailing vessels;

     - passenger vessels of local navigation;

     - vessels of the port fleet.

 

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Anapa.

 

     Pilotage services in the Anapa seaport, for which pilotage dues are charged, are provided by the Azovo-Chernomorsky Basin Branch in accordance with the terms of the contract for the provision of services to ensure navigation and stay of vessels in the seaports and on approaches to them. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch".

     The actual pilotage of vessels is carried out by the pilots of the Azovo-Chernomorsky Basin Branch on the basis of requests from shipowners/captains of vessels or maritime agents in accordance with the schedule for the placement and movement of vessels in the Anapa seaport, which is approved by the captain of the Anapa seaport daily at 15:00 based on information about vessel calls to the Anapa seaport and is located at the following address on the Internet: http://www.bsamp.ru/section-view-vessels-anapa.

     The Azovo-Chernomorsky Basin Branch provides pilotage services for vessels exempted from compulsory pilotage in the similar manner in the order of the general order of submitted applications. Pilot services for vessels outside the area of compulsory pilotage in the Anapa seaport are provided by the Azovo-Chernomorsky Basin Branch on a contractual basis.


     An application for pilotage of a vessel proceeding to/from the seaport of Anapa, or pilotage associated with the re-mooring or hauling of a vessel, is sent to the dispatch department of the Azovo-Chernomorsky Basin Branch by fax: +7 (8617) 60-23-97, or in a scanned form to the e-mail address: m.pilots@nvr.rosmorport.ru  at least 2 hours before the start of the pilot operation.

     To clarify the place and time of the pilot's delivery to the vessel, the shipowner/marine agent can contact the dispatch department of the Azovo-Chernomorsky Basin Branch around the clock by phone: +7 (8617) 67-64-47 or on channel 9 VHF - radio communication (callsign - "Station - Novorossiysk - Pilot").

     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 1 hour before the scheduled start time. An application for the cancellation or postponement of a pilotage operation is sent to the dispatch department of the Azovo-Chernomorsky Basin Branch by fax: +7 (8617) 60-23-97, or in a scanned form to the e-mail address: m.pilots@nvr.rosmorport.ru


     The pilot of the Azovo-Chernomorsky Basin Branch, who arrived on board the vessel to carry out pilotage in the Anapa seaport, presents to the captain a pilot's certificate confirming the pilot's right to pilotage a vessel of a given displacement and area of navigation and hands a pilot's receipt, which records the fact of pilotage of the vessel and the captain's possible comments on his work. The captain of the vessel hands over to the pilot a pilot card of the vessel of the IMO standard with accurate data about the vessel, informs about the features of the controllability and the condition of the vessel. Filled in and signed by the captain of the vessel pilot’s receipts serve as the basis for calculating the pilotage fee.
     In case of difficult navigational and (or) hydrometeorological situation, with the consent of the captain of the vessel, the pilot of the Azovo-Chernomorsky Basin Branch pilots the vessel by leading to the place where it is possible to safely take the pilot on board the vessel.
     Pilotage of a vessel with a defective propeller-rudder complex, main engines or an anchor device is carried out with the permission of the captain of the Anapa seaport when towing a vessel with technical malfunctions.

     The pilotage service of the Azovo-Chernomorsky Basin Branch is not responsible for possible delays and demurrage of the vessel in the following cases:
     - an application for pilotage is submitted in violation of the established deadlines for filing applications;
     - it is impossible to accept a pilot due to stormy weather;
     - the pilot boat is absent due to unfavorable hydrometeorological conditions;
     - piloting by the leading method, according to the captain of the vessel and the pilot, is impossible under these conditions.

     If the departure or relocation of the vessel is delayed for more than 30 minutes after the declared time, or if the captain and chief mate are not on the vessel (except in cases related to force majeure), the pilot may be recalled from the vessel. The captain of the vessel or his substitute shall sign a pilot's receipt for a futile call to pay pilotage dues at the current rates for the planned operation and submit a new application in the prescribed manner.
     The captain of the vessel, who called the pilot, and after the arrival of the latter refused his services, is also obliged to fill out and sign the pilot's receipt for collecting the pilotage dues due for the assistance for which the pilot was called, in full.

     Pilotage dues are charged for the pilotage services provided by the Azovo-Chernomorsky Basin Branch in the Anapa seaport. Information on the rates of pilotage dues and the procedure for their collection is given in the section “Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch”.
 
     The pilotage services terms and conditions in the seaport of Gelendzhik

     Pilot services for vessels in the Gelendzhik seaport is carried out by the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Gelendzhik seaport, approved by order of the Ministry of Transport of Russia No. 448 dated 25.12.2012 (hereinafter – Compulsory Regulations in the Gelendzhik seaport).

 

     In accordance with the requirements of the Compulsory Regulations in the Gelendzhik seaport, the following vessels are exempted from compulsory pilotage in the Gelendzhik seaport:

     - small size vessels;

     - sports sailing vessels;

     - vessels of local navigation;

     - vessels carrying out operations for servicing and supplying vessels located exclusively in the water area of the seaport and on the approaches to it, seaport infrastructure facilities.

     Pilotage services in the Gelendzhik seaport, for which pilotage dues are charged, are provided by the Azovo-Chernomorsky Basin Branch in accordance with the terms of the contract for the provision of services to ensure navigation and stay of vessels in the seaports and on approaches to them. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch".

     The actual pilotage of vessels is carried out by the pilots of the Azovo-Chernomorsky Basin Branch on the basis of requests from shipowners/captains of vessels or maritime agents in accordance with the schedule for the placement and movement of vessels in the Gelendzhik seaport, which is approved by the captain of the Gelendzhik seaport daily based on information on the entries and exits of vessels to/from the seaport of Gelendzhik, submitted to the seaport captain at the address on the Internet: www.portcall.marinet.ru.

 

     The Azovo-Chernomorsky Basin Branch provides pilotage services for vessels exempted from compulsory pilotage in the similar manner in the order of the general order of submitted applications.


