FSUE “Rosmorport” renders pilotage services to all types of vessels calling at the seaports of Big Port of Saint-Petersburg, Vyborg, Vysotsk, Kaliningrad (excluding Pionersky terminal), Passenger Port of Saint Petersburg and Ust-Luga and also transiting through the Saimaa Canal. In the seaport of Big Port Saint Petersburg, the North-Western Basin Branch Pilotage Service also provides services for compensation of magnetic deviation.
The pilotage service of the North-Western Basin Branch consists of 104 pilots, including pilots of the 1st category (no limits) – 50 employees, pilots of the 1st category – 21 employees, pilots of the 2nd category – 33 employees.
All the North-Western Basin Branch pilots, including pilots/compass adjusters, are highly qualified specialists certified in accordance with the requirements of Statute on Maritime Pilots, approved by order No. 462 dated November 6, 2020 of the Ministry of Transport of the Russian Federation, have an extensive practical experience and are able to perform pilotage operations of any complexity in different weather conditions on vessels of different types without limitations in size and draft.
Theoretical and simulator training during advanced training of maritime pilots of the North-Western Basin Branch is conducted in Russian educational institutions of professional education, in particular, in FSBEI HPE “Admiral Makarov State University of Maritime and Inland Shipping”, in non-State educational institution of supplementary professional education “MARSTAR” (Saint Petersburg), State Autonomous Educational Institution of Secondary Professional Education St. Petersburg Marine Technical College (Saint Petersburg).
In 2017, the North-Western Basin Branch developed and implemented a quality management system for pilotage services in accordance with the international standard ISO 9001: 2015 in relation to the provision of services for pilotage of vessels and the elimination of magnetic deviation. Compliance of the quality management system of the pilotage service of the North-Western Basin Branch with the requirements of ISO 9001: 2015 was verified and recognized by the Certification Association “Russian Register” and the branch was issued a certificate No. 23.0991.026 dated September 11, 2023.
Pilots the North-Western Basin Branch are provided with necessary means of communication, navigation equipment, required documentation, work clothes and individual rescue facilities for provision of quality pilotage services and additional pilotage services of compensating magnetic deviation. The Branch also owns specialized marine vessels and other vehicles for timely delivery of pilots to vessels.
2. Information on pilotage services areas
The seaport of Big Port Saint Petersburg
In accordance with the Compulsory Regulations in the seaport Big Port Saint Petersburg, approved by order No. 311 dated December 12, 2011 of the Ministry of Transport of the Russian Federation, pilotage services are provided in the seaport both on mandatory and optional basis.
The area of mandatory pilotage assistance to vessels includes water area of the seaport Big Port Saint Petersburg, approved by order No. 1223-r dated August 20, 2009 (as amended and augmented) to the east of the meridian on 29°26'00 E.
The area of optional pilotage assistance to vessels includes water area of the seaport Big Port Saint Petersburg to the west of the meridian of 29°26'00 E.
For payment of pilotage dues in the seaport of Big Port Saint Petersburg, the intraport and outerport pilotage services areas have the following boundaries:
a) from a pilot boarding place in the point with the coordinates L=60°01,77 N L=029°25,63 E to berths, roadsteads and anchoring stations of the seaport of Big Port Saint Petersburg. The table of pilotage routes and the distance of pilotage is attached.
b) from a pilot boarding place northwest of Saint Petersburg Entrance Light Fairway Buoy in the point with the coordinates L=60°05,22' N L=29°48,08' Е to berths, roadsteads and anchoring stations of the seaport of Big Port Saint Petersburg. The table of pilotage routes and the distance of pilotage is attached.
c) from a pilot boarding place on the Lesnoy Breakwater roadstead in the point with the coordinates L= 59°53’19”N L=030°12’20”E to berths, roadsteads and anchoring stations of the seaport of Big Port Saint Petersburg. The table of pilotage routes and the distance of pilotage is attached.
d) from a pilot boarding place on the beam line of Berths 1-7 of the seaport of Big Port Saint Petersburg in the point with the coordinates L=59°54’56”N L=030°14’56”Е on vessel moving from inland waterways on the Ship Channel to berths, roadsteads and anchoring stations of the seaport of Big Port Saint Petersburg. e) from a pilot boarding place west of the Tuchkov Bridge with the coordinates L=59°57’00”N L=030°17’04”Е in the seaport of Big Port Saint Petersburg on vessel moving from inland waterways on Little Neva to berths, roadsteads and anchoring stations of the seaport of Big Port Saint Petersburg. The table of pilotage routes and the distance of pilotage is attached.
f) between berths, roadsteads and anchoring stations of the seaport of Saint Petersburg. The table of pilotage routes and the distance of pilotage is attached.
In order to perform pilotage of a vessel moving to/from the Big Port Saint Petersburg the a pilot embarks or disembarks a ship:
a) west of Saint Petersburg Entrance Light Fairway Buoy No 1 in the point with the coordinates L=60°01,77' N and L=029°25,63' E;
b) northwest of Saint Petersburg Entrance Light Fairway Buoy No 2 in the point with the coordinates L=60°05,22' N L=29°48,08' Е and a pilot embarks or disembarks a vessel on roadsteads, at anchoring stations and on berths of the seaport.
Embarkation/ disembarkation of a pilot for carrying out pilotage on a vessel transiting through inland waterways in the seaport Big Port Saint Petersburg is performed on the Lesnoy Mol roadstead at coordinates: lat. = 59 ° 53'19 N long.= 030° 12'20 E, and disembarkation/embarkation of a pilot on a vessel is performed:
- for vessels transiting through the seaport water area in Korabelny Channel on the beam line of berths No. 1-7 of the seaport at coordinates lat. = 59 ° 54'56 N long. = 030° 14'56 E.
- for vessels transiting through the seaport along Malaya Neva is carried out to the west of the Tuchkov bridge at the point with coordinates: lat.= 59 ° 57'00 N long.= 030 ° 17'04 E.
During winter navigation from the beginning of ice formation and before the end of the ice flow on Neva river, pilotage of vessels in the Big Port Saint Petersburg in the area of compulsory pilotage is carried out with icebreaker assistance. Based on the actual ice conditions in the seaport water area and technical characteristics of the vessels, pilotage can be carried out without icebreaker assistance using recommendations of the Saint Petersburg VTS.
In accordance with the Compulsory Regulations in the seaport of Vyborg, approved by order No. 432 dated December 13, 2012 of the Ministry of Transport of the Russian Federation, in the water area of the seaport of Vyborg, within the boundaries established by decree No. 1723-R of the Government of Russia dated November 14, 2009, pilotage of vessels is performed on mandatory basis.
The area of compulsory pilotage of the seaport of Vyborg is adjacent to the area of compulsory pilotage in the seaport of Vysotsk.
a) in the area of compulsory pilotage while moving to the seaport of Vyborg south of the pilot buoy with the coordinates L=60°34,08’N L=028°23,87’E to berths and anchoring stations of the seaport of Vyborg. The table of pilotage routes and the distance of pilotage is attached.
b) in the area of compulsory pilotage while moving to the seaport of Vyborg south of berths and anchoring stations of the seaport of Vyborg to the pilot buoy with the coordinates L=60°34,20’N L=028°23,60’E. The table of pilotage routes and the distance of pilotage is attached.
c) in the area of compulsory pilotage while moving to the seaport of Vyborg from the Saimaa channel from the Brusnichnoye gate to berths and anchoring stations of the seaport of Vyborg. The table of pilotage routes and the distance of pilotage is attached.
d) in the area of compulsory pilotage between berths and anchoring stations in the seaport of Vyborg. The table of pilotage routes and the distance of pilotage is attached.
e) in the area of compulsory pilotage between berths and anchoring stations in the seaport of Vyborg and berths and anchoring stations in the seaport of Vysotsk. The table of pilotage routes and the distance of pilotage is attached.
Embarkation and disembarkation of the North-Western Basin Branch pilots is performed:
- when vessel is proceeding to the seaport of Vyborg from the south - at the Lotsmansky lighted mid-channel buoy at coordinates: lat. = 60 ° 34.08 N long. = 028 ° 23.87 E;
- when vessel is proceeding from the seaport of Vyborg to the South - at Lotsmansky lighted mid-channel buoy at coordinates: lat. = 60°34.20 ́N long. = 028°23,60 ́Е;
- when vessel is proceeding to the seaport of Vyborg from the Saimaa canal and from the seaport to the Saimaa Canal - at the Brusnichnoe gateway berth;
- at berths and anchorages of the seaport of Vyborg.
In adverse weather conditions that impede embarking and disembarking pilots in this point, their embarkation and disembarkation can be carried out to the east of Vikhrevoy island. During winter navigation pilotage services are carried out with icebreaker assistance.
In accordance with the Compulsory Regulations in the seaport of Vysotsk, approved by order No. 161 dated May 5, 2015 of the Ministry of Transport, pilotage services are compulsory in the following areas of the seaport of Vysotsk:
a) area No. 1 - water area of the seaport of Vysotsk within borders approved by decree No. 897 dated 31.12.2004 (as amended and supplemented) of the Russian Federation Government, to the east of meridian 028°24,45'E (meridian of Lotsmansky lighted mid-channel buoy);
b) area No. 2 - approaches to the remote sea terminal on Putevoy Cape in the Klyuchevskaya Bay, limited with the line connecting in series points with coordinates:

