     1. General information

     In the seaports Big Port Saint Petersburg and Vyborg (only during summer navigation period), as well as in the seaports of Kaliningrad and Ust-Luga, the North-Western Basin Branch renders services on provision of sea terminals port infrastructure to shipowners for serving passengers arriving on passenger vessels.
 
     In the seaport Big Port Saint Petersburg

     During summer navigation period the North-Western Basin Branch renders services on port infrastructure provision in the seaport Big Port Saint Petersburg for vessels’ passengers to pass the state border, customs and other formalities.


     The provided port infrastructure comprises:

     - passenger terminal on English Embankment, consisting of a landing stage for passengers passing and placement of border and customs services, and a floating pier 216 meters long (6 pontoons 36 meters each) for acceptance of passenger vessels up to 200 meters long and draft up to 8 meters;

     In the seaport of Vyborg

 

     During summer navigation period the North-Western Basin Branch Vyborg-Vysotsk Department in the seaport of Vyborg renders services, related to provision of “Berth No. 1” passenger terminal infrastructure in the seaport of Vyborg, to shipowners for servicing passengers arriving or departing on vessels, waiting for passing the border and customs services and other formalities.

     The provided infrastructure comprises:

 

- Berth No. 1 111.7 meters long, 35 meters wide, with 3.83 meters of depths at the quay wall, intended for serving design vessels 56.2 meters long, with breadth 10.4 meters and draft when loaded 3.3 meters;  Berth No. 1 in the seaport of Vyborg
- passenger pavilion equipped with public areas (toilets), for passengers passing border, customs, migration, sanitary and quarantine and other types of control; Passenger pavilion in the seaport of Vyborg
- Pontoon for mooring small vessels (yachts, motor boats) for passing border, customs, migration, sanitary and quarantine and other types of control. Pontoon in Seaport of Vyborg


     In the seaport of Kaliningrad

     The North-Western Basin Branch Kaliningrad Department in the seaport of Kaliningrad renders services, related to provision of railway ferry complex infrastructure, to shipowners for servicing passengers arriving or departing on ferry or passenger vessels.

     The provided railway ferry complex infrastructure comprises::

- ferry berth with the linkspan bridge, ensuring acceptance of access ramp of vessels with RO-RO cargoes and passengers, with the length of 236.8 meters, depths at berth of 10.5 meters, which allows to service vessels with length up to 190 meters and draft up to 9.5 meters.  Ferry berth in the seaport of Kaliningrad.
- Berth for acceptance of small passenger vessels with length up to 60 meters, depths at berth 5.1 meter, which allows to service vessels with length up to 40 meters and draft up to 4 meters. Berth for acceptance of small passenger vessels in the seaport of Kaliningrad
- Passenger terminal building with waiting rooms for arriving and departing passengers, as well as rooms for the passage of border, customs, migration, sanitary and quarantine and other controls.  Passenger terminal in the seaport of Kaliningrad

     In the seaport of Ust-Luga

 

     The North-Western Basin Branch Ust-Luga Department in the seaport of Ust-Luga renders services, related to provision of waiting room and public areas in building No. 160 A located on the territory of the road - railway ferry complex, to shipowners, for passengers arriving or departing on vessels of the customer, waiting for the passage of border, customs, migration, sanitary and quarantine and other controls.

     2. Procedure of rendering services on passenger terminals infrastructure provision
 
     Procedure of rendering services on passenger terminals infrastructure provision in the seaport Big Port Saint Petersburg

     The North-Western Basin Branch renders services on passenger terminals infrastructure provision in the seaport Big Port Saint Petersburg on the basis of the Standard Contract-Application (hereinafter -the Contract).
     The Contract conclusion is conducted in order stipulated in section “2. Procedure of Contract-Application drafting” of the Contract.
     Additional reference information on the procedure of the Contract conclusion can be obtained on the North-Western Basin Branch by phone: +7 (812) 438-80-17 (Calls are accepted on Monday to Friday from 9:00 to 17:00, lunch break from 12.30 to 13.00 Moscow time).
     Services on provision of passenger terminals infrastructure are rendered by the North-Western Basin Branch in order and on terms established by the concluded Contract.
 