     An application for pilotage of a vessel proceeding to/from the seaport of Gelendzhik, or pilotage associated with the re-mooring or hauling of a vessel, is sent to the dispatch department of the Azovo-Chernomorsky Basin Branch by fax: +7 (8617) 60-23-97, or in a scanned form to the e-mail address: m.pilots@nvr.rosmorport.ru at least 2 hours before the start of the pilot operation.

     To clarify the place and time of the pilot's delivery to the vessel, the shipowner/marine agent can contact the dispatch department of the Azovo-Chernomorsky Basin Branch around the clock by phone: +7 (8617) 67-64-47 or on channel 9 VHF - radio communication (callsign - "Station - Novorossiysk - Pilot").

     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 1 hour before the scheduled start time. An application for the cancellation or postponement of a pilotage operation is sent to the dispatch department of the Azovo-Chernomorsky Basin Branch by fax: +7 (8617) 60-23-97, or in a scanned form to the e-mail address: m.pilots@nvr.rosmorport.ru


     The pilot of the Azovo-Chernomorsky Basin Branch, who arrived on board the vessel to carry out pilotage in the Gelendzhik seaport, presents to the captain a pilot's certificate confirming the pilot's right to pilotage a vessel of a given displacement and area of navigation and hands a pilot's receipt, which records the fact of pilotage of the vessel and the captain's possible comments on his work. The captain of the vessel hands over to the pilot a pilot card of the vessel of the IMO standard with accurate data about the vessel, informs about the features of the controllability and the condition of the vessel. Filled in and signed by the captain of the vessel pilot’s receipts serve as the basis for calculating the pilotage fee.

     The pilotage service of the Azovo-Chernomorsky Basin Branch is not responsible for possible delays and demurrage of the vessel in the following cases: 
     - an application for pilotage is submitted in violation of the established deadlines for filing applications; 
     - it is impossible to accept a pilot due to stormy weather; 
     - the pilot boat is absent due to unfavorable hydrometeorological conditions; 
     - piloting by the leading method, according to the captain of the vessel and the pilot, is impossible under these conditions. 

     If the departure or relocation of the vessel is delayed for more than 30 minutes after the declared time, or if the captain and chief mate are not on the vessel (except in cases related to force majeure), the pilot may be recalled from the vessel. The captain of the vessel or his substitute shall sign a pilot's receipt, for a futile call to pay pilotage dues at the current rates for the planned operation and submit a new application in the prescribed manner.
     The captain of the vessel, who called the pilot, and after the arrival of the latter refused his services, is also obliged to fill out and sign a pilot's receipt for collecting the pilotage dues due for the assistance for which the pilot was called, in full.

     Pilotage dues are charged for the pilotage services provided by the Azovo-Chernomorsky Basin Branch in the Gelendzhik seaport.      The pilotage services terms and conditions in the seaport of Eysk

     Pilot services for vessels in the Eysk seaport is carried out by Eysk Department of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Eysk seaport, approved by order of the Ministry of Transport of Russia No. 324 dated 21.08.2012

     Pilotage and maintenance in the water area of the seaport of Eysk is compulsory for all Russian and foreign vessels. 
    In accordance with the requirements of the Compulsory Regulations in the Eysk seaport, the following vessels are exempted from compulsory pilotage in the Eysk seaport:
     - icebreakers;
     - port fleet vessels;
     - coastal fishing vessels;
     - small, sports sailing and recreational vessels.

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Eysk.


     Outside the area of compulsory pilotage in the seaport of Eysk, pilotage in the Sea of Azov is carried out by the Eysk Department of the Azovo-Chernomorsky Basin Branch on a contractual basis. 

     Pilotage services in the Anapa seaport, for which pilotage dues are charged, are provided by the Azovo-Chernomorsky Basin Branch in accordance with the terms of the contract for the provision of services to ensure navigation and stay of vessels in the seaports and on approaches to them. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch".

     The actual pilotage of vessels is carried out by the pilots of the Eysk Department of the Azovo-Chernomorsky Basin Branch on the basis of requests from shipowners/captains of vessels or maritime agents in accordance with the schedule for the placement and movement of vessels in the Eysk seaport, which is approved by the captain of the Eysk seaport based on information about vessel calls to the Eysk seaport and is located at the following address on the Internet: http://eisk.azovseaports.ru/index.php/about/


     An application for pilotage of a vessel proceeding to/from the seaport of Eysk from the sea, is sent to the dispatch department of the Eysk Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86132) 214-88 or +7 (86132) 261-63 or in a scanned form to the e-mail address rosmorport@esk.rosmorport.ru no later than 14:00 every day.
     An application for pilotage, associated with the re-mooring or hauling of a vessel or for pilotage of vessels proceeding from the seaport of Eysk, is sent to the dispatch department of the Eysk Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86132) 214-88 или +7 (86132) 261-63 or in a scanned form to the e-mail address: rosmorport@esk.rosmorport.ru at least 2 hours before the start of the pilot operation. 
     An application for pilotage in the Sea of Azov of vessels proceeding to the seaport of Eysk or leaving the seaport of Eysk, is sent to the dispatch department of the Eysk Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86132) 214-88 или +7 (86132) 261-63 or in a scanned form to the e-mail address: rosmorport@esk.rosmorport.ru
     - for vessels heading to the seaport of Eysk, at least 72 hours before the start of the planned pilotage operation with confirmation 48 hours, 24 hours and 6 hours before the vessel’s approach to the pilot’s meeting point; 
     - for vessels leaving the seaport of Eysk, 12 hours before the vessel leaves the seaport, with subsequent clarification 2 hours before the planned departure time. 
     To clarify the place and time of the pilot's delivery to the vessel, the shipowner/marine agent can contact the pilot on duty by phone: +7 (86132) 259-40 or on VHF radio channel 16 (call sign - "Lotsman-Eysk") around the clock for clarification time and point of acceptance/disembarkation of the pilot on the vessel. 

