     The implementation of federal investment programs and FSUE “Rosmorport” capital investment programs aimed at developing federal facilities of the port infrastructure in the seaports Big Port of Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port of Saint Petersburg, Primorsk and Ust Luga is one of the major activities of the FSUE “Rosmorport” North-Western Basin Branch.

     In this aspect, since 2003 to the present day the North-Western Basin Branch, and previously the Vyborg-Vysotsk, Kaliningrad, St. Petersburg and Ust Luga Branches, acting as client customers have implemented the following investment projects to improve the port infrastructure and the quality of services rendered to shipowners, cargo shippers and other customers in the seaports.

     In December 2024, the State Construction Supervision and Expertise Service of St. Petersburg of the FSUE “Rosmorport” issued a permit dated 23.12.2024 No. 78-15-29-2024 for the commissioning of the constructed automated radio technical post “Olgino” as part of the Saint Petersburg VTS. The implementation of the project made it possible to eliminate shadow zones of radar surveillance of the movement of vessels in the coverage area of the Saint Petersburg VTS, following to the Passenger Port of Saint Petersburg along the Petrovsky Canal. After completing the checks of the operation of the radio navigation equipment installed at the ARTP “Olgino” and receiving a certificate of compliance of this equipment with the requirements for VTS facilities established by the order of the Ministry of Transport of Russia dated 23.07.2015 No. 226, the use of the new ARTP will significantly improve the safety of navigation of vessels in its area of operation, in particular, and in the area of operation of the Saint Petersburg VTS as a whole.

     In December, 2013 in accordance with Resolution No. RU 47505101-0026-2013 dated 14.06.2013 of the Committee for Municipal Property and City Planning Management of the “Vyborgsky district” Municipality Administration of the Leningrad region the constructed automated radio technical post intended for radio locational coverage of the approaches to the seaport of Vysotsk from the seaport of Vyborg, and also approaches to the seaport of Vyborg and the Saimaa Canal was commissioned on Cape Bobrovy. Implementation of this project allowed enhancing navigation safety level in these areas.

     In December 2013 the previously constructed automated radio technical post intended for radio locational coverage of the approaches to the seaport of Vysotsk from the seaport of Vyborg, and also approaches to the seaport of Vyborg and the Saimaa Canal was commissioned on Cape Bobrovy. Implementation of this project allowed enhancing navigation safety level in those areas.

     In December 2024, the Agency for Architecture, Urban Development and Development Strategy of the Kaliningrad Region, in accordance with the issued Permit dated 11.12.2024 No. 39-05-447-2024, the constructed automated radio technical post ARTP-5, designed to implement radar control of shipping, provide assistance in navigation and organize the movement of vessels in the ARTP-5 coverage area was put into operation, which allow to improve the safety of navigation of vessels proceeding to the berths of the international sea terminal for receiving cruise and cargo-passenger vessels in the city of Pionersky of the Kaliningrad seaport.

     In 2011 the construction of passenger checkpoint through the Russian Federation state border as a part of the sea passenger terminal on Vasilevsky Island in Saint Petersburg was completed. The throughput capacity of the checkpoint allows to process over 2 million passengers and 58 thousand vehicles arriving on the ferries to the seaport Passenger Port of Saint Petersburg annually.

 

     Seaport of Primorsk

 

     2015

 

     In 2015, in accordance with resolution No. 47-505105-0082-2014 dated 29.05.2015 of the Committee for State Construction Supervision and State Expertise Committee of Leningrad region, the constructed “Vyazy” automated radio technical post integrated into the seaport of Primorsk VTS was commissioned. The post is intended for extending the range of radar monitoring of vessels' movement in the seaport of Primorsk VTS coverage area in the northern part of the strait Berkezund, and enhancing safety of navigation of oil tankers, proceeding to the seaport of Primorsk.

     In March 2025, in accordance with the Rosmorrechflot permit dated 18.03.2025 No. 47-50-BT-39/10-2025, the operational water area of ​​berth No. 1A in the seaport of Ust-Luga, built by the FSUE “Rosmorport” North-Western Basin Branch, was put into operation as part of the reconstruction of the Aquatoria underwater hydraulic structure. As a result, the area of ​​the Aquatoria underwater hydraulic structure was increased to 38.7 hectares, and the seabed elevation was lowered to -17.2 meters. This allowed for safe access to the berth under construction - berth No. 1A of the marine terminal for the transshipment and storage of mineral fertilizers for vessels up to 266 meters long, 40.5 meters wide, and with a loaded draft of up to 15.4 meters. Furthermore, to ensure the safety of navigation in this shipping area, the enterprise relocated existing navigational equipment to new established locations.