     Information on tariffs for rendered by the North-Western Basin Branch services on provision of passenger terminals infrastructure in the seaport Big Port Saint Petersburg can be found in section “Harbor Dues and Tariffs of the North-Western Basin Branch”.

 

 

     Procedure of rendering services on passenger terminals infrastructure provision in the seaport of Vyborg

 

     The North-Western Basin Branch Vyborg-Vysotsk Department renders services, on provision of “Berth No. 1” passenger terminal infrastructure in the seaport of Vyborg, to shipowners for servicing passengers arriving or departing on vessels, waiting for passing the border and customs services, and other formalities in accordance with the terms of the Standard Contract for Provision of Services (hereinafter – the Contract).

     To conclude the Contract, a shipowner of his legal representative shall send a written application for the Contract conclusion to the North-Western Basin Branch by fax: +7 (812) 327-41-54, or a scan by email: DispetcherSPb@spb.rosmorport.ru. The application will be considered within 2 working days. In the absence of technical restrictions for provision of the requested services and at availability of all the necessary for the Contract conclusion documents submitted by the applicant, two copies of the drafted Contract shall be sent to the customer for signing. The signed by the customer Contract shall be returned to the North-Western Basin Branch at the address: Gapsalskaya st., 8, Saint Petersburg, Russia, or to the North-Western Basin Branch Vyborg-Vysotsk Department at the address: Yuzhny Val, 1, Vyborg, Leningrad district, Russia.  .

     Additional reference information on the procedure of the Contract conclusion can be obtained in the North-Western Basin Branch by phone +7 (812) 327-41-54 (Monday to Friday from 08:30 to 17:00 Moscow time, lunch break from 12:30 to 13:00).

 

     In accordance with the concluded Contract terms, the customer shall submit an application for the use of the passenger terminal infrastructure to the North-Western Basin Branch Dispatcher Service by fax: +7 (81378) 324-81 or a scan by email: DispetcherSPb@spb.rosmorport.ru not later than 24 prior to the arrival or departure of vessel with passengers from Berth No. 1. The application is considered within 12 hours and in the absence of technical restrictions on the possibility of providing the requested services to the applicant, a confirmation of possibility of sea passenger terminal infrastructure provision is sent to the applicant by the specified by him fax or email. 

     According to the results of the use of the infrastructure of the sea passenger terminal, the customer shall send a passenger list to the North-Western Basin Branch Dispatcher Service by fax: +7 (81378) 324-81 or a scan by email: DispetcherSPb@spb.rosmorport.ru not later than the next day from the date of arrival or departure of the vessel with passengers from Berth № 1. On the basis of the Passenger list the North-Western Basin Branch Dispatcher Service composes a certificate of rendered services, which is sent to the customer for signing. 

     Customer pay for the services of the North-Western Basin Branch Vyborg-Vysotsk Department following the procedure and conditions set by the Contracts.

 

     Information on tariffs for rendered by the North-Western Basin Branch Vyborg-Vysotsk Department services on provision of “Berth No. 1” passenger terminal infrastructure in the seaport of Vyborg to shipowners for servicing passengers arriving or departing on vessels, waiting for passing the border and customs services, and other formalities can be found in section “Harbor Dues and Tariffs of the North-Western Basin Branch”.


     Procedure of rendering services on passenger terminals infrastructure provision in the seaport of Kaliningrad

