     The implementation of federal investment programs and FSUE “Rosmorport” capital investment programs aimed at developing federal facilities of the port infrastructure in the seaports Big Port of Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port of Saint Petersburg, Primorsk and Ust Luga is one of the major activities of the FSUE “Rosmorport” North-Western Basin Branch.

     In this aspect, since 2013 to the present day the North-Western Basin Branch, and previously the Vyborg-Vysotsk, Kaliningrad, St. Petersburg and Ust Luga Branches, acting as client customers have implemented the following investment projects to improve the port infrastructure and the quality of services rendered to shipowners, cargo shippers and other customers in the seaports.

 

     Seaport of Big Port Saint Petersburg

 

     In 2003 the approach channel to the harbor in Strelna Settlement was constructed in order to ensure the approach of marine vessels. Following the executed dredging operations the marine approach navigation channel with the beam of 80 m and the length of 7.8 km with the seabed levels from 3.7 m to 4.3 m in the Baltic plane coordinates was formed.

     In 2005 the Barochny Basin was reconstructed in the seaport of Big Port Saint Petersburg water area in order to bring the seabed levels to the following marks: from 11.5 m to 12 meters, that considerably increased the safety of navigation in the operational water area while approaching and berthing the Barochny Basin.

     In 2007 the construction of  the Oil Harbor Boot Basin was ended in the seaport of Big Port Saint Petersburg water area to ensure the safe approach and its approach to Berths No. 1-4 of the St. Petersburg Oil Terminal. Following the executed dredging operations the boot basin was formed with the size of 1.1 x 0.57 km, with the seabed in the water area from 11.7 m to 0.57 m. The implementation of this project made it possible to ensure the approach of oil-loading tankers to oil-loading berths of the Petersburg oil terminal.

     In September 2008 the project for reconstruction of the Petrovsky Fairway was completed in the seaport of Big Port Saint Petersburg water area in the area from St. Petersburg Seaway Canal to its intersection with the approach channel to the seaport of Passenger Port Saint Petersburg. Following the dredging operations, the seabed in the area under reconstruction reached the levels from 11 m to 11.3 m that made it possible to ensure passenger ships' safe approach to the berths of the seaport of Passenger Port Saint Petersburg.

     In January 2009 in compliance with the commissioning permit dated of January 19, 2009 No RU47507000/31 the radio towerRadio tower in Gorki Settlement built in Gorki Settlement with the height of 77 meters was put into operation to make supervision over navigation in Luga fairway No. 19, Western Luga Fairway No. 21, the Northern Approach Channel, Recommended Tracks No.No. 21 and 22, the Luga Seaway Canal of the seaport of Ust Luga, that made it possible to increase the safety of navigation in the Luga Estuary of the Gulf of Finland and on the approaches to it.

     In October 2014 in compliance with Rosmorrechflot's Approval No RU77203000-AD-39/35 made on October 10, 2014 the reconstructed Big Kronstadt Roads put into operation in the seaport of Big Port Saint Petersburg. Following the dredging operations across more than 430,000 cubic meters the entrance into the Litke Western Channel has been widened in the area of 0.014 square meters and the seabed levels from 11.5 meters. The turning area with the diameter of 500 meters, the total space of 0.25 square meters and the seabed levels of 11.5 meters has been created. The implementation of the project made it possible to ensure the safe approach of the design vessel from  the Kronstadt Ship Fairway to the Litke Western Channel and backwards.

     In June, 2016 in accordance with Rosmorrechflot resolution No. 78- RU785070311-ВВ-39/20 dated 27.06.2016 the first stage of the constructed approach channel and water area of “Bronka” Multifunctional Sea Transshipping Complex (further referred to as MSTC) in the seaport of Big Port Saint Petersburg was commissioned. According to the results of the performed dredging the following objects were formed: approach channel to “Bronka” MSTC over 6.4 km long, 150 meters wide and with bottom marks -11.2 meters; “Bronka” MSTC water area 380 meters wide with the bottom marks of -11.2 meters. Also the front and rear range markers of “Bronka 2” and “Bronka 3” linear navigational ranges were installed. Implementation of the project allowed ensuring safe navigation of design vessels with the length of 190 meters, width of 30 meters and loaded draft of 8.5 meters from the approach channel to C-1 navigation pass (new sector of the Kronshtadtsky ship channel) along the created approach channel of the transshipping complex to “Bronka” MSTC berths, as well as safe maneuvering of vessels in the transshipping complex water area.

     In June, 2017 in accordance with Rosmorrechflot resolution No. 78- RU78507311-КС- 39/29-2017 of June 14, 2017 the second stage of the constructed approach channel and water area of “Bronka” MSTC in the seaport of Big Port Saint Petersburg was commissioned. According to the results of the performed dredging the following objects were formed: approach channel to “Bronka” MSTC 6.422 km long, 185 meters wide and with bottom marks -14.4 meters; “Bronka” MSTC water area 380 meters wide with the bottom marks of -14.4 meters. Implementation of the project allowed ensuring safe navigation of design vessels with the length of 190 meters, width of 30 meters and loaded draft of 8.5 meters from the approach channel to C-1 navigation pass (new sector of the Kronshtadtsky ship channel) along the created approach channel of the transshipping complex to “Bronka” MSTC berths, as well as safe maneuvering of vessels in the transshipping complex water area.

 

     Seaport of Vyborg

 

     In December, 2013 in accordance with Resolution No. RU 47505101-0026-2013 dated 14.06.2013 of the Committee for Municipal Property and City Planning Management of the “Vyborgsky district” Municipality Administration of the Leningrad region the constructed automated radio technical post intended for radio locational coverage of the approaches to the seaport of Vysotsk from the seaport of Vyborg, and also approaches to the seaport of Vyborg and the Saimaa Canal was commissioned on Cape Bobrovy. Implementation of this project allowed enhancing navigation safety level in these areas.

