Terms of application of harbor dues in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse are established by Order of the FAS of Russia No. 223/16 of 10.03.2016 with the specifications established by the Orders of the FAS of Russia No. 711/16 of 06.06.2016 and No. 1588/19 of 03.12.2019, as well as the Orders of FSUE “Rosmorport” No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) and No. 546 of 27.12.2019 (amended on 15.12.2020, on 16.12.2021, on 08.06.2022, on 16.12.2022).
Harbor dues rates are applied to payment for services provided by the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch, for the use of certain seaport infrastructure facilities, ensuring navigation safety in the following seaports: Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse and on their approaches.
Harbor dues are paid by Russian and foreign shipowners or their authorized representatives for vessel port calls at Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse seaports, departure from the seaport and the transit passage through the waters of the corresponding seaports.
Harbor dues in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse are established for Russian vessels sailing under the state flag of the Russian Federation (hereinafter Russian vessels) and vessels with flags of foreign States (hereinafter foreign vessels).
Harbor dues rates in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse are established for Russian vessels in foreign traffic and for foreign vessels, as well as for Russian vessels in coastal navigation, and are differentiated according to the types of vessels:
- all vessels, except trailer, floating, container and tanker vessels;
- trailer, floating, and container vessels;
- tanker vessels.
Foreign vessels carrying out coastal navigation pay harbor dues at the rates established for foreign vessels on international journey.
The flag and type of vessel are determined by the ship's documents.
For the purpose of applying the harbor dues rates, the flag of tug and tow is determined by the flag of the self-propelled part.
Harbor dues for tankers with isolated ballast tanks are counted without regard to the gross tonnage of the isolated ballast tanks indicated in the Measurement Certificate.
If the Measurement Certificate says nothing about the gross tonnage of the isolated ballast tanks, and consequently, the decreased gross tonnage of the tanker, then harbor dues are counted with a 0,9 ratio.
In order to count harbor dues, a passenger vessel with gross tonnage more than 40000 GT is considered equal to gross tonnage of 40000 GT.
Harbor dues for vessels without Measurement Certificates are estimated by a relative tonnage in cubic meters which is equal to product of three numbers – maximum length, maximum width, and maximum board height of the vessel, and with a 0.35 ratio.
Harbor dues for vessels port calls at the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse are paid when a vessel calls at the respective seaport. When a vessel departs from the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse all harbor dues are paid when a vessel departs from the seaport.
A vessel calling at the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse without any cargo pays harbor dues (including environmental dues) according to its planned voyage route in which it called at the seaport. A vessel departing from the seaport carrying no cargo pays harbor dues in accordance with the passage route in which it called at the seaport.
A vessel calling at the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse without carrying out passenger or cargo operations and also passing through their waters in transit pays harbor dues at the rate applied for its current voyage route (coastal shipping or foreign shipping).
Harbor dues (except pilotage and navigation dues rates regarding vessel traffic management system (hereinafter VTMS)) for ships calling at the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse without carrying out any cargo or passenger operations and passing through the seaport in transit, except the cases specified in paragraphs 1.12, 1.14, of Order of the FAS of Russia No. 223/16 of 10.03.2016 are applied with coefficient of 0.5.
Gross tonnage of tug and tows, convoys and other composite floating ships (including rafts) when calculating harbor dues (except environmental dues) is defined as the sum of gross tonnage of all the constituent elements of floating objects. If the separate parts of the composite floating object are of different types harbor dues are calculated separately for each part of the floating object with the use of rate for each corresponding type. In the absence of gross tonnage of floating objects calculation is made according to conditional volumetric capacity of floating objects estimated in cubic meters by multiplying three vessel's dimensions – overall length, overall breadth and depth overall indicated in vessel's documents with the coefficient of 0.35.
Harbor dues from lighter carriers conducting cargo operations with lighters are calculated with the total gross tonnage of the lighter discharged when calling at the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse and loaded prior to departure from the respective seaport.