     The North-Western Basin Branch Kaliningrad Department renders services on provision of railway ferry complex infrastructure in the seaport of Kaliningrad to shipowners for servicing passengers arriving or departing on ferry or passenger vessels on the basis of the Contract-Application
     To conclude a Contract-Application, the customer shall send two copies of a filled in Contract-Application, including filled in Annexes No. 1 and No. 2 to it, to the North-Western Basin Branch Kaliningrad Department by fax: +7 (4012) 36-21-48 or by email: IZarubov@kld.rosmorport.ru or RGogol@kld.rosmorport.ru , or Ahomenko@kld.rosmorport.ru .
     The filled in Contract-Application shall be sent by the costumer at least two days prior to the dated of the service provision. The North-Western Basin Branch Kaliningrad Department assigns to the Contract-Application a registration number which confirms the possibility of provision of the railway ferry complex infrastructure to the customer. A copy of the registered and signed Contract-Application is sent by the North-Western Basin Branch Kaliningrad Department via the fax number specified in the Contract-Application or a scan via email. One copy of the signed and registered Contract-Application is sent by the North-Western Basin Branch Kaliningrad Department to the customer by mail or to its representative by a courier.
     In case of impossibility for rendering services due to technical restrictions, a motivated refusal is sent to the customer by fax or e-mail provided in the Contract-Application. 
     Additional reference information on the procedure of the Contract- Application conclusion can be obtained by phone +7 (4012) 36-21-48 (Monday to Tuesday from 08:00 to 16:55, Friday from 8:00-15:40 Kaliningrad time, lunch break from 12:20 to 13:00).
     In case of impossibility of rendering services on railway ferry complex infrastructure provision for servicing passengers arriving or departing on ferry or passenger vessels:
     - upon the occurrence of circumstances beyond the parties' control;
     - at necessity to ensure the safety of passengers;
     - upon issue of acts of the competent authorities, imposing a ban on the operation of the passenger terminal,
     The North-Western Basin Branch Kaliningrad Department is entitled to refuse to provide the relevant services, without compensation to the customer of the costs incurred.
 
     Information on tariffs for rendered by the North-Western Basin Branch Kaliningrad Department services to shipowners and related to passengers arriving or departing from the passenger terminal in the seaport of Kaliningrad near Baltiysk for servicing passengers on cruise or passenger vessels can be found in section “Harbor Dues and Tariffs of the North-Western Basin Branch”. 

 

     Procedure of rendering services on passenger terminals infrastructure provision in the seaport of Ust-Luga

 

     The North-Western Basin Branch Ust-Luga Department in the seaport of Ust-Luga renders services on provision of waiting room and public areas in building No. 160 A located on the territory of the road-railway ferry complex, to shipowners, for passengers arriving or departing on vessels of the customer, waiting for the passage of border, customs, migration, sanitary and quarantine and other controls, in accordance with the terms of the Standard Contract for Provision of Services (hereinafter – the Contract). 

 

     To conclude the Contract, a shipowner of his legal representative shall send a written application for the Contract conclusion to the North-Western Basin Branch by fax: +7 (812) 327-41-54, or a scan by email: DispetcherSPb@spb.rosmorport.ru. The application will be considered within 2 working days. In the absence of technical restrictions for provision of the requested services and at availability of all the documents necessary for the Contract conclusion submitted by the applicant, two copies of the drafted Contract shall be sent to the customer for signing. The Contract signed by the customer shall be returned to the North-Western Basin Branch at address: Gapsalskaya st., 8, Saint Petersburg, Russia.

     In accordance with the concluded Contract terms, the customer shall submit an application for the use of the waiting room and public areas to the North-Western Basin Branch Ust-Luga Department by fax:  +7 (812) 947-12-82 or a scan by email:  dispetcher@ulg.rosmorport.ru not later than 24 prior to the arrival or departure of ferry with passengers from the Road Railway Ferry Complex. The application is considered within 12 hours and in the absence of technical restrictions on the possibility of providing the requested services to the applicant, a confirmation of possibility of sea passenger terminal infrastructure provision in accordance with the regulations of the RRFC passenger waiting room operation is sent to the applicant via the specified fax or email.

     According to the results of the use of the infrastructure of the sea passenger terminal, the customer shall send a passenger list to the North-Western Basin Branch Ust-Luga Department by fax:  +7 (812) 947-12-82 or a scan by email: dispetcher@ulg.rosmorport.ru not later than the next day from the date of arrival or departure of ferry with passengers from the RRFC. On the basis of the Passenger list the North-Western Basin Branch Dispatcher Service composes a certificate of rendered services, which is sent to the customer for signing.

     Customer pay for the services of the North-Western Basin Branch Ust-Luga Department following the procedure and conditions set by the Contracts.

     3. Services rendered to passengers at sea passenger terminals 
 
     Services rendered to passengers on sea passenger terminals in the seaport Big Port Saint Petersburg

     The sea passenger terminals of English Embankment and Lieutenant Schmidt Embankment fit specially equipped premises with units of the Federal Customs Service of Russia and the Russian Federal Security Bureau border services, which carry out the customs and border control of passengers arriving/departing on the ferries to/from the seaport Big Port of Saint Petersburg and carrying out disembarkation/embarkation on a vessel in these sea terminals.

