Neva-Ladoga Basin Water Directorate of the Russian Federal Agency for Water Resources issued to FSUE “Rosmorport” Decision No. 00-01.01.00.003-М-RLBV-Т-2017-00748/00 of 17.03.2017 to make a water facility available for use in the Baltic Sea water area with the total space of 0.377 square kilometers in order to build port hydraulic engineering structures, specifically, berths No. 1 and No. 2, berth No. 1 shore ramp, and to create an operating water area of berths No. 1 and No. 2 while implementing a project for building an international water terminal to receive cruise and cargo-passenger vessels in the Kaliningrad seaport in the area of the town of Pionersky.

The decision on making the water facility available for use to build the port infrastructure facilities is valid till the end of the year 2019.

At present, upon receiving the project documentation a package of documents is formed to get permits in the Russian Agency for Maritime and River Transport (Rosmorrechflot):
– to build facilities under the first and second stages of the construction;
– to carry out works in order to create artificial land plots No 1 and No 2.

In addition, in March 2017 the enterprise made an open request for proposals under which it is planned to involve a private investor for the joint implementation of the project to build an international water terminal. The investor's funds are expected to be used to construct a passenger terminal, a boiler house and gas pipelines, a pumping facility for interior firefighting, as well as facilities for a checkpoint through the Russian border. FSUE “Rosmorport” is expected to attract funds at the amount of about 856 million rubles.