Harbor dues rates are not applied to the following vessels:
- training, simulation training vessels and training and production vessels used for educational activities;
- vessels carrying out government supervisory and control functions;
- warships (including warships under foreign flags) and military support vessels;
- vessels intended for the protection and preservation of the marine environment not used for commercial purposes;
- vessels intended for search and rescue operations not used for commercial purposes.
Harbor dues rates (excluding piloting fees) are not applied to the following vessels:
- icebreakers;
- scientific and research vessels;
- small vessels;
- pleasure craft no more than 20 m long;
- sports sailing vessels;
- vessels carrying out transportation of persons between the roads and berths of the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse with the capacity less than 500 kW;
- vessels carrying out operatoins on servicing and supply of vessels, port infrastructure facilities of the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse and operating in the water areas of one seaport or the adjacent water areas of the seaports of Kavkaz and Taman;
- vessels passing sea trials.
For payment by the vessels listed in paragraphs 1.11 and 1.12 (except subparagraph 5) of Order No. 223/16 of 10.03.2016 harbor dues rates are applied if the vessels carry out operations with cargo or passenger servicing, as well as towage between seaports without adjacent water areas.
All harbor dues, except pilotage dues and navigation (VTS) dues, are not charged from:
- vessels coming from sea to the outer harbor of seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Taman, Temryuk and Tuapse, on the approaches to corresponding seaports and leaving from the outer harbor to the sea without performing any operations in the harbor;
- vessels, which have to call at seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse due to a threat to safety of further navigation, to life or health of the crew and passengers, without performing any cargo or passenger operations in the seaport;
- vessels calling at seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse for emergency repairs without performing any cargo or passenger operations in the seaport.
Vessels repeatedly calling at the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse after leaving the respective seaport under a decision taken by the port authorities or for carrying out compass deviation works harbor dues, except pilotage dues, are not applied.
The listed rates of harbor dues are basic to which the coefficients specified in these Regulations are applied to. When several coefficients are applied to a vessel they are multiplied consequently.
Russian vessels of fishing fleet proceeding to the internal sea waters, territorial seas, exclusive economic zones and to the continental shelf of the Russian Federation the purpose of which is delivering water catches of biological resources and fishing or other products produced from them for processing or sale in the territory of the Russian Federation pay harbor dues (except transport security dues for the seaport water area) in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapseat the coastal navigation rates with the coefficient 0.3.
Russian vessels up to 35.0 m long carrying out coastal fishery in the internal sea waters and territorial sea of the Russian Federation shall be exempt from payment of harbor dues in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse.
Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization and processing are in effect, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse with the coefficient 0.9.
Russian vessels, which are equipped with facilities to store catches in live, fresh or cooled state and perform fishing in inland sea waters, in territorial waters, in an exclusive economic zone, in the continental shelf of the Russian Federation, in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean the purpose of which is to deliver catches of water biological resources in live, fresh or cooled state for subsequent realization and processing to the territory of the Russian Federation are in effect, pay harbor dues in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse at the rates of coastal shipping with the coefficient 0.3.
When transporting (towing) between the seaports of the Russian Federation Russian vessels (composite floating objects, including rafts) proceeding from inland waterways (regions of the Russian Federation rivers) to the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse (including transiting through the seaports) and back pay harbor dues at the coastal shipping rates.
Passenger ro-ro vessels, and also ro-ro vessels which have passenger certificate pay harbor dues at rates and under rules established for passenger vessels.
Vessels navigating between non-adjacent water areas of the seaport, in the case of obtaining a permission of multiple short-term exit from the seaport and entrance to the seaports of Anapa, Kavkaz or Sochi provided in Compulsory regulations in the corresponding seaport, pay harbor dues once at first exit from the seaport and call at the seaport of Anapa, Kavkaz or Sochi in accordance with this permission.
In order to calculate all dues at the seaports of Kavkaz (except for the calculation of pilotage dues for vessels sailing along the Kerch-Yenikalsky Strait) and Temryuk gross tonnage of the ro-ro vessels used for shipping of railway rolling stocks is multiplied by the coefficient 0.4.