     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 1.5 hours before the scheduled start time. An application for the cancellation or postponement of a pilotage operation is sent to the dispatch department of the Eysk Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86132) 214-88, or in a scanned form to the e-mail address: rosmorport@esk.rosmorport.ru

     The pilot of the Eysk Department of the Azovo-Chernomorsky Basin Branch, who arrived on the vessel, presents to the captain a pilot certificate confirming the pilot’s right to pilotage a vessel of a given displacement and navigation area and hands a pilot’s receipt, which records the fact of pilotage of the vessel and the captain's possible comments on his work. The captain of the vessel hands over to the pilot of the Eysk Department of the Azovo-Chernomorsky Basin Branch a pilot card of the vessel of the IMO standard with accurate data about the vessel, informs about the features of the controllability and the condition of the vessel. Filled in and signed by the captain of the vessel pilot’s receipts serve as the basis for calculating the pilotage fee. 

     The pilotage service of the Eysk Department of the Azovo-Chernomorsky Basin Branch is not responsible for possible delays and demurrage of the vessel in the following cases: 
     - an application for pilotage is submitted in violation of the established deadlines for filing applications; 
     - it is impossible to accept a pilot due to stormy weather; 
     - piloting by the leading method, according to the captain of the vessel and the pilot, is impossible under these conditions; 
     - untimely arrival of tugs and/or mooring crew to provide services to the vessel (the pilot can only assist the captain of the vessel in calling them). 

     If the departure or relocation of the vessel is delayed for more than 30 minutes after the declared time, or if the captain and chief mate are not on the vessel (except in cases related to force majeure), the pilot may be recalled from the vessel. The captain of the vessel or his substitute shall sign a pilot's receipt for a futile call to pay pilotage dues at the current rates for the planned operation and submit a new application in the prescribed manner. 
     The captain of the vessel, who called the pilot, and after the arrival of the latter refused his services, is also obliged to fill out and sign the pilot's receipt for collecting the pilotage dues due for the assistance for which the pilot was called, in full.

     The pilotage services terms and conditions in the seaport of Kavkaz

      Pilot services for vessels in the Kavkaz seaport is carried out by the Taman Department of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Kavkaz seaport, approved by order of the Ministry of Transport of Russia No. 110 dated 23.03.2018 (hereinafter – Compulsory Regulations in the Kavkaz seaport).

 

      In accordance with the requirements of the Compulsory Regulations in the Kavkaz seaport, the following vessels are exempted from compulsory pilotage in the Kavkaz seaport:

      - icebreakers;

      - vessels carrying out operations for servicing and supplying vessels located in the water area of the seaport and on the approaches to it, seaport infrastructure facilities;

      - small boats and sports sailboats;

      - fishing boats less than 50 meters in length;

      - vessels with a gross tonnage of up to 500, sailing in section No. 1 of the water area of the seaport of Kavkaz;

      - vessels with a gross tonnage of up to 7,000 sailing and approaching storage vessels and (or) leaving storage vessels in sections No. 2 and No. 3 of the water area of the seaport of Kavkaz under the guidance of the Kerch Strait VTS.

 

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Kavkaz.

      The actual pilotage of vessels is carried out by the pilots of the Taman Department of the Azovo-Chernomorsky Basin Branch on the basis of requests from shipowners/captains of vessels or maritime agents in accordance with the schedule for the placement and movement of vessels in the Kavkaz seaport, which is approved by the captain of the Kavkaz seaport daily at 15:00 based on information about vessel calls to the Kavkaz seaport and is located at the following address on the Internet: http://kavkaz.azovseaports.ru

      The Taman Department of the Azovo-Chernomorsky Basin Branch provides pilotage services for vessels exempted from compulsory pilotage in the similar manner in the order of the general order of submitted applications.

      An application is sent to the dispatch department of the Taman Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86148) 607-70, or in a scanned form to the e-mail address: DispKavkaz@tmn.rosmorport.ru , for pilotage of a vessel:

     - following to the seaport of Kavkaz, 72 hours before the start of the planned pilot operation with confirmation 48 hours and 24 hours before the vessel’s approach to the pilot’s meeting point; 
     - following from the seaport of Kavkaz, 6 hours before the vessel's departure from the seaport of Kavkaz, with subsequent clarification 2 hours before the planned departure time, if the vessel's departure is scheduled from 8.00 to 20.00 of the current day and until 13.00 of the current day, if the vessel's departure is scheduled from 20.00 current day until 8.00 next day; 
     - for re-mooring, hauling or other relocation of the vessel in the water area of the seaport of Kavkaz, at least 2 hours before the planned relocation of the vessel in the seaport of Kavkaz, if it is scheduled from 8.00 to 17.00 of the current day and before 15.00 of the current day, if the pilotage operation scheduled for the period from 17.00 of the current day to 8.00 of the next day. 
     - following through the Kerch Strait in transit or to the RPK "Tamansky", 72 hours before the start of the planned pilot operation with confirmation 48 hours and 24 hours before the vessel's approach to the pilot's meeting point. 
      To clarify the place and time of the pilot's delivery to the vessel, the shipowner/marine agent can contact pilot on duty of the Taman department of the Azovo-Chernomorsky Basin Branch around the clock by phone: +7 (86148) 581-26 or on channel 12 VHF - radio communication (callsign - "Pilot").
     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 1 hour before the scheduled start time. An application for the cancellation or postponement of a pilotage operation is sent to the dispatch department of the Taman Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86148) 607-70, or in a scanned form to the e-mail address: dispkavkaz@tmn.rosmorport.ru

     The pilot of the Taman Department of the Azovo-Chernomorsky Basin Branch, who arrived on board the vessel to carry out pilotage in the Kavkaz seaport, presents to the captain a pilot's certificate confirming the pilot's right to pilotage a vessel of a given displacement and area of navigation and hands a pilot's receipt, which records the fact of pilotage of the vessel and the captain's possible comments on his work. Filled in and signed by the captain of the vessel pilot’s receipts serve as the basis for calculating the pilotage fee. The captain of the vessel hands over to the pilot a pilot card of the vessel of the IMO standard with accurate data about the vessel, informs about the features of the controllability and the condition of the vessel. Before the start of pilotage related ro the re-mooring, hauling or other repositioning of the vessel, the pilot of the Taman Department of the Azovo-Chernomorsky Basin Branch is obliged to coordinate the mooring scheme with the captain of the vessel and provide him with information on the technical characteristics of the tugs. 

