     1. General Information

 

     FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch provides the vessels (except for small boats, pleasure boats and sports sailing ships) calling at the seaports of Azov, Gelendzhik (only on the approaches to the seaport), Kavkaz, Novorossiysk, Sochi, Taganrog, Taman, Temryuk and Tuapse, or transiting through the waters of the seaports, as well as the vessels (except for small boats, pleasure boats and sports sailing ships) crossing the Kerch Strait, with navigation services with the use of:
     - vessel traffic management system Novorossiysk (hereinafter – Novorossiysk VTS);

     - vessel traffic management system Sochi (hereinafter – Sochi VTS);
     - vessel traffic management system of the Kerch Strait (hereinafter – Kerch Strait VTS);

     - vessel traffic management system of the Taganrog Gulf (hereinafter – Taganrog Gulf VTS).

     - vessel traffic management system Tuapse (hereinafter – Tuapse VTS).

     Small boats, pleasure boats and sports sailing ships, located in the coverage area of Novorossiysk VTS, Sochi VTS, Kerch Strait VTS, Taganrog Gulf VTS and Tuapse VTS, can be provided with assistance in navigation only, upon their request and within technical limits of the VTS equipment.


      Novorossiysk VTS includes: VTS Center and remotely controlled radio technical posts (RTP) "Penay", "Doob", "Gelendzhik", and "Yuzhnaya Ozereevka". 

     Sochi VTS consists of a VTS control center of the seaport of Sochi, VTS site 1 (inner breakwater of the seaport of Sochi), VTS site 2 (cargo region on river Mzymta), VTS site 3 (berth No. 2 of large cruise ships of the seaport of Sochi).

     Kerch Strait VTS includes: the VTS center in the seaport of Kavkaz, the VTS subcenter in the city of Kerch, radar engineering posts “Lada Gelendzhik”, “Akhilleon”, “Tuzla”, “Zelensky”, “Taman”, “Temryuk”, “Mayak Temryuksky”, “Fontalovskaya”, “Eni-Kale”, “Kerch-krepost”.

     Taganrog Gulf VTS includes: Taganrog Gulf VTS control center located in the seaport of Taganrog, and 4 automatic radar posts: ARTP-1 in the seaport of Taganrog, ARTP-2 on the territory of the sea area A2 GMDSS receiving radio center in the village of Beglitskaya Kosa, ARTP-3 in Pvalo-Ochakovo farm, ARTP-4 located at Lotspost (7th km of Azov-Don Sea Canal).

     Tuapse VTS includes: VTS Center integrated with RTP-2 radar post, and remotely controlled RTP-1 at Pauk mountain.

     All the Azovo-Chernomorsky Basin Branch VTS are created in order to raise the navigation safety and efficiency level, life protection in the sea, protection of the marine and coastal environment, coastal structures protection. 
     The Azovo-Chernomorsky Basin Branch VTS are used for: 
     - detection of vessels at sea port approaches, establishing communication, obtaining data; 
     - transmission of navigation, current and other information to vessels; 
     - navigation assistance; 
     - arrangement of vessel traffic; 
     - vessel traffic control. 

     Federal Service on Transport Supervision and Federal Agency of Sea and River Transport examined the Azovo-Chernomorsky Basin Branch VTS and issued following certificates according to the requirements established by the Ministry of Transport of the Russian Federation Order No. 226 of July 23, 2015 and IMO А.1158(32) Resolution: 
     - Novorossiysk VTS certificate, highest category, No. VTS-3/1-3245-2022 of February 14, 2022

     - Sochi VTS certificate, first category, No. VTS-2/1-3315-2023 of December 20, 2023;
     - Kerch Strait VTS certificate, highest category, No. VTS-3/1-3169-2020 of August 31, 2020

     - Taganrog Gulf VTS certificate, highest category, No. VTS-3/1-3068-2018 of February 22, 2018

     - Tuapse VTS certificate, first category, No. VTS-2/1-3314-2023 of December 20, 2023

     Vessel Traffic Systems operated by the Azovo-Chernomorsky Basin Branch work around the clock. The operating structure of the VTS branch consists of 117 people. All VTS operators of the Azovo-Chernomorsky Basin Branch have been trained and certified in accordance with the recommendations of IALA V-103.

     2. VTS Coverage Areas

     Novorossiysk VTS coverage area

 

     In accordance with the Compulsory Regulations in the seaport of Novorossiysk, approved by Ministry of Transport of Russian Federation order No. 503 of 30.11.2017, the Novorossiysk VTS boundaries of the coverage area include the water surface area bounded by the coastline and straight lines subsequently connecting the points with coordinates:

     In the Novorossiysk VTS coverage area actions are carried out to detect and guarantee sustainable support of vessels with an effective reflective surface of 20 sqm and more, and also to provide reliable VHF radio communication with vessels and radar control. The working area of ​​coast stations of the Automatic Identification System (AIS) completely covers the area of ​​the Novorossiysk VTS.

 

     Sochi VTS coverage area 

 

      Pursuant to the Compulsory Regulations approved by Russia’s Transport Ministry Order No. 404 of 03.10.2017 the boundaries of the Sochi VTS coverage area in the seaport of Sochi include a water area limited by the lines connecting the points:

     43°34,7’N 39°42,9’E – the Southern Breakwater light;

     Latitude=43°28,0’N Longitude=39°52,5’E, including the water area of the Inner Harbor, the Cruise Harbor and the Cargo District.

        In its coverage area Sochi VTS ensures guaranteed detection and stable escort of vessels, which have the effective reflecting surface of at least 70 square kilometers, and provides reliable VHF radio and telephone contact with vessels and radar control. The operating area of coastal stations of the automatic identification system (AIS) fully covers the Sochi VTS coverage area.


    Kerch Strait VTS coverage area


     In accordance with:

     - Compulsory Regulations in the seaport of Kavkaz, approved by the Order of the Ministry of Transport of the Russian Federation No. 110 of 23.03.2018,

     - Compulsory Regulations in the seaport of Taman, approved by the Order of the Ministry of Transport of the Russian Federation No. 16 of 22.01.2014,

     Kerch Strait VTS functions in the water areas of the seaports of Kavkaz, Taman and Temryuk, providing service for the corresponding seaports.

     The boundaries of the area of ​operation of the Kerch Strait VTS are limited by the coastline and straight lines connecting in sequence points with the following coordinates:

    In the area of operation of the Kerch Strait VTS, detection and stable tracking of vessels with an effective reflecting surface of 100 sq.m. or more, as well as reliable VHF radio telephone communication with vessels and radar control are guaranteed. The working area of AIS coastal stations fully covers the area of operation of the Kerch Strait VTS.