Pilotage dues in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse are charged for vessel pilotage within a specified area of compulsory (optional) pilotage of vessel calling at the seaport, departing from the seaport, navigating within the seaport water area or transiting through the corresponding seaport (hereinafter – pilotage) and for each pilot operation specified in paragraph 5.4 of Order No. 223/16 of 10.03.2016 of the FAS Russia which starts/ends with pilotage.
The boundaries of areas of compulsory (optional) pilotage, and the procedure for the provision of pilotage services by the FSUE “Rosmorport” Azov Black Sea Basin Branch in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse are specified in section “Pilotage services of the Azovo-Chernomorsky Basin Branch”.
Pilotage dues in the seaports of Anapa, Gelendzhik, Eysk, Sochi, Taman and Tuapse include payment for means of transport used for delivery and removal of a pilot to/from a vessel.
Pursuant to FSUE “Rosmorport” Order No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) the payment is collected to make pilotage (with the exception of independent operations for hauling from a berth to a berth and shifting alongside a berth) in the seaports of Kavkaz, Taman and Temryuk. The payment is collected due to the rates approved by FSUE “Rosmorport” Order No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) if such pilotage is organized and made by the means of the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch.Pursuant to FSUE “Rosmorport” Order No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022), a fee is charged for pilotage of vessels in the seaport of Novorossiysk if the pilotage is organized by the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch, in accordance with the rates approved by the FSUE “Rosmorport” Order No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022). By independent operation for providing pilotage of a vessel, an operation for delivery or disembarkation of a pilot using a watercraft of the Azovo-Chernomorsky Basin Branch is meant. If, when providing pilotage, a pilot was simultaneously delivered to and disembarked from the vessel using a watercraft of the Azovo-Chernomorsky Basin Branch, this counts as 2 independent operations when calculating the pilotage dues for ensuring the pilotage of the vessel.
Pilotage dues for pilotage are paid for each mile. Incomplete mile is counted as a full mile.
Pilotage dues are paid for each independent pilotage operation, including:
1) anchoring, mooring at mooring buoys;
2) unanchoring, unmooring from mooring buoys;
3) mooring at berth;
4) unmooring from berth;
5) docking/undocking.
For vessels (except passenger vessels) operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, coefficient 0.8 is applied to the rates of pilotage dues.
For the calculation of the value of pilotage dues, vessel with gross tonnage less than 1,400 is considered equal to vessel with gross tonnage of 1,400 (except for small boats, sport sailing, pleasure boats).
For the calculation of the value of pilotage dues, gross tonnage of small boats, sport sailing, pleasure boats is determined according to the provisions of paragraph 1.7 of Order No. № 223/16 dated 10.03.2016 of the FAS Russia.
Pursuant to FSUE “Rosmorport” Order No. 555 of December 15, 2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022), for the calculation of the value of pilotage dues in the seaports:
a) of Anapa and Gelendzhik, vessel with gross tonnage less than 3,000 is considered equal to vessel with gross tonnage of 3,000;
b) of Yeisk, Sochi and Temryuk, vessel with gross tonnage less than 3,500 is considered equal to vessel with gross tonnage of 3,500;
c) of Novorossiysk, vessel with gross tonnage less than 4,000 is considered equal to vessel with gross tonnage of 4,000.
When shifting vessel alongside the berth with a pilot aboard, the pilotage dues are paid for operation with coefficient 0.5.
Upon refusal from services of a pilot called onboard, 50% of the pilotage dues for pilotage and operation, due for the service for which the pilot was called, shall be paid.
Vessels carrying out operations on servicing and supply of vessels in the water areas of the seaport of Anapa, Gelendzhik, Yeisk, Novorossiysk, Sochi, Taman, Temryuk and Tuapse and on the approaches toward them, including the inner and outer roads, infrastructure facilities of the seaport of Anapa, Gelendzhik, Yeisk, Novorossiysk, Sochi, Taman, Temryuk and Tuapse , using the services of a pilot pay pilotage dues according to the coastal navigation rates.