     The North-Western Basin Branch Vyborg-Vysotsk Department renders services at sea passenger terminal “Berth No. 1” related to the provision of passenger pavilion for passing the border, customs and other formalities, which is equipped with public areas (toilets).

     The North-Western Basin Branch Kaliningrad Department renders to passengers services at the sea passenger terminal related to the provision of the room equipped with seats for 84 people, and common areas (toilets) for waiting for embarkation on sea ferries.

     Services rendered to passengers on sea passenger terminals in the seaport of Ust-Luga

 

     The North-Western Basin Branch Ust-Luga Department provides on the passenger sea terminal a waiting room equipped with seats for 100 people, and public areas (toilets) for serving for passengers arriving or departing on vessels. Also in the building there are provided premises intended for passengers passing border, customs, of migration, sanitary and quarantine and other controls.

     From Pulkovo airport (“Pulkovo-1” terminal) go to Pulkovo highway towards the city center and go straight along the highway, and then – along Moskovsky Prospect till its intersection with Sadovaya street. Cross Sadovaya street and then drive along Grivtsova alleyway to Moika embankment, where turn left. Drive along Moika embankment till the first crossroads, where turn right onto Siniy bridge, cross Moika river and go to Isaac's Square. On Isaac's Square at the intersection with Bolshaya Morskaya Street, turn left (you will see a monument to Nikolai I on your left), drive along Bolshaya Morskaya Street to the first crossroads and then turn right. Continue to go straight along Voznesensky Prospect, driving past St. Isaac's Cathedral, which will remain on the right side, and then go straight along the Senate Square to English Embankment. On the Embankment, turn left and then:

     A) To go to the terminal on English Embankment drive along the Embankment past the Blagoveshchensky bridge up to building No. 52, where the passenger terminal is located;
     B) To go to the terminal on Lieutenant Schmidt Embankment turn right to Blagoveshchensky bridge, cross the Neva river, then turn left to the Embankment and go to the passenger terminal, which is located opposite the intersection of embankment with 18-19 lines of Vasilyevsky Island.

     Go to “Moskovskaya” metro station by regular bus No. 39, 39E or by minibus K39 (bus stop is located opposite the exit from the Pulkovo-3 terminal arrival hall).

     From “Moskovskaya” metro station take the blue line to “Nevsky Prospect” station, exit from the subway to Griboyedov Canal and walk to the left along Nevsky Prospect to the ground transport stop.

     Take bus No. 7 or trolleybus No. 10 or 11 to the bus stop “16-th and 17-th lines of Vasilevsky Island”. Following the bus direction walk along the road to the first crossroads, turn left and go along the 18th - 19th lines of Vasilyevsky Island to the embankment, where the passenger terminal is located.

     Take trolleybus No. 22 or 5 or autobus No. 3, 22 or 27 to the bus stop “Ploshchad truda”. Go to the Blagoveshchensky bridge: from the trolleybus stop against the trolleybus movement; from the autobus stop – along the autobus movement up to the crossroads and then turn right and go straight ahead (you will see “Palace of Labor” on your right). At the bridge, turn left to English Embankment and go up to the house 52, where the passenger terminal is located.

     From A-181 “Scandinavia” Federal Highway turn right at the sign “Vyborg” and cross the bridge over “Scandinavia” highway, enter the city of Vyborg. After entering the city, continue driving along Leningrad highway to the crossroads at “Radius” shopping center, where turn right to Kuibyshev st. Then drive along Kuibyshev st. to its intersection with Ilinskaya st. At the traffic lights turn right and continue driving along Ilinskaya st. At the fork (you will see the Holy Prophet Elijah Temple), turn left and go straight along Zheleznodoroznaya st. and continue along Leningradsky Prospect to its intersection with 40th anniversary of VLKSM embankment. At the crossroads turn right and go straight along the embankment to Petrovsky Bridge, then along Petrovsky bridge and Petrovskaya Embankment up to Petrovsky Square. At the crossroads (reference point - a monument to General Admiral Apraksin) turn left onto Krepostnoy Bridge and drive over the bridge. On the right side of the exit of the bridge you will see “Berth No. 1” Sea Passenger Terminal in the seaport of Vyborg, near which there is a parking place for 2-3 cars.