The area of compulsory pilotage of the seaport of Vysotsk is adjacent to the area of compulsory pilotage in the seaport of Vyborg. Pilotage of vessels proceeding to/from the seaport or transiting through its water area is carried out without pilot’s replacement at the border of the seaport of Vysotsk, adjacent to the border of the seaport of Vyborg.
The area of optional pilotage includes water area of the seaport Vysotsk to the west of the meridian of 028°24.45' Е (meridian of Lotsmansky lighted mid-channel buoy).
For payment of pilotage dues in the seaport of Vysotsk, the intraport and outerport pilotage services areas have the following borders:
b) in the area of compulsory pilotage while moving from the seaport of Vysotsk southward from berths of the seaport of Vysotsk to the pilot buoy with the coordinates L=60°34,20’N L=028°23,60’E. The table of pilotage routes and the distance of pilotage is attached.
c) in the area of compulsory pilotage while moving to the seaport of Vysotsk from the Saimaa channel, from the Brusnichnoye gate to berths of the seaport of Vysotsk. The table of pilotage routes and the distance of pilotage is attached.
d) in the area of compulsory pilotage between berths and anchoring stations in the seaport of Vysotsk. The table of pilotage routes and the distance of pilotage is attached.
e) in the area of compulsory pilotage between berths and anchoring stations in the seaport of Vysotsk and berths and anchoring stations in the seaport of Vyborg. The table of pilotage routes and the distance of pilotage is attached.
f) in the area of compulsory pilotage from the Khalli light fairway buoy in the point with the coordinates L=60°24,0’N L=028°04,9’E to the pilot light fairway buoy and the anchoring stations – No. 18, No. 18G, No. 18D, and No. 18E of the seaport of Vysotsk. g) in the area of compulsory pilotage from the pilot light fairway buoy and the anchoring stations – No. 18, No. 18G, No. 18D, and No. 18E of the seaport of Vysotsk to the Khalli light fairway buoy in the point with the coordinates L=60°24,3’N L=028°04,1’E. Embarkation/ disembarkation of pilots on a vessel when navigating in the area of compulsory pilotage in the seaport of Vysotsk is performed:
- when vessel is proceeding to the seaport of Vysotsk from the South - at Lotsmansky lighted mid-channel buoy at coordinates: lat.= 60°34,08´ N long.= 028°23.87´ Е;
- when vessel is proceeding from the seaport of Vysotsk to the South - at Lotsmansky lighted mid-channel buoy at coordinates: lat. = 60°34.2 ́N long. = 028°23.6 ́Е;
- when vessel is proceeding to the seaport of Vysotsk from the Saimaa Canal and from the seaport of Vysotsk to the Saimaa Canal - at the Brusnichnoe gateway berth;
- at berths and anchorages of the seaport of Vysotsk.
Embarkation/ disembarkation of pilots on a vessel when navigating in the area of optional pilotage in the seaport of Vysotsk is performed:
- when vessel is proceeding to the seaport of Vysotsk from the South - in the corresponding traffic lane of the traffic separation system on the approaches to Vyborg Bay at Halli lighted mid-channel buoy at coordinates: lat.=60°24' N, long.=028°04.9´ Е;
- when vessel is proceeding from the seaport of Vysotsk to the South - in the corresponding traffic lane of the traffic separation system on the approaches to Vyborg Bay at Halli lighted mid-channel buoy at coordinates: lat.=60°24.3' N, long.=028°04.1’ Е;
- at berths and anchorages of the seaport of Vysotsk.
Pilotage of vessels proceeding to/from the seaport of Vysotsk or transiting through its water area is carried out without pilot’s replacement at the border of the seaport of Vysotsk, adjacent to the border of the seaport of Vyborg.
During winter navigation pilotage services in the seaport of Vysotsk are carried out with icebreaker assistance.