     In accordance with the Compulsory Regulations in the seaport of Temryuk, approved by Ministry of Transport of Russian Federation order No. 218 of 24.06.2013, the VTS of the Kerch Strait boundaries of coverage in the seaport of Temryuk are bounded by the coastline and straight lines connecting in order the points with coordinates:

     In the VTS of the Kerch Strait coverage area in the seaport of Temryuk, guaranteed detection and sustained support of vessels with an effective reflective surface of 100 sq.m. and more, are effected and also reliable VHF radio communication with vessels and radar control is provided. The working area of AIS shore stations completely covers the zone of the VTS of the Kerch Strait in the seaport of Temryuk .


     Taganrog Gulf VTS coverage area


     The Taganrog Gulf VTS coverage area includes:

     - the Taganrog Gulf water area limited by a coastline and located to the east from the 038°14,00´Е meridian up to its intersection with the 46°53,30´N parallel and further along this parallel up to the Sazal'nikskaya sandspit;

     - section of the shipping channel (fairway) of the Don River from the mouth - “0” km (3,183 km of the Don River) to the northwestern tip of Bugor Island (3,171 km of the Don River).

     The Taganrog Gulf VTS, there are covers:

     - the seaport of Taganrog water area within the borders set by the Government of Russia Regulation dated 19.01.2010 No. 33-r, including the Taganrog approaching channel (further referred to as TAC) and the anchoring areas No. 460, No. 459, No. 463;

     - a part of the seaport of Azov water area within the borders set by the Government of Russia Regulation dated 30.12.2009 No. 2122-r, including the Azovo-Donskoy Sea Canal (further referred to as ADSC) from receiving buoy No. 1 to the mouth - “0” km (3,183 km of the Don River), section of the main shipping channel (fairway) from the mouth - “0” km (3,183 km) of the Don River to 3,171 km of the Don River, including:

     а) roadstead No. 3, located off the right bank of the Don River on the section 3,172.4 km – 3,173.4 km;

     b) roadstead No. 4, located off the right bank of the Don River on the section 3,175.6 km – 3,176.4 km;

     c) roadstead No. 5, located off the right bank of the Don River on the section 3,177.8 km – 3,178.3 km;

     d) roadstead No. 6, located in the Taganrog Gulf (anchorages No. 461 and 464);

     - recommended way No. 31 stretching from the western border of the Taganrog Gulf VTS coverage area (landmark – Peschanyy buoy) up to the TAC and ADSC receiving buoys, and being the common approaching way to the seaports of Azov and Taganrog.

     A stable UHF communication with vessels and radar assistance is provided within the Taganrog Gulf VTS coverage area. The working area of the automatic identification system (AIS) coastal stations completely covers the Taganrog Gulf VTS coverage area.


Tuapse VTS coverage area


     In accordance with the Compulsory Regulations in the seaport of Tuapse, approved by Ministry of Transport of Russian Federation order No. 197 of 6.07.2012, the Tuapse VTS coverage area is limited to the north-east coastline, and on the seaward side of the line connecting the points with the following coordinates:

     In the Tuapse VTS coverage area, guaranteed detection and sustained support vessel with an effective reflective surface of 70 sq.m. and more, are effected and also reliable VHF radio communication with vessels and radar control is provided. The working area of AIS shore stations completely covers the zone of the Tuapse VTS.


     3. VTS services terms and conditions

     Terms and conditions of navigation services with the use of Novorossiysk VTS

     Navigation services with the use of the Novorossiysk VTS are provided by the Azovo-Chernomorsky Basin Branch in accordance with the requirements of IMO resolution А.1158(32), Common rules of navigation and mooring of vessels in the seaports of the Russian Federation and on the approaches to them approved by order of Ministry of Transport of Russia No. 395 dated 12.11.2021, Novorossiysk VTS operator Compulsory Regulations in the seaport Novorossiysk approved by order of Ministry of Transport of Russia No. 503 dated 30.11.2017, and the orders of the captain of the Novorossiysk seaport in respect of the operational functions of the VTS of the Novorossiysk seaport, for vessels (except for small boats, pleasure boats and sports sailing ships) calling at the seaport of Novorossiysk and being on the approaches to the seaport of Gelendzhik, as well as transiting the waters of the Novorossiysk seaport.

     For small boats, pleasure boats and sports sailing ships, Novorossiysk VTS provides assistance in navigation within its technical limits.


    Irrespective of their departmental identity and forms of property all ships and vessels equipped with radio communication of the marine mobile service in the Novorossiysk VTS coverage area must comply with the rules for vessel navigation in the Novorossiysk VTS coverage area.

     A regulatory approval system of vessel movement is effective in the Novorossiysk VTS coverage area. Vessels enter the Novorossiysk VTS coverage area and leave it, approach toward to a pilot’s reception position or start moving in the zone upon receipt of a Novorossiysk VTS operator’s permit.

     Captains of vessels moving to the seaport of Novorossiysk must Novorossiysk VTS while entering the coverage area on VHF Channel 9 (the Novo-Traffic-Control call sign), take a recognition signal and transmit the following data on

     - the name and type of a vessel;

     - nationality of a vessel (the flag);

     - the port of destination;

     - maximum load draught and air draught of a vessel;

     - cargo type and transportation of dangerous cargoes;

     - the failure of ships’ technical facilities and other restrictions having influence upon navigation safety.

     Novorossiysk VTS is entitled to ask for additional data and information in accordance with the General Rules for Vessel Navigation and Mooring in Russia’s Seaports and on the Approaches Toward Them.

 

     In addition, in accordance with the Compulsory Regulations in the seaport of Novorossiysk while entering into the seaport of Novorossiysk and leaving the seaport and when a vessel moves in the seaport water area a vessel's captain informs Novorossiysk VTS about the following:
     -Novorossiysk VTS operator crossing the seaport lines;

     - arriving aboard a vessel and leaving a vessel by a pilot;

     - sea buoys passage with the latitude of 44 degrees 39.8 minutes North and the longitude of 037 degrees 50.55 minutes East;

     - passing the ends of the Western and Eastern piers;

     - coming up on the beam of the Sheskharis oil harbor (for vessels with the support movement dynamic principle).

     When main engines, steering gear or pilotage facilities affecting navigation safety fail and when communication with the port of Novorossiysk VTS is lost a vessel's captain immediately informs the port of Novorossiysk VTS by any accessible communication means.

