VI. Prospects of environmental protection activities

     The FSUE "Rosmorport" North-Western Basin Branch, which was created on the basis of the Saint-Petersburg Branch by joining the Vyborg-Vysotsk, the Ust-Luga, and the Kaliningrad branches of FSUE "Rosmorport", proceeds with implementation of measures on environmental protection in order to decrease the negative influence on the environment. The program of the yearly environmental protection actions of the FSUE "Rosmorport" North-Western Basin Branch is formed on the basis of international. federal, and regional normative legal acts in the field of environmental protection.
     In order to conduct environmental protection activities the North-Western Basin Branch has the following structural subdivisions: ecological safety service, environmental protection division, and also authorised employees in the Branch's departments, which develop integrated solutions for all issues connected to environmental protection during performance of statutory activities of the Branch in the seaports of Big Port of Saint-Petersburg, Kaliningrad, Ust-Luga, Vyborg, and Vysotsk.
     All employees of the North-Western Basin Branch involved in this field are professionally trained in environmental protection and rational usage of natural resources, and have working experience of at least 3 years, which enables them to perform systematic supervision over compliance to the norms and requirements of environmental legislation in the North-Western Basin Branch quickly and efficiently.
 

I. Environmental protection during current economic activities


     The environmental protection measures of the North-Western Basin Branch during current economic activities are implemented in the following directions:
 

1. Atmospheric air protection


     During its operation the North-Western Basin Branch uses different stationary and movable mechanisms and vehicles, which are the sources of atmospheric pollution.
     The North-Western Basin Branch uses the following stationary sources of pollution:
        - equipment of locksmitheries and workshops designed for repair and maintenance of the coastal vessels traffic systems; 
        - diesel generator stations enabling the work of the vessel traffic systems facilities; 
        - boilers working on diesel fuel in the seaports of Kalingrad and Ust-Luga; 
        - heating station in the seaport of Vysotsk.
     The movable sources of pollution of the North-Western Basin Branch comprise vessels and motor vehicles.
     The employees of the branch maintain supervision over compliance to the normatives of maximum allowable emissions. All the equipment and transport of the North-Western Basin Branch undergo planned repairs and technical maintenance with the aim to meet the set parameters for atmospheric emissions.
     In accordance with the requirements of the legislation of the Russian Federation, the North-Western Basin Branch has developed draft normatives of emissions of pollutants into the atmosphere, and on their basis has received:

     – Emission Allowance No 26-3020-V-16/21 of June 14, 2016 for the stationary source (the automated radar post of the regional vessel tracking movement system and the radio communication system in Gorki Village) issued by Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the Northwestern Federal District and valid till April 25, 2021;

     – Emission Allowance No 26-3021-V-16/21 of June 14, 2016 for the stationary source (the automated radar post of the regional vessel tracking movement system and the radio communication system on Gogland Island) issued by Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the Northwestern Federal District and valid till April 25, 2021;

     – Emission Allowance No 26-3022-V-16/21 of June 14, 2016 for the stationary source (the automated radar post of the regional vessel tracking movement system and the radio communication system on Sommers Island) issued by Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the Northwestern Federal District and valid till April 25, 2021;

     – Emission Allowance No 26-3023-V-16/21 of June 14, 2016 for the stationary source (the automated radar post of the regional vessel tracking movement system and the radio communication system on Seskar Island) issued by Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the Northwestern Federal District and valid till April 25, 2021;

     - Emission Allowance No 26-27978-V-14/18 of December 24, 2013 “List and amount of pollutants allowed to be emitted into the atmosphere by stationary sources located at: Leningrad region, Vyborg, Yuzhny val st. 1” issued by the  Interregional Territorial Department of Rostekhnadzor in the Northwestern Federal District, expiring on 23.12.2018;

     - Emission Allowance No 26-27975-V-14/18  December 24, 2013 “List and amount of pollutants allowed to be emitted into the atmosphere by stationary sources located at production site: Leningrad region, Vysotsk, Portovaya st. 3” issued by the Interregional Territorial Department of Rostekhnadzor in the Northwestern Federal District, expiring on 23.12.2018;

     - Emission Allowance No. 86 of December 26, 2013, issued by the Department of Rostekhnadzor in the Kaliningrad region, expiring on 31.12.2017;

     - Emission Allowance No 26-4881-V-16/21 of September 29, 2016 for the stationary source (the motor railway ferry complex in the seaport of Ust Luga located in Leningrad Region, Kingisepp District  issued by Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the Northwestern Federal District and valid till August 18, 2021.

 

Dynamics of amount of the pollutants emissions into the atmosphere from the North-Western Basin Branch stationary sources

 

     As a result of the Branch's activities in 2016 the considerable increase in air pollutant emissions is connected with the increase in number of vessels used by the Northwestern Basin Branch and emissions of stationary diesel power plants that ensure the functioning of navigation safety systems on the islands in the Gulf of Finland.

 

2. Water resources protection


     In the process of its current activities the North-Western Basin Branch uses a range of water facilities located in the eastern part of the Gulf of Finland, in particular in the water area of the Big Port of Saint-Petersburg, in the water area of the Neva River, in the eastern part of Vyborg Gulf, in the water area of the Luga Mouth, and the Baltic Sea for dredging and mooring of the branch vessels and also for collecting surface sewage.
     In accordance with the requirements of the water legislation the North-Western Basin Branch has prepared and received all necessary documents authorizing to use the corresponding water facilities, in particular:
     Water use contracts:
     - Water Use Contract No 39-01.01.00.002-R-DRBV-S-2017-00858/00 of September 26, 2017 for the right to use part of the Pregoluya river waters with the total area of 0.002518 square kilometres for placing floating crafts (vessels). The contract expires on September 25, 2037;

     - Water Use Contract No. 00-01.04.03.004-M-DRBV-Т-2014-02058/00/14-551 OOOS of November 07, 2014 for joint water use without water resources drawoff (withdrawal) for recreation purposes and placing watercraft of part of the Neva Bay water area of the Gulf of Finland (Saint Petersburg, Kirov district, Bolshoi Gutuevsky basin (berths No. 8, 9), of the Saint Petersburg Sea Channel (Berths No. 25, 26, 28), Lesnoy Pierhead road (berth No. 33), Ugolnaya (Coal) Harbour (Berth No. 84) with the total area over 0.02 km2. The contract expires on on November 6, 2019;

     - Water Use Contract No. 00-01.04.03.005-M-DRBV-Т-2015-02634/00/15-460 OOOS of October 09, 2015 for joint water use without water resources drawoff (withdrawal) for recreation purposes and placing watercraft of part of the Gulf of Finland water area (northeastern part of the Vyborg Bay) with the total area over 0.001 km2, expiring on September 9, 2035;

     - Water Use Contract No. 47-01.03.00.006-R-DRBV-S-2015-02640/00/15-554 OOOS of September 11, 2015 for joint water use without water resources drawoff (withdrawal) for recreation purposes and placing watercraft of part the Luga river water area located near the Ust-Luga village, Lenryba block, Left Bank, 1000 m off the mouth, with the total area of 0.002573 km2, expiring on September 10, 2035;