     In May 2025, in accordance with the Rosmorrechflot permit of 23.05.2015 No. 47-20-BT-39/22-2025-FAMRT berths No. 6A and No. 6B, as well as a coastal protection system, built by the FSUE “Rosmorport” North-Western Basin Branch under the construction of the support fleet base in the seaport of Ust-Luga, were put into operation. Berths No. 6A and No. 6B, with a length of 176.5 and 164.8 meters, respectively, and a 10-meter depth at the berth cordon, are designed for the mooring and safe berthing of support fleet vessels up to 116 meters long, 26.5 meters wide, and with a draft of 8.5 meters: icebreakers, tugboats, pilot boats, oil skimmers, boom-laying vessels, and other port vessels. A 69.3-meter-long coastal protection system is designed to protect the support fleet base from damage, erosion, and other harmful wave impact.

Projects Planned and Being Implemented by the North-Western Basin Branch


     Currently, within the implementation of the Federal target program “Development of Transport System of Russia (2010-2015)”, as well as its own programs of capital investments for port infrastructure facilities development in the seaports of Big Port Saint Petersburg, Vyborg, Vysotsk, Kaliningrad, Passenger Port of Saint Petersburg, Primorsk and Ust-Luga, the North-Western Basin Branch is implementing the following investment projects in the form of capital investment in coastal and port infrastructure facilities:

 

     Seaport of Big Port Saint Petersburg

 

     - berth No. 88 construction project in the seaport of Big Port of Saint Petersburg within the implemented project on the container terminal reconstruction in the seaport, intended for loading and unloading of large containers on container carriers of Kapitan Serykh type with the length of 161.43 meters, width of 25.2 meters, loaded draft of 9.8 meters, and design capacity of 300 thousand TEU per year.

     In order to expand the intended purpose of the berth No. 88 under construction, taking into account the proposal to increase its area by means of an artificially created land plot, as well as in order to expand the technical capabilities for using the navigation aids base, the facilities of which are currently located on berth No. 90, a decision was made to redesign it. Within the framework of the new project, in addition to the berth No. 88 under construction, it is also planned to build an artificial land plot in the rear part of berths No. 88, No. 89, No. 90 with an area of 61 thousand square meters and a navigation aids base on it. The navigation aids base will be formed by transferring 6 modular buildings, which were previously located on berth No. 90, and constructing 3 new buildings. The navigation aids base is supposed to carry out the lifting and storage of small vessels during the inter-navigation period, loading and unloading of buoys, repair and storage of navigational equipment, paints and varnishes, fuels and lubricants of the branch, accommodate the equipment and service personnel of the branch, supply drinking water to the branch vessels moored at berths No. 88, No. 89 and No. 90, and remove ship waste from them.

     Currently, a specialized organization is carrying out design and engineering surveys. Based on the results of the work performed, subject to successful passage of state examinations, the start of construction and installation work is scheduled for the 3 quarter of 2026.

     - a project for reconstructing the general transshipment terminal of mineral resources within implementing an investment project to create a terminal for transshipment of mineral resources in the seaport of Big Port St Petersburg with the design capacity of 11.8 million tons per year. To the extent of the enterprise's liability the investment project envisages reconstructing Berth No 106, including a mooring post, in order to increase the length of the berth wall; building new Berth No 106a of 222.7 meters in length designed for servicing bulk vessels of CH-40 type; reconstructing the St Petersburg Approach Canal (if the need arises on the design stage) to increase its capacity; carrying out dredging operations in the water area of the coal port at the wrarf of Berth No 106a in the amount of 20.000 cubic meters. At present, the Branch and the investment company have coordinated a declaration of intent to invest to the implementation of this project.

     Subject to success of project works, allocation of required financial contributions and receipt of positive conclusions by the state expertise the construction and installation works are planned to be started in the 4th quarter of 2026.

