1. General information
The FSUE “Rosmorport” North-Western Basin Branch on a contract basis renders ice advisory services for giving recommendations and advice to vessels’ masters on all-type vessels safe navigation either independently or in icebreaker convoy in the Baltic sea ice conditions.
For rendering ice advisory services, the North-Western Basin Branch has staff consisting of 3 highly-skilled specialists selected from a number of the most trained pilots of the branch and having at least 10 years of considerable experience in working as a ship master in ice conditions.
All the North-Western Basin Branch ice advisors have the properly issued Russian Federation pilot's licenses of 1st and 2nd categories.
The professional training of the North-Western Basin Branch ice advisors is maintained on the highest level by periodical development of their competence in the FSBEI HPE “Admiral Makarov State University of Maritime and Inland Shipping”.
The North-Western Basin Branch provides the ice advisors with all necessary navigational equipment, special cloth and communication systems for high-quality and efficient performance of works on assistance to vessels' masters.

The North-Western Basin Branch Ice advisory services can be rendered during vessels calling at/departing from the seaports: Big Port Saint Petersburg, Vyborg, including transiting towards the Saimaa canal and back, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga.
Boarding/disembarkation of advisors is carried out in ice conditions with the use of the North-Western Basin Branch icebreakers depending on the ice situation in the Gulf of Finland in the following areas:
- at point of convoy formation No. 1, which is announced by the master of the seaport Big Port Saint Petersburg at the beginning of the period of icebreaking services depending on the condition of the ice, near the Sommers island near buoy No. 4 “Bolshoy Korabelny fairway” with the coordinates: 60°11,4'N, 027°46,0'E;;
- at point of convoy formation No. 2, which is announced by the master of the seaport Big Port Saint Petersburg, at ice cover stretching to the Hogland island at buoy No. 1 “Bolshoy Korabelny faiway” with coordinates: 59°58,5'N 027°03,0'E.
3. Procedure for the provision of ice advisory services
The North-Western Basin Branch renders ice advisory services in accordance with the Regulations on Providing Safe Icebreaker Support in Ice Conditions by Ice Advisors of the FSUE “Rosmorport” North-Western Basin Branch, and on the basis of the standard Contract (hereinafter - the Contract).
In order to negotiate the Contract, a customer shall send a written application to the North-Western Basin Branch by fax +7(812) 327-40- 23 or a scan by email mail@spb.rosmorport.ru. The application will be considered within three working days and in the absence of technical restrictions on the possibility for rendering the requested services and at availability of all necessary documents provided by the customer the Contract concluding, two copies of the Contract shall be sent to the customer for signing. The Contract signed by the customer shall be returned to the North-Western Basin Branch by post or courier at the following address: Gapsalskaya str., 8, Saint Petersburg, Russia, 198035.
The application for an ice advisor provision in accordance with the terms of the concluded contract is submitted by the customer to the dispatcher of the North-West Basin Branch by fax: +7 (812) 324-21-91 or +7 (812) 327-41-54, or a scan by e-mail: DispetcherSPb@spb.rosmorport.ru
a) for entering Big Port Saint Petersburg, Vyborg seaports, including transiting towards the Saimaa canal and back, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga – the confirmation must be made 24 hours before the operation and 12 hours before vessel approaching the point of convoy formation by sending a written application by aforecited fax or email;
b) for departing from Big Port Saint Petersburg, Vyborg seaports, including transiting towards the Saimaa canal and back, Vysotsk, Kaliningrad, Passenger Port Saint Petersburg, Primorsk and Ust-Luga – the confirmation must be made 24 hours before the operation and 6 hours before vessel approaching the point of convoy formation by sending a written application by aforecited fax or email;
The application is deemed accepted after the official confirmation by the dispatcher of the North-Western Basin Branch sent in electronic or written form at the addresses specified by the customer, possibility of its implementation with specification of the name of the ice adviser (s).
Cancellation of the previously filed application can be made by the customer both verbally by phone: +7 (812) 714-95-95, or in written form by fax: +7 (812) 324-21-91 or +7 (812) 327-41-54, or email: DispetcherSPb@spb.rosmorport.ru to the dispatcher of the North-Western Basin Branch, not later than 12 hours before the planned operation.