     Seaport of Vysotsk 

 

     In July 2012 Implementation of Berths No. 1-4 reconstruction, water area and approach channel in the seaport of Vysotsk dredging was completed. According to the results of the carried out works the berthing front length increased by 100 linear meters (or by 15%), and bottom marks of the water area and approach channel increased by 2.7 meters and reached -12.7 m. Implementation of this project allowed doubling the throughput capacity of the coal terminal, up to 8.7 million tons per year.
     In December 2012, in connection with commissioning of “Nord-Stream” gas pipeline, there were completed works on equipping new anchorage No. 18E in the seaport of Vysotsk, intended for placing up to 4 tankers with the length of 260 m, width of 45 m and loaded draft of 13.2 m. As a result of work performed in the area of 539 ha, the new anchorage No. 18E area was cleared of all explosive objects and industrial facilities, located on the bottom, which allowed creating a safe environment for the anchorage of vessels in the seaport.

     In December 2013 the previously constructed automated radio technical post intended for radio locational coverage of the approaches to the seaport of Vysotsk from the seaport of Vyborg, and also approaches to the seaport of Vyborg and the Saimaa Canal was commissioned on Cape Bobrovy. Implementation of this project allowed enhancing navigation safety level in those areas.

     Seaport of Kaliningrad
 

     In 2004 the completed berth No. 2 with two access ramps was commissioned as a part of cargo and passenger car ferry terminal for receiving and processing ferries and ro-ro cargo, passenger servicing, with the following design capacity: auto trailers - up to 7 thousand units per year; passenger cars - up to 4 thousand units per year; passengers - up to 17 thousand people per year.

     In 2007 the completed berth No. 1 was commissioned as a part of cargo and passenger car ferry terminal, intended for processing container ships, with the design capacity of 1 million tons.

     In 2008, the construction of railway ferry complex in basin No. 4 (Baltiysk) of the seaport of Kaliningrad, intended for receiving and processing of Rider-type and Mukran-103-type railway ferries, with the capacity of up to 800 thousand. tons of cargo per year was completed. In the same year in order to improve safety of navigation in the Kaliningrad sea channel, and in connection with the increase in the number of vessel calls to the seaport, the reconstruction of the administrative building of the seaport of Kaliningrad VTS was carried out and automated radio technical posts: ARTP 1, ARTP 2, ARTP 3 were constructed.

     In February 2009, in accordance with Administration of the Baltic region permission No. RU 39313000-6 dated 18.02.2009 the constructed berth No. 1 with face and wing sections was commissioned as a part of cargo and passenger car ferry terminal with the length of 254 meters and a depth of -10.5 meters at the cordon, designed for handling vessels up to 190 meters long, 30 meters wide and with loaded draft of up to 9.3 meters, carrying general cargo. Implementation of this project allowed to increase the capacity of the seaport of Kaliningrad regarding handling ro-ro cargo by 11 thousand transport units per year, including by 7 thousand autotrailers and by 4 thousand cars per year. Besides, with the commissioning of the berth in the seaport, up to 17 thousand passengers can be served there yearly, arriving on ferries of the local and international ferry lines in the Kaliningrad region.

     In August 2009 in accordance with the “City of Baltiysk” Municipal Urban Settlement Administration Resolution No. RU 39313000-20 dated 24.08.2009, new facilities complex of checkpoint across the state border of the Russian Federation within the cargo and passenger car ferry terminal was commissioned in basin No. 3 (Baltiysk) of the seaport of Kaliningrad. The throughput capacity of the checkpoint allows to perform processing of up to 5 thousand truck and car units and up to 17 thousand passengers annually.

     In December 2009, construction of a fire station of the seaport comprising two cars to ensure fire safety of sea terminal complexes, as well as, concurrently, the city Baltiysk facilities was completed.  The facilities were commissioned in accordance with “the city of Baltiysk” Municipal Urban Settlement Administration Resolution No. RU 39513101-46 dated 29.12.2009.

     In 2010 there was reconstructed entrance pierheads of the Kaliningrad Sea Channel (Southern and Northern), creating safe conditions for vessels for entering the Baltic Sea or approaching the Kaliningrad Sea Channel water area. In December 2010 as part of the reconstruction of “Sevastopolsky” range of the Kaliningrad Sea Channel a laser range beacon was installed in order to improve the safety of navigation in the Kaliningrad sea channel.

     In 2011 construction of the pier in the seaport of Kaliningrad, intended for servicing ARTP 2 was completed.

     In 2012 reconstruction of marine differential subsystems control and correction station power supply facilities near berth No. 3 (Baltiysk) of the seaport of Kaliningrad and stationary navigation marks of the Kaliningrad sea canal were implemented in order to improve the reliability of power supply facilities ensuring the safety of navigation in the Kaliningrad sea channel.

     In December 2013 in order to improve the reliability of power supply of the Global Maritime Distress System Communication Control Center, reconstruction of the power supply system with installation of a reserve diesel generator was performed.

     In March 2014, in accordance with resolution No. FG 39513101-8 dated 17.03.2014 issued by the Baltic Municipal District Administration, the constructed heat insulated garage for intraport equipment of the railway ferry complex comprising eight parking spaces with the area of 438 square meters, intended for storage and maintenance of auto, as well as cleaning and loading equipment, was commissioned. Implementation of this project allowed to improve quality of service and maintenance of intraport equipment, as well as to increase the degree of technical readiness, especially during wintertime.

     In June 2014 the reconstructed power supply system of the server room in the administrative building of the Kaliningrad Department of the North-Western Basin Branch was commissioned. Implementation of the project allowed to improve the reliability of power supply of the equipment located in the server room of the administrative building.

     In July 2014 the reconstructed backup power supply system of the linkspan bridge of the railway ferry complex was commissioned. In the framework of the reconstruction project, a shore power outlet vault for vessels power supply with voltage of 380 V and a capacity of 40 kW was installed on berth № 84, power panels were also installed, power cables were laid, and optimization of switching from different sources of electricity supply was carried out . Implementation of the project allowed to enhance reliability of power supply of the linkspan bridge in order to ensure smooth operation of the railway ferry complex and timely handling of ferries.

