     1. General Information

    The FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch renders:

     - towing services related to the provision of towing during mooring operations, shifting or other types of vessels movement in the water areas of the seaports of Azov, Eysk, Kavkaz, Rostov-on-Don, Sevastopol, Taganrog and Temryuk;

     - in the seaports of Kavkaz and Temryuk, services for towing, escorting, tilting, hauling a vessel along the berth, towing support for vessels in ice conditions, including refloating vessels in ice conditions, ice breaking, release from ice captivity, escort of vessels in ice conditions on the approaches and directly in the water areas of the above-mentioned seaports;

     - refloating of vessels moved beyond the navigation pass or beyond the upper edge of canals in the seaports of Azov, Rostov-on-Don and Taganrog waters and approaches to them;

     - services on sea towage of vessels or other watercraft in the Sea of Azov and Azovo-Donskoy Sea Canal, without limitations and in the Black Sea in coastal navigation.

     In periods of winter navigation in the seaports of Azov, Eysk, Rostov-on-Don and Taganrog towing is carried out with the involvement of the icebreakers of the Azovo-Chernomorsky Basin Branch Azov Department.

     Towing fleet of the Azovo-Chernomorsky Basin Branch comprises 22 vessels with power from 220 to 4,815 kW, which are distributed among seaports as follows:

     2. Procedure for provision of towing services 

 

     Procedure of rendering towage services in the seaports of Azov, Rostov-on-Don, and Taganrog 


     Towage services connected with operations on towing or other maneuvering a vessel within the water areas of the seaports of Azov, Rostov-on-Don and Taganrog is conducted by the the Azovo-Chernomorsky Basin Branch Azov Department in accordance with:

     a) Compulsory Regulations on the seaport of Azov approved by Ministry of Transport of Russia order dated 13 December 2012 No. 430;
     b) Compulsory Regulations on the seaport of Rostov-on-Don approved by Ministry of Transport of Russia order dated 10.02.2025 No. 42;
     c) Compulsory Regulations on the seaport of Taganrog approved by Ministry of Transport of Russia order dated 13 December 2012 No. 429,
     that establish the rules of towage services provision, restrictions on towage as well as information on a minimum amount and capacity of tugs for towage and other operations:
     - in the Seaport of Azov;
     - in the Seaport of Rostov-on-Don;
     - in the Seaport of Taganrog.

     Towage services, provided by the Azovo-Chernomorsky Basin Branch Azov Department, connected with operations on towing or other maneuvering a vessel within the water areas of the seaports of Azov, Rostov-on-Don and Taganrog, is conducted in accordance with standard form contract on mantaining navigation and stay of vessels in the seaports of Azov, Rostov-on-Don, and Taganrog and on approaches to them (further referred to as the Contract). The terms of the contract and the procedure for its conclusion are specified in the section “Harbor Dues and Tariffs of the Azovo-Chernomorsky Basin Branch”.

     Towage operation connected to mooring, remooring, de-mooring or other shifting of vessels within the water areas of the seaports of Azov, Rostov-on-Don, or Taganrog is conducted:
     in the seaports of Azov and Rostov-on-Don
     on basis of a written application which should be filed to dispatcher's office of the Azov Department of the Branch by fax:  +7 (863) 287-00-13, or scanned by e-mail: dispetcher@azv.rosmorport.ru
     in the seaport of Taganrog
     on basis of a written application which should be filed to dispatcher's office of the Azov Department by fax: 
     +7 (8634) 31-76-10 (from 07:00 till 19:00 Moscow time) or scanned by e-mail: taganrog-disp@azv.rosmorport.ru;
     +7 (863) 287-00-13 (from 19:00 till 07:00 Moscow time), or scanned by e-mail: dispetcher@azv.rosmorport.ru,

     not later than 24 hours before the start of works. If the requested services are technically possible, the Azovo-Chernomorsky Basin Branch Azov Department tow boat(s) are presented at the time and place specified in the application on towage to perform towage operations. After the end of towage captains of the vessels sign an acceptance certificate. The client is issued an invoice, on the basis of the acceptance certificate, which should be paid by him within 30 calendar days after the date of issue.

 

     Information on tariffs for services on towage of vessels, rendered by the Azovo-Chernomorsky Basin Branch Azov Department in the seaports of Azov, Rostov-on-Don and Taganrog can be found in section “Harbor Dues and Tariffs of the Azovo-Chernomorsky Basin Branch”.

 

     Procedure of rendering towage services in the seaport of Eysk

 

     Towing services related to the implementation of mooring operations or other types of vessels relocation in the seaport of Eysk water area are carried out by the Azovo-Chernomorsky Basin Branch Azov Department in accordance with the requirements of Compulsory regulations in the seaport of Eysk, approved by order of Ministry of Transport of Russia dated 07.04.2025 No. 123, which establishes the rules for towing of vessels, limitations in towing, as well as information about the minimum number and power of tugboats for mooring operations in the seaport of Eysk.

     Provision by the Azovo-Chernomorsky Basin Branch Azov Department of towing services related to the implementation of mooring operations or other types of vessels relocation in the seaport of Eysk water area is performed in accordance with the terms of standard contract for the provision of port auxiliary service fleet (hereinafter - the port auxiliary service fleet Contract).