 

     - a project for reconstruction genplan_.jpgof berths No. 12, 13, 14, bank protection of the Gutuevsky boot basin and the Gutuevsky boot basin of the seaport of Big Port Saint Petersburg. The project involves rims construction for berths No. 12, 13 and 14 with increasing the depth level at the cordon of berths No. 13 and 14 up to -8,5 meters, as well as pairing bank protection of the Gutuevsky boot basin at the point of abutting to the wind wall No. 12.2. As a result of the reconstruction, the length of berth No. 12, including two wind walls, No. 12.1 and No. 12.2, will reach 121.35 meters, the length of berth No. 13 will be 199 meters, and the length of berth No. 14 will be 94.5 meters which will ensure a safe approach, maneuvering and anchorage at berths for vessels with a maximum length of 84.5 meters, a maximum width of 21,2 meters and a maximum cargo draft of 6.53 meters, as well as expand the open area of berths for storage and operation of navigation and roadstead parking equipment. The design documentation, developed by a specialized organization through the established procedure, and the results of engineering surveys have received a positive conclusion of the state examination No. 054-17 / SPE-4147/02 of February 27, 2017, including an environmental examination issued by the Saint Petersburg branch of the FAI “Glavgosexpertiza of Russia”, and a positive conclusion of the state examination verifying the reliability of the estimated cost of the capital construction object No. 271-17 / SPE-4147/05 of August 10, 2017, issued by the Saint Petersburg branch of the FAU “Glavgosexpertiza of Russia”.

     Seaport of Vysotsk

 

     - a project for the construction of a grain terminal in the seaport of Vysotsk with a design capacity of 4 million tons as part of a joint investment project with an investor company. The investment project, as applicable to the enterprise’s obligations, provides for the reconstruction of the hydraulic structure “Vyborg-Vysotsk Canal” by including the operational water area of the grain terminal. The area of the facility will be increased by 3.33 hectares, and the bottom marks will be brought to -12.7 m. This will ensure safe approach and maneuvering of design vessels with a length of 200 m, a width of up to 32.3 m and a loaded draft of up to 11 m sailing to berth No. 1 at the marine grain terminal under construction. In addition, in order to ensure navigation safety in this area, the enterprise provides for the construction of one coastal navigation beacon, the installation of two buoys and the relocation of one existing buoy.

     Seaport of Kaliningrad

 

     - international sea terminal construction project for receiving cruise and cargo-passenger vessels in the area of the city of Pionersky of the Kaliningrad region with maximum passenger traffic over 4.8 thousand people a day, as well as maximum cargo traffic of 80 thousand of cargo transport units per year. The project involves pre-formation of a 3.4-hectare area; dredging in volume over 1.2 million cubic meters and bottom marks up to 10.9 meters; the installation of protective hydraulic structures with the length of 765 m; construction of two berths with the length of 725 meters for handling design vessels with the following dimensions: length – 317.25 meters, width – 36.8 meters and draft – 8.3 meters; construction of general port facilities of the sea terminal, including building of the marine station and facilities of the passenger checkpoint across the state border of Russian Federation; construction of the sea terminal engineering support  facilities and installation of aids to navigation. Implementation of this project will contribute to dynamic development of the Kaliningrad region in the field of ferry and cruise transportation. In accordance with the established procedure, in April and May 2016 in Pioneer and Zelenograd City Districts public discussions of design documentation materials, including assessment of the impact of planned economic and other activities on the environment, were held. According to the results of the discussions, the project implementation was generally approved (“Pioneer city district” Municipality administration minutes dated 04.05.2016 and “Zelenograd city district” Municipality administration protocol dated 05.05.2016) with recommendations to take into account the comments and suggestions when finalizing the design documentation materials including environmental impact assesment.

     The finalized design documentation and results of engineering research were submitted to the State Ecological Expertise Committee for consideration received positive conclusion No. 24-E dated 12.08.2016 of the State Ecological Expertise Committee for project documentation, approved by the Directorate of Rosprirodnadzor in the Kaliningrad region, on their compliance with environmental requirements of the Russian legislation in the field of environmental protection. Besides, on December 29,2016 FAI “Glavgosekspertiza of Russia” approved positive conclusion of the State Ecological Expertise Committee verifying the estimated cost of the capital construction object dated 29.12.2016 No. 1483-16/GGE-10751/10. By Rosmorrechflot Regulation dated 02.02.2017 No. AP-14-r the project documentation having received positive conclusions of the State Ecological Expertise Committee was approved. According to the established procedure, Rosmorrechflot granted permission for creation of artificial land plot No. 1, for creation of land plot No. 2 and for construction of marine terminal facilities to FSUE “Rosmorport” by permit No. 39-RU39303000-NZh-39/53-2017 of November 13, 2017 (extended until September 30, 2024), permit No. 39-RU39303000-NZh-39/54-2017 of November 13, 2017 (extended until September 30, 2024), and permit No. 39-RU39303000-NZh-39/55-2017 of November 13, 2017 (extended until September 30, 2024) correspondingly.