     In June 2015 in accordance with Rosmorrechflot resolution No. 39-RU39312000-SG-39/29-2015 dated 24.06.2015 the port infrastructure facilities built by the North-Western Basin Branch as a part of the joint investment project with ZAO “Sodruzhestvo-Soya” for creating the second stage of the production terminal complex for deep processing of oil-bearing crops (port component) near the village Volochaevskaya, Kaliningrad region, were commissioned. As a result of the  works performed by the branch, there  water area of ​​the terminal complex with the size of ​​264, 2 thousand m2, and bottom marks of -10.5 meters was formed, and the Kaliningrad sea canal area from PK 209 to PK 222 with the size of ​​almost 100 thousand m2 and bottom marks of -10.5 m were reconstructed. Besides, to ensure the safety of navigation in the corresponding navigation areas the automated radio technical post ARTP-2 was reconstructed and transferred to the new location, and necessary aids to navigation (left and right navigation marks, buoys, laser leading beacon) were installed .

     In September 2015, in accordance with permission for facility commissioning No. 39-RU39513101-22-2015 dated 10.09.2015, issued by the “City of Baltiysk” Municipal Urban Settlement Administration, the constructed repair and technical base of the seaport of Kaliningrad VTS was commissioned. The base was constructed in order to create conditions for qualified maintenance and storage of large spare parts, instruments and equipment using efforts and technical means of the North-Western Basin Branch Kaliningrad Department specialists, and allows to take prompt actions on service and maintenance of the seaport of Kaliningrad VTS equipment.

     In October 2015 in accordance with Rosmorrechflot resolution No. 39-RU39310000-SG-39 / 53-2015 dated 16.10.2015 the reconstructed section of coast protection dike No. 5 in the area of the Kaliningrad sea channel from PK 195 to PK 197 in the seaport of Kaliningrad was commissioned, allowing to prevent destruction of the No. 5 dike body, as well as to protect the navigable channel fairway from drifting, significantly increasing the level of safety of navigation of vessels in the Kaliningrad sea channel.

     Seaport of Passenger Port Saint Petersburg

 

     In July 2007 construction of two range markers on hydraulic bases of linear leading marks of “Petrovsky Fairway”in order to ensure safety of navigation of vessels calling at the seaport Passenger Port of Saint Petersburg was completed.

     In September 2008, in accordance with Rosmorrechflot resolution No. 4 dated 08.09.2008 the constructed approach channel to the seaport Passenger Port of Saint Petersburg water area, intended for entry and exit of vessels proceeding from Petrovsky Fairway” to the borders of the seaport Passenger Port of Saint Petersburg water area, was commissioned. According to the results of dredging, the marine shipping canal was formed in the amount of nearly 3.5 million tons of excavated soil, with the width from 140 to 180 m, 1.7 km long, with bottom marks on the channel from: -11 to: -11.4 m. In the same month, in accordance with Rosmorrechflot resolutions No. 1 and No. 2 dated 08.09.2008 the constructed front (10 meters high) and rear range (15 meters high) marks on the hydraulic base of linear range of the approach channel to the seaport Passenger Port of Saint Petersburg was commissioned in order to ensure safety of navigation of passenger vessels on their way to the seaport Passenger Port of Saint Petersburg water area.

     In August 2008, 21 buoys were installed on Petrovsky Fairway, approach channel and the seaport of Passenger Port Saint Petersburg water area, in order to ensure safety of navigation of passenger vessels on their way to the seaport of Passenger Port Saint Petersburg.

     In April 2009, in accordance with Rosmorrechflot resolution No. 1 dated 20.04.2009 the constructed operating water area of the seaport of Passenger Port Saint Petersburg, intended for vessels maneuvering when berthing and mooring to berths No. 1-7 in the seaport, was commissioned. As a result of dredging in the amount of over 6.4 million tons of excavated soil the water area of the seaport with dimensions of 1 km x 0.85 km, with bottom marks from: -10.6 to: -11 m was formed, which allowed to ensure safe maneuvering of passenger vessels when berthing and mooring at the seaport berths.

     In September 2010, the construction of two marine lights on the northern and southern coast protections of the seaport of Passenger Port Saint Petersburg was performed, in order to ensure the safety of navigation of passenger vessels proceeding to the seaport of Passenger Port Saint Petersburg berths.

     In 2011 the construction of passenger checkpoint through the Russian Federation state border as a part of the sea passenger terminal on Vasilevsky Island in Saint Petersburg was completed. The throughput capacity of the checkpoint allows to process over 2 million passengers and 58 thousand vehicles arriving on the ferries to the seaport Passenger Port of Saint Petersburg annually.

 

     Seaport of Primorsk

 

     In 2015, in accordance with resolution No. 47-505105-0082-2014 dated 29.05.2015 of the Committee for State Construction Supervision and State Expertise Committee of Leningrad region, the constructed “Vyazy” automated radio technical post integrated into the seaport of Primorsk VTS was commissioned. The post is intended for extending the range of radar monitoring of vessels' movement in the seaport of Primorsk VTS coverage area in the northern part of the strait Berkezund, and enhancing safety of navigation of oil tankers, proceeding to the seaport of Primorsk.

     Seaport of Ust-Luga

 

     In 2005, the construction of radio towers of the navigation safety ensuring systems on islands of the Gulf of Finland: Hogland, Seskar and Sommers was completed. The radio towers are equipped with self-powered devices and intended for placing navigation equipment in order to transmit navigation data to the Regional Vessels Traffic Management Center in order to control over shipping and enhance the safety of merchant shipping on the recommended routes of vessel traffic in the eastern part of the Gulf of Finland on the approaches to the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Primorsk and Ust-Luga.