     - Water Use Contract No. 341-D/15-502 OOOS of September 17, 2015 for joint water use without water resources drawoff (withdrawal) for recreation purposes and placing watercraft of part the Bolshaya Neva river water area located 3.7 km off the mouth at the left bank (English embankment down Blagoveshchensky bridge), with the total area over 0.008 km2, expiring on September 27, 2020;

     - Water Use Contract No. 348-D/15-536 OOOS of October 9, 2015 for joint water use without water resources drawoff (withdrawal) for recreation purposes and placing watercraft of part the Bolshaya Neva river water area located 2.5 km off the mouth at the right bank (Lieutenant Schmidt embankment down Blagoveshchensky bridge), with the total area of almost 0. 01 km2, expiring on October 18, 2020;


     Resolutions on granting water facilities for use:
     - Resolution No B0-01.03.00.007-M-ROBV-T-2011-00508/00 of August 22, 2011 on granting part of the water area of the Neva Mouth for use to create stationary platforms (construction of 4 navigational signs in the framework of the project "Reconstruction of the Saint-Petersburg Sea Canal. Approaching canal to the "Bronka" multi-purpose marine transshipment complex") expiring on 31.12.2017;

   - Resolution No. 00-01.03.00.007-М-RSBKh-Т-2015-02481/00 of April 30, 2015 оn water resource provision in the Luga Bay water area of the Gulf of Finland for wastewater discharge, including drainage water using drainage facilities in the seaport of Ust-Luga, expiring on May 31, 2019;

     - Resolution No 00-01.03.00.007-M-RLBV-T-2016-03020/00/00 of December 27, 2016 on provision of water area of the Luga Bay of the Gulf of Finland with area 0.13 sq. meters for construction of port protecting structure of the southern water area of the seaport of Ust Luga (section No. 2), valid till December 31, 2017.

     - Resolution No. 00-01.01.00.003.-М-RSBKh-Т-2016-00541/00 of January 12, 2016 on water body provision in the Kaliningrad Bay of the Baltic Sea for discharge of surface wastewater from treatment facilities of the railway ferry complex in the seaport of Kaliningrad (the city of Baltiysk), expiring on December 31, 2021;

     - Resolution No 00-01.03.00.007-M-RLBV-T-2017-02630/00/00 of January 30, 2016 to make the water facility with the space of 0.12 square kilometers in the eastern part of Ugolnaya Harbor (Coal Harbor) of the Neva Bay available for use in order to build Berth No 88 on the territory of the container terminal in the seaport of Big Port of St. Petersburg issued by the Neva Ladoga Basin Water Directorate of Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor), valid till December 31, 2018;

     – Resolution No 00-01.04.03.005-M-RLBV-T-2016-02797/00/00 of April 11, 2016 to make available for use the water facility in the Gulf of Finland (the Gulf of Vyborg) for the removal of sewage waters, including dredge waters, issued by the Neva Ladoga Basin Water Department of Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor), valid till April 30, 2019.

     – Resolution No 00-01.01.00.003-M-RBBV-T-2016-00683/00 dated October 18, 2016 to make available for use the water facility with the surface of 3.82 square kilometers in the water area of Baltic Sea (District No 303 in the area of Zaostrovye Settlement, Zelenograd District, Kaliningrad Region) in order to bury soil excavated during dredging operations, explosive, drilling and other works that are being carried out due to the change of the bottom and coasts of facilities related to the construction of facilities of the international water terminal for cruise and cargo passenger vessels, issued by the Neva Ladoga Basin Water Department of Russia's Federal Service for Supervision of Natural Resources Usage, valid till June 30, 2018.

     – Resolution No 00-01.01.00.003-M-RLBV-T-2017-00748/000 of March 17, 2017 to provide a water facility for use with the total space of 0.377 square kilometers in the Baltic Sea for the purpose of building port hydraulic constructions of Berth No 1 and Berth No 2, a shore ramp of Berth No 1, a protective breakwater, as well as to create an operational water area of Berth No 1 and Berth No 2 of the international sea terminal in order to accommodate cruise and cargo passenger vessels. The Resolution has been issued by the Neva-Ladoga Basin Water Department of the Russian Federal Agency for Water Resources. The Resolution is valid till December 31, 2019;

     –  Resolution No 00-01.03.00.007-M-RBBV-T-2016-02983/00 of November 15, 2016 to provide a water facility for use with the total space of 8.36 square kilometers. The facility is located on the section of the water area of Luga Bay in the Gulf of Finland in the area of Valshtein Bank. The Resolution has been issued by the Neva Lagoda Basin Water Department of the Russian Federal Agency for Water Resources to carry out dredging, explosive, drilling and other operations related to changing the bottom and coasts of the water facilities. The Resolution is valid till December 31, 2026;

     –  Resolution No 00-01.03.00.007-M-RBBV-T-2017-03151/00 of July 11, 2017 to provide a water facility for use with the total space of 7.3 square kilometers. The facility is located on the section of the water area of Luga Bay in the Gulf of Finland in the area of Valshtein Bank. The Resolution has been issued by the Neva Lagoda Basin Water Department of the Russian Federal Agency for Water Resources to carry out dredging, explosive, drilling and other operations related to changing the bottom and coasts of the water facilities. The Resolution is valid till December 31, 2019;

     – Resolution No 00-01.01.00.003-M-RBBV-T-2017-00760/000 dated April 18, 2017 to provide the water facility with the total area of 1.65 square kilometers for use for the purpose of burying bottom soil. The facility is located in the Baltic Sea to the north of the northern dam of the Kaliningrad Seaway Canal. The resolution has been issued by the Neva-Ladoga Basin Water Authority of Russia's Federal Agency for Water Resources and it is valid till December 31, 2024.

     – Resolution No 00-01.01.00.003-M-RBBV-T-2017-00761/000 dated April 18, 2017 to provide for use the water facility with the total area of 1.65 square kilometers for use for the purpose of burying bottom soil. The facility is located in the Baltic Sea south of the southern dam of the Kaliningrad Seaway Canal. The resolution has been issued by the Neva-Ladoga Basin Water Authority of Russia's Federal Agency for Water Resources and it is valid till December 31, 2024.

 

     In accordance with the terms of the above-said contracts and resolutions the North-Western Basin Branch annually makes regular monitoring on the state of the water areas of water facilities provided to it for use. The monitoring is made pursuant to the programs coordinated with the Neva Ladoga Basin Branch Water Department of the Russian Federal Agency for Water Resources In order to carry out the specified works the North-Western Basin Branch involves specialized accredited organizations on the basis of competitive bidding that have necessary experience, the basic infrastructure and licenses to conduct such activities. Every quarter monitoring data is submitted to the Neva Ladoga Basin Water Department of the Russian Federal Agency for Water Resources in accordance with the established procedure.

 

     In 2016 no pollutants of water facilities used by the North-Western Basin Branch in accordance with the signed agreements and resolutions were recorded.  

     It should be noted the results of hydraulic chemical studies on the corresponding water facilities show that the concentration of copper, zinc, manganese and oil products due to raw sewage emissions to Neva River and Luga River by industrial enterprises of St. Petersburg remained at the level of the year 2015. In addition, polluted ballast waters of vessels entering into Russian seaports of the eastern part of the Gulf of Finland have a negative impact on the state of water facilities. Oil and oil products small spills due to transfer of dark and light oil products in the tanker in the seaports of Big Port of St. Petersburg and Ust Luga last year also led to the pollution of water facilities.