For the purposes of payment of pilotage dues for vessels transiting to/from the Saimaa canal, area of pilotage services, rendered at intraport pilotage dues rates for the Saimaa Canal, is located between Lotsmansky lighted mid-channel buoy with coordinates: lat.= 60°34.08'N long.= 028°23.87'E and Brusnichnoe gateway.
The length of pilotage is 21 nm. Embarkation/disembarkation of pilots to vessel transiting through the seaports of Vyborg and Vysotsk water areas toward the Saimaa canal is performed at Lotsmansky lighted mid-channel buoy with coordinates: lat. = 60 ° 34.5' N long.= 28 ° 24.5'E, and disembarkation/embarkation is performed on Brusnichnoe gateway berths.
During winter navigation pilotage services are carried out with icebreaker assistance.
In accordance with the Compulsory Regulations in the seaport of Kaliningrad, approved by order No. 335 of the Ministry of Transport of the Russian Federation dated November 5, 2013, three areas of compulsory pilotage have been established in the seaport of Kaliningrad.
a) area of compulsory pilotage No. 1 is a part of the seaport water areas to the east from the straight line connecting the points with coordinates:

b) in the area of compulsory pilotage from the embarkation/disembarkation place of a pilot with the coordinates L=54°39,7’N L=019°50,0’E to embarkation/disembarkation places on berths of the Svetlovsky cargo district of the seaport of Kaliningrad. The table of pilotage routes and the distance of pilotage is attached;
c) in the area of compulsory pilotage from the embarkation/disembarkation place of a pilot with the coordinates L=54°39,7’N L=019°50,0’E to embarkation/disembarkation places on berths of the Kaliningrad cargo district of the seaport of Kaliningrad. The table of pilotage routes and the distance of pilotage is attached;
d) area of compulsory pilotage from the place of embarkation/disembarkation of a pilot on an autonomous vessel located at anchorage No. 68 to the place of disembarkation/embarkation of a pilot at the berths of the Baltic, Svetlovsky and Kaliningrad cargo areas of the seaport of Kaliningrad. e) in the compulsory pilotage area limited by berths of the seaport of Kaliningrad (except for the Pionersky sea terminal), The table of pilotage routes and the distance of pilotage is attached;
f) in the compulsory pilotage area from the embarkation/disembarkation place of a pilot with the coordinates: L=54°38,67' N L=019°52,52' E to the places of embarkation/disembarkation on berths of the Baltic cargo district of the seaport of Kaliningrad. The table of pilotage routes and the distance of pilotage is attached;
g) in the compulsory pilotage area from the embarkation/disembarkation place of a pilot with the coordinates: L=54°38,67' N L=019°52,52' E to the places of embarkation/disembarkation on berths of the Svetlovsky cargo district of the seaport of Kaliningrad. The table of pilotage routes and the distance of pilotage is attached;
h) in the compulsory pilotage area from the embarkation/disembarkation place of a pilot with the coordinates: L=54°38,67' N L=019°52,52' E to the places of embarkation/disembarkation on berths of the Kaliningradsky cargo district of the seaport of Kaliningrad. The table of pilotage routes and the distance of pilotage is attached;
i) in the compulsory pilotage area for vessels moving to/from the seaports of the Republic of Poland through the Kaliningrad Bay, from the embarkation place on the recommended track No. 34 in 5 cables southwest of buoy No. 11 of the Kaliningrad Sea Canal to the berths of the Volnaya Harbor of the seaport of Kaliningrad. The table of pilotage routes and the distance of pilotage is attached;
j) in the compulsory pilotage area, from the place of embarkation/disembarkation of the pilot in the waiting area No. 26 at the point with the coordinates: L=55°00,00' N L=020°23,80' E. The length of the pilotage route is 1.6 nautical miles.
Embarkation/ disembarkation of pilots on vessel proceeding to/from the seaport of Kaliningrad is performed:
a) on the approach to compulsory pilotage area No. 1 at the point with coordinates: lat.=54°39.7' N long.=019°50.0' E. When the wave height at the approaches to the seaport of Kaliningrad is more than 1.5 m for ships with a length of not more than 135 m, the embarkation/disembarkation of pilots on vessels for passage through the area of compulsory pilotage No. 1 of the seaport are carried out at the point with coordinates: lat.=54 °38,67'N long.=019°52,52'E.
b) on the approach to compulsory pilotage area No. 2 at the point with coordinates: lat.=54°59.1'N long.=020°13.1'E with disembarkation/embarkation performed on berths or terminals of the cargo areas of the seaport of Kaliningrad.
Embarkation and disembarkation of pilots for vessels going to and from the seaports of the Republic of Poland through the Kaliningrad Bay is carried out on the recommended track No. 34 in 5 cable lines to the south-west of buoy No. 11 of the Kaliningrad Sea Canal;
Embarkation and disembarkation of pilots for vessels for passage through the area of compulsory pilotage No. 3 of the seaport are carried out in the waiting area No. 26 at the point with coordinates: lat.=55°00,00' N long.=020°23,80' E.
Embarkation and disembarkation of pilots for autonomous vessels (for fully autonomous vessels — of a pilot and a representative(s) of the owner of a fully autonomous vessel who has the appropriate qualifications for operating the vessel and ensuring its safe navigation and mooring) following to/from the seaport of Kaliningrad is carried out at anchorage No. 68, and disembarkation and embarkation of pilots is carried out at the berths or terminals of the cargo areas of the seaport of Kaliningrad.
The seaport Passenger Port of Saint Petersburg
In accordance with the Compulsory Regulations in the seaport Passenger Port of Saint Petersburg approved by order No. 380 of the Ministry of Transport of the Russian Federation dated October 19, 2012, the area of compulsory pilotage includes the seaport Passenger Port of Saint Petersburg water area, within the boundaries established by decree No. 856-r of the Government of Russia dated June 29, 2007, and is adjacent to the area of compulsory pilotage of the seaport Big Port Saint Petersburg.
For payment of pilotage dues in the seaport of Passenger Port of Saint Petersburg, the intraport and outerport pilotage areas have the following boundaries:
a) in an area of a pilot boarding place west from Saint Petersburg Entrance Light Fairway Buoy No 1 in the point with the coordinates L=60°01,77’ N L=029°25,63’ E to berths of the seaport of Passenger Port Saint Petersburg. The table of pilotage routes and the distance of pilotage is attached.
b) between berths of the seaport of Passenger Port Saint Petersburg. The table of pilotage routes and the distance of pilotage is attached.
Embarkation/disembarkation of pilot on/from vessel, proceeding to/ from the seaport Passenger Port of Saint Petersburg is performed to the west from Saint Petersburg lighted mid-channel buoy No. 1 at the point with coordinates: lat.=60°01,77`N long.=029°25,63`E.
Disembarkation/embarkation of pilots for pilotage related to vessel shifting and mooring operations in the seaport of Passenger Port of Saint Petersburg is performed on berths of the seaport.