In accordance with FSUE “Rosmorport” order No. 555 dated 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) for vessels sailing along the Kerch-Yenikalsky Strait, the following coefficients are applied to the rates of pilotage dues for ensuring the pilotage of the vessel:
a) for vessels of coastal navigation: 0.6;
b) for overseas vessels with a gross tonnage of up to 2,000: 0.6;
c) for overseas vessels with a gross tonnage from 2,001 to 4,500: 0.8;
d) for overseas vessels with a gross tonnage from 4,501: 1.
Pursuant to FSUE
“Rosmorport” Order No. 574 of December 24, 2020, for the calculation of the
value of pilotage dues (except the fee for providing pilotage of vessels) in
the seaport of Novorossiysk for container vessels operating on lines opened in
the manner prescribed by the legislation of the Russian Federation, a
coefficient of 0.9 is applied to the rates of pilotage dues.
In accordance with FSUE “Rosmorport” order No. 555 dated 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) in the seaport of Novorossiysk, pilotage dues for all types of vessels in distress (by vessels in distress, self-propelled vessels that can be set in motion during pilotage only with the help of towing assistance are meant) are paid using a coefficient of 3.
Lighthouse dues are charged for calling at the seaports of Anapa, Gelendzhik, Yeisk, Novorossiysk, Sochi, Taman, Temryuk and Tuapse and exiting the seaport or transiting through the corresponding seaport water area.
Lighthouse dues are not charghed from vessels navigating at fairways № 50 and № 52 of the Kerch Strait towards the seaport of Kavkaz.
Navigation dues are charged for entry to the seaports of Anapa, Gelendzhik, Yeisk, Novorossiysk, Sochi, Taman, Temryuk and Tuapse and vessel’s departure from the corresponding seaport. For vessels transiting through the seaport of Anapa, Gelendzhik, Yeisk, Novorossiysk, Sochi, Taman, Temryuk and Tuapse, navigation dues are charged at the rate of navigation dues related to the VTS.
Information on coverage area of seaports of Novorossiysk, Sochi and Tuapse VTS and Kerch Strait VTS and as well as terms and conditions of rendering navigation services by the Azovo-Chernomorskiy Basin Branch with the help of VTS can be found in the section “VTS Services of the Azovo-Chernomorskiy Basin Branch”.
In the course of successive loading or successive unloading in several Russian seaports within one voyage before calling at the seaports of Gelendzhik, Yeysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse vessels with the exception of passenger craft, which do not work on the lines opened in accordance with the procedure established by legislation of the Russian Federation, will pay navigation dues in full in the first port call when calling at the seaports of Gelendzhik, Yeysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse for additional loading or additional unloading navigation dues will be paid with the use of coefficient, 0.5., to the allowed rates of navigation dues in the respective seaport.
Passenger vessels will pay navigation dues in each seaport during the call at Gelendzhik, Yeysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse once per calendar year at the rate of navigation dues entering the seaport and the departing from the corresponding seaport for the first time.
Starting from the second call at the seaport of Gelendzhik, Yeysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse passenger vessels will pay navigation dues at the rate of navigation dues related to VTMS for each call at the seaport and exit from the respective seaport. In the seaport of Yeysk where the rate of navigation dues related to VTMS has not been established, starting from the second vessel call at the seaport of Yeysk passenger vessels will pay navigation dues with the coefficient of 0.25, to the allowed rates for each call at the seaport and exit from the seaport of Yeysk.
The coefficient of 0.8 is applied to the rates of navigation dues for vessels (with the exception of passenger craft) working on the lines opened according to the procedure established by legislation of the Russian Federation.
Vessels listed in Clause 1.14 of Russia's Federal Antimonopoly Service (FAS) Order No 223/16 of March 10, 2016 will pay navigation dues at the rate of navigation dues related to VTMS for each call at the seaport of Gelendzhik, Yeysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse and exit from the respective seaport.