     During summer navigation the North-Western Basin Branch together with the specialized organizations provides for daily works on cleaning of surface of certain parts of the water area of Big Port of Saint-Petersburg used by the branch from pollutions carried by the river, tide, rainfall, ice, storm, and also dumped form vessels and enterprises located near the seaport water area. Every year the amount of the floating waste is from 140 to 200 cubic meters, which is first of all connected to the peculiarities of location of the Big Port of Saint-Petersburg, where the main part of floating waste is brought to the seaport water area from the city through the rivers of Big and Small Neva, Ekateringofka, and Obvodny canal.

     The same works on cleaning of the surface of water facilities used by the Kaliningrad Department of the North-Western Basin Branch are performed in the seaport of Kaliningrad. In 2011 the Kaliningrad Department of the North-Western Basin Branch together with the specialized organizations on a contractual basis collected more than 3 cubic meters of floating waste and pollutions.
 

3. Wastes disposal


     The North-Western Basin Branch and its departments conduct activities aimed at decreasing of the influence of waste produced by the branch on the environment. For this purpose the North-Western Basin Branch and its departments has created sites for temporary storage of waste, keep record of the amount of waste and control frequency of its processing, disposal, placement and neutralization. The structural subdivisions of the branch keep systematic supervision over compliance to the environmental protection requirements during treatment of wastes.   
     In accordance with the requirements of the legislation of the Russian Federation the North-Western Basin Branch has developed draft limits for the production of hazardous wastes and normatives for their disposal, and received:
     - Waste Generation Norms and Limits on Waste Disposal for 12 icebreakers of the North-Western Basin Branch:

     a) Waste Generation Norms and Limits on Waste Disposal for icebreakers Kapitan Zarubin, Semen Dezhnev, Kapitan M. Izmailov, Ivan Kruzenshtern, Ermak, Tor, Keru, Moskva, Yuriy Lisyansky, Sankt-Peterburg, Kapitan Plakhin No. 26-23970-О-14/19 of August 26, 2014 issued by the Department of Rosprirodnadzor in the Northwestern Federal District, expiring on 25.08.2019;
     b) Waste Generation Norms and limits for their disposal for icebreaker Kapitan Nikolaev No. 26-914/1-O-13/18 of January 22, 2013, issued by the Department of Rosprirodnadzor in the Northwestern Federal District, expiring on 21.01.2018;

     - Waste Generation Norms and Limits on Waste Disposal for 18 vessels of the secondary fleet No 26-914-O-13/18 of January 01, 2013 issued by the Russian Federal Service for Supervision of Natural Resources Usage Department for the North-Western Federal District, valid till January 21, 2018;

     - Waste Generation Norms and Limits on Waste Disposal for road-railway ferry complex in the seaport of Ust-Luga No. 26-28-0-13/18 of January 9, 2013, issued by the Department of Rosprirodnadzor in the Northwestern Federal District, expiring on January 8, 2018;

     - Waste Generation Norms and Limits on Waste Disposal for the North-Western Basin Branch Kaliningrad Department of November 12, 2014, approved by the Department of Rosprirodnadzor in the Kaliningrad region No 136-O of November 12, 2014, expiring on November 11, 2019;

     - Waste Generation Norms and Limits on Waste Disposal for the North-Western Basin Branch Kaliningrad Department No. 135-O of November 12, 2014 for sites in Kaliningrad, approved by the Department of Rosprirodnadzor in the Kaliningrad region, expiring on November 11, 2019;

     - Waste Generation Norms and Limits on Waste Disposal for the North-Western Basin Branch Vyborg-Vysotsk Department (Vyborg) No. 26-20229-O-12/17 of August 24, 2012, issued by the Department of Rosprirodnadzor in the Northwestern Federal District, expiring on August 23, 2017;

     - Waste Generation Norms and Limits on Waste Disposal for the North-Western Basin Branch Vyborg-Vysotsk Department (Vysotsk) No. 26-20228-O-12/17 of August 24, 2012, issued by the Department of Rosprirodnadzor in the Northwestern Federal District, expiring on August 23, 2017;

     - Waste Generation Norms and Limits on Waste Disposal for production site of the automated radio technical post of the regional vessel traffic management system and radio communication systems (Sommers island), No. 26-21910-О-14/19 of July 31, 2014, issued by the Department of Rosprirodnadzor in the Northwestern Federal District, expiring on 30.07.2019

     - Waste Generation Norms and Limits on Waste Disposal for production site of the automated radio technical post of the regional vessel traffic management system and radio communication systems (Hogland island), No. 26-21909-О-14/19 of July 31, 2014, issued by the Department of Rosprirodnadzor in the Northwestern Federal District, expiring on 30.07.2019

     - Waste Generation Norms and Limits on Waste Disposal for production site of the automated radio technical post of the regional vessel traffic management system and radio communication systems (Seskar island), No. 26-21908-О-14/19 of July 31, 2014, issued by the Department of Rosprirodnadzor in the Northwestern Federal District, expiring on 30.07.2019

     - Waste Generation Standards and Waste Disposal Limits No 26-1575-017/22 of April 04, 2017 for an administrative building in St Petersburg of the North-Western Basin Branch. The standards have been approved by Russia's Federal Service for Supervision of Nature Resources Department for the North-Western Federal District, and are valid till April 03, 2022;

     - Waste Generation Standards and Waste Disposal Limits No 26-1576-017/22 of April 04, 2017 for an administrative building in St Petersburg of the North-Western Basin Branch. The standards have been approved by Russia's Federal Service for Supervision of Nature Resources Department for the North-Western Federal District, and are valid till April 03, 2022;

     - Waste Generation Standards and Waste Disposal Limits No 26-1573-017/22 of April 04, 2017 for a storage of the Ust Luga Directorate of the North-Western Basin Branch. The standards have been approved by Russia's Federal Service for Supervision of Nature Resources Department for the North-Western Federal District, and are valid till April 03, 2022;

     - Waste Generation Standards and Waste Disposal Limits No 26-1574-017/22 of April 04, 2017 for an administrative building in St Petersburg of the North-Western Basin Branch. The standards have been approved by Russia's Federal Service for Supervision of Nature Resources Department for the North-Western Federal District, and are valid till April 03, 2022;

     - Waste Generation Standards and Waste Disposal Limits No 26-1627-0-17/22 of April 06, 2017 for an administrative building in St Petersburg of the North-Western Basin Branch. The standards have been approved by Russia's Federal Service for Supervision of Nature Resources Department for the North-Western Federal District, and are valid till April 05, 2022;

     - Waste Generation Standards and Waste Disposal Limits No 26-1572-0-17/22 of April 04, 2017 for an administrative building in St Petersburg of the North-Western Basin Branch. The standards have been approved by Russia's Federal Service for Supervision of Nature Resources Department for the North-Western Federal District, and are valid till April 03, 2022.