 

     When a vessel enters the Novorossiysk VTS coverage areas Novorossiysk VTS identifies the vessel and points it at the route, the procedure for passing fairways and their crossings, an anchoring station and reports on a position of a pilot’s embarkation and the route situation, and transmits other information.

     A vessel in the Novorossiysk VTS coverage area has to report on the pollution of the marine environment, the inconsistency in the operation or the position of aids to navigation, facilities or the phenomena that pose a threat to or hamper navigation. 

     After receiving information from the vessel that the mooring has started, the Novorossiysk VTS stops monitoring the vessel’s traffic.


     Novorossiysk VTS transmits navigational, operational and other information at the request of a vessel or by order of the captain of the seaport of Novorossiysk when the navigation situation changes or may change, when a storm warning is received, or upon other changes can influence navigation safety in the Novorossiysk VTS coverage area.

     Novorossiysk VTS provides aid to vessels at the request of a vessel or by a decision taken by Novorossiysk VTS under complex meteorological conditions with no technical equipment to ensure navigation safety on a vessel, or its failure. While rendering aid to vessel Novorossiysk VTS regularly transmits information on:

     - the position of a vessel toward a navigation base, a fairway and waypoints;

     - dangers to navigation near a vessel and over the entire route;

     - on the position and movement of other vessels, as well as recommendations related to further movement of a vessel.

     When providing support for marine navigation Novorossiysk VTS automatic target following errors make up:

     - no more than 20 meters in distance;

     - no more than 0.6° in azimuth;

     - no more than 2° in direction of movement;

     - no more than one knot in movement speed.

     In the Novorossiysk VTS coverage area AIS transmits information on differential corrections of GLONASS/GPS monitoring and correcting stations.

     The procedure for providing assistance in navigation, including the communications interval, is agreed by Novorossiysk VTS and the vessel using communication means. The vessel is notified by Novorossiysk VTS about the start and end of assistance in navigation, confirms the receipt of information and recommendations from Novorossiysk VTS and informs Novorossiysk VTS about the actions being taken.

     The way to control the vessel while following the recommendations and instructions of Novorossiysk VTS is chosen by the captain of the vessel. If the captain finds it impossible to comply with Novorossiysk VTS instructions, he must report to the operator of Novorossiysk VTS using the means of communication and inform him about his further actions and intentions.

 

     The movement of vessels in the Novorossiysk VTS coverage area is organized due to the specifics of the seaport of Novorossiysk based on the 24-hour schedule of vessel handling and movement in the seaport of Novorossiysk and includes:

     - issuing permits on vessel movement and its handling in the Novorossiysk VTS coverage area;

     - planning the movement of vessels;

     - using vessels’ reports on starting, ending and passing specified points of the route;

     - using routes and priority directions of vessels’ movement;

     - using one-way movement of vessels in the fairway;

     - establishing the speed and the interval of vessels’ movement.

     The 24-hour schedule of vessel movement and handling in the seaport of Novorossiysk is confirmed by the captain of the seaport of Novorossiysk in compliance with information on the vessel call that has been given to the captain of the seaport of Novorossiysk through the Internet: www.portcall.marinet.ru (available starting from 15:00 Moscow time every day).


     Novorossiysk VTS regulates vessels’ movement by conveying them binding instructions as follows:

     - movement priority and the movement start time;

     - the route, the interval and the speed of the movement;

     - the procedure for passing fairways and crossing them, specifically at the eastern fairway of the seaport of Novorossiysk, where a one-way movement of vessels is established and direction of vessels movement is determined by the Novorossiysk VTS based on the traffic in the water area of the seaport of Novorossiysk;

     - the ban on further movement;

     - anchoring grounds and sheltered locations.

     A vessel that has anchored, started or completed mooring to a berth in the seaport of Novorossiysk, started moving after unmooring or leaving the berth, should inform Novorossiysk VTS about it.

     Permission to move when unmooring or leaving the berth should be requested by the vessel from Novorossiysk VTS 15 minutes before the start of movement.

     If the movement has not started within specified time permission will be annuled and re-requested.

     Vessel pilotage is directly performed by the port of Novorossiysk VTS operators in respect of vessels:

     - entering into the seaport of Novorossiysk from the seaport of Novorossiysk VTS area line to the direct line connecting Cape Love and the marine line on the end of Terminal No 1 of the Sheskharis oil harbor;

     - leaving the seaport of Novorossiysk from the direct line connecting Cape Love and  the marine line on the end of Terminal No 1 of the Sheskharis oil harbor to the port of Novorossiysk VTS area lines.

     Vessels with the support movement dynamic principle coordinate the opportunity for sailing and sailing route in the non-displacement state with the VTS when approaching the VTS area and after unberthing. 

 

     In Novorossiysk VTS coverage the call and talks with vessels are held by using VHF radio communication (the call “Novo-Traffic-Control”) on:

VHF Channels 9, 11, 16 and 68 with the “Novo-Traffic-Control” call.

     Vessels moored in the seaport of Novorossiysk should maintain permanent radio watch on VHF Channel 9 and Channel 16, and vessels at the berths of the seaport should maintain permanent radio watch on VHF Channel 9.

     A vessel leaving Novorossiysk VTS coverage area must inform Novorossiysk VTS and request permission to end the radio watch on VHF working channel 9, call sign “Novo-Traffic-Control”.

     Conduction of radio communications not related to safety of navigation and management of vessels movement on the above-mentioned channels is prohibited.
     The telephone numbers as well as information of additional means of communication for the transmission of information on territories and waters of the seaport of Novorossiysk are announced by the captain of the seaport of Novorossiysk.

     Radio communication between the Novorossiysk sea port VTS operators and vessels must be performed in accordance with the Rules on Radio Communication of Mobile Marine Service, and the format of messages should, if possible, comply with IMO Resolution А.851(20) "General Principles of Ship Reporting and Ship Reporting Requirements". Communication with foreign vessel crews is performed in English in terms of "IMO Standard Marine Communication Phrases".  For radio communications with the crews of foreign vessels, English language is used in terms of IMO's Standard Marine Communication Phrases. Maintaining of radio communications in Russian is allowed, subject to receiving of voice confirmation in English from the captain of the vessel, with a record of such evidence in the database of the documentation system of the Novorossiysk VTS.

 

     Navigation dues area charged for navigation services with the use of Novorossiysk VTS rendered by the Azovo-Chernomorskiy Basin Branch to vessels making port calls to the sea port of Novorossiysk. Information on navigation dues rates and the charging procedure is available in the section "Harbor Dues and Tariffs of the Azovo-Chernomorskiy Basin Branch".