     For conclusion of the port auxiliary service fleet Contract a customer sends an application by fax of the Azovo-Chernomorsky Basin Branch Azov Department: +7 (86132) 264-06, or a scan by e-mil: rosmorport@esk.rosmorport.ru. The application will be considered within seven days from the date of its receipt by the Azovo-Chernomorsky Basin Branch Azov Department and in availability of all required documents and in the absence of technical restrictions on possibility of provision of the requested services, the compiled original port auxiliary service fleet Contract is sent to the customer for signing. The signed by the customer port auxiliary service fleet Contract must be returned to the Azovo-Chernomorsky Basin Branch Azov Department at the address: Rabochaya st., 192a, Eysk, Krasnodar Territory, Russia, 353680.

     Provision of tugboats of the Azovo-Chernomorsky Basin Branch Azov Department is performed under a written application of the customer. The application shall be submitted not later than a day before the planned operation by the Azovo-Chernomorsky Basin Branch Azov Department fax:

     +7 (86132) 266-10 - Secretary of the Azovo-Chernomorsky Basin Branch Azov Department (from Monday to Friday from 08:30 to 17:30, Moscow time, lunch break from 13:00 to 14:00)

     In the absence of technical restrictions on possibility of provision of the declared services, tugboats of the Azovo-Chernomorsky Basin Branch Azov Department are delivered to the place specified in the application, and at the specified time for performing the required operations. Upon completion of the operations, the Azovo-Chernomorsky Basin Branch Azov Department tugboat master fills in an order, which is signed by the tugboat master and representative of the vessel, and is certified by the vessel seal. On the basis of the signed towing receipt, a bill or invoice is sent to the customer, which must be paid in accordance with the terms of the port auxiliary service fleet Contract.

     Procedure of rendering towage services in the seaports of Kavkaz and Temryuk


     Towing services related to the implementation of mooring operations or other types of vessels movement in the seaports of Kavkaz and Temryuk water areas are carried out by the Azovo-Chernomorsky Basin Branch Taman Department in accordance with:
     - the requirements of Compulsory regulations in the seaport of Kavkaz, approved by order of Ministry of Transport of Russia No. 110 dated 23.03.2018;
     - the requirements of Compulsory regulations in the seaport of Temryuk, approved by order of Ministry of Transport of Russia No. 191 dated 25.05.2023,
     which establish the rules for towing of vessels, limitations in towing, as well as information about the minimum number and power of tugboats for mooring operations:
     - in the seaport of Kavkaz;
     - in the seaport of Temryuk.

     Provision by the Azovo-Chernomorsky Basin Branch Taman Department of towing services related to the implementation of mooring operations or other types of vessels relocation in the seaports of Kavkaz and Temryuk water areas is performed in accordance with the terms of contract for the provision of port auxiliary service fleet (hereinafter - the Contract).

     To make a Contract, the customer should initiate the procedure for concluding a contract in his personal account on the portal for the provision of services https://services.rosmorport.ru/ (further referred to as Portal), after registering on it.

     Registration on the Portal means the creation of a personal account for the customer, integrated in an electronic document management system, where it is possible to submit applications for concluding a contract, approve and sign contracts for the provision of services, and monitor their implementation. When registering on the Portal, the customer provides information about his Taxpayer Identification Number (TIN), the email address to which the organization's account data will be sent, as well as information about employees who will be granted the right to act on behalf of the organization and submit applications for concluding a contract and signing accountable receipts. More detailed information on the procedure of registration on the Portal can be found in the Counterparty Instructions for working on the Portal.

     After the customer has completed the procedure for initiating the conclusion of the Contract, the application for the Contract submitted through the Portal will be reviewed by the Azovo-Chernomorsky Basin Branch within five days. Based on the results of the review, the Contract is formed and signed by the branch or a reasoned refusal, in case there are technical limitations for providing the declared services, is sent to the customer.

     Tugboats are provided on the basis of a completed web form in the customer’s personal account on the Portal.

     Instructions for making an application for the provision of tugboats of the Taman Department of the Azovo-Chernomorsky Basin Branch in the seaports of Kavkaz and Temryuk under the Contract concluded on the Portal are attached.

     Procedure of rendering towage services in the seaport of Sevastopol 


    Towing services related to the implementation of mooring operations or other types of vessels relocation in the seaport of Sevastopol water area are carried out by the Azovo-Chernomorsky Basin Branch Crimean Department in accordance with the requirements of Compulsory regulations in the seaport of Sevastopol, approved by order of Ministry of Transport of Russia No. 26 dated 24.01.2017, which establishes the rules for towing of vessels, limitations in towing, as well as information about the minimum number and power of tugboats for mooring operations in the seaport of Sevastopol.

    Provision by the Azovo-Chernomorsky Basin Branch Crimean Department of towing services related to the implementation of mooring operations or other types of vessels relocation in the seaport of Sevastopol water area is performed in accordance with the terms of standard contract for the provision of port auxiliary service fleet (hereinafter - the port auxiliary service fleet Contract).