In accordance with FSUE "Rosmorport" letter No. AD-25/2922-20 20.04.2016, navigation dues payed by the vessels, calling at the seaports of Gelendzhik, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse without performing loading-unloading operations or transiting through the water areas of the respective seaports, amounts to total sum of navigation due and navigation due (related to VTMS) in a corresponding seaport with the use of 0.5 coefficient.
Canal dues are charged when a vessel goes through a canal to call at seaports of Eysk, Kavkaz, Taman, Temryuk or Tuapse and to leave them or to transit. Canal dues for going through the canal when calling at, exiting from or transiting through the Taman Seaport are to be charged only after the FST of Russia order approving the canal dues rates in that seaport comes into force.
Canal dues are paid in full by passenger vessels in each seaport of arrival once per one calendar year when first calling at the seaport of Yeisk, Kavkaz, Taman, Temryuk and Tuapse and departing from the seaport.
Starting from the second call at the seaports of Yeisk, Kavkaz, Taman, Temryuk and Tuapse, passenger vessels pay canal dues with a coefficient of 0.25 to the established rates for each call at the corresponding seaport and departure of the vessel from the seaport.
When calculating canal dues for vessels calling at the seaport of Kavkaz without carrying out operations with cargoes and passenger servicing, passing the water area of the seaport by transit, except the cases specified in points 1.12 and 1.14 of Order of the FAS of Russia No 223/16 of 10.03.2016, the coefficient 0.5 is not applied.
Passanger vessels navigating fairways No. 50 and No. 52 of the Kerch strait pay canal dues in full in each seaport of call when calling at the corresponding seaport for the first time in a calendar year.
From the second call at a seaport passenger vessels (except from cabotage voyages) pay canal dues with a 0.25 ratio applies to the established rates for each call at and exit from these seaports.
0.25 ratio is not applied for vessels navigating fairways No. 50 and No. 52 of the Kerch Strait.
Icebreaker dues are charged for calling at the seaport of Yeysk and exiting the seaport or passing through the water area of the respective seaport by transit.
The coefficient of 0.8 is applied to the rates of navigation dues for vessels (with the exception of passenger craft) working on the lines opened according to the procedure established by legislation of the Russian Federation.
The rates of icebreaker dues are not applied for the following vessels:
a) vessels with Arc7 Ice Class under classification of the Russian Registry of Shipping or classes being fit for other class societies that move independently without icebreaker support;
b) passenger vessels.
Ecological dues are to be charged at Novorossiysk and Sochi seaports only after the state controlling body approves the ecological dues rates in that seaport.
Transportation security dues in the water area of the seaport are levied for the call at the seaports of Anapa, Gelendzhik, Yeysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk and Tuapse and exit of the vessel from the seaport or passing through the water area of the respective seaport by transit.
Water area transport security dues charged for the services rendered by the Azovo-Chernomorsky Basin Branch in the seaports of Anapa, Gelendzhik, Yeisk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, Tuapse are not applied to:
- Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources, as well as fish and other products produced from them, for processing or sale in the territory of the Russian Federation;
- Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization.
3. Terms of application of investment harbor dues charged by FSUE "Rosmorport" from vessels in the seaports of Novorossiysk and Tuapse
The terms of application of investment harbor dues in the seaports of Novorossiysk and Tuapse are determined by the Decree of the Government of Russia No. 616 of May 18, 2019 "On determination of the size of the investment harbor dues, on its collection and application".
The amount of the investment dues is determined per unit of gross capacity of the vessel specified in the measuring certificate of the vessel (for tankers with isolated ballast tanks it is determined without taking into account the gross capacity of isolated ballast tanks specified in the measuring certificate).
The investment dues are paid by Russian and foreign shipowners (their authorized persons) once for entering vessel to the seaports of Novorossiysk and Tuapse or its departure from the seaport.