In accordance with the requirements of the Compulsory Regulations in the seaport of Ust-Luga, approved by order No. 6 dated January 15, 2013 of the Ministry of Transport of the Russian Federation (hereinafter - the Compulsory Regulations in the seaport of Ust-Luga), in the seaport of Ust-Luga pilotage is carried out:
- in area No.1, which includes the water area boundaries of Ust-Luga seaport approved by decree No. 698-r dated May 20, 2009 of the Russian Federation Government;
- in area No. 2, bounded by straight lines connecting in sequence the points with:

For payment of pilotage dues in the seaport of Ust-Luga the intraport and outerport pilotage areas have the following boundaries:
a) in an area of compulsory
pilotage when moving to the seaport of Ust Luga from a pilot boarding place at
Entrance Light Fairway axial buoy Kolganpya No. 1 with the coordinates L=59°56,38’N L=028°34,72’E
to berths and anchoring stations of the seaport of Ust Luga. The table of
pilotage routes and the distance of pilotage is attached.
b) in an area of compulsory pilotage when moving to the seaport of Ust Luga from a pilot boarding place from the side of Recommended Track No. 22 (RT No 22) with the coordinates L=59°42,53’N L=028°17,48’E to berths and anchoring stations of the seaport of Ust Luga. The table of pilotage routes and the distance of pilotage is attached.
c) in an area of compulsory pilotage limited by berths and anchoring stations of the seaport of Ust Luga. The table of pilotage routes and the distance of pilotage is attached.
Embarkation and disembarkation of the pilot or pilots to and from the port ship in the seaport of Ust-Luga:
- with the vessel heading to/from seaport by Luga fairway No. 19 is performed at the luminous mid-channel buoy No. 1 “Kolganpya” with the coordinates: lat.=59°56.38' N and long.=028°34.72' E;
- with the vessel heading to/from this port from the recommended route No. 22 is performed at the site with the coordinates: lat.=59°42.53' N and long.=028°Of 17.48' E;
- when docked in the seaport – at the berths or moorings.
3. Information about the area where the North-Western Basin Branch performs deviation works
The deviation range where the pilots/compass adjusters of the North-Western Basin Branch eliminate magnetic deviation by using true directions of coastal landmarks for vessels staying at the seaport Big Port Saint Petersburg is located near the lighthouse Krasnaya Gorka (Red Hill) in an area limited by coordinates:
1) lat.=60°01`02”N long.=029°24`05”E;
2) lat.=60°01`02”N long.=029°28`15”E;
3) lat.=59°59`43”N long.=029°24`05”E;
4) lat.=59°59`43”N long.=029°28’15”E.
Deviation reduction is carried out with the use of two true directions, formed by Krasnaya Gorka light house with two coastal range marks: deviational “Zapadny” - direction 32.2°-212.2° and deviational “Vostochny” - direction 40°-220°. Deviation works are carried out in appropriate visibility sufficient for direction finding of range lights of the compass deviation landfill. Boarding/embarkation of pilot-compass adjuster for performance of deviation works is carried out on berth in the seaport Big Port Saint Petersburg or in the area of entrance buoy No.1 at: latitude=0°01`46”N longitude=029°25`38”E.
4. The pilotage services terms and conditions
The pilotage services terms and conditions in the seaport Big Port Saint Petersburg
Pilotage service of vessels in the seaport Big Port Saint Petersburg is carried out by the North-Western Basin Branch around the clock in accordance with the requirements of the Compulsory Regulations in the seaport Big Port Saint Petersburg based on the daily schedule of vessel traffic from 15:00 to 15:00 every day, which is approved by the captain of the seaport Big Port Saint Petersburg and is published on the Internet at: http://www.pasp.ru/pdf-archive?type_id=1.
Pilotage in the seaport Big Port Saint Petersburg in the area of compulsory pilotage is mandatory for all Russian and foreign vessels.
Vessels exempt from compulsory pilotage in the seaport Big Port Saint Petersburg in accordance with the Compulsory Regulations in the seaport Big Port Saint Petersburg:
- vessels with main engine capacity of less than 55 kW;
- sport and recreational craft;
- vessels engaged in coastal fishing;
- vessels with gross tonnage less than 500 tons with draft of no more than 4 meters.
Also,
captains of vessels who are granted the right to navigate without a pilot in
areas of compulsory pilotage in the manner approved by the Ministry of
Transport of Russia order of November 6, 2020 No. 466 are exempt from compulsory
pilotage in the area of compulsory pilotage in the seaport Big Port Saint
Petersburg.
In the area of optional pilotage, pilotage for vessels with gross tonnage of more than 6 000 tons in accordance with the Compulsory Regulations in the seaport Big Port Saint Petersburg is compulsory. In other cases, pilotage in the area of optional pilotage is carried out by the North-Western Basin Branch on a contractual basis.
The North-Western Basin Branch renders pilotage services for which pilotage dues are levied in the seaport of Saint Petersburg pursuant to the terms of a standard form agreement for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and the procedure for signing it are specified in the section “North-Western Basin Branch Harbor Dues and Tariffs”.
Applications for inclusion in the vessel traffic daily schedule, as well as information about the arrival of vessels in the seaport Big Port Saint Petersburg and the need for pilotage in the seaport Big Port Saint Petersburg are filed in the information system of port state control, the module “Registration of port calls and departure of vessels in the Russian Federation seaports”, which can be accessed at the following address: www.portcall.marinet.ru.
In accordance with the requirements of the Compulsory Regulations in the seaport Big Port Saint Petersburg information about the need for pilotage is confirmed by the vessel 4 hours prior to the intended departure time from the berth, re-mooring or exit from seaport, leaving the area of anchorage through the VHF radio to the central post of State Port Control inspection FSI “Administration of the seaport Big Port Saint Petersburg” – channel 9, call sign “Peterburg Radio -5”.
For vessels arriving in the seaport Big Port Saint Petersburg, it is recommended to contact the pilot station through the VHF radio on channel number 9 (call sign - “Peterburg lotsman” or “Petersburg pilot”) to clarify the time of approaching the entrance buoy, the vessel's draft, obtaining information on a watercraft from which the pilot will be received, and other information for preparation for the pilot boarding 2 hours prior to approaching the Saint Petersburg entrance lighted mid-channel buoy No.1 (a meeting place for the pilot) with coordinates: lat.= 60 ° 01`35``N, long.= 029 ° 26`00``E.
The pilot of the North-Western Basin Branch arriving on board for pilotage in the seaport of Big Port Saint Petersburg shows his pilotage certificate confirming the right of the pilot for pilotage of the vessel and a pilotage bill, in which the fact of vessel pilotage and possible comments to his work are recorded. The master of the vessel gives the pilot card of the vessel (according to the form established by IMO) with accurate data about the vessel, information about the features of its directional maneurability and the condition of the vessel to the pilot. Pilotage receipts completed and signed by the captain of the ship serve as the basis for calculating the pilotage fees.