     - Waste Generation Standards and Waste Disposal Limits No 26-1627-0-17/22 of April 06, 2017 designed for an administrative building in Old Peterhof of the North-Western Basin Branch. The Standards have been approved by the Russian Federal Service for Supervision in the Sphere of Nature Management (Rosprirodnadzor) Department for the North-Western Federal District. The Standards are valid till April 05, 2022;

     - Waste Generation Standards and Waste Disposal Limits No 26-1572-0-17/22 of April 04, 2017 designed for an administrative building in the seaport of Grand Port St Petersburg of the North-Western Basin Branch. The Standards have been approved by the Russian Federal Service for Supervision in the Sphere of Nature Management (Rosprirodnadzor) Department for the North-Western Federal District. The Standards are valid till April 03, 2022.

     The waste generation norms and limits on wastes placement in respect of five icebreakers, the Mir training sailing boat and other seven vessels of the Branch are currently being developed and coordinated at the Russian Federal Service for Supervision of Natural Resources Usage Department for the North-Western Federal District.


     The North-Western Basin Branch leeps record of the amount of produced wastes, keeps constant supervision over the places of their temporary storage, frequency of their disposal by specialized licensed enterprises with which the branch has made agreements, according to the established procedure.
     Wastes produced during the current economic activities of the branch are related to 1-5 classes of hazard. The ratio of wastes of 1 (mercury lamps) and 2 (lead-acid and nickel cadmium accumulators) classes of hazard in the structure of the enterprise waste is no more than ,18%. Those wastes are disposed and recycled at specialised enterprises.
     Wastes of 3 class of hazard (different oils, bilge and oily waters produced during operation of icebreakers and vessels of the branch) are transmitted to a specialized organization for neutralization, and after treatment are used as fuel. Sanitary sewage is transmitted to the city canalization, according to the established procedure.
     All domestic waste produced by the North-Western Basin Branch is disposed to the licensed city disposal sites, according to the established procedure.

     Last year the volume of the Branch's waste generation increased due to the increase in number of the North-Western Basin Branch's vessels and the works on cleaning pits of service-utility and mixed sewage facilities in the seaport of Ust Luga.

 

4. Land plots protection


     In order to prevent pollution, littering and fouling of the occupied by the North-Western Basin branch territories, the branch carries out:

          - selective collection of waste according to types, hazard classes and other characteristics;

          - periodic cleaning and timely removal of garbage and generated waste, performed on contractual basis by specialized licensed organizations;

          - equipping and maintenance of waste temporary storage places of the branch in accordance with the requirements of environmental protection and sanitary-epidemiological legislation of the Russian Federation;

          - control over the North-Western Basin Branch property lessees’ observance of the contractual obligations on timely cleaning of territories used and removal of waste.

 

5. Environmental protection during operation of ferry complexes in the seaports of Kaliningrad


     The enterprise disposes of railway ferry complexes in the seaports of Kaliningrad designed for receipt and processing of railway and automobile ferries. 
     The Kaliningrad department of the branch provides compliance to all the established environmental protection requirements during operation of the railway ferry complex in the town of Baltiysk (seaport of Kaliningrad).
     All sewage from buildings and constructions of the railway ferry complex undergo treatment at special biological treatment stations. Technical maintenance and analytical supervision of their work are regularly carried out (samples of sewage and treated waters are taken and analyzed according to 17 parameters). All surface storm, rain and melt waters undergo treatment at mechanical treatment stations. In accordance with the program agreed with the Nevsko-Ladozhsky Basin Water Department of Rosvodresursy the branch together with a special licensed organization conducts regular analytical supervision over the work of the treatment stations and the water facility, and its water protected area , with the aim to meet the established normatives of maximum allowable emissions of pollutants with sewage into the water facility.
     All wastes from the railway ferry complex are disposed to landfills by specialized organizations. in accordance with the current normatives and rules special sites for temporary storage of different types of wastes: used luminiscent lamps, accumulators, motor and hydraulic oils, oily rugs, domestic waste, and others are created on the territory of the railway ferry complex. Production control over the treatment of waste is carried out, and records are kept.
     The main stationary sources of the atmospheric pollution of the railway ferry complex - boiler station and emergency diesel generators undergo regular technical maintenance and planned repairs in accordance with the schedule. The equipment of the boiler and diesel generators undergoes regular technical maintenance, in accordance with the established schedule. Mobile sources of atmospheric pollution, and motor vehicles of the railway and ferry complex (port tugs and forklifts) undergo resular technical maintenance and state technical checks in accordance with the schedule.
 

6. Emergency liquidation


     The Kaliningrad Directorate of the North-Western Basin Branch is an operator of railway ferry complex in the seaport of Kaliningrad, through which railway cisterns with oil and oil products are transported. In this connection, the Branch has drafted, agreed and approved in the established manner the plans for liquidation of emergency oil spills at the terminal.
     The North-Western Basin Branch involves professional rescue teams on a contractual basis to ensure readiness for liquidation of oil spills in case of emergency. 
     Trainings on liquidation of oil leaks are regularly conducted, in order to maintain readiness of the departments and the rescue teams.

 

II. Environmental protection during works on collection of shipboard wastes

 

     Organization of collection, transportation, neutralization and/or placing of ship waste in accordance with MARPOL 73/78 requirements, generated during normal operation of vessel (except ballast water, waste produced from cargo, waste produced from cleaning cargo and fuel tanks) during all time of vessel stay in the seaports of Big Port Saint Petersburg and Ust-Luga, is carried out by the North-Western Basin Branch on its own or by involvement of specialized organizations on contractual basis:

 

   In the seaport of Big Port Saint Petersburg

     On the basis of licenses for carrying out activities on collection, transportation, processing, disposal, neutralization, placing of waste of I-IV hazard classes, issued by the Rosprirodnadzor Department for the Northwestern Federal District:

     - OOO “KONTUR SPB” for carrying out activities on collection, transportation, disposal, and neutralization of waste of I-IV hazard classes (license series 078 No. 00076 of May 13, 2016, valid indefinitely);

     - OOO “Ecological Fleet” for carrying out activities on collection and transportation of waste of I-IV hazard classes, neutralization of waste of III-IV hazard classes (license series 078 No. 0070 of February 12, 2016, valid indefinitely);

     - OOO “IVOLGA” for carrying out activities on collection and transportation of waste of I-IV hazard classes, neutralization of waste of III-IV hazard classes (license series 78 No. 00113 of December 24, 2015, valid indefinitely).

 

     In the seaport of Ust-Luga

     On the basis of licenses for carrying out activities on collection, transportation, processing, disposal, neutralization, placing of waste of I-IV hazard classes, issued by the Rosprirodnadzor Department for the Central Federal District

     - to the FSUE “Rosmorport” North-Western Basin Branch Ust-Luga Department for carrying out activities on collection and transportation of waste of I-IV hazard classes, neutralization of waste of III-IV hazard classes (license No. 077 216 of April 19, 2016, valid indefinitely).