     The pilotage service of the Taman Department of the Azovo-Chernomorsky Basin Branch is not responsible for possible delays and demurrage of the vessel in the following cases: 
     - an application for pilotage is submitted in violation of the established deadlines for filing applications; 
     - it is impossible to accept a pilot due to stormy weather; 
     - piloting by the leading method, according to the captain of the vessel and the pilot, is impossible under these conditions. 
     - at the time of the commencement of the pilot operation, there is no sufficient towing support. 

     If the departure or relocation of the vessel is delayed for more than 30 minutes after the declared time, or if the captain and chief mate are not on the vessel, the pilot may be recalled from the vessel. In this case, the captain of the vessel (or a person replacing him) must sign a pilot's receipt for a vain call to pay a pilotage due in the amount of 50% of the current rate and submit a new application in the prescribed manner. 

     Pilotage dues are charged for the pilotage services provided by the Azovo-Chernomorsky Basin Branch in the Kavkaz seaport. Information on the rates of pilotage dues and the procedure for their collection is given in the section “Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch”.

     The pilotage services terms and conditions in the seaport of Novorossiysk

     Pilot services for vessels in the Novorossiysk seaport is carried out by the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Novorossiysk seaport, approved by order of the Ministry of Transport of Russia No. 503 dated 30.11.2017 (hereinafter – Compulsory Regulations in the Novorossiysk seaport).

 

     In accordance with the requirements of the Compulsory Regulations in the Novorossiysk seaport, the following vessels are exempted from compulsory pilotage in the Novorossiysk seaport:

     - small size vessels;

     - sports sailing vessels;

     - vessels of less than 500 gross tonnage.

 

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Novorossiysk.

 

     Pilotage services in the Novorossiysk seaport, for which pilotage dues are charged, are provided by the Azovo-Chernomorsky Basin Branch in accordance with the terms of the contract for the provision of services to ensure navigation and stay of vessels in the seaports and on approaches to them. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch".

     Outside the areas of compulsory pilotage in the seaport of Novorossiysk and in adjacent water areas, pilotage operations with vessels proceeding to/from the seaport of Novorossiysk are carried out by the Azovo-Chernomorsky Basin Branch at the request of shipowners/marine agents on a contractual basis.

     The actual pilotage of vessels is carried out by the pilots of the Azovo-Chernomorsky Basin Branch on the basis of requests from shipowners/captains of vessels or maritime agents in accordance with the schedule for the placement and movement of vessels in the Novorossiysk seaport, which is approved by the captain of the Novorossiysk seaport daily at 15:00 based on information about vessel calls to the Novorossiysk seaport and is located at the following address on the Internet: http://www.bsamp.ru/section-view-vessels-novorossiysk

     The pilotage services terms and conditions in the seaport of Rostov-on-Don

     Pilotage services for vessels in the seaport of Rostov-on-Don is carried out by the Azov Directorate of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Resolutions in the seaport of Rostov-on-Don, approved by order of the Ministry of Transport of russia No. 62 dated 04.03.2013 (hereinafter – Compulsory Resolutions on the seaport of Rostov-on-Don).

     The following types of vessels are not provided with compulsory pilotage in the seaport of Rostov-on-Don:
     - icebreakers;
     - vessels servicing and supplying vessels located in water area of the seaport and on approaches to it, port facilities (hereinafter - vessels of the port fleet);
     - vessels carrying out intra-city and suburban passenger transportation;
     - small vessels;
     - sports sailing vessels;
     - recreational vessels up to 25 m length.

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Rostov-on-Don.


     Pilotage services in the seaport of Rostov-on-Don, for which pilotage dues are charged, are provided by the Azov Directorate of the Azovo-Chernomorsky Basin Branch in accordance with the terms of the public contract for rendering services on providing navigation in the seaports of Azov, Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Rostov-on-Don, Sochi, Taganrog, Taman, Temryuk and Tuapse. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbor dues and tariffs of the Azovo-Chernomorsky Basin Branch".

     The Azov Directorate of the Azovo-Chernomorsky Basin Branch carries out pilotage services in order of priority of the applications submitted by shipowners/sea agents according to the daily schedule of vessels in seaport of Rostov-on-Don, which is approved by the captain of the seaport of Rostov-on-Don daily on the basis of information on the vessels entries to the seaport of Rostov-on-Don and is located at the following website: http://azov.azovseaports.ru/grafik_dvijeniya.html . The requests for inclusion in the daily schedule of vessels in the seaport of Rostov-on-Don, as well as information on the vessels entries and the need for providing vessel with piloting in the seaport, are issued in the information system of the state port control module "Registration of entries and departures of vessels in the seaports of the Russian Federation", accessed at: www.portcall.marinet.ru.

     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 4 hours before the scheduled start time. A written request for cancellation or postponement of the piloting must be sent to the Azov Directorate of the Azovo-Chernomorsky Basin Branch by fax: +7 (863) 287-00-13, or in a scanned form at the e-mail address: dispetcher@azv.rosmorport.ru , confirming receipt of a written request by phone: +7 (989) 700-04-42 (round the clock), or delivered by courier at 2nd Volodarskogo St., 76/23a, office 605, Rostov-on-Don, Rostov Region, Russia. 