c) when the speed of side wind 10 m/s for cargo vessels in ballast with a length of over 150 meters;
d) when the speed of the crosswind is 12 m/sec or more for passenger vessels with a length of 260 meters to 300 meters;
e) when the speed of the crosswind is 10m/sec or more for passenger vessels with a length over 300 meters;
f) when wind speed exceeds 15 m/sec when shifting a RO-RO vessel in ballast, container ships and self-propelled floating cranes;
g) when the wind speed is over 10 m/sec when towing a RO-RO vessel in ballast, container ships and self-propelled floating cranes from Lesnoy Mall raid to the Neva gate;
h) when the wind speed is over 7 m/sec for vessels with a length of 185 meters at the entrance to the Barochny basin
- the embarkation/disembarkation of the pilot on the vessel/from the vessel for implementation/upon the completion of pilotage is impossible due to stormy weather – sea swells higher than 4 points on the scale/height of swell exceeding 2 meters;
- draft of the vessel proceeding to/from the seaport Big Port Saint-Petersburg is more than 11 meters;
- pilotage is impossible due to difficult ice conditions;
- the vessel came to the pilot embarkation point with a delay of more than 2 hours from the established pilotage start time;
- pilotage by leading method, in the opinion of the master and pilot of the North-Western Basin Branch is impossible;
- the unavailability of the berth to receive the vessel, and also due to the late arrival of tugs or mooring staff for the provision of appropriate services to the vessel;
- IMO equipment of the place of reception (delivery) of the pilot (mismatch of the facilities for transition from the vessel delivering the pilot, conducted on the ship and vice versa) is missing or does not meet the requirements of labor protection.

- for vessels at berth, on the roads and anchorages of the “Internal Waters» of the seaport Big Port Saint Petersburg – no less than 1 hour before the scheduled start of a pilot operation;
- for vessels at berth in harbors “Lomonosov” and “Litke Base”, not less than 2 hours before the scheduled start of a pilot operation;
- for vessels staying at the anchorages 4 and 4A of Big Port Saint Petersburg - no less than 3 hours before the scheduled start of a pilot operation.
For delay of pilotage, its refusal or cancellation after the deadline, the vessel owner/marine agent shall reimburse all the expenses of the North-Western Basin Branch associated with a vain call and delivery of the pilot to the vessel.
A vessel’s captain, who has asked for a pilot of the North-Western Basin Branch and then refused their services after the pilot’s arrival aboard the vessel, must file and sign a pilot’s bill to levy 50% pilotage dues due to be paid for pilotage or an operation for which a pilot of the branch has been summoned for.
In case of delay of the implementation of a pilot operation for more than 1 hour through the fault of the vessel, pilot may be withdrawn from the vessel with the signing of the pilot’s bill for the vain call, and the application may be canceled. Upon request of the vessel master, the pilot of the North-Western Basin Branch may remain on board of the vessel, but under condition of the subsequent payment of every additional hour of stay on the ship.

Pilotage services for vessels in the seaport of Vyborg are provided by the North-Western Basin Branch Vyborg-Vysotsk Department round the clock in accordance with the requirements of the Compulsory Regulations in the seaport of Vyborg based on the daily vessel movement schedule approved by the captain of the seaport of Vysotsk and published on http://83.68.37.218/Plan/SgdsDayList?harb=VYB
Pilotage services of the vessels in the seaport of Vyborg in the area of mandatory pilotage services are compulsory for all Russian and foreign vessels.
In accordance with the Compulsory Regulations in the seaport of Vyborg the following vessels are exempt from mandatory pilotage services:
- small vessels;
- sports sailing ships;
- vessels engaged in coastal fishing;
- ships engaged in servicing and supply of vessel in waters of the seaport and on approaches to it and infrastructure facilities of the seaport with a gross tonnage less than 100 with a draft less than 4 meters.
Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of November 6, 2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Vyborg.

Pilotage of vessels proceeding to/from the seaport of Vyborg or transiting through its water area is carried out without pilot’s replacement at the border of the seaport adjacent to the border of the seaport of Vysotsk.
The pilotage service of the North-Western Basin Branch Vyborg-Vysotsk Department is not responsible for possible delays in cases the master of the vessel, vessel owner/marine agent has not complied with the requirement to provide the necessary information about the vessel's approach, or if the traffic is cancelled because of the meteorological conditions.

Pilotage in the seaport of Vysotsk is compulsory for all Russian and foreign vessels.
In the optional pilotage area in the seaport of Vysotsk pilotage is compulsory for oil tankers of 165 meters long and longer.
In accordance with the Compulsory Regulations in the seaport of Vysotsk the following vessels are exempt from compulsory pilotage:
- small vessels;
- sports sailing ships;
- vessels engaged in coastal fishing;
- vessels implementing servicing and supply of vessels located in the seaport water area and on approaches to it, infrastructure facilities of the seaport with a gross tonnage of less than 500.
Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of November 6, 2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Vysotsk.
Applications for inclusion in the daily vessel movement schedule, as well as the information on the vessel calling at the seaport Vysotsk and pilotage necessity are filed in the information system of port state control, accessed at: www.portcall.marinet.ru and confirmed four hours prior to the estimated time of departure from the berth, re-mooring or leaving the seaport of Vysotsk on 10 (working) or 12 (backup) VHF communication channels (call sign - “Vyborg-Lotsman”).