     Following the necessity to clarify the design solutions and technical and economic indicators for the construction of the passenger terminal building, which appeared partly because of changes in the requirements for the design and technical equipment of checkpoints across the state border of the Russian Federation and changes in transport safety requirements, as well as the necessity to clarify the design solutions for onshore support buildings and hydraulic engineering structures, it was decided to redesign the project. With the redesign being successfully completed, public discussions of the revised design documentation, including assessment of the environmental impact of planned economic and other activities, were held in Pioneer and Zelenograd City Districts of the Kaliningrad region. In accordance with the discussions ("Pioneer City District" Municipality administration protocol dated 30.11.2020 and "Zelenograd City District" Municipality administration protocol dated 15.12.2020), the submitted documents were generally approved. The updated design documentation and the results of engineering surveys were submitted for consideration to the state ecological expertise and received a positive conclusion from the expert committee of the state ecological expertise of the project documentation dated 09.06.2020, approved by the order of Black Sea and Azov Sea Department of Rosprirodnadzor No. 230-O dated 15.06.2021, confirming their compliance with the ecological requirements of the Russian environmental legislation. The updated design and construction documentation and the results of engineering surveys, submitted to the FAI "Glavgosekspertiza Rossii", in due course received a positive conclusion of the repeated main state expertise No.39-1-1-3-003971-2022 dated 27.01.2022, approved by the FAI "Glavgosekspertiza Rossii".

     In January 2022, in accordance with the supplementary agreement dated December 30, 2021 No. 2 to the state contract dated September 24, 2021 No. 338/OPED-21, all rights and obligations under it were transferred from FSUE “Rosmorport” to FSI “Rostransmodernizatsiya”. FSUE “Rosmorport”, within this investment project, currently performs the functions of a state customer for the construction of a passenger terminal building, storm sewers, a 50-meters-high radio relay mast to accommodate communication and navigation equipment and transport security facilities of the sea terminal.

 

     - reconstruction project of the facility "Bank protection of the northern bank of the canal"current_kld_sitplan_beregoukrepleniye_severnogo_berega-.jpg, including cutoff walls, designed to protect the dam body from wave effects, damping wave energy, protect from sediments and ice of the Kaliningrad Sea Canal and the Kaliningrad Bay. The reconstruction project provides for the installation on the reconstructed sections of the bank protection of structures in the form of a tongue wall with a reinforced concrete tip, with the attachment of a slope adjacent to the tip, reinforced concrete slabs; laying of road slabs along the entire reconstructed section of the bank protection; equipment of the mooring site of auxiliary fleet vessels on the side of the channel with installation on the head of mooring devices; carrying out dredging operations in order to bring the bottom marks at the object cordon up to -3 meters in the area of the equipment of the mooring place of the auxiliary fleet vessels. The implementation of the project for the bank protection of the shoreline areas will prevent further destruction of the body of the dam, as well as the skid of the fairway of the Kaliningrad Sea Canal, which directly contributes to improvement of navigation safety on the shipping channel. The project documentation developed by a specialized organization in the prescribed manner received a positive conclusion of the expert commission of the state ecological expertise dated 18.03.2020, approved by order of the North-Western Interregional Directorate of Rosprirodnadzor dated 26.03.2020 No. 165-pr. The design documentation and the results of engineering surveys submitted to the FAU "Glavgosexpertiza of Russia" received a positive conclusion of the state examination dated 03.08.2020 No. in the USRZ 39-1-1-3-035780-2020, approved by the FAU "Glavgosexpertiza of Russia", which confirms their compliance to the established requirements of technical regulations, as well as checking the reliability of determining the estimated cost. Subject to the allocation of the necessary funding, the start of construction and installation work is scheduled for 2026.