     When a pilot arrives at a vessel to conduct pilotage in the Rostov-on-Don seaport, he presents a pilot certificate confirming his right to perform pilotage of this type of vessel to the captain, and a pilot's bill, where the fact of pilotage and possible commentaries from the captain are recorded. The vessel's captain handles the vessel's IMO pilot card with precise information on the vessel to the pilot, informs the pilot on the peculiarities of steering, and the condition of the vessel. The filled out and signed by the captain pilot bills serve as grounds for calculation of the cost of the pilotage.
 


     The pilotage service of the Azov Directorate of the Azovo-Chernomorsky Basin Branch is not responsible for the delays and vessel idleness in the following cases:
     - application for pilotage submitted not in due time;
     - receipt of a pilot is not possible due to stormy weather;
     - pilot boat is absent from the pilot meeting point due to bad weather conditions.

     If pilotage is delayed because of the vessel's fault for more than 1 hour, payment shall be made for every following hour of delay, in accordance with the tariffs of the Azovo-Chernomorsky Basin Branch.
     Vessel's captain who called a pilot and refused his services after the arrival of the latter, must also fill out and sign the pilot's bill for charging of 50 % of pilotage dues to be paid for the pilotage, for which the pilot was called.

     Pilotage dues are charged for the pilotage services rendered by the Azov Directorate of the Azovo-Chernomorsky Basin Branch in the seaport of Rostov-on-Don. Information on the rates of pilotage dues and the charging procedure is described in the section "Harbor Dues and Tariffs of the Azovo-Chernomorsky Basin Branch".

     The pilotage services terms and conditions in the seaport of Sochi

     Pilot services for vessels in the Sochi seaport is carried out by the Sochi Department of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Sochi seaport, approved by order of the Ministry of Transport of Russia No. 404 dated 03.10.2017 (hereinafter – Compulsory Regulations in the Sochi seaport).

     In accordance with the requirements of the Compulsory Regulations in the Sochi seaport, the following vessels are exempted from compulsory pilotage in the Anapa seaport:
        - sports and recreational vessels of less than 500 gross tonnage;

        - small size vessels;

        - passenger vessels sailing in the water area of the seaport and between sections of the water area of the seaport;

        - vessels carrying out operations for servicing and supplying vessels located in the water area of the seaport and on the approaches to it, seaport infrastructure facilities;

        - vessels used for the purpose of transport services and (or) ensuring the security of objects of state protection;

        - warships, vessels and boats of the coast guard of the border service of the FSB of Russia.


     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Sochi.


     Pilotage services in the Sochi seaport, for which pilotage dues are charged, are provided by the Sochi Department of the Azovo-Chernomorsky Basin Branch in accordance with the terms of the contract for the provision of services to ensure navigation and stay of vessels in the seaports and on approaches to them. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch".
     Pilotage of vessels is carried out by the Sochi Department of the Azovo-Chernomorsky Basin Branch on the basis of written applications in accordance with the schedule for the placement and movement of vessels in the seaport of Sochi, compiled daily by the captain of the seaport of Sochi. 
     An application for pilotage of a vessel proceeding to/from the seaport of Sochi, or pilotage associated with the re-mooring, hauling or other repositioning of the vessel, is sent to the dispatch department of Sochi Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (862) 266-98-07, or in a scanned form to the e-mail address: vts@soc.rosmorport.ru, at least 2 hours before the start of the pilot operation. 
     Clarification of the time of the pilot's reception is made at least 1 hour in advance on VHF channel 14 (call sign "Sochi-Traffic-Control") or by phone: +7 (862) 266-16-23 (around the clock). 

     Cancellation of a previously submitted application must be made at least 1 hour before the scheduled start time of the pilot operation. 
     If the start of the pilot operation is delayed for more than 30 minutes from the appointed time due to the fault of the vessel, the pilot may be recalled from the vessel, and the application canceled. In this case, the captain of the vessel is obliged to sign the pilot's receipt for a false call. 
     In case of unfavorable weather conditions, with the consent of the captain of the vessel, the pilot of the Sochi Department of the Azovo-Chernomorsky Basin Branch can carry out piloting by the leading method to the place where it is possible to safely take the pilot on board. 

     The pilot of the Sochi Department of the Azovo-Chernomorsky Basin Branch, who arrived on board the vessel, presents his pilot certificate to the captain of the vessel and hands over the pilot's receipt, confirming the pilot's right to pilotage of this vessel, which records the fact that the vessel was piloted by the Sochi Department of the Azovo-Chernomorsky Basin Branch and possible comments on his work. Filled in and signed by the captain of the vessel pilot’s receipts serve as the basis for calculating the pilotage fee. 


     The pilotage service of the Sochi Department of the Azovo-Chernomorsky Basin Branch is not responsible for possible delays and demurrage of the vessel in the following cases: 
       - the application for a pilot was submitted later than the deadlines indicated above, or the vessel was submitted to the place of acceptance of the pilot with a delay of more than two hours from the declared time; 
       - the embarkation and disembarkation of the pilot is unsafe due to stormy weather, and piloting by the leading method, according to the captain of the vessel and the pilot, is impossible. 

     Pilotage dues are charged for the pilotage services provided by the Sochi Department of the Azovo-Chernomorsky Basin Branch in the Sochi seaport. Information on the rates of pilotage dues and the procedure for their collection is given in the section “Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch”. 

     The pilotage services terms and conditions in the seaport of Taganrog

     Pilotage services for vessels in the seaport of Taganrog is carried out by the Azov Directorate of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Resolutions in the seaport of Taganrog, approved by order of the Ministry of Transport of Russia No. 429 dated 13.12.2012 (hereinafter – Compulsory Resolutions on the seaport of Taganrog).

     The following types of vessels are not provided with compulsory pilotage in the seaport of Taganrog:
     - vessels with gross capacity of less than 200;
     - small, sports sailing vessels.

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Taganrog.


     Pilotage services in the seaport of Taganrog, for which pilotage dues are charged, are provided by the Azov Directorate of the Azovo-Chernomorsky Basin Branch in accordance with the terms of the public contract for rendering services on providing navigation in the seaports of Azov, Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Rostov-on-Don, Sochi, Taganrog, Taman, Temryuk and Tuapse. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbor dues and tariffs of the Azovo-Chernomorsky Basin Branch".