     In 2008, the hydraulic structures, buildings and No. 1 and 3 launch complexes facilities of road-railway ferry complex was commissioned, in order to receive and process railway ferries and ro-ro vessels serving coastal lines “Ust-Luga – Baltiysk” and foreign traffic lines “Ust-Luga - seaports of Germany”, with design capacities of 0.75 million tons and 3.5 million tons per year, respectively.

     In January 2009 radio tower, integrated into the unified navigation safety ensuring system in the eastern Gulf of Finland, was constructed and commissioned in the village of Gorki. The radio tower is intended for placing radio navigation equipment, using which the radar control and pilotage in the seaport of Ust-Luga water area are performed, and also reliable radio communication is provided with vessels proceeding to the Russian seaports of the eastern Gulf of Finland.

     In August 2009 the construction of the operating water area of launch transshipment complexes (universal, fertilizers, liquid cargo and a part of the coal terminal) was completed. The complexes are intended for shipping of design vessels with deadweight 70 thousand tons. According to the results of dredging the water area of 2.2 kilometers x 0.37 kilometers was formed, with the bottom marks of -16 m. Implementation of this project allowed to receive vessels with the draft of 14 meters and displacement of 80 tons.

     In December 2009 the reconstructed “Yuzhny” approach channel was commissioned, in order to ensure the passage of desing ships to launch transshipment complexes operating water area (universal, fertilizers, liquid cargo and a part of the coal terminal). During the reconstruction, the channel was extended to 180 meters, and the bottom mark was deepened to: -16 m, which allowed ensuring passage of tankers with displacement of 80 tons and loaded draft of up to 14 m to the liquid cargo complex berths of the seaport.

     In April 2010, the buildings and facilities of launch complex No. 2 of the road railway ferry complex was commissioned, intended for receiving and processing car ferries serving the coastal lines “Ust-Luga – Baltiysk” and foreign traffic lines “Ust-Luga – seaports of Germany”, of design capacity 2 million tons per year.

     In December 2010 the first phase of the container terminal water area in the seaport of Ust-Luga was commissioned, in order to ensure vessels approach to container terminal berths in the seaport. During dredging a water area with dimensions of 1.3 km x 0.5 km was formed, with the bottom mark of up to 13.5 m. The project implementation allowed to ensure approach of vessels with a displacement of up to 20 tons and loaded draft of up to 9.2 m to the container terminal berths.

     In October 2011, the first phase of construction of the approach channel to “Novaya Gavan Ruchyi” to ensure approaching to the sea terminal for transshipment of ro-ro cargo in the Vistino area of Kingiseppsky municipal district of the Leningrad region, as well as operating water area of berth No. 1 with a turning basin. In course of the performed works there were created: approach channel of width 116 m, length 350 m and turning basin of area 3.9 ha with the bottom mark of -8.05 m, and operational water area of berth No. 1, with the length of 78 m, area of 1.3 hectares, and bottom mark of -7.75 m.

     In November 2011, the facilities of checkpoint through the state border within the first stage of construction of the container terminal in the seaport of Ust-Luga were commissioned. Design capacity of the checkpoint within the first stage of container terminal of OAO “Ust-Luga Container Terminal” is up to 5 million tons of container cargo per year.

     In December 2011 the 2 berths and rear ramp of the first stage of construction of the Multipurpose transshipping complex “Yug-2” of the seaport of Ust-Luga were commissioned. The completion of these works allowed creating a modern terminal capable of handling a wide range of cargo: ro-ro cargo, including new cars, containers, general cargo.

In September 2014 in accordance with Rosmorrechflot resolution No. RU77203000-BP-39/33 dated 11.09.2014 in the seaport of Ust-Luga the constructed operational water area of the complex for transshipment of liquefied hydrocarbon gases with the total area of 150 thousand m2 and bottom marks of -13.5 m was commissioned. This project implemented by the enterprise within the federal target program “Development of Transport System of Russia (2010-2015)”, allowed to provide safe passage to the berths of the complex for transshipment of liquefied petroleum gas of vessels up to 184 m long, with width up to 32.2 m, deadweight up to 47.8 thousand tons and loaded draft of up to 10.8 m.

     In November 2014 in accordance with Rosmorrechflot resolution No. RU77203000-BP-39/36 dated 10.11.2014 the approach channel of “Novaya Gavan Ruchyi”  was commissioned within the second stage of its reconstruction in order to ensure approach to the sea terminal for transshipment of ro-ro cargo in the Vistino area of Kingiseppsky municipal district of the Leningrad region, as well as operational water area of berth No. 1 with turning basin. During the work performed the approach channel bottom mark reached: -9.7 m, bottom mark of the operating water area of berth No. 1 and turning basin: -9.4 m. Total volume of dredging amounted to 405.7 thousand m3 of the excavated soil on area of 0.16 km2.

     In March, 2015 in accordance with Rosmorrechflot resolution No. RU 77203000-AD-39/20 dated 31.03.2015,  the constructed protective hydraulic structure (coast protection) of the southern part of the territory of providing fleet base in the seaport of Ust-Luga with the length of 348 meters, and top marks of +3 meters was commissioned. It is intended to protect the formed territory of the providing fleet base under construction in the seaport of Ust-Luga from erosion during dredging in its operating water area.

     In December 2015 in accordance with Rosmorrechflot resolution No. RU47507302-SG-39/58-2015 dated 14.12.2015 site No. 1 of the port protective facilities, constructed within the implementation of the first stage of construction, with the length over 1 km and top marks from + 4.5 to 5.5 meters according to the Baltic system of heights, was commissioned. It is intended to protect the operating water area of the Southern area of the seaport of Ust-Luga (operating water areas of container terminal, complex for transshipment of liquefied petroleum gas, Multipurpose transshipping complex “Yug-2” and road-railway ferry complex) from the ice effect, drift and waves.