     Terms and conditions of navigation services with the use of Sochi VTS


     Navigation services with the use of Sochi VTS are rendered by the Sochi Directorate of the Azovo-Chernomorsky Basin Branch pursuant to IMO Resolution А.1158(32), the General Rules for Vessel Navigation and Mooring in Russia’s Seaports and on the Approaches Toward Them approved by Russia’s Transport Ministry Order No. 395 of November 12, 2021 and the Compulsory Regulations in the Seaport of Sochi approved by Russia’s Transport Ministry Order No. 404 of October 03, 2017, for vessels (except for small boats, pleasure boats and sports sailing ships) calling at the seaport of Sochi, as well as transiting the waters of the Sochi seaport.

     For small boats, pleasure boats and sports sailing ships, Sochi VTS provides assistance in navigation within its technical limits.

     Sochi VTS is entitled to ask for additional data and information in accordance with the General Rules for Vessel Navigation and Mooring in Russia’s Seaports and on the Approaches Toward Them.


     When a vessel enters the Sochi VTS coverage area, Sochi VTS identifies the vessel and points it at the route, the procedure for passing fairways and their crossings, an anchoring station and reports on a position of a pilot’s embarkation and the route situation, and transmits other information.

     A vessel in the Sochi VTS coverage area has to report on the pollution of the marine environment, the inconsistency in the operation or the position of aids to navigation, facilities or the phenomena that pose a threat to or hamper navigation.

     After receiving information from the vessel that the mooring has started, Sochi VTS stops monitoring the vessel’s traffic.


     Sochi VTS transmits navigational, operational and other information at the request of a vessel or by order of the captain of the seaport of Sochi when the navigation situation changes or may change, when a storm warning is received, or upon other changes can influence navigation safety in the Sochi VTS coverage area.


     Sochi VTS provides aid to vessels at the request of a vessel or by a decision taken by Sochi VTS under complex meteorological conditions with no technical equipment to ensure navigation safety on a vessel, or its failure. While rendering aid to vessel Sochi VTS regularly transmits information on:

     - the position of a vessel toward a navigation base, a fairway and waypoints;

     - dangers to navigation near a vessel and over the entire route;

     - on the position and movement of other vessels, as well as recommendations related to further movement of a vessel.

     When rendering aid to vessels Sochi VTS ensure radar autonomous tracking accurate to no more than:

     - no more than 25 meters in distance;

     - no more than 0.5° in azimuth;

     - no more than 2° in direction of movement;

     - no more than one knot in movement speed.

     The procedure for providing assistance in navigation, including the communications interval, is agreed by Sochi VTS and the vessel using communication means. The vessel is notified by Sochi VTS about the start and end of assistance in navigation, confirms the receipt of information and recommendations from Sochi VTS and informs Sochi VTS about the actions being taken.

     The way to control the vessel while following the recommendations and instructions of Sochi VTS is chosen by the captain of the vessel. If the captain finds it impossible to comply with Sochi VTS instructions, he must report to the operator of Sochi VTS using the means of communication and inform him about his further actions and intentions.

     The movement of vessels in the Sochi VTS coverage area is organized due to the specifics of the seaport of Sochi based on the 24-hour schedule of vessel handling and movement in the seaport of Sochi and includes:

     - issuing permits on vessel movement and its handling in the Sochi VTS coverage area;

     - planning the movement of vessels;

     - using vessels’ reports on starting, ending and passing specified points of the route;

     - using routes and priority directions of vessels’ movement;

     - using one-way movement of vessels in the fairway;

     - establishing the speed and the interval of vessels’ movement.

     The 24-hour schedule of vessel movement and handling in the seaport of Sochi is confirmed by the captain of the seaport of Sochi in compliance with information on the vessel call that has been given to the captain of the seaport of Sochi through the Internet: www.portcall.marinet.ru and put on the Internet: http://www.bsamp.ru/section-view-vessels-sochi.


     Sochi VTS regulates vessels’ movement by conveying them binding instructions as follows:

     - movement priority and the movement start time;

     - the route, the interval and the speed of the movement;

     - the procedure for passing fairways and crossing them;

     - the ban on further movement;

     - anchoring grounds and sheltered locations.

     A vessel that has anchored, started or completed mooring to a berth in the seaport of Sochi, started moving after unmooring or leaving the berth, should inform Sochi VTS about it.

     Permission to move when unmooring or leaving the berth should be requested by the vessel from Sochi VTS 5 minutes before the start of movement. If the vessel has not started the permitted activities within 30 minutes, the permission will be annulled and must be re-requested.


     Sochi VTS maintains contact with vessels on VHF Channel 14 (VHF Channel 68 is a backup communication channel) by using the call signal “Sochi-Traffic-Control”.

     Vessels entering the Cruise Harbor and Inner Harbor of the water area of the seaport of Sochi or exiting them request permission for movement on the VHF channel 11, call sign “Sochi-Traffic-Control”.

     A vessel leaving Sochi VTS coverage area must inform Sochi VTS and request permission to end the radio watch on VHF working channel 14, call sign “Sochi-Traffic-Control”.

     Radio watch should be kept permanently from the moment of asking for a permit for movement and until the end of movement or exit from the Sochi VTS coverage area. An operator of Sochi VTS can only stop communications upon completing movement (anchoring or berthing) or leaving the Sochi VTS coverage area.

     Radio transmissions not related to ensuring navigation safety are forbidden in the seaport of Sochi on VHF Channels 9, 11, 14, 16, 17, 68 and 74.

     Sochi VTS and vessels maintain contact pursuant to the Regulations of Radio Communications between the Marine Mobile Service and Russia’s Marine Mobile Service approved by Russia’s Transport Ministry Order No. 137 of November 04, 2000. The English language is used to make contact with vessels by using “IMO Standard Marine Communication Phrase” approved by Resolution A.918 (22). Messages from vessels to Sochi VTS and a format of messages must meet, if applicate, IMO A.851(20) Resolution “General Principles for Ship Reporting Systems and Ship Reporting Requirements”.