     The Azov Directorate of the Azovo-Chernomorsky Basin Branch carries out pilotage services in order of priority of the applications submitted by shipowners/sea agents according to the daily schedule of vessels in seaport of Taganrog, which is approved by the captain of the seaport of Taganrog daily on the basis of information on the vessels entries to the seaport of Taganrog and is located at the following website: http://azov.azovseaports.ru/grafik_dvijeniya.html . The requests for inclusion in the daily schedule of vessels in the seaport of Taganrog, as well as information on the vessels entries and the need for providing vessel with piloting in the seaport, are issued in the information system of the state port control module "Registration of entries and departures of vessels in the seaports of the Russian Federation", accessed at: www.portcall.marinet.ru.

     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 4 hours before the scheduled start time. A written request for cancellation or postponement of the piloting must be sent to the Azov Directorate of the Azovo-Chernomorsky Basin Branch by fax: +7 (863) 287-00-13, or in a scanned form at the e-mail address: dispetcher@abf.rosmorport.ru , confirming receipt of a written request by phone: +7 (989) 700-04-42 (round the clock), or delivered by courier at 2nd Volodarskogo St., 76/23a, office 605, Rostov-on-Don, Rostov Region, Russia.

The vessel's captain handles the vessel's IMO pilot card with precise information on the vessel to the pilot, informs the pilot on the peculiarities of steering, and the condition of the vessel. The filled out and signed by the captain pilot bills serve as grounds for calculation of the cost of the pilotage. 

     The pilotage service of the Azov Directorate of the Azovo-Chernomorsky Basin Branch is not responsible for the delays and vessel idleness in the following cases:
     - vessel's captain, ship owner/sea agent did not meet the requirements on submission of necessary information on the approaching of vessel to the pilot's meeting place;
     - pilotage is not possible due to weather conditions;
     - pilot embarkation/disembarkation places are absent, or do not meet the IMO safety requirements, or means of transition from a pilot boat to vessel and backwards do not comply with each other.

     If pilotage is delayed for more than 30 minutes from the agreed time, and it is not for the reason of force majeur, or if both captain and chief officer are absent from the vessel, the pilot can be withdrawn from the vessel. The vessel's captain, or his substitute, shall sign a pilot's bill for the false call of the pilot to pay harbor dues, according to the current rates, for the planned operation, and file a new application for pilotage, according to the established procedure. 
     If the services of a pilot of the Azov Directorate of the Azovo-Chernomorsky Basin Branch commissioned to vessel are not needed, 50 % of pilotage dues for the agreed pilotage shall be paid.

     Pilotage dues are charged for the pilotage services rendered by the Azov Directorate of the Azovo-Chernomorsky Basin Branch in the seaport of Taganrog. Information on the rates of pilotage dues and the charging procedure is described in the section "Harbor Dues and Tariffs of the Azovo-Chernomorsky Basin Branch".

     The pilotage services terms and conditions in the seaport of Taman

      Pilot services for vessels in the Taman seaport (to berths of the sea terminal No. 3 only) is carried out by the Taman Department of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Taman seaport, approved by order of the Ministry of Transport of Russia No. 16 dated 22.01.2014 (hereinafter – Compulsory Regulations in the Taman seaport).

 

      In accordance with the requirements of the Compulsory Regulations in the Taman seaport, the following vessels are exempted from compulsory pilotage in the Taman seaport:

      - small size vessels;

      - sports sailing vessels;

      - vessels of less than 500 gross tonnage;

      - vessels transiting through the waters of the seaport of Taman;

      - vessels carrying out operations for servicing and supplying ships located exclusively in the water area of the seaport of Taman and on the approaches to it, seaport infrastructure facilities.

 

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Taman.

 

      Pilotage services in the Taman seaport, for which pilotage dues are charged, are provided by the Azovo-Chernomorsky Basin Branch in accordance with the terms of the contract for the provision of services to ensure navigation and stay of vessels in the seaports and on approaches to them. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch".

      The actual pilotage of vessels is carried out by the pilots of the Taman Department of the Azovo-Chernomorsky Basin Branch on the basis of requests from shipowners/captains of vessels or maritime agents in accordance with the schedule for the placement and movement of vessels in the Taman seaport, which is approved by the captain of the Taman seaport daily at 15:00 based on information about vessel calls to the Taman seaport and is located at the following address on the Internet: http://www.bsamp.ru/section-view-vessels-taman.

      The Taman Department of the Azovo-Chernomorsky Basin Branch provides pilotage services for vessels exempted from compulsory pilotage in the similar manner in the order of the general order of submitted applications. 


     An application is submitted by the shipowner/marine agent to the shift dispatcher of the Taman Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86148) 607-70, or in a scanned form to the e-mail address: DispKavkaz@tmn.rosmorport.ru  for pilotage of a vessel:
     - following to the seaport of Taman, 72 hours before the start of the planned pilot operation with confirmation 48 hours and 24 hours before the vessel’s approach to the pilot’s meeting point; 
     - following from the seaport of Taman, 6 hours before the vessel's departure from the seaport, with subsequent clarification 2 hours before the planned departure time, if the vessel's departure is scheduled from 8.00 to 20.00 of the current day and until 13.00 of the current day, if the vessel's departure is scheduled from 20.00 of the current day days until 8.00 the next day; 
     - for re-mooring, hauling or other movement of the vessel in the water area of the seaport of Taman, at least 1 hour before the start of the pilot operation. 
      To clarify the place and time of delivery of the pilot to the vessel, the shipowner/marine agent can contact the pilot on duty of the Taman Department of the Azovo-Chernomorsky Basin Branch around the clock by phone: +7 (86148) 607-70 or on VHF channel 69 (call sign - "Taman - Pilot").
     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 1 hour before the scheduled start time. An application for the cancellation or postponement of a pilot operation is sent to the shift of the Taman Department of the Azovo-Chernomorsky Basin Branch by fax: 7 (86148) 607-70, or in a scanned form to the e-mail address: DispKavkaz@tmn.rosmorport.ru 