The pilotage services terms and conditions for vessels proceeding to/from the Saimaa canal
Pilotage services for vessels proceeding to/from the Saimaa canal are provided by the Vyborg-Vysorsk Department of the North-Western Basin Branch round the clock in accordance with the requirements of the Compulsory Regulations in the seaport of Vyborg, approved by order No. 432 of the Ministry of Transport dated December 13, 2012.
Pilotage of the vessels, transiting to/from the Saimaa canal through the waters of the seaports of Vyborg and Vysotsk, is mandatory for Russian and foreign vessels and it is performed without pilot's replacement on the adjacent boundaries of the seaports of Vyborg and Vysotsk.
In accordance with the Compulsory Regulations in the seaport of Vyborg the following vessels proceeding to/from the Saimaa canal are exempt from compulsory pilotage:
- small vessels;
- sports sailing ships;
- vessels engaged in coastal fishing;
- ships engaged in servicing and supply of vessel in waters of the seaport and on approaches to it and infrastructure facilities of the seaport with a gross tonnage less than 100 with a draught less than 4 meters.
Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of November 6, 2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage of vessels proceeding to/from the Saimaa canal.
The North-Western Basin Branch renders pilotage services for which pilotage dues are levied from vessels moving to/from Saimaa canal pursuant to the terms of a standard form agreement for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and the procedure for signing it are specified in the section “North-Western Basin Branch Harbor Dues and Tariffs”.
Vessels receive a pilot of the Vyborg-Vysotsk Department of the North-Western Basin Branch in accordance with the written applications of vessel owners/marine agents submitted to the pilotage service control office of the Vyborg-Vysotsk Department of the North-Western Basin Branch by fax: +7 (81378) 334-49,or by email: pilot@vbg.rosmorport.ru , for pilotage of vessels:
- proceeding from the sea to the Lotsmansky lighted mid-channel buoy towards Brusnichnoe Gateway, no later than 2 hours prior to the start of the pilotage;
- heading for Brusnichnoe gateway towards Lotsmansky mid-channel buoy to sea, no later than 2 hours prior to the pilotage.

To cancel previously submitted applications for a pilotage service or postpone its performance to another time in the event of the vessel not being ready for departure must be conducted in a similar manner no later than 4 hours before the scheduled start time of pilotage. Arriving on board the vessel to carry out pilotage of vessels proceeding to/from the Saimaa canal, the pilot of the Vyborg-Vysotsk Department of the North-Western Basin Branch presents the captain a pilot certificate confirming the right of the pilot for pilotage of the vessel and presents a pilot’s bill, where the fact of the escort of the vessel by the pilot of Vyborg-Vysotsk Department and possible comments to his work are recorded. The master of the vessel gives the pilot card of the vessel (according to the form established by IMO) with accurate data about the vessel, information about the features of its directional maneurability and the condition of the vessel to the pilot. Pilotage receipts completed and signed by the captain of the ship serve as the basis for calculating the pilotage fees.
Pilotage service of the Vyborg-Vysotsk Department of the North-Western Basin Branch is not responsible for any possible delay of vessel in cases, where the vessel master, vessel owner/marine agent has not met the requirements on provision of necessary information about vessel approach or if traffic is prohibited due to meteorological conditions.
The master of the ship, who had called for the pilot of the Vyborg-Vysotsk Department of the North-Western Basin Branch and, after his arrival, refused his services, must fillin and sign the pilot's bill for the recovery of 50% of the pilotage due for the expected pilotage of the vessel or the operation for which the pilot was called.
In case of delay of the implementation of a pilot operation for more than 1 hour through the fault of the vessel, pilot may be withdrawn from the vessel with the signing of the pilot’s bill for the vain call, and the application may be canceled. Upon request of the vessel master, the pilot of the branch may stay on board of the vessel, but under condition of the further payment of every additional hour of stay on the vessel.
Pilotage dues are charged for pilotage services provided by the Vyborg-Vysotsk Department of the North-Western Basin Branch for vessels proceeding to/ from the Saimaa canal. Information about the pilotage dues rates and their collection procedure is given in section “Harbor Dues and Tariffs of the North-Western Basin Branch.”
The pilotage services terms and conditions in the seaport of Kaliningrad
Pilotage services for vessels in the seaport of Kaliningrad (excluding Pionersky sea terminal) are provided by the North-Western Basin Branch round the clock in accordance with the requirements of Compulsory Regulations in the seaport of Kaliningrad, approved by order No. 335 of the Ministry of Transport dated November 5, 2014, based on the daily vessel movement schedule approved by the captain of the seaport of Kaliningrad and published on www.mapkld.ru.
In accordance with the Compulsory Regulations in the seaport of Kaliningrad the following vessels are exempt from compulsory pilotage:
- vessels less than 35 meters long;
- port service vessels, dredging vessels, vessels used for coastal navigation;
- bunker barges with gross tonnage of less than 600 – around the clock;
- bunker barges with gross tonnage of more than 600 – within cargo areas during daytime.
Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of November 6, 2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Kaliningrad.
Pilotage service rendered by the Kaliningrad Department of the North-Wester Basin Branch to the vessels exempt from compulsory pilotage, as well as pilotage service for vessels outside the areas of compulsory pilotage is provided on a general basis in accordance with the duly submitted applications in order of priority.
The North-Western Basin Branch renders pilotage services for which pilotage dues are levied in the seaport of Kaliningrad pursuant to the terms of a standard form agreement for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and the procedure for signing it are specified in the section “North-Western Basin Branch Harbor Dues and Tariffs”.
Applications for pilotage services are submitted by vessel owner/marine agents to the Pilotage service of the FSUE “Rosmorport” North-Western Basin Branch Kaliningrad Department by fax: +7 (4012) 36-21-45, or in a scanned form by email: SudsKaliningrad@kld.rosmorport.ru for vessel pilotage:
- proceeding to the seaport of Kaliningrad, no later than 24 hours prior to vessel approach to the pilot embarkation point with clarification 4 hours prior to the scheduled start of pilotage;
- proceeding from the seaport of Kaliningrad or changing the anchoring place, no later than 4 hours prior to the expected vessel departure time.
To specify the time and place of embarkation/disembarkation of pilot on/from the vessel, the vessel owner/marine agent can a call duty pilot of the Kaliningrad Department of the North-West Basin Branch around the clock by phone: +7 (4012) 36-21-45 or through 67 VHF channel (call sign “Kaliningrad-11”).
To cancel previously submitted applications for a pilotage service or postpone its performance to another time in the event of the vessel not being ready for departure must be conducted in a similar manner no later than 4 hours before the scheduled start time of pilotage.