     Terms and conditions of navigation services with the use of the Kerch Strait VTS

 

     The navigation services using the Kerch Strait VTS are provided by the Taman Directorate of the Azovo-Chernomorsky Basin Branch in accordance with the requirements of:

     - IMO Resolution А.1158(32);
     - General rules of navigation and anchorage in the seaports of the Russian Federation and on the approaches to them, approved by Ministry of Transport of Russia Order No. 395 of 12.11.2021;
     - Compulsory Regulations in the seaport of Kavkaz, approved by Ministry of Transport of Russia Order No. 110 of 23.03.2018;
     - Compulsory Regulations in the sea port of Taman, approved by Ministry of Transport of Russia Order No. 16 of 01.22.2014;
     - Compulsory Regulations in the sea port of Temryuk, approved by Ministry of Transport of Russia Order No. 218 of 24.06.2013;
     - Operational orders captains seaports of Kavkaz, Taman and Temryuk in part of the operational functions of VTS of the Kerch Strait,

     to vessels (except for small boats, pleasure boats and sports sailing ships) calling at the seaports of Kavkaz, Taman and Temryuk, as well as in transit through the waters of the relevant seaports.

     For small boats, pleasure boats and sports sailing ships, VTS of the Kerch Strait provides assistance in navigation within its technical limits.


     Irrespective of their departmental identity and forms of property all ships and vessels equipped with radio communication of the marine mobile service in the Sochi VTS coverage area must comply with the rules for vessel navigation in the VTS of the Kerch Strait coverage area.

     A regulatory approval system of vessel movement is effective in the VTS of the Kerch Strait coverage area. Vessels enter the VTS of the Kerch Strait coverage area and leave it, approach toward to a pilot’s reception position or start moving in the zone upon receipt of a VTS of the Kerch Strait operator’s permit.  

    Captains of vessels moving to the seaports of Kavkaz, Taman and Temryuk must contact VTS of the Kerch Strait when entering the coverage area

     - the name and type of a vessel;

     - maximum load draught and air draught of a vessel;

     - cargo type and transportation of dangerous cargoes;

     - the failure of ships’ technical facilities and other restrictions having influence upon navigation safety,

     and receive approval for entering (exiting) the VTS of the Kerch Strait coverage area. 

     VTS of the Kerch Strait coverage area is entitled to ask for additional data and information in accordance with the General Rules for Vessel Navigation and Mooring in Russia’s Seaports and on the Approaches Toward Them.


     When a vessel enters the VTS of the Kerch Strait coverage area, VTS of the Kerch Strait identifies the vessel and points it at the route, the procedure for passing fairways and their crossings, an anchoring station and reports on the pilot’s embarkation points:

     - in the seaport of Kavkaz;

     - in the seaport of Taman;

     - in the seaport of Temryuk,

     and the route situation, and transmits other information.

     In accordance with Compulsory Regulations in the seaport of Kavkaz, vessels located in the area of VTS coverage, called in the seaport of Kavkaz, in addition to mandatory reports at the entrance (exit) to the area of the Kerch Strait VTS, must transmit mandatory reports to the Kerch Strait VTS when passing:

     - Varzovsky luminous axial buoy;

     - pilot reception (landing) point;

     - cape Takil traverse.

     Vessels in the VTS coverage area, calling at the seaport of Taman, in accordance with the Compulsory Regulations in the seaport of Taman, in addition to the compulsory reports when entering (leaving) the Kerch Strait VTS coverage area, transmit compulsory reports to the Kerch Strait VTS:

     • when entering the alignments of the approach canals to the berths of the seaport of Taman;

     • when embarking and (or) disembarking a pilot on board and (or) from a vessel;

     • at the start or finish of moorings to the berth, the beginning of movement after anchoring or leaving the berth.

     A vessel in the VTS of the Kerch Strait coverage area has to report on the pollution of the marine environment, the inconsistency in the operation or the position of aids to navigation, facilities or the phenomena that pose a threat to or hamper navigation.

     After receiving information from the vessel that the mooring has started, VTS of the Kerch Strait stops monitoring the vessel’s traffic.


     VTS of the Kerch Strait transmits navigational, operational and other information at the request of a vessel or by decision of the VTS of the Kerch Strait when the navigation situation changes or may change, when a storm warning is received, or upon other changes can influence navigation safety in the VTS of the Kerch Strait coverage area.

     - no more than 0.4° in azimuth;

     - no more than 2° in direction of movement;

     - no more than 0.5 knot in movement speed.

     In the VTS of the Kerch Strait coverage area AIS transmits information on differential corrections of GLONASS/GPS monitoring and correcting stations.

     The procedure for providing assistance in navigation, including the communications interval, is agreed by VTS of the Kerch Strait and the vessel using communication means. The vessel is notified by VTS of the Kerch Strait about the start and end of assistance in navigation, confirms the receipt of information and recommendations from VTS of the Kerch Strait and informs VTS of the Kerch Strait about the actions being taken.

     The way to control the vessel while following the recommendations and instructions of VTS of the Kerch Strait is chosen by the captain of the vessel. If the captain finds it impossible to comply with VTS of the Kerch Strait instructions, he must report to the operator of VTS of the Kerch Strait using the means of communication and inform him about his further actions and intentions.


Operators of the VTS of the Kerch Strait     The movement of vessels in the VTS of the Kerch Strait coverage area is organized due to the specifics of the seaports of Kavkaz, Taman and Temryuk based on the 24-hour schedule of vessel handling and movement in the seaports of Kavkaz, Taman and Temryuk, and includes:

     - issuing permits on vessel movement and its handling in the VTS of the Kerch Strait coverage area;

     - planning the movement of vessels;

     - using vessels’ reports on starting, ending and passing specified points of the route;

     - using routes and priority directions of vessels’ movement;

     - using one-way movement of vessels in the fairway;

     - establishing the speed and the interval of vessels’ movement.

     The 24-hour schedules of vessel movement and handling in the seaports of Kavkaz, Taman and Temryuk are approvedby the captains of the seaports in compliance with the compulsory tegulations in the seaports of Kavkaz, Taman and Temryuk published in the Internet: 

     - in the seaport of Kavkaz;

     - in the seaport of Taman;

     - in the seaport of Temryuk.


     VTS of the Kerch Strait regulates vessels’ movement by conveying them binding instructions as follows:

     - movement priority and the movement start time;

     - the route, the interval and the speed of the movement;

     - the procedure for passing fairways and crossing them;

     - the ban on further movement;

     - anchoring grounds and sheltered locations.

     A vessel that has anchored, started or completed mooring to a berth in the seaports of Kavkaz, Taman or Temryuk, started moving after unmooring or leaving the berth, should inform VTS of the Kerch Strait about it.

     Permission to move when unmooring or leaving the berth should be requested by the vessel from VTS of the Kerch Strait 15 minutes before the start of movement. 

     The permit is annulled and should be obtained again if a vessel fails to start permitted actions within 15 minutes.

     In accordance with the Compulsory Regulations in the seaport of Taman, at the request of the Kerch Strait VTS, the vessel should report its position and (or) transmit information on the surrounding navigational and maritime situation in order to be identified.