     The pilot of the Taman Department of the Azovo-Chernomorsky Basin Branch, who arrived on board the vessel to carry out pilotage in the Taman seaport, presents to the captain a pilot's certificate confirming the pilot's right to pilotage a vessel of a given displacement and area of navigation and hands a pilot's receipt, which records the fact of pilotage of the vessel and the captain's possible comments on his work. Filled in and signed by the captain of the vessel pilot’s receipts serve as the basis for calculating the pilotage fee. The captain of the vessel hands over to the pilot a pilot card of the vessel of the IMO standard with accurate data about the vessel, informs about the features of the controllability and the condition of the vessel. Before the start of pilotage related to the re-mooring, hauling or other repositioning of the vessel, the pilot of the Taman Department of the Azovo-Chernomorsky Basin Branch is obliged to coordinate the mooring scheme with the captain of the vessel and provide him with information on the technical characteristics of the tugs. 

     The pilotage service of the Taman Department of the Azovo-Chernomorsky Basin Branch is not responsible for possible delays and demurrage of the vessel in the following cases: 
     - an application for pilotage is submitted in violation of the established deadlines for filing applications; 
     - it is impossible to accept a pilot due to stormy weather; 
     - piloting by the leading method, according to the captain of the vessel and the pilot, is impossible under these conditions. 
     - at the time of the commencement of the pilot operation, there is no sufficient towing support. 

     If the vessel's departure is delayed by more than 30 minutes after the declared time of the beginning of the pilot operation, and when the vessel is moved in the water area of the seaport of Taman - in the absence of a captain and chief officer on board, the pilot of the Taman Department of the Azovo-Chernomorsky Basin Branch may be recalled from the vessel. In this case, the captain of the vessel (or a person replacing him) must sign a pilot's receipt for a vain call to pay a pilotage due in the amount of 50% of the current rate and submit a new application in the prescribed manner. 

     Pilotage dues are charged for the pilotage services provided by the Azovo-Chernomorsky Basin Branch in the Taman seaport. Information on the rates of pilotage dues and the procedure for their collection is given in the section “Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch”.

     The pilotage services terms and conditions in the seaport of Temryuk

      Pilot services for vessels in the Temryuk seaport is carried out by the Taman Department of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Temryuk seaport, approved by order of the Ministry of Transport of Russia No. 218 dated 24.06.2013 (hereinafter – Compulsory Regulations in the Temryuk seaport).

 

      In accordance with the requirements of the Compulsory Regulations in the Temryuk seaport, the following vessels are exempted from compulsory pilotage in the Temryuk seaport:

      - icebreakers;

      - small size vessels;

      - sports sailing vessels;

      - vessels of the port fleet.

 

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Temryuk.

 

      Pilotage services in the Temryuk seaport, for which pilotage dues are charged, are provided by the Azovo-Chernomorsky Basin Branch in accordance with the terms of the contract for the provision of services to ensure navigation and stay of vessels in the seaports and on approaches to them. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch".

      The actual pilotage of vessels is carried out by the pilots of the Taman Department of the Azovo-Chernomorsky Basin Branch on the basis of requests from shipowners/captains of vessels or maritime agents in accordance with the schedule for the placement and movement of vessels in the Temryuk seaport, which is approved by the captain of the Anapa seaport daily at 09:00 based on information about vessel calls to the Temryuk seaport and is located at the following address on the Internet: http://temryuk.azovseaports.ru

 

      The Azovo-Chernomorsky Basin Branch provides pilotage services for vessels exempted from compulsory pilotage in the similar manner in the order of the general order of submitted applications.

     An application is sent to the dispatch department of the Taman Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86148) 607-70, or in a scanned form to the e-mail address: DispTemryuk@tmn.rosmorport.ru , for pilotage of a vessel: 
     - following to the seaport of Temryuk, 72 hours before the start of the planned pilot operation with confirmation 48 hours and 24 hours before the vessel’s approach to the pilot’s meeting point; 
     - following from the seaport of Temryuk, 6 hours in advance, with subsequent clarification 2 hours before the planned departure time; 
     - for re-mooring, hauling or other rearrangement of the vessel in the water area of the seaport of Temryuk, at least 1 hour before the start of the pilot operation. 
      To clarify the place and time of the pilot's delivery to the vessel, the shipowner/marine agent can contact the pilot on duty of the dispatch department of the Taman Department of the Azovo-Chernomorsky Basin Branch around the clock on VHF channel 6 (call sign - "Temryuk-pilot").
     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 1 hour before the scheduled start time. An application for the cancellation or postponement of a pilotage operation is sent to the shift dispatcher of the Taman department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86148) 607-70, or in a scanned form to the e-mail address: DispTemryuk@tmn.rosmorport.ru  

     The pilot of the Taman Department of the Azovo-Chernomorsky Basin Branch, who arrived on board the vessel to carry out pilotage in the Temryuk seaport, presents to the captain a pilot's certificate confirming the pilot's right to pilotage a vessel of a given displacement and area of navigation and hands a pilot's receipt, which records the fact of pilotage of the vessel and the captain's possible comments on his work. Filled in and signed by the captain of the vessel pilot’s receipts serve as the basis for calculating the pilotage fee. The captain of the vessel hands over to the pilot a pilot card of the vessel of the IMO standard with accurate data about the vessel, informs about the features of the controllability and the condition of the vessel. The pilot of the Taman Department of the Azovo-Chernomorsky Basin Branch is not entitled to leave the vessel before it is moored, anchored, leaves the pilotage area or he is not replaced by another pilot. 
     Pilotage of vessel with faulty propeller-rudder complex, main engines or anchor gear is carried out only with the permission of the captain of the seaport of Temryuk. 