 

     The above mentioned organizations dispose of trained employees, necessary equipment and transport for collection, temporary disposal, and disposal of shipboard wastes, in accordance with the environmental protection requirements.
     The enterprise has a special complex of equipment and coastal statios for collection and treatment of shipboard wastes in the seaport of Ust-Luga. The mobile ecological complex comprises:
        - a bilge-water removal vessel;
        - an integrated waste treatment station SKPO-3;
        - an insinerator station IN50.02KM;
        - specialized motor vehicles MSK-16P and KO-560 for transportation of household wastes and sewage.
     The technical capacities of the complex allow to cover the needs of the seaport of Ust-Luga in ecological services until the support fleet baseis put into operation to enable full development of the seaport.
     The oily waters (sludge, bilge waters, used oils), except ballast and cleaning waters, sewage,a and gousegold wastes are transported to the treatment station, and then transferred to specialixed certified organizations for recycling/disposal. At present the project documentation of the ecological complex is under state ecological expertise, that is why the ecological complex is not currently processing oily waters and household wastes. Sewage is transmitted to the city canalization, and household waste are transported to the city landfill for disposal.


     According to the year results, no pollution of the water areas and territories of the seaports of Big Port of Saint-Petersburg, Kalinngrad, and Ust-Luga took place.

III. Environmental protection during dredging


     In order to provide navigation safety and maintain the announced depths the North-Western Basin Branch conducts dredging works in the seaports of Big Port of Saint-Petersburg, Vyborg, Ust-Luga, and Kaliningrad. The Branch takes special attention to the environmental protection.

     Big Port of Saint-Petersburg

     In accordance with the requirements of environmental legislation the North-Western Basin Branch developed project documentation, “Environmental Feasibility Study for the Activities to Maintain Project Depths in Water Areas, Canals and Fairways of Seaport of Big Port of Saint Petersburg in 2016-2026”. Environmental feasibility has been coordinated with competent government agencies according to the established procedure and has a positive conclusion from the State Environmental Impact Assessment approved by Russian Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Order No 718 of November 14, 2016
     In the framework of the project, the FSUE "Rosmorport" North-Western Basin Branch carries out yearly maintenance dredging works in the water area of Big Port of Saint-Petersburg.       In 2017 the North-Western Basin Branch is planning to carry out repair dredging operations in the water areas of:

     – the Barochny Basin;

     – the Oil Harbor Boat Basin;

     – the Coal Harbor;

     – the St. Petersburg Seaway Canal;

     – the Petrovsky Fairway;

     – the Litke-Zapadny Canal;

     – the Kronshtadt Harbor Canal;

     – the Korabelny Fairway.

     The total amount of dredging operations in the above-said water areas is planned to be at the level of 91.4 cbm of removed soil.

     This soil, which has been removed during the repair dredging operations, is planning to be buried in the undersoil sea dump located in the west of Tolbukhin Lighthouse in the water area of the seaport of Big Port of St. Petersburg based on Allowance No 102M of January 27, 2017 issued by the Russian Federal Service for Supervision of Natural Resources Usage.

     Production environmental supervision is permanently executed during maintenance dredging works. As a result of supervision and chemical analysis of water and soil samples, no cases of exceeding the maximum allowable concentrations of pollutants in the area of dredging were elicited.

     For the purpose of reproduction of water bioresources to take compensatory measures during maintenance dredging operations in the water area of the seaport of Big Port St Petersburg the Branch provides funds for rearing and fish production.

     In 2012-2015 the North-Western Basin Branch spent about 30.2 million Rubles for rearing and production of almost 449.700 young fishes of lake herring, lake char, Atlantic salmon and sea trout.

     In 2016 the Branch spent over 12.7 million Rubles for rearing and production of about 69,200 of Atlantic salmon (Salmo salar) yearlings and Ladoga herring underyearlings.


     Kaliningrad seaport

     In accordance with the requirements of environmental law the North-Western Basin Branch has elaborated documentation on environmental feasibility of the economic activities carried out by the North-Western Basin Branch to maintain target depths in the water area of the seaport of Kaliningrad in 2015-2024.

     Under Order No 250 of July 31, 2015 Rosprirodnadzor Department for the North-Western Federal District approved a positive conclusion of the state environmental impact assessment on environmental feasibility of the economic activities for maintaining target depths in the water area of the seaport of Kaliningrad for the period of 2015-2016 (Phase 1) and for the period of 2017-2024 (Phase II) under Order No 143-pr of March 10, 2017.

     In 2016 the Kaliningrad Directorate of the North-Western Basin Branch carried out maintenance dredging works in the water area of the seaport of Kaliningrad. At least 1.5 million cubic meters of bottom soil have been extracted.

     In 2017 maintenance dredging works are to be carried out in the water area of Kaliningrad Seaway Canal and the operating water area of the terminal complex on deep processing of oily cultures in Volochayevskoye Settlement in the seaport of Kaliningrad.

     The dredging operations will amount to about 1.3 million cubic meters of removed bottom soil. The burial of bottom soil removed during maintenance dredging operations in the water area of the seaport of Kaliningrad is made to the areas of burial of bottom soil north-west of (Area No 304) and south of entrance breakwaters of the Kaliningrad Seaway Canal with the total space of 376 ha pursuant to Rosprirodnadzor Resolution No 108M of May 11, 2017 that is valid from May 2017 to December 2024. Under documentation on ecological justification of the North-Western Basin Branch's activities on maintenance of design depths in the water area of the seaport of Kaliningrad in 2015-2024 removed bottom soil is placed at disposal islands located along the Kaliningrad Seaway Canal: piquet 130 (Dike No 3), piquet 214 (Dike No 6) and piquet 339 (Koroviy Peninsula).

 

     During dredging the Kaliningrad Department of the North-Western Basin Branch provides ecological monitoring of the chemical condition of the water facilities in order to assess the influence of dredging works on the water environment with the help of a licensed and certified analytical laboratory. Besides, the department conducts yearly ecological and technical supervision of works on soil extraction and its stocking to soil dumps.

     During the dredging operations, the Branch makes permanent environmental control on the state of water bodies in the dredging areas. The results of environmental monitoring prove that the impact provided on the hydrochemical state of water bodies during the dredging operations is admissible and, however, does not exceed the existing background IP effect 

     Ust-Luga Seaport 

 

     In accordance with the requirements of environmental legislation the North-Western Basin Branch has worked out project documentation, “Environmental Feasibility on the Economic Activities for Project Depths in Water Areas and Canals of Seaport of Ust Luga in 2016-2026”. The documentation has been coordinated with competent government agencies and received a positive conclusion from the State Environmental Impact Assessment approved by Russian Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Order No 656 of October 10, 2016.

     In 2016 the North-Western Basin Branch carried out dredging operations in the operational water area of liquefied hydrocarbon gases transshipment terminal of the seaport of Ust Luga with the total amount of 20.4 cbm of removed soil.

     In 2017 the Branch is planning to carry out repair dredging operations in the water areas of:

     – the coal terminal;

     – transshipment terminals in the northern part of the seaport;

     – the Luga western canal;

     – the Northern approach canal.

     The volume of repair dredging operations at the above-said facilities will make up 80,000 cbm of removed soil.

     While carrying out such operations the Branch performs permanent environmental monitoring of water facilities and the impact on biological resources by involving specialized organizations on a contract basis. In accordance with Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the North-Western Federal District Allowance No 97M of November 28, 2016 soil which has been removed during repair dredging operations, is dropped to special undersoil dumps.

     Compensation for damage to aquatic bioresources caused during dredging is carried out by the North-Western Basin Department annually, based on actual volumes and areas of repair dredging, in agreement with the territorial department of Russian Federal Agency for Fishery (Rosrybolovstvo). Thus, in 2011-2015 the total amount of funding for the breeding and release into the Keret river of the Kandalaksha Bay of the White Sea almost 2.6 thousand two-year-old Atlantic salmon amounted to 412.8 thousand rubles.