     Vessels remaining in VTS of the Kerch Strait coverage area shall keep constant radio watch on:

     for seaport of Kavkaz

     - on 16 VHF channel, call sign “Kavkaz – Traffic” when passing of the Kerch Strait of Taman navigable path in VTS of the Kerch Strait coverage the vessels carry radio watch on the 10, 14 VHF channels.

     for the seaport of Taman

     - on 11 and 69 (redundant) VHF communication channels, call sign “Taman-Traffic”.

     for seaport of Temryuk

     - on 69 VHF channel, call sign “Temryuk-Traffic”.

     A vessel leaving VTS of the Kerch Strait coverage area must inform VTS of the Kerch Strait and request permission to end the radio watch:

     for the seaport of Kavkaz

     - on VHF working channel 10, 14, call sigh “Kavkaz-Traffic”;

     for the seaport of Taman

     - on VHF working channel 11, call sigh “Taman-Traffic”;

     for the seaport of Temryuk

     - on VHF working channel 69, call sigh “Temryuk-Traffic”.

     When a vessel moves from one working sector to another in the coverage area of ​VTS of ​the Kerch Strait, the operator of VTS of the Kerch Strait of the working sector which the vessel leaves sends an instruction to the vessel to switch to the VHF working channel of the adjacent working sector which the vessel enters, and set on the corresponding VHF-channel communication with the operator of the adjacent working sector of VTS of the Kerch Strait. Further, the operator of the working sector of VTS of the Kerch Strait informs the operator of the adjacent working sector of VTS of the Kerch Strait about the passing vessel. The operator of the adjacent working sector of VTS of the Kerch Strait establishes contact with the vessel entering the adjacent working sector and confirms communication with the vessel on the VHF working channel of the adjacent sector of VTS of the Kerch Strait.

     Communication not related to the activities of VTS of the Kerch Strait is prohibited on the above-mentioned channels.

     Use of VHF channels for communication between coastal correspondents is not allowed.

     Information on the additional means of communication for the transmission of information, including phone numbers at seaports of the Kavkaz, Taman and Temryuk, is announced by captains of relevant seaports.

     Communication between the VTS of the Kerch Strait operator and the vessels should be carried out in accordance with the “Rules of the radio communication of the maritime mobile service and the maritime mobile satellite service of the Russian Federation”, the message format should conform to IMO Resolution A.851 (20) “General Principles for Vessel Reporting Systems and standards for shipborne reports”. For voice radio contact with the crew of a foreign vessel English language is used with IMO standard phrases for communication at sea. Maintaining radio communications in Russian is allowed subject to receiving of voice confirmation in English from the captain of the vessel, with a record of such evidence in the database system of the documentation data VTS of the Kerch Strait.

 

     Navigation charges are levied for the provision of services of the Taman Directorate of Azovo-Chernomorsky Basin Branch navigation with the use of VTS of the Kerch Strait to vessels calling at the seaports Kavkaz, Taman and Temryuk, transiting through the waters of the seaports and/or through the Kerch Strait. Information on the rates of navigation fees and the procedure for their collection can be found ins the section “Harbor Dues and Tariffs of Azovo-Chernomorsky Basin Branch”.

 

     Terms and conditions of navigation services with the use of the Taganrog Gulf VTS 


     The Azov Department of the Azovo-Chernomorsky Basin Branch renders navigation services to vessels (except for small boats, pleasure boats and sports sailing ships) with the use of the Taganorg Gulf VTS in accordance with the requirements of the IMO Resolution А.1158(32), Common rules of navigation and mooring of vessels in the seaports of the Russian Federation and their approaches approved by the Ministry of Transport order dated 12.11.2021 No. 395, Compulsory Regulations in Taganrog Seaport, approved by order of Ministry of Transport of Russia dated 13.12.2012 No. 429, and Compulsory Regulations in Taganrog Seaport, approved by order of Ministry of Transport of Russia dated 13.12.2012 No. 430.

     For small boats, pleasure boats and sports sailing ships, Taganrog Gulf VTS provides assistance in navigation upon their request within its technical limits.


          All ships and vessels equipped with the marine mobile service radio communication devices and located within the Taganrog Gulf VTS coverage area, regardless of their departmental participation and proprietory form, must follow the navigation rules in the Taganrog Gulf VTS coverage area.

     A regulatory approval system of vessel movement is effective in the Taganrog Gulf VTS coverage area. Vessels enter the Taganrog Gulf VTS coverage area and leave it, approach toward to a pilot’s reception position or start moving in the zone upon receipt of a Taganrog Gulf VTS operator’s permit.

     Captains of vessels moving to Taganrog Gulf:

     А) from the Azov Sea eastward, when approaching the distance of 2 nautical miles from the 038°14,00' E meridian, prior to entering the seaports of Taganrog Gulf VTS coverage area, must establish radio communication with the Taganrog Bay VTS on VHF Channel 74 (Taganrog – Traffic – Control call sign);

     B) from the Don River (upstream the Don River), must establish radio communication with the Taganrog Gulf VTS before entering its coverage area when the vessel passes the 3,169 km line of the Don River (or before the vessel leaves the berth or raises anchor) on VHF Channel 12 (Taganrog – Traffic – Control call sign), receive confirmation of identification and transmit the following information:

     - the name and type of the vessel;

     - nationality of the vessel (the flag);

     - the port of destination;

     - maximum load draught and air draught of the vessel;

     - cargo type and transportation of dangerous cargoes;

     - the failure of the vessels’ technical facilities and other restrictions having influence upon navigation safety,

     and receive permission to enter (leave) Taganrog Gulf VTS area.

     Taganrog Gulf VTS is entitled to ask for additional data and information in accordance with the General Rules for Vessel Navigation and Mooring in Russia’s Seaports and on the Approaches Toward Them.


     Information about entering the Taganrog Gulf VTS coverage area is transmitted when the vessel crosses the meridian 038°14,00' E while proceeding from the Azov Sea eastward.

     Information about entering the Taganrog Gulf VTS coverage area is transmitted when the vessel crosses the 3,171 km line of the Don River.


     When an identified vessel enters the Taganrog Gulf VTS coverage area, Taganrog Gulf VTS points it at the route, the procedure for passing fairways and their crossings, an anchoring station and reports on a position of a pilot’s embarkation and the route situation, and transmits other information.