     The pilotage service of the Taman Department of the Azovo-Chernomorsky Basin Branch is not responsible for possible delays and demurrage of the vessel in the following cases: 
     - an application for pilotage is submitted in violation of the established deadlines for filing applications; 
     - it is impossible to accept a pilot due to stormy weather; 
     - piloting by the leading method, according to the captain of the vessel and the pilot, is impossible under these conditions; 
     - at the time of the start of the pilot operation, there is no sufficient towing support. 

     If the vessel's departure is delayed by more than 30 minutes from the declared start time of the pilot operation for reasons that are not a consequence of force majeure, the pilot of the Taman Department of the Azovo-Chernomorsky Basin Branch may be recalled from the vessel, and the application canceled. In this case, the captain of the vessel (or a person replacing him) must sign a pilot's receipt for a vain call to pay a pilotage due in the amount of 50% of the current rate and submit a new application in the prescribed manner. 
     For the incorrect indication of the maximum draft in the application and the pilot's receipt, the captain of the vessel is obliged to pay the Taman Department of the Azovo-Chernomorsky Basin Branch a fine in the amount of 2 times the rate due to the Taman Department of the Azovo-Chernomorsky Basin Branch of pilotage dues. 

     Pilotage dues are charged for the pilotage services provided by the Azovo-Chernomorsky Basin Branch in the Temryuk seaport. Information on the rates of pilotage dues and the procedure for their collection is given in the section “Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch”.

     The pilotage services terms and conditions in the seaport of Tuapse

     Pilot services for vessels in the Tuapse seaport is carried out by the Tuapse Department of the Azovo-Chernomorsky Basin Branch around the clock in accordance with the Compulsory Regulations in the Tuapse seaport, approved by order of the Ministry of Transport of Russia No. 197 dated 06.07.2012 (hereinafter – Compulsory Regulations in the Tuapse seaport). 

     In accordance with the requirements of the Compulsory Regulations in the Tuapse seaport, the following vessels are exempted from compulsory pilotage in the Tuapse seaport:
     - small size, sports sailing and recreational vessels;
     - vessel carrying out operations for servicing and supplying ships located exclusively in the seaport water area and approaches to it, seaport infrastructure facilities.

     Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of 06.11.2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Tuapse.


     Pilotage services in the Tuapse seaport, for which pilotage dues are charged, are provided by the Azovo-Chernomorsky Basin Branch in accordance with the terms of the contract for the provision of services to ensure navigation and stay of vessels in the seaports and on approaches to them. The terms of the contract and the procedure for its conclusion are indicated in the section "Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch".

     The actual pilotage of vessels is carried out by the pilots of the Tuapse Department of the Azovo-Chernomorsky Basin Branch on the basis of requests from shipowners/captains of vessels or maritime agents in accordance with the schedule for the placement and movement of vessels in the Tuapse seaport, which is approved by the captain of the Tuapse seaport daily based on information about vessel calls to the Tuapse seaport and is located at the following address on the Internet: www.bsamp.ru/port-tuapse-vessels.php

     The Azovo-Chernomorsky Basin Branch provides pilotage services for vessels exempted from compulsory pilotage in the similar manner in the order of the general order of submitted applications.

     - for re-mooring, hauling or other rearrangement of the vessel in the water area of the seaport of Tuapse, at least 2 hours before the start of the pilot operation. 

     To clarify the place and time of the pilot's delivery to the vessel, the shipowner/marine agent can contact the pilot on duty of the Tuapse Department of the Azovo-Chernomorsky Basin Branch around the clock by phone: +7 (86167) 766-31, or on VHF channel 12 (call sign - "Tuapse-Pilot").

     If the vessel is not ready for departure, the cancellation of a previously submitted request or postponement of its execution to another time must be carried out at least 1 hour before the scheduled start time. An application for the cancellation or postponement of a pilotage operation is sent to the pilot on duty of the Tuapse Department of the Azovo-Chernomorsky Basin Branch by fax: +7 (86167) 766-32, or in a scanned form to the e-mail address: pilot@tps.rosmorport.ru

     The pilot of the Azovo-Chernomorsky Basin Branch, who arrived on board the vessel to carry out pilotage in the Anapa seaport, presents to the captain a pilot's certificate confirming the pilot's right to pilotage a vessel of a given displacement and area of navigation and hands a pilot's receipt, which records the fact of pilotage of the vessel and the captain's possible comments on his work. Filled in and signed by the captain of the vessel pilot’s receipts serve as the basis for calculating the pilotage fee. The captain of the vessel hands over to the pilot a pilot card of the vessel of the IMO standard with accurate data about the vessel, informs about the features of the controllability and the condition of the vessel. The pilot of the Tuapse Department of the Azovo-Chernomorsky Basin Branch is not entitled to leave the vessel before it is moored, anchored, leaves the pilotage area or he is not replaced by another pilot. 

     The pilotage service of the Tuapse Department of the Azovo-Chernomorsky Basin Branch is not responsible for possible delays and demurrage of the vessel in the following cases: 
     - the application for pilotage service was filed in violation of the established deadlines, or the vessel approached the pilot's place of acceptance with a delay of more than one hour from the declared place of departure; 
     - reception of the pilot of the Tuapse department of the Azovo-Chernomorsky Basin Branch is not possible due to stormy weather (sea waves over 4 points). 

     If the vessel's departure is delayed by more than 30 minutes from the declared start time of the pilot operation for reasons that are not a consequence of force majeure, the pilot of the Tuapse Department of the Azovo-Chernomorsky Basin Branch may be recalled from the vessel, and the application canceled. In this case, the captain of the vessel (or a person replacing him) must sign a pilot's receipt for a vain call to pay a pilotage due in the amount of 50% of the current rate and submit a new application in the prescribed manner. 

     Pilotage dues are charged for the pilotage services provided by the Azovo-Chernomorsky Basin Branch in the Tuapse seaport. Information on the rates of pilotage dues and the procedure for their collection is given in the section “Harbour dues and tariffs of the Azovo-Chernomorsky Basin Branch”.