     From the station square of Vyborg, keeping to the right, go about 100 meters to the bus stop. By buses No. 1, 6 or 12 pass one stop in the direction of Severnaya village up to “Rynok” stop. Then pass along the bus traffic on the parapet of “40th anniversary of VLKSM embankment” along the Gulf of Vyborg under Petrovsky bridge up to Krepostnaya street, and at the beginning of which there is the entrance to “Berth No. 1” passenger terminal in the seaport of Vyborg. Driving directions to the sea passenger terminal from Kaliningrad by car     Leave Kaliningrad by car along Kaliningrad highway and at about 40 km turn before sign “TERMINAL - 4 KM” to the left to Srednee Highway. Drive along Srednee highway about 4 kilometers, passing two railway crossings. After crossing the second railway crossing, go straight without turning. After 100-120 meters get to the third railway crossing. After crossing it, go further along the highway that turns left about 300-350 meters more up to the sea passenger terminal building.

Driving directions to the sea passenger terminal from Kaliningrad by public transport    From the Kaliningrad bus station, bus stop "Teatralnaya", located on Teatralnaya st. (in front of the Government of Kaliningrad region building), go by bus No. 107 or by minibus 207-E to the bus station of Baltiysk. Approximate travel time is 1 hour. Go from the bus station in Baltiysk to the Sea Terminal, by a minibus No. 2 up to "Voennaya gavan" stop. Approximate travel time is 10-15 minutes.
     From "Voennaya gavan" stop go perpendicular to the road towards the fence standing beside. Go on foot along the fence about 1 km to the railway crossing, and then turn right and go to the entry into the territory of the sea terminal.
     You can also take a taxi to go directly from the bus station in Baltiysk to the entrance to the territory of the sea terminal. Approximate travel time is 10-15 minutes.

     Leave Saint Petersburg by car along the Kingisepp highway. Reach Opole vil., driving it through the 2.8 kilometers at Alexeevsky crossroads, not going up the viaduct, turn right at sign “The Seaport of Ust-Luga - 56 km” and go to Ust-Luga Highway. At the 42nd km of Ust-Luga highway near the “Tatneft” gas station (on your right) pass the viaduct and turn right (on your left you will see the signs “The Seaport of Ust-Luga Yug-2 Ferry Complex” and “The fastest route from Europe to Russia “Ust-Luga Sillamae cargo ferry”) and drive 200 meters in the direction of the railway crossing. Pass the railway crossing and turn left (sign “Road-railway ferry complex”) and enter the parking area for vehicles at the administrative building of the Road-rail ferry terminal.

     Take minibus No. 841 from bus station “Obvodnoy Vokzal” in Saint Petersburg, located on Obvodnoy canal, or minibus “St. Petersburg – Kingisepp” from “Zvenigorodskaya” bus stop at “Zvenigorodskaya” metro station (exit to the right out of the subway to Zvenigorodskaya street), to the bus station in Kingisepp. Approximate travel time is 2 hours. Fare is 250 rubles.

     To get to the seaport of Ust-Luga from the bus station in Kingisepp, you can take bus No. 53/54 following the “Kingisepp – Lenryba – Koskolovo–3” route. Bus No. 53/54 timetable is attached. On the way from Lenryba to Koskolovo–3” ask the bus driver to stop at an optional stop after 4.3 km from the bus stop at Luzhitsy village, before reaching the crossroads at the sign “Yug-2 Multipurpose transshipment complex”. Get off the bus and go to the opposite side of the road, walk 300 meters up to the crossroads then turn left. Walk 200 meters to the railway crossing, cross the crossing, and after 20 meters turn left (sign “Road-railway ferry complex”). Walk 150 meters to the office building of the road-rail ferry terminal, where the waiting room is located.

     You can also get to the road-rail ferry complex in the seaport of Ust-Luga from the bus station in Kingisepp by a taxi (approximate fare: 1 500 – 2 000 rub.).

     Approximate travel time in a way is 1 hour. Taxi stop is on the ground near the administrative building of road-rail ferry terminal, where the waiting room is located.