     A vessel in the Taganrog Gulf VTS coverage area should report to the Taganrog Gulf VTS on VHF Channels 12 and 16 (Taganrog – Traffic – Control call sign) on passing receiving buoy No. 1 of ADSC, “0” km, 3,171 km of the Don River, as well as inform Taganrog Gulf VTS on the pollution of the marine environment, the inconsistency in the operation or the position of aids to navigation, facilities or the phenomena that pose a threat to or hamper navigation.

     After receiving information from the vessel that the mooring has started, Taganrog Gulf VTS stops monitoring the vessel’s traffic.


     Taganrog Gulf VTS transmits navigational, operational and other information at the request of a vessel or if necessary.


     Taganrog Gulf VTS provides aid in navigation at the request of a vessel or by a decision taken by Taganrog Gulf VTS under complex meteorological conditions with no technical equipment to ensure navigation safety on a vessel, or its failure. While rendering aid to vessel Taganrog Gulf VTS regularly transmits information on:

     - the position of a vessel toward a navigation base, a fairway and waypoints;

     - dangers to navigation near a vessel and over the entire route;

     - on the position and movement of other vessels, as well as recommendations related to further movement of a vessel.

     During navigation assistance the Taganrog Gulf VTS provides target autotracking mean-square error of no more than:

     • 0.34º for bearing;

     • 12.3 m for distance;

     • 1.31° for course;

     • 0.56 knots for speed.

     The procedure for providing assistance in navigation, including the communications interval, is agreed by Taganrog Gulf VTS and the vessel using communication means. The vessel is notified by Taganrog Gulf VTS about the start and end of assistance in navigation, confirms the receipt of information and recommendations from Taganrog Gulf VTS and informs Taganrog Gulf VTS about the actions being taken.

     The way to control the vessel while following the recommendations and instructions of Taganrog Gulf VTS is chosen by the captain of the vessel.      The vessels traffic in the Taganrog Gulf VTS coverage area is organized considering the specifics of the seaports of Azov and Taganrog based on the 24-hour schedule of vessel handling and movement in the seaports of Azov and Taganrog and includes:

     - issuing permits on vessels movement and their handling in the Taganrog Gulf VTS coverage area;

     - planning the movement of vessels;

     - using vessels’ compulsory reports on starting, ending of movement and passing specified points of the route (receiving buoy No. 1 of ADSC, “0” km, 3,171 km of the Don River);

     - using routes and priority directions of vessels movement, in particular, vessels should follow recommended way No. 31, keeping to the right, in the Taganrog Gulf VTS coverage area on the approaches to the seaport of Taganrog;

     - using one-way movement of vessels in the fairway;

     - establishing the speed and the interval of vessels’ movement.

     The 24-hour schedule of vessels movement and handling in the seaports of Azov and Taganrog is confirmed by the captains of the seaports of Azov and Taganrog based on information on the vessel call that has been given to the captains of the seaports of Azov and Taganrog and is published on the Internet:

     - seaport of Azov;

     - seaport of Taganrog.


     Taganrog Gulf VTS regulates vessels’ movement by conveying them binding instructions as follows:

     - movement priority and the movement start time;

     - the route, the interval and the speed of the movement;

     - the procedure for passing fairways and crossing them;

     - the ban on further movement;

     - anchoring grounds and sheltered locations.

     Compulsory pilotage of vessels by Taganrog Gulf VTS is carried out when vessels proceeding along the TAC – from buoy No. 2 with coordinates 47°03,40' N 038°52,70' E till entrance gate of the seaport of Taganrog, as well as when proceeding along the ADSC – from buoy No. 1 with coordinates 47°02,60' N 038°55,15' E till 3,171 km of the Don River.

     A vessel that has anchored, started or completed mooring to a berth in the seaports of Taganrog and Azov, started moving after unmooring or leaving the berth, should inform Taganrog Gulf VTS about it.

     Permission to move when unmooring or leaving the berth should be requested by the vessel from Taganrog Gulf VTS before the start of movement.

     If the vessel doesn't start the permitted actions from the moment of communication with the Taganrog Gulf VTS operator, the permission will be annuled and should be re-requested.


     Radiotelephone contacts over the range of VHF of the Mobile Maritime Service is the major means of interaction between the Taganrog Gulf VTS control center and the vessels it serves.

     All vessels should maintain permanent radio watch on VHF Channels 16 and 74 in the seaport of Taganrog water area, on VHF Channel 16 in the seaport of Azov water area, and additionally on the VHF Channel 74 in the Taganrog Gulf VTS coverage area or on the VHF Channel 12 within the territory of the seaport of Azov.

     Radio watch must be constantly kept. A vessel leaving the Taganrog Gulf VTS coverage area must request permission to end radio watch on the established VHF working channel. Upon receipt of such permission, the vessel can end radio watch on the working channel of the Taganrog Gulf VTS.

     Navigational assistance in the seaport of Taganrog water area is carried on Channel 68, and in the seaport of Azov – on Channel 12 VHF.
     A vessel leaving Taganrog Gulf VTS coverage area must inform Taganrog Gulf VTS and request permission to end the radio watch on VHF working channel 74, Taganrog – Traffic – Control call sign.

     Using of VHF communication channels for communication between coastal correspondents is not permitted. 

       Radio communication between the Taganrog Gulf VTS operators and vessels must be performed in accordance with the Rules on Radio Communication of Mobile Marine Service, and the format of messages should, if possible, comply with IMO Resolution А.851(20) “General Principles of Ship Reporting and Ship Reporting Requirements”. Communication with foreign vessel crews is performed in English in terms of “IMO Standard Marine Communication Phrases”. 

    Navigation dues are charged for navigation services with the use of Taganrog Gulf VTS rendered by the Azov Department of the Azovo-Chernomorsky Basin Branch to vessels making port calls at the seaports of Azov and Taganrog, and also passing through their water areas by transit. Information on navigation dues rates and the charging procedure is available in the section “Harbor Dues and Tariffs of the Azov Department of the Azovo-Chernomorsky Basin Branch”.

     Terms and conditions of navigation services with the use of Tuapse VTS

 

     The navigation services with the use of Tuapse VTS are provided by Tuapse Department of the Azovo-Chernomorsly Basin Branch to vessels (except for small boats, pleasure boats and sports sailing ships) calling at the seaport of Tuapse, as well as transiting through its waters, in accordance with the requirements of IMO Resolution А.1158(32), General rules of navigation and anchorage in the seaports of the Russian Federation and on the approaches to them, approved by Ministry of Transport of Russia Order No. 395 of 12.11.2021, Compulsory regulations in the sea port of Tuapse approved by the Ministry of Transport of the Russian Federation Order No. 197 of 06.07.2012, as well as the orders of the captain of the seaport of Tuapse in respect of the operational functions of the Tuapse VTS.