    To conclude a Contract a customer sends an application to the Azovo-Chernomorsky Basin Branch Crimean Department by fax: +7 (8692) 41-79-99 or +7 (8692) 24-13-37, or by email: smen_dispetchersvs@svs.rosmorport.ru . The application will be considered within seven days from the date of its receipt by the Azovo-Chernomorsky Basin Branch Crimean Department and in availability of all required documents and in the absence of technical restrictions on possibility of provision of the requested services, the compiled original port auxiliary service fleet Contract is sent to the customer for signing. The Contract signed by the customer must be returned to the Azovo-Chernomorsky Basin Branch Crimean Department at the address: Rybakov st., 5/1, Sevastopol, Russia, 299014.

    In accordance with the terms of the concluded Contract, tugboats of the Azovo-Chernomorsky Basin Branch Crimean Department are provided upon a written application from the customer, which must be sent at least 24 hours before the expected start time of the works by fax to the Azovo-Chernomorsky Basin Branch Crimean Department: +7 (8692) 41-79-99 or +7 (8692) 24-13-37 or by e-mail: smen_dispetchersvs@svs.rosmorport.ru . In the absence of technical restrictions on the possibility of providing a tugboat of the Azovo-Chernomorsky Basin Branch Crimean Department, the tugboat is submitted to the vessel at the time and place specified in the request to perform towing operations. Upon completion of the towing operations, an act on the provision of services (link to file) is drawn up, which is signed by the captains of the vessels. Based on the act of rendering services, the customer is issued an invoice, which must be paid within 10 (ten) business days after its issuance.

     Procedure of rendering refloating services

 

     Towage services of vessels refloating are rendered by the Azovo-Chernomorsky Basin Branch Azov Department in accordance with the provisions of standard form contract on mantaining navigation and stay of vessels in the seaports of Azov, Rostov-on-Don, and Taganrog and on approaches to them (further referred to as the Contract). The terms of the contract and the procedure for its conclusion are specified in the section “Harbor Dues and Tariffs of the Azov Basin Branch”.

     Towage services for refloating are carried out by the Azovo-Chernomorsky Basin Branch Azov Department on the basis of the customer provided:

     in the seaports of Azov and Rostov-on-Don

     - a written application for a tugboat to the Dispatcher office of the Azovo-Chernomorsky Basin Branch Azov Department by fax: +7 (8632) 287-00-13, or a scan by email: dispetcher@azv.rosmorport.ru;

     in the seaport of Taganrog

     - a written application for a tugboat to the Dispatcher office of the Azovo-Chernomorsky Basin Branch Azov Department by fax:

      +7 (8634) 31-76-10 (from 07:00 till 19:00, Moscow time) or scanned by e-mail: taganrog-disp@azv.rosmorport.ru;

     +7 (863) 287-00-13 (from 19:00 till 07:00, Moscow time) or scanned by e-mail: dispetcher@azv.rosmorport.ru.

     In the absence of technical restrictions on the possibility of providing the requested services, tugboat(s) of the Azovo-Chernomorsky Basin Branch Azov Department will be delivered at the place specified in the application to perform the operation on refloating of vessel. Upon completion of works on refloating, an acceptance certificate is compiled, which is signed by the masters of vessels. On the basis of the acceptance certificate of service the Azovo-Chernomorsky Basin Branch Azov Department issues an invoice to the customer, which must be paid within 30 calendar days after the date of issue.

     Procedure for provision of sea towing services for vessels and other watercraft

 

     The Azovo-Chernomorsky Basin Brach renders services for provision of sea towing services for vessels and other watercraft in the Azov Sea without limitations, in the Black Sea in accordance with terms of the Sea Towing Contract.

     For conclusion of Sea Towing Contract, a customer sends a written application:

     for sea towing near the seaports of Azov, Eysk, Rostov-on-Don and Taganrog and Azovo-Donskoy Sea Canal

     - to the Azovo-Chernomorsky Basin Branch Azov Department by fax: +7 (863) 287-00-08, or email: dispetcher@azv.rosmorport.ru

     for sea towing in the Kerch Strait and the Azov and Black Sea coast areas

     The application will be considered within a week in availability of all required documents for Contract conclusion and in the absence of technical restrictions on possibility of provision of the requested services, the Azovo-Chernomorsky Basin Branch compiles two copies of Sea Towing Contract, which are sent to the customer for signing by mail or courier. The signed by the customer Sea Towing Contract must be submitted to the Azovo-Chernomorsky Basin Branch at the address: Sovetov st., 19, Novorossiysk, Krasnodar Territory, Russia, 353900, or to the Azovo-Chernomorsky Basin Branch Azov Department at: 2nd Volodarskogo Str., 76/23А, Rostov-on-Don, Rostov Region, Russia, 344116 or to the Azovo-Chernomorsky Basin Branch Taman Department at: Gertsena st., 46, Temryuk, Krasnodar Territory, Russia, 353500.

     The sea towing services of vessels or other watercraft are rendered by the Azovo-Chernomorsky Basin Branch in accordance with the concluded Sea Towing Contract.