     In 2016 the North-Western Basin Branch spent 5.3 million Rubles to farm and produce 31.200 one year Atlantic salmon (Salmo salar) and young Ladoga trout.

 

     Within implementation of the Federal Target Program “Russian Transport System Development (2010-2020)”, in the seaport of Ust-Luga the Branch implements several investment projects related to the construction of underwater hydraulic structures. For all projects of facilities construction public hearings have been conducted and positive conclusions of the State Ecological and Construction Expertise Committees was received. In particular:


     - for construction of the Luga Western Canal. The preliminary materials on environmental impact assessment of planned economic activity on the construction of the facility, presented to the public, have received no remarks following the results of public hearings and have been approved by decision of the Municipality Administration “Kingisepp Municipal District” of the Leningrad region dated 26.03.2010 No. 1180. In the established order, the design documentation also received positive conclusion of the Expert Commission of the State Ecological Expertise Committee, approved by Rostekhnadzor Order No. 886 dated 10.09.2010. In accordance with the requirements of the town planning legislation, the design documentation was submitted to the FSI “Glavgosekspertiza of Russia” for consideration by the State Expertise Committee, following results of which it has received positive conclusion dated 05.03.2011 No. 080-11/SPE-0317/02, approved by the Saint Petersburg branch of FSI “Glavgosekspertiza of Russia”.

 

     - for construction of the second stage of operating water area of transshipping complexes in the northern part of the seaport of Ust-Luga. Materials on environmental impact assessment of the planned economic activity on the construction of the facility, presented to the public, have received no remarks following the results of public hearings and have been approved by decision of the Municipality Administration “Kingisepp Municipal District” of the Leningrad region dated 20.02.2008 No. 216. In the established order, the design documentation also received positive conclusion of the Expert Commission of the State Ecological Expertise Committee, approved by Rostekhnadzor Order No. 833 dated 22.10.2008. In accordance with the requirements of the town planning legislation, the design documentation was submitted to the FSI “Glavgosekspertiza of Russia” for consideration by the State Expertise Committee, following results of which it has received positive conclusion dated 04.02.2009 No. 049-09/SPE- 0087/02, approved by the Saint Petersburg branch of FSI “Glavgosekspertiza of Russia”.

 

      - for formation of water area of the “Southern area” of the Seaport of Ust-Luga. Materials on environmental impact assessment of the planned economic activity on the construction of the facility, presented to the public, have received no remarks following the results of public hearings and have been approved by decision of the Municipality Administration “Kingisepp Municipal District” of the Leningrad region dated 20.02.2008 No. 215. In the established order, the design documentation also received positive conclusion of the Expert Commission of the State Ecological Expertise Committee, approved by Rostekhnadzor Order No. 70 dated 22.05.2008. In accordance with the requirements of the town planning legislation, the design documentation was submitted to the FSI “Glavgosekspertiza of Russia” for consideration by the State Expertise Committee, following results of which it has received positive conclusion No. 166-08/SPE- 0317/02 dated 16.09.2008, approved by the Saint Petersburg branch of FSI “Glavgosekspertiza of Russia”. Due to bankrupcy of the contracting company, which had earlier carried out dredging operations, and in order to complete the construction of the facility a decision has been taken to work out new design documentation. Under the project, additional works are conditioned by the considerable decrease in depths in the areas of dredging works in view of sediment accumulation caused by lingering downtime, as well as the need of replanning, in view of building facilities of the support fleet base in the seaport of Ust Luga. Pursuant to the requirements of environmental legislation, the developers of design documentation have organized and held public hearings to assess the impact of materials on the environment as a result of the activities planned. Upon completion of the public hearings (Resolution No 2436 of October 04, 2016 taken by the administration of the Kingisepp Municipal District of Leningrad Region) no remarks have been made. According to the established procedure, design documentation has also received Positive Conclusion No 862-pr of the State Environmental Expertise expert commission. The conclusion has been approved by Order of December 29, 2016 issued by the Russian Federal Service for Supervision in the Sphere of Nature Management (Rosprirodnadzor) Directorate for Leningrad Region. Developed design documentation and the results of engineering survey have received Positive Conclusion No 534-17/GGE-11051/04 of May 19, 2017 of the design documentation state expertise. The conclusion has been approved by FAI “Glavgosexpertiza Rossii” and Positive Conclusion No 543-17/GGE-11-51/10 of May 19, 2017 related to validity check of the costing of capital construction facility. The conclusion has been approved by FAI “Glavgosexpertiza Rossii”. In June 2017 the Neva-Ladoga Basin Water Directorate gave Resolution No 00-01.03.00.007-M-RBBV-T-2017-03151/00 dated July 11, 2017 to the Branch to make the water facility available for use in order to carry out dredging, explosive, drilling and other operations linked with the change of the bottom and coasts of water facilities. The Resolution is valid till December 31, 2019. The Federal Service for Oversight of Natural Resource Use issued License No 116M dated July 19, 2017 to bury bottom soil exacavated during dredging operations in Russian internal sea waters – in the area of Valshtein Bank situated at the Luga Bay of the Gulf of Finland in the Baltic Sea.

 

     - for construction of operating water area of the container terminal in the seaport of Ust-Luga. The preliminary materials on environmental impact assessment of the planned economic activity on the construction of the facility, presented to the public, have received no remarks following the results of public hearings and have been approved by decision of the Municipality Administration “Ust-Luga rural settlement” of the Leningrad region dated 26.06.2008 No. 29. In the established order, the design documentation also received positive conclusion of the Expert Commission of the State Ecological Expertise Committee, approved by Rosprirodnadzor Department for the Leningrad Region Order No. 115 dated 11.07.2008. In accordance with the requirements of the town planning legislation, the design documentation was submitted to the FSI “Glavgosekspertiza of Russia” for consideration by the State Expertise Committee, following results of which it has received positive conclusion dated 07.11.2008 No. 724-08/GGE- 4385/04, approved by the Saint Petersburg branch of FSI “Glavgosekspertiza of Russia”. 

 

     When performing a complex of dredging works for construction of the above said underwater hydraulic constructions, the contracted organizations involved by the North-Western Basin Branch use modern dredging vessels which minimize the negative impact on the environment, which generally related to increase of suspended particles concentration in the water bodies.

     In order to prevent additional increase of suspended particles concentration in water, the following measures are taken on the working site:

     - during operation of drag dredgers, soil is removed by layers of optimal thickness, and the end of the soil tray is lowered as low as possible to the surface of the water in the hold of the barge to avoid spilling and splashing;

     - barges unloading at the underwater dump is performed only after their full stop (while adrift), and their filling is performed without overflow.

     During dredging the contractors provide constant production ecological control of water bodies in the areas of dredging.
 

IV. Environmental protection during construction/reconstruction of port infrastructure facilities


     One of the main activities of the North-Western Basin Branch is implementation of federal investment programs, as well as capital investments of FSUE “Rosmorport”, aimed at development of federal facilities of port infrastructure and fleet in the seaports Bug Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga.