The implementation of the project for the reconstruction of the bank protection will prevent further destruction of the body of the dam, as well as the skid of the fairway of the Kaliningrad Sea Canal, which directly contributes to improvement of navigation safety on the shipping channel. The documentation, developed by a specialized design organization, together with materials on environmental impact assessment, was submitted to public hearings in accordance with the established procedure. Following the results of the public hearings (protocol of the Baltic City District municipal formation of 27.05.2022), they were recognized as valid, no disagreements between the public and the customer were revealed. In accordance with the requirements of environmental legislation, the design documentation was submitted for consideration by the state environmental expertise and, following its results, received a positive conclusion of the state environmental expertise No. 39-1-02-1-07-0514-23, approved by order of Rosprirodnadzor dated 11.07.2023 No. 1914/GEE. The design documentation and the results of engineering surveys submitted to FAI “Glavgosexpertiza of Russia” received a positive conclusion of the state expertise dated 16.07.2024 No. 39-1-1-3-038319-2024, approved by FAI “Glavgosexpertiza of Russia”, which confirms that they comply with the established requirements of technical regulations, and the estimated cost was determined reliably.
     Subject to the allocation of the necessary funding, the start of construction and installation work is scheduled for 2026.

  



  

     - project for the reconstruction of the facility "Bank protection of the shoreline areas of guard dam No. 2", including cutoff walls, designed to protect the dam body from wave effects, damping wave energy, protect from sediments and ice of the Kaliningrad Sea Canal and the Kaliningrad Bay. The reconstruction project provides for the installation on the reconstructed sections of the bank protection of structures in the form of a tongue wall with a reinforced concrete tip, with the attachment of a slope adjacent to the tip, reinforced concrete slabs; laying of road slabs along the entire reconstructed section of the bank protection; equipment of the mooring site of auxiliary fleet vessels on the side of the channel with installation on the head of mooring devices; carrying out dredging operations in order to bring the bottom marks at the object cordon up to -3 meters in the area of the equipment of the mooring place of the auxiliary fleet vessels. The implementation of the project for the bank protection of the shoreline areas will prevent further destruction of the body of the dam, as well as the skid of the fairway of the Kaliningrad Sea Canal, which directly contributes to improvement of navigation safety on the shipping channel. The design documentation, developed by a specialized organization, together with the documents on environmental impact assessment were submitted to public hearings. According to the results of the public hearings (minutes of the municipal administration “Guryevsky Municipal District” of 21.01.2022), the hearings were recognized as valid, no comments or suggestions were received from the public.

     The design documentation and the results of engineering surveys were submitted for consideration to FAU “Glavgosexpertiza of Russia” and Federal Service for Supervision of Natural Resources (Rosprirodnadzor). Upon consideration, a negative conclusion of the state environmental expertise No. 39-1-03-2-07-0661-23 was approved by Rosprirodnadzor order No. 2326/GEE of 14.08.2023. After the revision of the design documentation and engineering survey results, they were submitted for reconsideration by the state environmental expertise as prescribed. Following their review, a positive conclusion No. 027-1-0880P-25 was received from the state environmental expertise, approved by Rosprirodnadzor order No. 1173/GEE of 27.06.2025. This conclusion establishes that the design documentation submitted for the state environmental expertise complies with environmental protection requirements.

     Therefore, in December 2023, a positive conclusion of the state expertise No. 39-1-1-3-074619-23 of 06.12.2023, approved by FAI “Glavgosexpertiza of Russia”, was received, establishing that the results of engineering surveys carried out to prepare the design documentation comply with the requirements of technical regulations. The design documentation for the facility complies with the results of the engineering surveys performed for its preparation, the design assignment, the requirements of technical regulations and other established requirements. The estimated cost of the facility was determined reliably.

     Subject to the allocation of the necessary funding, the start of construction and installation work is scheduled for 2026.

Upon consideration, a negative conclusion of the state environmental expertise No. 39-1-03-2-07-0665-23 was approved by Rosprirodnadzor order No. 2330/GEE of 14.08.2023. After the revision of the design documentation and engineering survey results, they were submitted for reconsideration by the state environmental expertise as prescribed. Following their review, a positive conclusion No. 027-1-0881P-25 was received from the state environmental expertise, approved by Rosprirodnadzor order No. 1174/GEE of 27.06.2025. The conclusion establishes that the design documentation submitted for the state environmental expertise complies with environmental protection requirements.