The investment dues are applied to:
- vessels during foreign navigation used for the transportation of goods, including by sea, except for ferries;
- ferries and passenger vessels during foreign navigation, including those used on sea lines (provided that objects of federal property intended for the maintenance of ferries, passenger vessels and passengers are included in the program at the suggestion of FSUE "Rosmorport");
- vessels of the fishing fleet arriving on the territory of the Russian Federation from a foreign seaport or departing from the territory of the Russian Federation to a foreign seaport (provided that objects of federal property intended for the maintenance of vessels of the fishing fleet is included in the program at the suggestion of FSUE "Rosmorport").
The type of vessels is determined in accordance with vessel documents.
Due to the absence of objects of federal property intended for proving services to ferries, passenger vessels and passengers, as well as for proving services to vessels of the fishing fleet in the seaports of Novorossiysk and Tuapse, in the program of capital investments of FSUE "Rosmorport", approved by the Ministry of Transport of Russia, investment dues are not applied to these types of vessels. The type of vessels is determined in accordance with ship documents.
The investment dues shall not be applied to a vessel if it:
- re-enters the seaports of Novorossiysk and Tuapse after its departure from the seaport by decision of the seaport captain or for deviation works;
- enters the seaports of Novorossiysk and Tuapse without carrying out cargo operations (including transshipment), passenger maintenance operations, as well as passes the seaport in transit.
4. Terms of harbor dues payment to the FSUE “Rosmorport” Azovo-Chernomorskiy Basin Branch in the seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, and Tuapse
Procedure for payment of harbor dues to the Azovo-Chernomorsky Basin Branch of FSUE “Rosmorport” in the seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, and Tuapse (except for harbor dues (canal and lighthouse dues) for passage along the Kerch-Yenikalsky Strait)
Harbor dues collected by the Azovo-Chernomorsky Basin Branch of FSUE “Rosmorport” in the seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, and Tuapse are paid by ship owners, shipowner's agents and other persons authorized by the shipowner in accordance with the terms of the standard contract for the services of ship navigation and stay in the seaports and approaches to them (hereinafter – the Contract).
The contract shall be concluded by its acceptance, in particular, without signing it by the parties thereto, and shall be as valid as a contract signed by the parties.
Acceptance shall be deemed any written notice of a vessel call at a seaport sent by the shipowner (agent or other person authorized by the shipowner) in accordance with the mandatory regulations being in force at the respective seaport, or carrying out conclusive actions aimed at obtaining the services provided by the enterprise in connection with the vessel call/exit and its stay in the seaport, as well as with its transit call through the seaport water area.
Acceptance of the offer to provide vessel pilotage services in accordance with the Contract shall be deemed to be the submission of a request by the shipowner (agent or other person authorized by the shipowner) for the provision of this type of services.

Harbor dues (channel and lighthouse dues) to the Azovo-Chernomorsky Basin Branch of FSUE “Rosmorport” are paid by ship owners, ship owner's agents and other persons authorized by the shipowner for the vessel calls along the Kerch-Yenikalsky Strait in accordance with the terms of the standard contract for the services of ship navigation and stay in the seaports and approaches to them (hereinafter - the Contract).

In case of non-transfer or not full transfer of harbor dues by the shipowner (agent of the shipowner, other authorized person of the shipowner) prior to the vessel departure from the seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, and Tuapse Azovo-Chernomorsky Basin Branch has the right to notify the captains of the respective seaports on refusal to issue permit for departure of the vessel from the seaport in accordance with Subparagraph 4 of Paragraph 1 of Article 80 of the Code of Merchant Navigation of the Russian Federation.

The cost of towing services related to carrying out mooring operations is calculated through multiplying the relevant rate by the nominal volume of a vessel and the number of operations.
Shifting is defined as two operations: unmooring and mooring.
The nominal volume of a vessel is calculated as the product of three values specified in the certificate of tonnage of a vessel: the total length of a vessel, the total breadth of a vessel and the total height of a vessel’s hull.
Vessels with the nominal volume of no less than 8,000 cubic meters are considered equal to the nominal volume of 8,000 cubic meters, except for vessels of the auxiliary fleet.
The nominal volume of vessels of the auxiliary fleet and the fishing fleet is calculated based on the real nominal volume of a vessel.