     In this direction, the North-Western Basin Branch implemented dozens of investment projects within construction customer functions performance. Design documentation for all the projects was developed in strict compliance with normative and requirements of the Russian Federation Legislation in the field of environment protection. Public hearings were held in the established order and positive conclusion of the State Ecological and State Expertise Committees were received.


     Currently, the North-Western Basin Branch implements the following projects aimed at port infrastructure facilities development:


     - project of construction of berthing complex for stay of icebreaker fleet in the seaport Big Port of Saint Petersburg. Public hearings were held on 28.04.2009 in accordance with the established order in the building of the Administration of the Kirovsky district of Saint Petersburg with participation of representatives of the local authorities of the “Avtovo” and “Morskie Vorota” municipal districts of Saint Petersburg, following the results of which no comments and objections were expressed on the project. In accordance with the requirements of the environment protection legislation, the design documentation was submitted to the Expert Commission of the State Ecological Expertise Committee for consideration, following results of which it has received positive conclusion No. 8 dated 28.09.2009, approved by the Saint Petersburg Department of Rostekhnadzor Order No. 834-EZ dated 30.09.2009. In accordance with the requirements of the town planning legislation, the design documentation was submitted to the FSI “Glavgosekspertiza of Russia” for consideration by the State Expertise Committee, following results of which it received positive conclusion dated 01.02.2010 No. 058-10/GGE- 6518/04, approved by the FSI “Glavgosekspertiza of Russia”. Information on the implementation of the project is available in the section, “Port Infrastructure Facilities”.


     - project of construction of berth No. 88 in the seaport Big Port of Saint Petersburg. Public hearings were held on 08.05.2009 in accordance with the established order in the building of the Administration of the Kirovsky district of Saint Petersburg, following the results of which no comments and objections were expressed on the project. In accordance with the requirements of the environment protection legislation, the design documentation was submitted to the Expert Commission of the State Ecological Expertise Committee for consideration, following results of which it has received positive conclusion No. 2 dated 06.04.2010, approved by the Saint Petersburg Department of Rostekhnadzor Order No. 368-EZ dated 13.04.2010. In accordance with the requirements of the town planning legislation, the design documentation was submitted to the State Expertise Committee for consideration, following results of which it received positive conclusion No. 993-10/GGE- 7022/04 dated 18.10.2010, approved by the FSI “Glavgosekspertiza of Russia”. Information on the implementation of the project is available in the section, “Port Infrastructure Facilities”.

 

     - project of reconstruction and construction of new port infrastructure facilities in the seaport of Kaliningrad within joint investment project with OOO “Baltic Stevedoring Company” for development of cargo and passenger road-ferry and railroad-ferry terminals in the seaport of Kaliningrad, including the construction and further operation of the container terminal with throughput capacity of 300 thousand TEU. In the established order, the design documentation received positive conclusion No. 77 of the State Ecological Expertise Committee Expert Commission, approved by Order No. 89 dated 26.04.2015 of the Department of Rosprirodnadzor for the Northwestern Federal District, valid for 5 years.  Information on the implementation of the project is given in the section, “Port Infrastructure Facilities”.

 

     - project of reconstruction of aids to navigation base near the Rybachiy village. The project envisages construction of administration and accommodation block; reconstruction of production and technical block, including coater room, hangar for Afrodita motor boat, cold store for the storage of paints and varnishes, equipment painting, warm rooms of mechanical workshops; construction of a garage for lift truck, garage for bowsers, canopy for storage of plastic floating warning signs, canopy for welding operations, racks for anchor chains with the total length of 25 linear meters in an open area, keel blocks for storage of emergency supply of BMML-88 type buoys with the total length of 40 linear meters, keel blocks for storage of BMML-88 type buoys ready for installation with the total length of 15 linear meters. “The city of Kaliningrad” City District Administration held public hearings on consideration of assessment materials of impact of the planned reconstruction of the environment, according to the results of which the Minutes dated 13.01.2015 affirmed the absence of comments and objections from the public on the planned activities. The finalized design documentation and results of engineering research received positive conclusion No. 127-16/GGE-10013/04 of the State Expertise Committee, approved by FAI “Glavgosekspertiza of Russia” dated 04.02.2016, and Positive Conclusion No 543-17/GGE-11-51/10 of May 19, 2017 related to validity check of the costing of capital construction facility. The conclusion has been approved by FAI “Glavgosexpertiza Rossii”. Information on the project implementation progress is available in the section “Port Infrastructure Facilities”.

 

     - project of construction of port protective facility of the water area of the “Southern area” of the seaport of Ust-Luga. The preliminary materials on environmental impact assessment of the planned economic activity on the construction of the facility, presented to the public, have received no remarks following the results of public hearings and have been approved by decision of the head of the Municipality Administration “Kingisepp Municipal District” of the Leningrad region No. 1 dated 12.01.2010. In the established order, the design documentation also received positive conclusion of the State Expertise Committee No. 095-11/GGE-7253/04 dated 01.02.2011, approved by FSI “Glavgosekspertiza of Russia” which also carried out Ecological Expertise Committee’s assessment of the project. Information on the implementation of the project is available in the section, “Port Infrastructure Facilities”.

 

     - project of construction of the providing fleet base in the seaport of Ust-Luga. The preliminary materials on environmental impact assessment of the planned economic activity on the construction of the facility, presented to the public, have received no remarks following the results of public hearings held on 03.07.2009, protocol of which was approved by order of the head of the Municipality Administration “Kingisepp Municipal District” No. 2789 dated 29.07.2009. In the established order, the design documentation also received positive conclusion of the State Expertise Committee No. 353-11/GGE-7390/04 dated 14.04.2011, issued by FSI “Glavgosekspertiza of Russia” which also carried out Ecological Expertise Committee’s assessment of the project. Information on the implementation of the project is available in the section, “Port Infrastructure Facilities”.

 

     - project of construction of administrative building of the seaport of Ust-Luga VTS center, designed to accommodate vessel traffic services, communication and electrical navigation services, the North-Western Basin Branch supporting personnel, as well as technical equipment, create a unified control center for navigation safety ensuring systems in the seaport of Ust-Luga. This project implementation will allow improving the working conditions of the units responsible for operation of the seaport of Ust-Luga VTS facilities. The design documentation finalized in the prescribed order, and results of engineering research received positive conclusion No. 898-15/GGE-8796/09 dated 29.06.2015 of the State Expertise Committee for design documentation, approved by FAI “Glavgosekspertiza of Russia”. Information on the implementation of the project is available in the section, “Port Infrastructure Facilities”. 


     Activities in the field of environment protection during construction and installation works, related to construction of port facilities, are carried out in the following directions:
     a) in the field of ambient air protection:

          - control of compliance with standards of harmful substances in exhaust gases emission during operation of construction equipment and mechanisms operating on internal combustion engines;

          - monitoring of compliance with time schedule of works when using construction equipment with internal combustion engines;

          - using of specialized devices for gas fueling of construction machinery in order to avoid fuel vapor emissions into the atmosphere.

     b) in the field of water bodies protection:

          - observance of construction and installation works conduction technologies precluding discharge of pollutants into the Gulf of Finland;

          - equipping spaces for parking of vehicles with hard surface, and places of location of power units with sealed trays precluding the possibility of flowing of leaks of fuel and oil products in water bodies;

     c) in the field of territories protection from pollution:

          - control of good condition of the operated construction and road machinery during construction and installation works;

          - prevention of cases of going outside construction site of faulty and dirty machinery;

          - rational use of material resources used during reconstruction of facilities, reduction of construction waste volumes;

          - storage of construction waste in strictly designated areas, timely trash disposal for its further recycling.