     In April 2016, in accordance with permission for facility commissioning No. 47-30-0273-2016MS dated 11.04.2016 issued by the Ministry of Construction of Russia, the previously constructed Northern approach channel to the seaport of Ust-Luga, with the length of 5.93 km, width of 205 meters, depths ranging from 17.5 to 18 meters was commissioned. It is intended to ensure safe navigation of large tankers, proceeding to berths No. 52, 53, 54 of the oil terminal in the seaport. In the same month, in accordance with permission for facility commissioning No, 47-RU47507308-BB-39/11-2016 dated 14.04.2016 issued by Rosmorrechflot,  the previously constructed water area of ​​the container terminal of the 2nd and 3rd stages (phase 2.1.) was commissioned in the seaport of Ust-Luga, with the area iof 150.3 thousand m2 and bottom marks of -13.5 meters. It is intended to ensure safe maneuvering and approach of a design vessel with a capacity of 11 tons, maximum length of 115 meters, width of 18.5 meters, loaded draft of up to 6.8 meters, to berths No. 59, 60 of the complex of liquefied petroleum gas in the seaport of Ust-Luga.

 

 

Projects Planned and Being Implemented by the North-Western Basin Branch


     Currently, within the implementation of the Federal target program “Development of Transport System of Russia (2010-2015)”, as well as its own programs of capital investments for port infrastructure facilities development in the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port of Saint Petersburg, Primorsk and Ust-Luga, the North-Western Basin Branch is implementing the following investment projects in the form of capital investment in coastal and port infrastructure facilities:

 

     Seaport of Big Port Saint Petersburg

 

     - berthing complex construction project for mooring of icebreaker fleet in the seaport of Big Port Saint Petersburg. Implementation of this project involves construction of a berthing complex with a total length of 788.6 m, which is intended for berthing 12 icebreakers of FSUE “Rosmorport”, installation of two navigation lights and deepening of the “Coal Harbor” water area up to -12 m.

     - “Olgino” automated radio technical post construction project in the seaport Big Port of Saint Petersburg VTS in order to expand the vessels movement radar control area in the VTS coverage area in connection with the start of heavy traffic of passenger vessels in the seaport of Passenger Port Saint Petersburg and the planned opening of the vessel traffic through the S-2 navigation pass construction, and the change in vessels routes in the Neva Bay. In the prescribed order the project documentation received positive conclusion No. 1062-13/GGE-8796/09 dated 08.11.2013 of the State Construction Expertise Committee, including the State Ecological Expertise Committee, issued by FAI “Glavgosekspertiza of Russia”, as well as positive conclusion of the State Expertise Committee on check of reliability of assessment of the capital construction facility estimated value No. 1067-13/GGE-8796/10 dated 11.11.2013 issued by FAI “Glavgosekspertiza of Russia”. Currently, activities are being carried out on registration of documents for the land plot for the construction site, and competitive procedures on selection of the general contractor that will carry out construction of the facility are being held. Start of the construction and installation works in case of allocation of the necessary finances is planned for Q4 2017.

 

     - berth No. 88 construction project in the seaport of Big Port of Saint Petersburg within the implemented project on the container terminal reconstruction in the seaport, intended for loading and unloading of large containers on container carriers of Kapitan Serykh type with the length of 161.43 meters, width of 25.2 meters, loaded draft of 9.8 meters, and design capacity of 300 thousand TEU per year.

     - a project for constructing a sea terminal for transshipment of cargoes in the seaport of Big Port St Petersburg with the design capacity of 1.4 million TEU within the joint investment project with JSC Petrolesport. To the extent of the enterprise's liability the investment project envisages carrying out dredging operations in the water area created as a result of the reconstruction of the Lesnoy breakwater road stead and the part of Barochny Basin, building a boot of the Eastern Basin, reconstructing Berth No 51 and carrying out dredging operations in the operational water area of Berth No 51, installing a bank protection of an artificially formed territory between Berth No 53 and Berth 64, reconstructing Berth No 64 with the ramp and carrying out dredging operations on the operational area of Berth No 64. Design documentation, which has been worked out, has got Positive Conclusion No 457 of July 23, 2014. The conclusion has been made by the state environmental expertise expert commission. It has been approved by Russia's Federal Service for Supervision in the Sphere of Nature Management Department for the North-Western Federal District Order No 492 of August 04, 2014. At present, the results of engineering survey and design documentation are considered by FAI “Glavgosexpertiza Rossii” according to the established order.

     Subject to receipt of a positive conclusion by the State Expertise and allocation of financial contributions the construction and installation works are planned to be started in 2018.

 

     - a project for reconstructing the general transshipment terminal of mineral resources, JSC “Baltic Bulk Terminal”, within implementing an investment project to create a terminal for transshipment of mineral resources in the seaport of Big Port St Petersburg with the design capacity of 11.8 million tons per year. To the extent of the enterprise's liability the investment project envisages reconstructing Berth No 106, including a mooring post, in order to increase the length of the berth wall; building new Berth No 106a of 222.7 meters in length designed for servicing bulk vessels of CH-40 type; reconstructing the St Petersburg Approach Canal (if the need arises on the design stage) to increase its capacity; carrying out dredging operations in the water area of the coal port at the wrarf of Berth No 106a in the amount of 20.000 cubic meters. At present, the Branch and JSC “Baltic Bulk Terminal” have coordinated a declaration of intent to invest to the implementation of this project and a specialized project organization makes engineering survey and project works.

     Subject to success of project works, allocation of required financial contributions and receipt of positive conclusions by the state expertise the construction and installation works are planned to be started in 2019.