     For small boats, pleasure boats and sports sailing ships, Tuapse VTS provides assistance in navigation within its technical limits.


     Irrespective of their departmental identity and forms of property all ships and vessels equipped with radio communication of the marine mobile service in the  Tuapse VTS coverage area must comply with the rules for vessel navigation in the Tuapse VTS coverage area.

     A regulatory approval system of vessel movement is effective in the Tuapse VTS coverage area. Vessels enter the Tuapse VTS coverage area and leave it, approach toward to a pilot’s reception position or start moving in the zone upon receipt of a Tuapse VTS operator’s permit.  

     Captains of vessels moving to the seaport of Tuapse must contact Tuapse VTS while entering the coverage area on VHF Channel 10 (the Tuapse-Traffic-Control call sign), take a recognition signal and transmit the following data on:

Tuapse VTS operators     - the name and type of a vessel;

     - nationality of a vessel (the flag);

     - the port of destination;

     - maximum load draught and air draught of a vessel;

     - cargo type and transportation of dangerous cargoes;

     - the failure of ships’ technical facilities and other restrictions having influence upon navigation safety,

     and receive approval for entering (exiting) the Tuapse VTS area. 

     Tuapse VTS is entitled to ask for additional data and information in accordance with the General Rules for Vessel Navigation and Mooring in Russia’s Seaports and on the Approaches Toward Them.

 

     When a vessel enters the Tuapse VTS coverage area, Tuapse VTS identifies the vessel and points it at the route, the procedure for passing fairways and their crossings, an anchoring station and reports on a position of a pilot’s embarkation and the route situation, and transmits other information.

     A vessel in the Tuapse VTS coverage area has to report on the pollution of the marine environment, the inconsistency in the operation or the position of aids to navigation, facilities or the phenomena that pose a threat to or hamper navigation.

     After receiving information from the vessel that the mooring has started, Tuapse VTS stops monitoring the vessel’s traffic. 


     Tuapse VTS transmits navigational, operational and other information at the request of a vessel or by order of the captain of the seaport of Tuapse when the navigation situation changes or may change, when a storm warning is received, or upon other changes can influence navigation safety in the Tuapse VTS coverage area.


     Tuapse VTS provides aid to vessels at the request of a vessel or by a decision taken by Tuapse VTS under complex meteorological conditions with no technical equipment to ensure navigation safety on a vessel, or its failure. While rendering aid to vessel Tuapse VTS regularly transmits information on:

     • he position of a vessel toward a navigation base, a fairway and waypoints;

     • dangers to navigation near a vessel and over the entire route;

     • on the position and movement of other vessels, as well as recommendations related to further movement of a vessel.

     When rendering aid to vessels Tuapse VTS ensure radar autonomous tracking accurate to no more than:

     - no more than 13 meters in distance;

     - no more than 0.57° in azimuth;

     - no more than 1,51° in direction of movement;

     - no more than 0.24 knot in movement speed.

Tuapse VTS operators     In the Tuapse VTS coverage area AIS transmits information on differential corrections of GLONASS/GPS monitoring and correcting stations.

     The procedure for providing assistance in navigation, including the communications interval, is coordinated by Tuapse VTS and the vessel using communication means. The vessel is notified by Tuapse VTS about the start and end of assistance in navigation, confirms the receipt of information and recommendations from Tuapse VTS and informs Tuapse VTS about the actions being taken.
     The way to control the vessel while following the recommendations and instructions of Tuapse VTS is chosen by the captain of the vessel. If the captain finds it impossible to comply with Tuapse VTS instructions, he must report to the operator of Tuapse VTS using the means of communication and inform him about his further actions and intentions.


     The movement of vessels in the Tuapse VTS coverage area is organized due to the specifics of the seaport of Tuapse based on the 24-hour schedule of vessel handling and movement in the seaport of Tuapse and includes:

     - issuing permits on vessel movement and its handling in the Tuapse VTS coverage area;

     - planning the movement of vessels;

     - using vessels’ reports on starting, ending and passing specified points of the route;

     - using routes and priority directions of vessels’ movement;

     - using one-way movement of vessels in the fairway;

     - establishing the speed and the interval of vessels’ movement.

     The 24-hour schedule of vessel movement and handling in the seaport of Sochi is confirmed by the captain of the seaport of Tuapse in compliance with information on the vessel call that has been given to the captain of the seaport of Tuapse through the Internet: www.portcall.marinet.ru and put on the Internet: http://bsamp.ru/section-view-vessels-tuapse.


     Tuapse VTS regulates vessels’ movement by conveying them binding instructions as follows:

     - movement priority and the movement start time;

     - the route, the interval and the speed of the movement;

     - the procedure for passing fairways and crossing them;

     - the ban on further movement;

     - anchoring grounds and sheltered locations.

     A vessel that has anchored, started or completed mooring to a berth in the seaport of Tuapse, started moving after unmooring or leaving the berth, should inform Tuapse VTS about it.

     Permission to move when unmooring or leaving the berth should be requested by the vessel from Tuapse VTS 5 minutes before the start of movement. 

     The permit is annulled and should be obtained again if a vessel fails to start permitted actions within 10 minutes.


     Connection with Tuapse VTS is established in the Tuapse Seaport through 10 VHF channel (call signal “Tuapse-Traffic-Control”) or by telephone. 

     A vessel leaving Tuapse VTS coverage area must inform Tuapse VTS and request permission to end the radio watch on VHF working channel 10, call sign “Tuapse-Traffic-Control”.

     Vessels that are in the Tuapse VTS coverage area are to have constant radio watch on the 10 VHF channel.

     Radio communications not related to navigation safety are not acceptable on the VHF channels in the Tuapse Seaport. 

     Information about additional means of communication for the transmission of information including telephone numbers is declared by the Tuapse Seaport Captain.

 

     Communication between the Tuapse VTS operator and the vessels should be carried out in accordance with the “Rules of the radio communication of the maritime mobile service and the maritime mobile satellite service of the Russian Federation”, the message format should conform to IMO Resolution A.851 (20) “General Principles for Vessel Reporting Systems and standards for shipborne reports”. For voice radio contact with the crew of a foreign vessel English language is used with IMO standard phrases for communication at sea.

 

     Navigation charges are levied for the provision of services of the Tuapse Directorate of Azovo-Chernomorsky Basin Branch navigation with the use of Tuapse VTS to vessels calling at the seaport of Tuapse, transiting through the waters of the seaport.