     Therefore, in December 2023, a positive conclusion of the state expertise No. 39-1-1-3-075879-23 of 11.12.2023, approved by FAI “Glavgosexpertiza of Russia”, was received, establishing that the results of the engineering surveys carried out to prepare the design documentation comply with the requirements of technical regulations. The design documentation for the facility complies with the results of engineering surveys performed for its preparation, the design assignment, the requirements of technical regulations and other established requirements. The estimated cost of the facility was determined reliably.

     Subject to the allocation of the necessary funding, the start of construction and installation work is scheduled for 2026.

  



 

     - project for the reconstruction of the facility "Bank protection of the shoreline areas of guard dam No. 10", including its cutoff wall, designed to protect the dam body from wave effects, damp wave energy, protect from sediments and ice of the Kaliningrad Sea Canal from the Kaliningrad Bay. The reconstruction project provides for the installation on the reconstructed sections of shoreline areas of structures in the form of a tongue wall with a reinforced concrete tip, with the attachment of a slope adjacent to the tip, reinforced concrete slabs; laying of road slabs along the entire reconstructed section of the bank protection; equipment of the mooring site for auxiliary fleet vessels on the side of the channel with installation on the head of mooring devices; carrying out dredging operations in order to bring the bottom marks at the object cordon up to -3 meters in the area of the equipment of the mooring place of the auxiliary fleet vessels. The implementation of the project for the strengthening of the bank protection will prevent further destruction of the body of the dam, as well as the skid of the fairway of the Kaliningrad Sea Canal, which directly contributes to improvement of navigation safety on the shipping channel. The documentation developed by a specialized design organization, together with materials on environmental impact assessment, were submitted for public discussions in the form of a survey in the prescribed manner. Based on the results of their conduct (minutes of the urban district “City of Kaliningrad” dated 11.10.2023), the public discussions were recognized as valid, and no disagreements were identified between the public and the customer.

     Currently, the design documentation and the results of engineering surveys are submitted for consideration by the state environmental and state expertise. Subject to receiving positive conclusions from state examinations and the necessary funding being allocated, the start of construction and installation work is planned for 2026.

     Seaport of Ust-Luga

 
     - construction project of the 2nd stage of transshipment complexes water area (oil products and general cargo) in the northern part of the seaport of Ust-Luga, intended to ensure passage of CH-70 type design vessel with the following dimensions: length overall - 236 meters, width - 32.2 m, draft with cargo - 13.2 m, deadweight - 70 thousand tons.

     Information on the project implementation progress is available in the section “Port Infrastructure Facilities”.

 
     - construction project of providing fleet base intended for mooring and maintenance of the port fleet vessels (tugs, pilot boats, oil skimmers, boom-laying boats, etc.), collection and disposal of waste from vessels calling at the seaport of Ust-Luga, as well as monitoring and oil spill response. The project envisages construction of a waste thermal incineration (disposal) complex, that will eliminate the possibility of discharge of ship waste into the waters of the Gulf of Finland, will allow performing round-the-clock monitoring and oil spill response, will ensure achievement of a new level of the seaport ecological safety and protection of the natural environment of the Luga Bay and surrounding areas of the Leningrad region.

     In connection with the suspension in 2017 of construction and installation works on the project in order to complete the construction of facilities, as well as to bring the design documentation developed in 2008 into line with the changes in urban planning legislation, a decision was made to redesign the facility. The developed new design and estimate documentation and the results of engineering surveys are submitted in the prescribed manner for consideration to the FAI "Glavgosexpertiza of Russia". Based on the results of their consideration, a positive conclusion of the state expertise dated January 12, 2022 No. 47-1-1-3-000757-2022, approved by the FAI "Glavgosexpertiza of Russia", was received. Considering a positive conclusion of the state expertise, Rosmorrechflot issued a construction permit No. 47-RU47407202-VS-39/60-2022 dated August 12, 2022 instead of the previously issued permit dated March 21, 2012 No. AD-39/09.

     In June 2024, it was decided to single out in the design documentation the construction of two berths, No. 6A with a length of 176.46 m and No. 6B with a length of 164.84 m, as a separate stage of work instead of berth No. 6 in order to create conditions for separate mooring of the support fleet vessels and the branch's linear icebreaker, as well to single out the construction of the coast protection structure with a length of 69.31 m, designed to protect the territory of the fleet base from the external impact of the aquatic environment, as a separate stage of construction. These amendments to the design documentation do not affect the design solutions for the facilities under construction, therefore, in accordance with paragraph 3.8 of Article 49 of the Urban Development Code of the Russian Federation, they do not require additional state examinations.