 

      Seaport of Vysotsk

 

     - construction of navigation safety ensuring systems facilities within the joint investment project with ZAO “Kriogaz” on construction of a sea terminal for transshipment of liquefied natural gas in the seaport of Vysotsk with the design capacity over 660 thousand tons. Regarding enterprise’s obligations, the investment projects envisages construction of two “Kolonna” type navigation signs and installation of floating aids to navigation in the operating water area of the sea terminal, which will allow safe approach of vessels to berthing facilities of the designed sea terminal. In accordance with the established procedure Public Hearings to discuss the terminal construction project in Vysotsk Seaport including the materials of the assessment of environmental impact were held in December 2014. According to the results of the discussion, the project including environmental impact assessment materials was approved (Public Hearings Minutes dated 23.12.2014). Project documentation developed to the order of ZAO “Kriogaz” and results of the Ist stage of construction engineering survey were approved by FSUE “Rosmorport”. The Ist stage of construction includes construction of a berth for handling of outsized cargoes and construction materials with a temporary approach road and the area of temporary storage of equipment and materials. According to the nature protection requirements, the project documentation submitted for approval to the State Environmental Expertise received positive conclusion dated 25.04.2016 confirmed by the Rosprirodnadzor order dated 27.04.2016 No. 208. The project documentation and results of the Ist stage of construction engineering survey also received a favourable conclusion from State Expertise dated 28.10.2016 No. 1192-16/GGE-10755/04 approved by the Federal Autonomous Organization “Glavgosekspertiza Rossii”.

     At present ZAO “Kriogaz” and FSUE “Rosmorport” are planning to conclude a cooperation contract for the period of construction of the relevant federal ownership objects considered by the project. Provided that required amount of financing is allocated, the project construction installation works are expected to start in 2017.

     Seaport of Kaliningrad

 

     - international sea terminal construction project for receiving cruise and cargo-passenger vessels in the area of the city of Pionersky of the Kaliningrad region with maximum passenger traffic over 2.4 thousand people a day, as well as maximum cargo traffic of 80 thousand of cargo transport units per year. The project involves pre-formation of a 3.4-hectare area; dredging in volume over 1.2 million cubic meters and bottom marks up to 10.9 meters; the installation of protective hydraulic structures with the length of 765 m; construction of two berths with the length of 725 meters for handling design vessels with the following dimensions: length – 317.25 meters, width – 36.8 meters and draft – 8.3 meters; construction of general port facilities of the sea terminal, including building of the marine station and facilities of the passenger checkpoint across the state border of Russian Federation; construction of the sea terminal engineering support  facilities and installation of aids to navigation. Implementation of this project will contribute to dynamic development of the Kaliningrad region in the field of ferry and cruise transportation. In accordance with the established procedure, in April and May 2016 in Pioneer and Zelenograd City Districts public discussions of design documentation materials, including assessment of the impact of planned economic and other activities on the environment, were held. According to the results of the discussions, the project implementation was generally approved (“Pioneer city district” Municipality administration minutes dated 04.05.2016 and “Zelenograd city district” Municipality administration protocol dated 05.05.2016) with recommendations to take into account the comments and suggestions when finalizing the design documentation materials including environmental impact assesment. The finalized design documentation and results of engineering research were submitted to the State Ecological Expertise Committee for consideration received positive conclusion No. 24-E dated 12.08.2016 of the State Ecological Expertise Committee for project documentation, approved by the Directorate of Rosprirodnadzor in the Kaliningrad region, on their compliance with environmental requirements of the Russian legislation in the field of environmental protection. Besides, on December 29,2016 FAI “Glavgosekspertiza of Russia” approved positive conclusion of the State Ecological Expertise Committee verifying the estimated cost of the capital construction object dated 29.12.2016 No. 1483-16/GGE-10751/10. By Rosmorrechflot Regulation dated 02.02.2017 No. AP-14-r the project documentation having received positive conclusions of the State Ecological Expertise Committee was approved. According to the established procedure, Rosmorrechflot granted permission for creation of artificial land plot No. 1, for creation of land plot No. 2 and for construction of marine terminal facilities to FSUE “Rosmorport” by permit No. 39-RU39303000-NZh-39/53-2017 of November 13, 2017, permit No. 39-RU39303000-NZh-39/54-2017 of November 13, 2017, and permit No. 39-RU39303000-NZh-39/55-2017 of November 13, 2017 correspondingly.

     At present competitive procedures are being conducted in order to select a contractor organization to perform construction of a marine passenger terminal. In case of allocation of necessary finances, the construction and installation works are planned to start in Q4 2017.

   


OOO “Morstroytekhnologia” project video presentation

 

     - project of reconstruction and construction of new port infrastructure facilities within a joint investment project with OOO “Baltic Stevedoring Company” on the development of cargo and passenger car ferry terminal and railway ferry terminal in the seaport of Kaliningrad, including construction and further operation of a container terminal with the throughput capacity of 300 thousand TEU. Regarding the enterprise’s obligations, the investment project envisages reconstruction of berth No. 2 with crane runways construction, that will allow to change the category of Berth No 2 concerning service conditions from II category to 0-k category (to change to category of a berth from a ferry berth to a cargo berth) and as a result to carry out transshipment of general cargoes at the berth from vessels of 160 meters in length, 26 meters in breadth and 8.5 meters in draft. Currently, the design documentation on project regarding federal property project is approved by Rosmorrechflot order No. SG-349-p dated 19.10.2015. Design documentation received positive conclusion No. 77 of the State Ecological Expertise Committee, approved by Order No. 89 dated 26.04.2015 of the Department of Rosprirodnadzor in the North-Western Federal District, valid for 5 years. Positive conclusion No. 709-13/GGE-8677/04 of the State Expertise Committee, approved by the FAI “Glavgosexpertiza of Russia” dated 23.08.2013, was also received. The administration of the Town of Baltiysk municipal entity has issued Construction License No 39-RU 39513101-46-2016.