- application for pilotage service was filed with the violation of deadlines set for application submission;
- delivering a pilot to the vessel is impossible due to adverse hydro-meteorological conditions, and pilotage by leading method, in the opinion of the pilot and the master of the vessel, in these conditions is impossible.
In case of delay in the execution of a pilotage operation for more than 1 hour through the fault of the vessel, the pilot of the North-Western Basin Branch may be recalled from the vessel with the master of the ship signing the pilot's bill for the recovery of 50% of the pilotage due for the expected pilotage of the vessel or the operation for which the pilot had been called.
The master of the vessel who had called for the pilot and after his arrival on board of the vessel refused his services must fill in and sign the pilot's bill for the recovery of 50% of the pilotage due for the expected pilotage of the vessel or the operation for which the pilot was called.
For the pilotage services provided by the Kaliningrad Department of the North-Western Basin Branch in the seaport of Kaliningrad, pilotage due is payable. Information about the rates of pilotage dues and the procedure for their collection is given in section “Harbor Dues and Tariffs of the North-Western Basin Branch.”
The pilotage services terms and conditions in the seaport Passenger Port of Saint Petersburg
Pilotage services for vessels in the seaport Passenger Port Saint Petersburg of the North-Western Basin Branch are provided round the clock in accordance with the requirements of Compulsory Regulations in the seaport Passenger Port Saint Petersburg based on the daily vessel movement schedule starting at 4 pm local time and posted on the Internet at: http://www.pasp.ru/pdf-archive?type_id=1.
Pilotage in the seaport Passenger Port of Saint Petersburg is mandatory for all Russian and foreign vessels.
In accordance with the Compulsory Regulations in the seaport of Passenger Port of Saint Petersburg the following vessels are exempt from compulsory pilotage in the seaport of Passenger Port of Saint Petersburg:
- small vessels;
- sports sailing ships;
- vessels engaged in coastal fishing;
- ships engaged in servicing and supply of vessel in waters of the seaport Passenger Port of Saint-Petersburg and on approaches to it and infrastructure facilities of the seaport.
Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of November 6, 2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport Passenger Port of Saint Petersburg.

Applications to be included in the daily vessel movement schedule, as well as the information on the vessel entering the seaport Passenger Port of Saint-Petersburg and the pilotage necessity in the seaport Passenger port of Saint-Petersburg are filed in the information system of port state control, in the module “Registration of the calls and departures of ships in seaports of the Russian Federation», accessed at: www.portcall.marinet.ru. The captain of the seaport Passenger Port of Saint Petersburg confirms or annuls the applications filed on the above website.
Information about the need for pilotage of the vessel is transferred by the vessel and confirmed four hours prior to the estimated time of approaching the St. Petersburg entrance lighted mid-channel buoy No. 1 when entering the seaport, the departing from a berth, mooring or leaving the Passenger Port of Saint-Petersburg.
The vessel arriving to the Passenger Port of Saint-Petersburg is recommended 2 hours prior to approaching the St. Petersburg entrance lighted mid-channel buoy No. 1 to contact the pilot station through channel 9 of VHF (call sign “Peterburg lotsman” or “Peterburg pilot”) to clarify the time of the approach, draft of the vessel, information from what watercraft the pilot will be received, as well as information to prepare for the reception of the pilot by the vessel.
Arriving on board the vessel to conduct pilotage services in the Passenger Port of Saint-Petersburg, the pilot of the North-Western Basin Branch arriving on board the vessel shall present a pilot certificate confirming the right of the pilot for the pilotage of the vessel and a pilot’s bill where the fact of the vessel escort by the pilot and possible comments to his work are recorded. The master of the vessel gives the pilot card of the vessel (according to the form established by IMO) with accurate data about the vessel, information about the features of its directional maneurability and the condition of the vessel to the pilot. Pilotage receipts completed and signed by the master of vessel serve as the basis for calculating the pilotage fees.
The pilotage service of the North-Western Basin Branch is not responsible for possible delays and demurrage of the vessel in cases where the pilotage is not feasible.:
1) because of the weather conditions restrictions, namely:
- when visibility is less than 2 miles;
- when wind speed exceeds 22 m/sec;
- when the speed of crosswind is 10 m/sec for cargo vessels in ballast with a length of over 150 meters;
- when the speed of the crosswind is 12 m/sec or more for passenger vessels with a length of 260 meters to 300 meters and the speed of crosswind is 10 m/sec or more for passenger vessels with a length over 300 meters;
- the embarkation/disembarkation of the pilot on the ship/from the ship for execution/completion of pilotage are impossible due to stormy weather – sea swells higher than 4 points on the scale/height of swell exceeding 2 meters;
2) due to:
- the unavailability of the berth to receive the vessel, and also due to the late arrival of tugs or mooring workers for providing relevant services to the vessel;
- IMO equipment of the place of reception (delivery) of the pilot (mismatch of the facilities for transition from the vessel delivering the pilot, conducted on the ship and vice versa) missing or not meeting the requirements of labor protection.
The previously filed application for pilotage or pilotage service may be cancelled by the sea agent/ship owner by applying to the inspection of state port control of FSI “MPA Big Port Saint-Petersburg” by phone: +7 (812) 326-08-58 or +7 (921) 348-93-55, with confirmation by fax: +7 (812) 326-08-57 or +7 (812) 326-08-59 or +7 (812) 327-41-95, or by email: info@pasp.ru or info@mail.pasp.ru no less than 4 hours before the scheduled start of a pilot operation. For refusing a pilot operation or its cancellation later than the determined time period, the vessel owner/marine agent shall reimburse all the expenses to the North-Western Basin Branch associated with the call and delivery of the pilot on board the vessel.