          - strict adherence to the land boundaries allocated for construction and installation works.

 

     In the medium-term perspective, the North-Western Basin Branch is going to implement the following projects:

 

     - “Olgino” automated radio technical post construction project in the seaport Big Port of Saint Petersburg VTS in order to expand the vessels movement radar control area in the VTS coverage area in connection with the start of heavy traffic of passenger vessels in the seaport Passenger Port of Saint Petersburg and the planned opening of the vessel traffic through the S-2 navigation pass construction, and the change in vessels routes in the Neva Bay. In the prescribed order, the project documentation received positive conclusion No. 1062-13/GGE-8796/09 dated 08.11.2013 of the State Construction Expertise Committee, including the State Ecological Expertise Committee, issued by FAI “Glavgosekspertiza of Russia.

Currently competitive procedures on selection of the general contractor, which will carry out construction and installation works, are being held. If necessary finances are allocated, the start of the construction and installation works is planned for Q4 2017. 

 

     - construction of navigation safety ensuring systems facilities within the joint investment project with ZAO “Kriogaz” on construction of a sea terminal for transshipment of liquefied natural gas in the seaport of Vysotsk with the design capacity over 660 thousand tons. In accordance with the established procedure Public Hearings to discuss the terminal construction project in Vysotsk Seaport including the materials of the assessment of environmental impact were held in December 2014. According to the results of the discussion, the project including environmental impact assessment materials was approved (Public Hearings Minutes dated 23.12.2014). Project documentation developed to the order of ZAO “Kriogaz” and results of the Ist stage of construction engineering survey were approved by FSUE “Rosmorport”. According to the nature protection requirements, the project documentation submitted for approval to the State Environmental Expertise received positive conclusion dated 25.04.2016 confirmed by the Rosprirodnadzor order dated 27.04.2016 No. 208. The project documentation and results of the Ist stage of construction engineering survey also received a favourable conclusion from State Expertise dated 28.10.2016 No. 1192-16/GGE-10755/04 approved by the Federal Autonomous Organization “Glavgosekspertiza Rossii”. At present ZAO “Kriogaz” and FSUE “Rosmorport” are planning to conclude a cooperation contract for the period of construction of the relevant federal ownership objects considered by the project. Provided that required amount of financing is allocated, the project construction installation works are expected to start in Q4 2017.

 

     - international sea terminal construction project for receiving cruise and cargo-passenger vessels in the area of the city of Pionersky of the Kaliningrad region with maximum passenger traffic over 6.7 thousand people a day, as well as maximum cargo traffic of 812 passenger and freight transport units per day. Currently, the project organization carries out research works and designing. Public discussion of materials of design documentation, including environmental impact assessment of the planned economic or other activity, were held on April and May 2016 in Pionersky and Zelenogradsky city districts. Following the results of the held discussions, the project implementation was generally approved (protocol of the “Pionersky City District” Municipality Administration dated 04.05.2016 and protocol of the “Zelenogradsky City District” Municipality Administration dated 05.05.2016) with recommendations to consider remarks and suggestions in finalizing the materials of design documentation, including EIA. After the development of design documentation and receiving positive conclusions of State Ecological Expertise and Construction Expertise Committees, as well in case of allocation of necessary funding, the start of construction and installation works is planned for 2017. The finalized design documentation and results of engineering research were submitted to the State Ecological Expertise Committee for consideration received positive conclusion No. 24-E dated 12.08.2016 of the State Ecological Expertise Committee for project documentation, approved by the Directorate of Rosprirodnadzor in the Kaliningrad region, on their compliance with environmental requirements of the Russian legislation in the field of environmental protection. Besides, on December 29,2016 FAI “Glavgosekspertiza of Russia” approved positive conclusion of the State Ecological Expertise Committee verifying the estimated cost of the capital construction object dated 29.12.2016 No. 1483-16/GGE-10751/10. In case of allocation of necessary finances, the construction and installation works are planned to start in Q2 2017.

 

     - the project for reconstruction of the vessel tracking management system in the seaport of Kaliningrad. According to the established procedure developed project documentation and the results of engineering surveys have been submitted to FAI “Glavgosekspertiza Rossii” to pass the state expertise, including the environmental impact assessment. In case of positive conclusion and in case of allocation of necessary funds the construction and installation works are planned to be started in 2018.

 

     - the project for reconstruction of the seacoast fortifications of Dike No 3 intended for perceiving wave effect, dampening wave energy, protecting from accreation and ice in the Kaliningrad Seaway Canal. According to the established procedure the municipal entity administration, “Svetlovsky City District”, held public hearings on developed project documentation in the form of public poll of the population. No remarks and proposals were reported after the hearings (the protocol of the municipal entity administration, “Svetlovsky City District”, of June 11, 2016). Pursuant to the requirements of environmental legislation project documentation has been submitted to the Russian Federal Service for Supervision of Natural Resources Usage Department for the Northwestern Federal District to pass the state environmental impact assessment. If positive conclusion is given by the state environmental expertise and the construction expertise and in case of allocation of necessary funds, the construction and installation works are planned to start in Q1 2018.

 

     - project of construction of operating water area with approach canal under the joint investment project with OOO “Ust-Luga PTK” (a limited liability company) in the seaport of Ust-Luga on creation of a complex for transshipment for export of heavy distillates with the design capacity of 1.5 million tons. In the prescribed order, the finalized design documentation received a positive conclusion of the State Expertise Committee dated 03.12.2015, approved by Rosprirodnadzor Department for the Central Federal District Order No. 142-E dated 03.12.2015. Currently, the design documentation is submitted to the FAI “Glavgosekspertiza of Russia” State Expertise Committee for design documentation and engineering surveys results consideration. In case of receiving positive conclusions of the State Expertise Committee, as well as in case of allocation of necessary funding, the start of construction and installation works is planned for 2018.

 

V. Environmental protection expenses od the FSUE "Rosmorport" North-Western Basin Branch


     Total expenses of the North-Western Basin Branch on implementation of activities of environment protection in 2016 amounted to 194.9 mln rubles, including payments for negative impact on the environment.

VI. Environmental protection activities prospects


     The North-Western Basin Branch plans to reinforce its activities in the field of environmental protection. The main tasks for the branch in this field for the next few years will be:

  • modernization of shipboard equipment of the North-Western Basin Branch fleet with the aim to decrease emissions into the atmosphere during its operation including by installing up-to-date cleaning units for decontamination of ballast water on sea vessels used by the Branch in the seaports of Big Port of Saint Petersburg, Vyborg, Vysotsk, Kaliningrad and Ust Luga in 2017-2022; 
  • development of programs and implementation of modern energy and resource saving technologies;
  • reinforcement of production ecological monitoring;
  • improvement of the ecological management in the North-Western Basin Branch;
  • enhance of quality level of provision of ecological services to vessel sin the seaports Big Port Saint Petersburg and Ust-Luga for ship waste collection.