Time of moorage is counted in days since the begining of moorage. Time of less then 12 hours is counted as 0.5 day, more then 12 hours - 1 day.
The cost of moorage is calculated in accordance with a vessel's maximum length when moored lag-to-pier, and with the maximum width when moored bow-to-pier. Maximum dimensions are stipulated in vessel's documents.
A vessel pays 50% of the cost if it is moored the second side to the other vessel.
If a vessel used to be moored different ways during a day (portside, starboard, bow, aft), the cost is calculated with discounts, on the basis of the most continuous type of moorage (portside, starboard, bow, aft).
Terms and conditions of moorage assignment provided by the Azovo-Chernomorsky Basin Branch are defined by the clauses of a contract made according to the established procedure described in the section “Moorage Assignment of the Azovo-Chernomorskiy Basin Branch”.
The Azovo-Chernomorsky Basin Branch renders information services related to the provision of information:
- on vessel calls to Eysk Seaport, on vessesls approaching anchoring stations and outer roads, on all movements and disposition of vessels in the Eysk seaport water area, on the activities of stevedore companies, ets. In the form of reports and online, with the use of WEB interface at the website: http://83.239.55.174/;
- on the approach of vessels and their placement in the seaports of Kavkaz, Taman and Temryuk by sending daily information in tabular form to the customer's e-mail.
The FSUE "Rosmorport" Azovo-Chernomorsky Basin Branch information services in the seaport of Eysk cost 2,715 rub. per month (VAT excluded) and 3,258 RUB per month (VAT included).
The FSUE "Rosmorport" Azovo-Chernomorsky Basin Branch information services in the seaports of Kavkaz, Taman and Temryuk cost 9,980 rub. per month (VAT excluded) and 11,976 rub. per month (VAT included).
Terms and conditions of Information services provided by the Azovo-Chernomorsky Basin Branch are defined by the clauses of a contract made according to the established procedure described in the section “Information Services of the Azovo-Chernomorskiy Basin Branch”.
The Azovo-Chernomorsky Basin Branch renders dredging services on a contractual basis to all interested organisations from December to February in the operational waters of berths, near moorages and at certain parts of the waters of the following seaports: Eysk, Kavkaz, Novorossiysk, Sochi, Taman, Temryuk, and Tuapse.
The cost of dredging works performed by the Azovo-Chernomorsky Basin Branch is calculated in accordance with the state estimate standards of underwater construction and diving operations (part 44 of volumes FER-2001, GESN-2001), approved by the orders of Minstroy of Russia No. 1038/pr of 30.12.2016 and No. 1039 of 30/12/2016.
Terms of rendering and payment for the dredging services of the Azovo-Chernomorsky Basin Branch are established by the provisions of the contract for services, concluded under the procedure, specified in section “Dredging Services of the Azovo-Chernomorsky Basin Branch.”
Geodesic and Hydrographic Services
The Azovo-Chernomorsky Basin Branch on a contractual basis performs geodesic and hydrographic works in the seaports Anapa, Gelendzhik, Yeysk, Kavkaz, Novorossiysk, Taman, Temryuk, and Tuapse.
The cost of geodesic and hydrograhpic works of the Azovo-Chernomorsky Basin Branch is calculated based on the agreed scope of work on the basis of “Reference book of basic prices on engineeing surveys for construction, issue 4, 2000.” Engineering and Hydrographic Works Engineering and hydrometeorological surveys in the rivers. UDC 624.131.3.003.13:338.5(083.78), approved by the Department of Scientific Research and Design and Survey Operations (letter No. 5-11/91 dated September 26, 2000), taking into account indexes of change of cost of works for the current time period.
Terms of rendering and payment for geodesic and hydrographic works of the Azovo-Chernomorsky Basin Branch are determined by the provisions of the contract for provision of the relevant services, concluded according to the established procedure specified in section “Geodesic and Hydrographic Services of the Azovo-Chernomorskiy Basin Branch”.