     - project for VTS reconstruction in the seaport of Kaliningrad. The project envisages construction of automated radio technical post No. 5  in the Kaliningrad region in Cape Gvardeyskiy in Zelenograd district; “Kuznetskoe” linking radio relay set in the village of Kuznetskoe in Zelenograd district; “Shumnoe” linking radio relay set in the village of Shumnoe in Zelenograd district; power lines leading to ARTP-5 and “Shumnoe” and “Kuznetskoe” linking radio relay sets; technological approaches to facilities of ARTP-5 and “Shumnoe” and “Kuznetskoe” linking radio relay sets. Project implementation will allow to expand the VTS coverage area in the seaport of Kaliningrad, which will enhance the safety of navigation in the seaport of Kaliningrad.The design documentation has been submitted to the FAI “Glavgosekspertiza of Russia” for state expertise. After receiving positive conclusions of State Expertise Committees, and in case of allocation of necessary funding, the start of construction and installation works is planned for 2018.

 

     - No. 3 bank protection dike reconstruction project, designed for reception of waves effects, wave energy damping, protection from drifts and ice of the Kaliningrad sea canal. The project envisages installation of constructions in the form of sheet pile wall with reinforced concrete end walls on the reconstructed shore protection sections, with fastening of slope adjacent to the end walls with reinforced concrete slabs; construction of gravel road for bank protection maintenance and servicing from the Kaliningrad sea canal; installation of constructions of mass concrete along the base of stone or gravel, with a rock (or block) blanket from the bay on the reconstructed sections and road slabs laying along the whole reconstructed section of bank protection; cable entries installation in the sheet pile wall below the depth of ice formation; equipping mooring places from canal for the auxiliary fleet vessels with installation of mooring devices on end wall; dredging by bringing the bottom marks at the dike cordon to -3 meters. The project implementation will prevent further destruction of the dike body and Kaliningrad sea canal fairway drift, which will contribute to navigational safety in the navigation canal. According to the established procedure, the Administration of Municipal Entity "Svetlovskiy City District" held public discussions of the project documentation in the form of public survey. As a result of the survey, no remarks or suggestions were made (minutes of Administration of Municipal Entity "Svetlovskiy City District" dated 11.06.2016). The project documentation in accordance with the requirements of environmental protection legislation was submitted to the Rosprirodnadzor Department in the North-Western Federal District for state ecological expertise. In case of allocation of necessary funding, the start construction and installation works is planned for Q1 2018.

 

     - project for reconstruction of a base for aids to navigation in the area of Rybachii village. The project envisages construction of administration and accommodation block; reconstruction of a production block including a coater room, dock for Afrodita boat, cold store for painting materials, painting inventory, warm machine shop; construction of a garage for lift truck, a garage for fuelling vehicle, canopy for storage of plastic aids to navigation, canopy for welding, shelves for anchoring chains with the total lengtho of 25 m, keel block for storage of emergency supply of BMML-88 type buoys with the total length of 40 meters, keel block for storage of BMML-88 type buoys ready for installation with total length of 15 meters. Project implementation will allow arranging a base for storage of and maintenance of aids to navigation in the western part of Kaliningrad sea canal for the purpose of qualitative and timely servicing of aids to navigation and their proper storage. The Administration of City District “City of Kaliningrad” held public hearings of the reports on assesment of the impact of the reconstruction on the environment. The results of the hearings are summed up in minutes dated 13.01.2015, which states absence of remarks and objections to the planned reconstruction from the population. The project documentation and results of the engineering findings have received positive conclusions of the State Expert Board No. 127-16/GGE-10013/04, approved by FAI Glavgosexprertisa Rossii, and positive conclusion of the State Expert Board on the check of estimated facility cost No. 818-16/GGE-10013/10 of July 22, 2016 approved by FAI Glavgosexprertisa Rossii.

     - construction project of sea regasification terminal of liquefied natural gas with the capacity of up to 2.3 mln tons per year, located in Zelenograd district of the Kaliningrad region. Regarding the enterprise’s obligations, the investment project envisages construction of navigation safety ensuring system consisting of a navigation light, navigation fire at the sea terminal, radar light buoys responder beacon. Currently, the main customer of the investment project OOO “Gazprom Invest” is developing draft terms of reference for the design and survey work carried out in the area of the proposed construction. According to the results of designing and in case of receiving positive conclusions of the State Ecological and Construction Expertise Committees on the developed documentation on sea terminal construction, as well in case of allocation of necessary funding, the start of the construction and installation works is planned for December 2017.

 

     Seaport of Primorsk

 

     - project of construction of an administrative building of VTS center in the seaport of Primorsk, intended to accommodate vessel traffic services, communication and electrical navigation services, the North-Western Basin Branch supporting personnel, as well as technical equipment, and to create a unified control center for navigation safety ensuring systems in the seaport of Primorsk. This project implementation will allow improving the reliability of navigation safety systems and ensuring regulatory working conditions of the Primorsk VTS personnel. Currently, selection of design organization for surveying and design works performing is carried out on a competitive basis. In case of allocation of necessary funding, the start of the construction and installation works is planned for 2018.

 

     Seaport of Ust-Luga


     - project of formation of the seaport of Ust-Luga Southern area water area intended for safe approach of Astrakhan design vessel with the following dimensions: length - 173.5 m, width – 23.05 m, deadweight - 17,850 tons, loaded draft - 10.02 m, to berths of Multipurpose transshipping complex, and land reclamation for construction of the providing fleet base facilities. Due to bankrupcy of the contracting company, which had earlier carried out dredging operations, and in order to complete the construction of the facility a decision has been taken to work out new design documentation. Under the project, additional works are conditioned by the considerable decrease in depths in the areas of dredging works in view of sediment accumulation caused by lingering downtime, as well as the need of replanning, in view of building facilities of the support fleet base in the seaport of Ust Luga. Pursuant to the requirements of environmental legislation, the developers of design documentation have organized and held public hearings to assess the impact of materials on the environment as a result of the activities planned. Upon completion of the public hearings (Resolution No 2436 of October 04, 2016 taken by the administration of the Kingisepp Municipal District of Leningrad Region) no remarks have been made. According to the established procedure, design documentation has also received Positive Conclusion No 862-pr of the State Environmental Expertise expert commission. The conclusion has been approved by Order of December 29, 2016 issued by the Russian Federal Service for Supervision in the Sphere of Nature Management (Rosprirodnadzor) Directorate for Leningrad Region. Developed design documentation and the results of engineering survey have received Positive Conclusion No 534-17/GGE-11051/04 of May 19, 2017 of the design documentation state expertise. The conclusion has been approved by FAI “Glavgosexpertiza Rossii” and Positive Conclusion No 543-17/GGE-11-51/10 of May 19, 2017 related to validity check of the costing of capital construction facility. The conclusion has been approved by FAI “Glavgosexpertiza Rossii”.

