The FSUE “Rosmorport” North-Western Basin Branch renders services in the seaport of Big Port of Saint Petersburg annually from May 1 to December 1, and in the seaport of Kaliningrad all year round, for providing crew boats and other vessels of the Branch auxiliary fleet in order to board (disembark) crew members, a marine agent (representatives of a marine agent, a vessel owner), members of the state commission of the checkpoint on the Russian State Border, as well as to deliver documents, food, cargoes and goods, and for other purposes.
The crew boats fleet and vessels of the auxiliary fleet of the North-Western Basin Branch consists of 10 vessels:

2. Procedure for Providing Crew Boats
Procedure for Providing Crew Boats in the seaport of Big Port Saint Petersburg
The North-Western Basin Branch renders services in the seaport of Big Port Saint Petersburg for providing crew boats pursuant to the terms of the standard contract for services (hereinafter referred as to the Contract).
In order to sign the Contract a customer sends an application for Contract conclusion to the North-Western Basin Branch by fax +7 (812) 324-21-91 or a scan by email DispetcherSPb@spb.rosmorport.ru. The application will be considered within three days and in the absence of technical restrictions on the possibility for rendering the requested services and against all necessary documents to sign the Contract, a customer sends two copies of the Contract to be signed by mail or by courier. The Contract signed by the customer shall be returned to the North-Western Basin Branch at: Gapsalskaya St. 8 , Saint-Petersburg, Russia.
For additional information on the terms and procedure for signing the Contract you can call the North-Western Basin Branch by +7 (812) 380-70-33 (Monday through Friday from 08:30 a.m. to 5:00 p.m., the lunch hour is from 12:30 p.m. to 1:30 p.m.).
Pursuant to the terms of the signed Contract the North-Western Basin Branch provides crew boats to a customer based on a customer's written application after preliminary verbal coordination on technical capabilities for providing a crew boat with dispatchers of the North-Western Basin Branch by telephone +7 (812) 380-70-33 (round-the-clock).
When dispatchers of the North-Western Basin Branch approve technical capabilities for providing a crew boat a written application shall be sent by fax +7 (812) 327-41-54 or a scan by email DispetcherSPb@spb.rosmorport.ru no less than 24 hours before the work is expected to start.
Pursuant to the written application a crew boat of the North-Western Basin Branch is passed within specified time and in the specified place to carry out works requested in the application. All types of fulfilled services with the use of crew boats of the North-Western Basin Branch are recorded in a list of works, which is signed by a vessel captain and a representative of a customer upon completion of works. Based on the list of works a completion certificate is made up and signed by a head of the North-Western Basin Branch control service and a representative of a customer. Services rendered are calculated within five bank days having received a bill or an invoice by a customer.

Procedure for Providing Crew Boats in the seaport of Kaliningrad
Kaliningrad Directorate of the North-Western Basin Branch renders services in the seaport of Kaliningrad for providing crew boats pursuant to the terms of the standard contract for services (hereinafter referred as to the Contract).
In order to sign the Contract a customer sends an application for Contract conclusion to the Kaliningrad Directorate of the North-Western Basin Branch by fax +7 (4012) 36-21-02 or a scan by email NMamenko@kld.rosmorport.ru The application will be considered within one day and in the absence of technical restrictions on the possibility for rendering the requested services and against all necessary documents to sign the Contract, two copies of the Contract to be signed are sent to the customer. The Contract signed by the customer shall be returned to the Kaliningrad Directorate of the North-Western Basin Branch at: Petra Velikogo quay, 7 , Kaliningrad, Kaliningrad region, Russia, 236006.
Additional information about the procedure of signing the Contract is available by phone +7 (4012) 36-21-97 (Monday-Friday, from 8:00 a.m. till 4:55 p.m. Kaliningrad time, lunch break from 12:20 p.m. till 01.00 p.m.).
Pursuant to the terms of the signed Contract the Kaliningrad Directorate of the North-Western Basin Branch provides crew boats to a customer based on a customer's written application after preliminary coordination on technical capabilities for providing a crew boat with dispatcher service of the Kaliningrad Directorate of the North-Western Basin Branch. A written application shall be sent by fax +7 (40145) 36-22-04 or a scan by email SKaliningrad@kld.rosmorport.ru no less than 4 hours before the work is expected to start. The application will be considered within 1 hour, and, provided there are no technical restrictions, a crew boat of the Kaliningrad Directorate of the North-Western Basin Branch is passed within specified time and in the specified place to carry out works requested in the application. All types of fulfilled services with the use of crew boats of the Kaliningrad Directorate of the North-Western Basin Branch, including the time of the beginning and finishing the works, are recorded in a list of works which is filed by the captain of the crew boat. Upon completion of the works, a representative of the customer signs the list and certifies it with a seal, and the list serves as grounds for issuing the invoice. Services rendered are to be paid for in accordance with the Contract.