     Based on the results of the adjustment of the design documentation in order to single out the construction of three facilities as a separate stage, Rosmorrechflot issued a permit dated 07.08.2024 No. 47-20-BT-39/56-2024-FAMRT for the construction of berths No. 6A, No. 6B and coast protection valid until 31.03.2025.

     Accordingly, for the remaining stages of work within the project for the construction of a fleet base in the seaport of Ust-Luga, Rosmorrechflot issued a construction permit dated 13.09.2024 No.47-20-BT-39/58-2024-FAMRT valid until 30.11.2025.

     - construction of operating water area under the joint investment project on construction of a sea terminal for transshipment of fertilizers in the seaport of Ust-Luga with the design capacity over 5.2 million tons. Regarding the enterprise’s obligations, the investment project envisages construction of operating water area with bottom marks of -14 ~ -16 meters, which will ensure a secure approach of “SN-70”, “NG-30” type vessels with the displacement of 74 thousand tons to the berths of the sea terminal under construction. At the initiative of the investment company the works are permanently discontinued.

     – the construction of a sea terminal with the capacity of seven million tons for transshipment of mineral resources. According to the draft investment agreement between FSUE “Rosmorport” and the investment company, in terms of the enterprise's obligations, construction of an operational water area near berth No. 1 and berth No. 2 is planned to be carried out, with the bottom marks being brought to minus 16 meters on the area of 116.4 thousand square meters, which will ensure safe approach of vessels with a length of 225.0 m, a width of 32.2 m, a loaded draft of 13.1 m to the berths of the sea terminal being created. The developed project documentation and the environmental impact of the planned activity assessment were submitted by the project organization for public hearings. According to their results (Resolution of the Administration of the Municipality of Kingisepp Municipal District of the Leningrad region dated 14.12.2016 No. 3179) materials of the project documentation, including EIA materials were approved. According to the established procedure, the project documentation was submitted for consideration by the state ecological expertise. Based on the results of the review, a positive conclusion of the state environmental expertise of 17.10.2017 No. 299, approved by the order of the Department of Rosprirodnadzor in the Northwestern Federal District dated 24.10.2017 No. 564-PR. The design and construction documents and the results of engineering surveys were submitted for consideration by the FAI "Glavgosekspertiza of Russia". According to the results of consideration of the submitted materials received a negative conclusion of the state expertise of 23.08.2019 No. 47-1-2-3-022306-2019, approved by the FAI "Glavgosekspertiza of Russia". Taking into account the elimination of detected comments of the FAI "Glavgosekspertiza of Russia" design and estimate documentation was re-submitted for consideration of the state expertise. According to the results of its consideration, a positive conclusion of the repeated state examination of 02.06.2020 No. 00198-20/SPE-18764/701, approved by the FAI "Glavgosekspertiza of Russia", was received.
     Due to changes in the market value of dredging work during the period of design and approval of the documentation, the design and estimate documentation required appropriate adjustments, including changes in the types of dredging equipment expected to be used during the execution of the work. Appropriate adjustments have been made to the design and estimate documentation in the prescribed manner. The modified project documentation was resubmitted for consideration by the state expertise, following the review of which it received a positive conclusion dated 04.22.2022 No. 47-1-1-2-025127-2022, approved by the FAI "Glavgosekspertiza of Russia". It confirms compliance with engineering surveys, design task, technical regulations requirements and the reliability of determining the estimated cost of the facility. Based on the results of the positive conclusion of the state expertise, Rosmorrechflot issued a construction permit No. 47-30-VS-39/34-2023 dated 04.05.2023.