     - construction project of the 2nd stage of transshipment complexes water area (oil products and general cargo) in the northern part of the seaport of Ust-Luga, intended to ensure passage of CH-70 type design vessel with the following dimensions: length overall - 236 meters, width - 32.2 m, draft with cargo - 13.2 m, deadweight - 70 thousand tons.

     - project of the 2nd stage of navigation safety system reconstruction at the external approaches to the seaport of Ust-Luga, which involves dredging on the routes of vessel traffic in the area of Seskar island, of the “Luga western fairway” with the bottom marks being brought to: -14.0 m, as well as construction of “Western approach channel” of the seaport of Ust-Luga, intended for approach of light and loaded vessels to the seaport of Ust-Luga from “Bolshoy Korabelny (Big Ship) fairway”

     - construction project of container terminal water area in the seaport of Ust-Luga of the second and third stage, with the bottom marks being brought to: -16 meters, intended to ensure approach of the SKN-6000 type design vessel with the following dimensions: length - 318.2 m, width - 42.8 m, maximum draft - 14 m.

     - construction project of providing fleet base intended for mooring and maintenance of the port fleet vessels (tugs, pilot boats, oil skimmers, boom-laying boats, etc.), collection and disposal of waste from vessels calling at the seaport of Ust-Luga, as well as monitoring and oil spill response. The project envisages construction of a waste thermal incineration (disposal) complex, that will eliminate the possibility of discharge of ship waste into the waters of the Gulf of Finland, will allow performing round-the-clock monitoring and oil spill response, will ensure achievement of a new level of the seaport ecological safety and protection of the natural environment of the Luga Bay and surrounding areas of the Leningrad region.

     - construction project of protective structure intended for protection of the seaport of Ust-Luga “Southern area” waters (container terminal water area, complex for transshipment of liquefied petroleum gas, Multipurpose transshipping complex “Yug-2” and road-railway ferry complex) from the ice action, drift and waves.

     - construction project of administrative building of the seaport of Ust-Luga VTS center, designed to accommodate vessel traffic services, communication and electrical navigation services, the North-Western Basin Branch supporting personnel, as well as technical equipment, create a unified control center for navigation safety ensuring systems in the seaport of Ust-Luga. This project implementation will allow improving the working conditions of the units responsible for operation of the seaport of Ust-Luga VTS facilities. The finalized in the prescribed order design documentation and results of engineering research received positive conclusion No. 898-15/GGE-8796/09 dated 29.06.2015 of the State Expertise Committee for design documentation, approved by FAI “Glavgosekspertiza of Russia”, as well as positive conclusion on check of reliability of assessment of the capital construction facility estimated value No. 899-15/GGE-8796/10 dated 29.06.2015 issued by FAI “Glavgosekspertiza of Russia”. Currently, selection of design organization for construction and installation works performing is carried out on a competitive basis.

     - construction of operating water area with approach channel under the joint investment project with OOO “Ust-Luga PTK” on creation a complex for transshipment for the export of heavy distillates in the seaport of Ust-Luga with design capacity of 1.5 million tons. Regarding the enterprise’s obligations, the investment project envisages construction of the operating water area of about 0.06 km2 and bottom marks -8.4 m, as well as approach channel with length of 3 km, width up to 300 meters and bottom marks of -8.4 m, which will ensure safe approach of “Tanker” type vessels with the length of 140 m, width of 22 m and loaded draft of up to 7 meters to the berths of the sea terminal under construction. In the prescribed order, the finalized design documentation received positive conclusion of the State Expertise Committee dated 03.12.2015, approved by Rosprirodnadzor Department for the Central Federal District Order No. 142-E dated 03.12.2015. Currently, the design documentation is submitted to the FAI “Glavgosekspertiza of Russia” State Expertise Committee for design documentation and engineering surveys results for consideration. In case of receiving positive conclusions of the State Expertise Committee, as well in case of allocation of necessary funding, the start of the construction and installation works is planned for 2018.

 

     - construction of operating water area under the joint investment project with OOO “Baltiyskiy Terminal Udobreniy” on construction of a sea terminal for transshipment of fertilizers in the seaport of Ust-Luga with the design capacity over 5.2 million tons. Regarding the enterprise’s obligations, the investment project envisages construction of operating water area with bottom marks of -14 ~ -16 meters, which will ensure a secure approach of “SN-70”, “NG-30” type vessels with the displacement of 74 thousand tons to the berths of the sea terminal under construction. At the initiative of OOO “Baltiyskiy Terminal Udobreniy” the works are permanently discontinued.

 

     – the construction of a sea terminal by OJSC EuroChim Terminal Ust Luga with the capacity of seven million tons for transshipment of mineral resources. Under the investment agreement reached by FSUE “Rosmorport” and OJSC “EuroChim Terminal Ust Luga” within the enterprise's obligations dredging operations are planned to be carried out at Berth No 1 and Berth No 2 by bringing the bottom marks to minus 16 meters on the space of 60,400 square meters and displacement of 74,000 tons to berths of the sea terminal under construction. This will ensure the safe approach of vessels of CH-70 and NG-30 types. At present, the parties are completing the coordination of a draft agreement on cooperation for a period of carrying out surveying operations and project works. The construction and installation works are planned to be held in 2019 upon successful completion of project works and receipt of necessary positive conclusions of state expertises.