The pilotage services terms and conditions in the seaport of Ust-Luga
Pilotage services for vessels are provided by the Ust-Luga Deparment of the North-Western Basin Branch round the clock in accordance with the requirements of the Compulsory Regulations in the seaport of Ust-Luga, approved by order No.6 of the Ministry of Transport dated January 15, 2013, based on applications completed by the vessel owners/marine agents in their order of priority.
In the area of compulsory pilotage in the seaport of Ust-Luga pilotage service of Russian and foreign vessels is mandatory in accordance with the requirements of the Compulsory Regulations in the seaport of Ust-Luga.
In accordance with the Compulsory Regulations in the seaport of Ust-Luga the following vessels are exempt from compulsory pilotage in the seaport of Ust-Luga:
- small vessels;
- sports sailing ships equipped with mechanical engine;
- vessels engaged in coastal fishing;
- ships engaged in servicing and supply of vessels located exclusively in waters of the seaport and on approaches to it and infrastructure facilities of the seaport with a gross tonnage of less than 500;
- icebreakers;
- dredging vessels sailing under the State Flag of the Russian Federation when carrying out dredging operations.
Also, captains of vessels who are granted the right to navigate without a pilot in areas of compulsory pilotage in the manner approved by the Ministry of Transport of Russia order of November 6, 2020 No. 466 are exempt from compulsory pilotage in the area of compulsory pilotage in the seaport of Ust-Luga.
Pilotage services for vessels exempt from compulsory pilotage and pilotage services for vessels outside the area of compulsory pilotage services in the seaport of Ust-Luga, are performed by Ust-Luga Department of the North-West Basin Branch in the same manner as prescribed for compulsory pilotage service.
The North-Western Basin Branch renders pilotage services for which pilotage dues are levied in the seaport of Ust Luga pursuant to the terms of a standard form agreement for the rendering of services for the provision of navigation and stay of vessels in seaports and on approaches to them. The terms of the contract and the procedure for signing it are specified in the section “North-Western Basin Branch Harbor Dues and Tariffs”.
Applications for pilotage services are submitted by the vessel owner/marine agent to the pilotage service of the Ust-Luga Department of the North-Western Basin Branch by fax: +7 (81375) 910-47, or in a scanned form by e-mail: pilot@ulg.rosmorport.ru for pilotage of vessel:
- proceeding to the seaport of Ust-Luga – 24 hours prior, with clarification 6 and 2 hours before the time of approach to the pilot embarkation point;
- proceeding to anchorages No. 10 and No. 10A of the seaport of Ust-Luga 6 hours prior, with clarification 2 hours before the time of approach to the pilot embarkation point;
- departing from the seaport of Ust-Luga or re-anchoring within the seaport – with the confirmation and clarification at least 3 hours prior to the pilotage operation.
To specify the time and place of the embarkation/disembarkation of the pilot on/from vessel, the vessel owner/marine agent can call the duty dispatcher of the Ust-Luga Department of the North-West Basin Branch around the clock by phone: +7 (921) 947-12-82 or +7 (81375) 910-47 and through 17 VHF channel (call sign “Ust-Luga-Radio-10”), and also the pilotage service of the Ust-Luga Department of the North-Western Basin Branch by phone: +7 (921) 939-13-68 and through 16 VHF channel when (call sign “Ust-Luga-Lotsman”).
The previously filed application for pilotage shall be cancelled or operation postponed to a later date in the event of the vessel not being ready to sail no less than 1.5 hours before the scheduled start of a pilot operation. Any request to cancel or postpone a pilot operation shall be sent to the pilotage control service of the Ust-Luga Department of the North-Western Basin Branch by fax: +7(81375) 910-47, or in a scanned form at e-mail: pilot@ulg.rosmorport.ru
Arriving on board the vessel, pilot of the Ust-Luga Department of the North-Western Basin Branch shows the captain a pilot certificate confirming the right of the pilot for pilotage of a vessel of this tonnage and in this navigation area and presents a pilot’s bill, where the fact of pilotage of vessel and possible comments of the master concerning his work must be recorded.T he master of the vessel gives the pilot card of the vessel (according to the form established by IMO) with accurate data about the vessel, information about the features of its directional maneurability and the condition of the vessel to the pilot of the Ust-Luga Department of the North-Western Basin Branch. Pilotage receipts completed and signed by the vessel master serve as the basis for calculating the pilotage fees.
In case of delay of the implementation of pilotage operation for a period of more than 1 hour through vessel's fault the pilot can be recalled from the vessel with signing of the pilot’s bill for the vain call and the application being cancelled. Upon request of the vessel master, the pilot of the branch may stay on board of the vessel, but under condition of the further payment for every additional hour of stay on the vessel.
The pilotage service of the North-Western Basin Branch Ust-Luga Department is not responsible for possible delays and demurrage of the vessel in cases where:
- application for pilotage services was filed after the filing deadline or the vessel came to the pilot embarkation point with a more than two hours delay to the stated time;
- delivery of pilot is impossible because of adverse meteorological conditions, and pilotage by leading method, according to the ship's master and pilot, in these conditions is impossible.
For pilotage services in the seaport of Ust-Luga provided by the Ust-Luga Department of the North-Western Basin Branch pilotage dues are charged. Information on the pilotage dues rates and their collection procedure are given in the section “Harbor Dues and Tariffs of the North-Western Basin Branch.”
5. The additional pilotage services terms and conditions (deviation compensation)
Services for deviation compensation are rendered by the North-Western Basin Branch to interested vessel owners in accordance with the contract for performance of works to compensate for magnetic deviation (hereinafter - the Contract).
To conclude the Contract, the customer sends a deviation Contract application by fax to the North-Western Basin Branch: +7 (812) 327-40-23 or at the e-mail address: mail@spb.rosmorport.ru The application shall be considered within 10 days and in the absence of technical restrictions on the possibility of performing the works, after the customer submits all documents required for the Contract, the North-Western Basin Branch shall send two copies of the executed Contract to the customer for signing. A signed copy of the Contract must be returned by the customer to the North-Western Basin Branch at the address: Gapsalskaya st., 8, Saint Petersburg, 198035.
In accordance with the concluded Contract, a customer sends a deviation works application by fax of the North-Western Basin Branch: +7 (812) 324-21-91 or +7 (812) 327-41-54, or in a scanned form by e-mail: DispetcherSPb@spb.rosmorport.ru with obligatory confirmation of the request by phone: +7 (812) 380-70-33, no later than 48 hours prior to the scheduled deviation works and in cases of early unscheduled departure of the vessel from the seaport Big Port Saint Petersburg or when the vessel transition time from the seaport Big Port Saint Petersburg to another seaport is less than 48 hours, application can be filed no later than 24 hours prior to the scheduled deviation works.
The received application shall be considered by the North-Western Basin Branch within 24 hours and in the absence of technical restrictions in possibility of performing the ordered works, a confirmation on the possibility of performance of the ordered works by the North-Western Basin Branch shall be sent to the customer by fax or email. If the ordered works are impossible to perform, a motivated refusal shall be sent to the customer by fax or email indicating reasons of impossibility to perform the works.
Upon arriving on board the vessel, the pilot/compass adjuster of the North-Western Basin Branch brings to the vessel master a “Basic Compass Adjuster Certificate of Competency”, affirming the right of the pilot to perform deviation works. After finishing deviation works, pilot/compass adjuster gives the vessel master a table of residual deviation and draws up a deviation works completion certificate. Based on the deviation works completion certificate, customer receives an invoice to be paid within 5 working days from the invoice receipt date.