      - construction project of a universal trading terminal “Ust-Luga” for transshipment of bulk, grain and general cargo with a capacity of 24.3 million tons per year as part of a joint investment project . The investment project, in terms of the enterprise’s obligations, provides for the creation of a navigable water area in three stages. The water area with a total area of more than 127.5 hectares and bottom marks of -17.5 m is to include operational water areas at berths No. 1-5 under construction and be adjacent to the existing Northern Approach Channel of the seaport of Ust-Luga.
     The developed design documentation, including documents on environmental impact assessment during the implementation of the planned activity, was submitted to public hearings in compliance with the established procedure. According to the results of the hearings (resolution No. 3027 of December 27, 2019 taken by the administration of the Kingisepp Municipal District of the Leningrad Region), it was decided to recommend that the project organization summarize, analyze and take into account all comments and suggestions received during the public hearings when finalizing the design documentation. The design documentation finalized by the results of the public hearings, as well as the results of engineering surveys were submitted in compliance with the established procedure for consideration by the state environmental expertise. Based on the results of the consideration, a positive conclusion was received from the expert commission of the state environmental expertise of June 4, 2020, approved by the order No. 632 of June 8, 2020 of Rosprirodnadzor. Based on the results of the consideration of the state environmental expertise, the design documentation and the results of engineering surveys were submitted for consideration to the FAI “Glavgosexpertiza of Russia”, where they received a positive conclusion of the state expertise No. 47-1-1-3-037679-2020 of August 11, 2020, approved by the FAI “Glavgosexpertiza of Russia”, on their compliance with the results of engineering surveys, the requirements of technical regulations, assessment of compliance of design documentation with the established requirements, verification of the reliability of determining the estimated cost. Based on the positive conclusions of state examinations, Rosmorrechflot issued permits No. 47-RU47507300-ZD-39/25-2021 of May 25, 2021 (first stage), No. 47-RU47507300-ZD-39/26-2021 of May 25, 2021 (second stage), No. 47-RU47507300-ZD-39/27-2021 of May 25, 2021 (third stage) for the construction of federal property objects.

     As the investor company proposed to divide stage 1.2 into two substages, appropriate adjustments were made to the design documentation. The revised design documentation was submitted for consideration by the state environmental expertise. Upon its consideration, a positive conclusion was received from the expert commission of the state environmental expertise No. 47-1-02-1-07-0722-22, approved by Rosprirodnadzor order of December 8, 2022 No. 2118/GEE. The revised design documentation was submitted for consideration to the FAI “Glavgosexpertiza of Russia”. Based on the results of the conformity assessment, within the expert support, a positive conclusion of November 23, 2022 No. 4364-2022 was received, confirming the compliance of the changes made to the design documentation with the requirements of technical regulations and other established requirements, the results of engineering surveys carried out to prepare the design documentation, the design assignment, as well as compatibility with the part of the design documentation to which the specified changes were not made.

     In 2024, due to changes in the technological, design, and layout solutions for specialized bulk and grain cargo handling complexes, as well as hydraulic structures, changes were made to the design documentation concerning the composition of the dredging fleet involved and the deadlines for dredging operations. Based on the review of the amendments, a positive conclusion No. 041-1-121OP-24 of 11.10.2024 was received from the state environmental expertise, approved by Rosprirodnadzor order No. 1950/GEE of 11.10.2024. The conclusion confirms the conformity of the submitted design documentation with environmental requirements, established technical regulations and the legislation of the Russian Federation in the field of environmental protection. The revised design documentation was submitted for review to FAU “Glavgosexpertiza of Russia”. Following the assessment of compliance within the expert review process, a positive conclusion No. 0352-2025 of 15.04.2025 was received. The conclusion confirms the conformity of the amendments to the design documentation with the requirements of technical regulations and other established requirements, the results of engineering surveys conducted to prepare the design documentation, the design specification, and compatibility with the part of the design documentation to which the aforementioned amendments were not made.

  

     - the project for the construction of the Krakolye automatic radio engineering post for the reconstruction of the VTS Ust-Luga. As part of the project it is planned to build a metal tower 42 meters high, install power equipment, place on the tower antennas (coastal radar station, VHF station and the station of automatic identification system) and beacon equipment, install other technological equipment. Implementation of the project will allow to eliminate three shadow zones and thereby expand the radar surveillance zone for vessel traffic in the area of the VTS Ust-Luga.

     The developed design documentation and the results of engineering surveys have been submitted for consideration of the state expertise to FAI “Glavgosexpertiza of Russia”. Based on the results of their consideration, a positive conclusion of the state expertise of 09.02.2024 No. 47-1-1-3-005319-2024, approved by FAI “Glavgosexpertiza of Russia”, was received on their compliance with the requirements of technical regulations and other established requirements and design documentation, as well as the reliability of the estimated cost determination. At present, the necessary documents for obtaining a building permit are being prepared.

     Subject to the allocatiion of the necessary funding, the start of construction and installation work is planned for the 2nd quarter of 2026.
