The FSUE Rosmorport Sakhalin Branch conducts its activities in strict accordance with the requirements of the Russian legislation and international norms in the field of protection and decrease of negative influence on the environment. The yearly program of environmental protection activities of the Sakhalin Branch is formed according to the federal and local legal acts in the sphere of environmental protection. The branch conducts systematic supervision over the execution of norms and requirements of the environmental and sanitary legislation of the Russian Federation.

I. Environmental protection during current economic activities


The environmental protection activities conducted by the Sakhalin Branch in the sphere of environmental protection during current economic activities are implemented in the following directions.

1. Atmoshperic air protection

In order to conduct its statutory activities the Sakhalin Branch possesses auxiliary fleet vessels and other transport. All transport of the Sakhalin Branch is regularly supported and undergoes state technical inspection.
At present the Sakhalin Branch is elaborating a project on norms of emissions of pollutants to the atmosphere, with the help of a specialized organization.

2. Water resources protection

During its economic activities the Sakhalin Branch uses water facilities in the water areas of the seaports of Aleksandrovsk-Sakhalinsky, Korsakov, Moskalvo, Kholmsk and Shakhtersk.
According to the requirements of the water legislation of the Russian Federation the Sakhalin Branch received:
License on water use dated 26.12.2006 series 00180, issued by the Amur Basin Water Department of Federal Water Resources Agency, for the usage of the water area in the Japanese sea for construction of a berth in the Shakhtersk seaport.
License on water use dated 26.12.2006 series 00165, issued by the Amur Basin Water Department of Federal Water Resources Agency, for the usage of the water area of the Uglegorsk seaport in the Japanese sea.
License on water use dated 26.12.2006 series 00173, issued by the Amur Basin Water Department of Federal Water Resources Agency, for the usage of the water area of the Shakhtersk seaport in the Japanese sea.

Besides, at present the Sakhalin Branch conducts works on agreeing 9 water use contracts for the use of water facilities of the seaports of Sakhalin Region.
According to the terms of use of the water facilities, the Sakhalin Branch provides fulfillment of environmental protection plans for the used water facilities. Supervision of water resources and hydrochemical composition of water is conducted on a regular basis, with the help of a certified laboratory. The results are submitted to the Amur Basin Department of Federal Water Resources Agency every quarter of a year, together with the reports on meeting the conditions of water usage by the branch.

3. Land plots protection

Actions on prevention of wasting, littering and damaging the soils are conducted at all land plots rented by the Sakhalin Branch, such as:
regular supervision over the sanitary conditions of land plots, berths located on them and other hydraulic facilities;
regular cleaning of land plots, berths and other hydraulic engineering structures by both the branch and special cleaning organizations;
arrangement of temporary waste storage places and their timely disposal according to the requirements of the environmental protection legislation.

4. Waste disposal

In order to decrease the negative influence of the Sakhalin Branch activities on the environment, the branch keeps records of volumes of wastes produced by the branch activities, control after places of their temporary disposition and accumulation and frequency of their disposal. The branch has experts trained in treatment of hazardous wastes and certified by the Sakhalin Department of Federal Service for Ecological, Technological and Atomic Supervision.
The Sakhalin branch received limits for waste disposal dated 08.02.2008 04-133/7 http://www.rosmorport.ru/media/File/new2/Sah_Limits.pdf issued by the Service on Technological and Ecological Supervision in Sakhalin Region. At present the branch prepares for elaboration of a new project of normatives of waste production and their disposal limits for the period of 2012-2016.
The wastes produced by the Sakhalin Branch are of 1-4 classes of hazards. They are mainly represented by:
waste ultraviolet lamps;
oily waters;
waste oils and remains of diesel fuel;
households wastes.
Wastes of 1-2 classes of hazard make 35% of the total amount of wastes produced by the branch in 2010, which reached 26.2 tons. In comparison with 2009 the amount of waste increased almost 3.7 times, as the branch broadened the range of its activities, improved performance, and increased the number of vessels in use.
According to the requirements of environmental legislation of the Russian Federation, the Sakhalin Branch made contracts with specialized certified organizations for collection, transportation and disposal of wastes. In particular, household wastes of the branch are transported to special landfills. Oily waters after treatment are dumped into city canalization, and oil wastes are burned with the help of special equipment. Ultraviolet lamps are deactivated, and then disposed, according to the established procedure. Waste accumulators, oily rugs, oil slime, waste marine oil are recycled, disposed, or used as recoverable materials. Waste auto-tyre casings are used by the Sakhalin Branch as fenders (add-on berth and vessel equipment).

II. Environmental protection during dredging works


The Sakhalin Branch conducted dredging works in order to reconstruct the coal berth and the boot basin protective structures.
The dredging works project, being part of a project on reconstruction of the coal berth and the boot basin protective structures, received a positive conclusion of the state ecological expertise dated 5.05.2006 40-06/15, approved by order of the Sakhalin Department of Federal Service for Ecological, Technological and Atomic Supervision dated 5.05.2006 131.
The dredging works connected to reconstruction of hydraulic engineering structures in the seaport of Shakhtersk were conducted in accordance with the requirements of the water license dated 26.12.2006 series 00180 issued by the Amur Basin Water Department of Federal Water Resources Agency.
In order to decrease the influence on water facilities and marine life, the extracted soils were stocked only in the area, where dumping is permitted. During dredging works measures were taken to prevent dumping into the water of construction wastes, fuels, sewage and toxic substances.
Ecological supervision over the hydro-chemical condition of the water facilities was arranged with the aim to assess the influence of the dredging works conducted by the Sakhalin Branch on the water facilities. Besides, ecological and technological supervision over extracting and stocking soils was carried out.
In order to recover the damages made to the water biological resources and their environment, the Sakhalin Branch made compensation payments of more than 44.8 million roubles in 2010.

III. Environmental protection during reconstruction of port infrastructure objects in Shakhtersk seaport


The Sakhalin Branch carries out construction works aimed at creation of new port infrastructure objects, and/or reconstruction of the existing ones, in order to develop the coastal and port infrastructure.
From 2006 till 2009 reconstruction of the coal berth and protective structures was conducted. The investment grounds for reconstruction of those objects received a positive conclusion of the Sakhalin Department of Directorate-General for State Environmental Review dated 27.03.2006 18/06.Project documentation on the reconstruction of the mentioned objects in Shakhtersk seaport underwent public hearings, according to the established procedure, received positive conclusion of the state ecological expertise dated 05.05.2006 40-06/15, approved by order of the Sakhalin Department of Federal Service for Supervision of Natural Resource Usage dated 05.05.2006 131, and finally, received a positive conclusion of the state expertise dated05.05.2006 47/06, approved by the Sakhalin Department of Directorate-General for State Environmental Review.
During the works the Sakhalin Branch maintained constant supervision over the fulfillment of all environmental protection requirements by the subcontractors carrying out construction and installation works.
In particular, in order to decrease emissions of pollutants into the atmosphere by mechanisms and transport, obly those types of fuel, which met all the state standards and contained little sulphur, were used for the works. The equipment with propellers, which was used for construction, provided full burning of the fuel, was properly functioning and well supported. The schedule for vessels usage enabled to minimize the number of maneuvers of the main propellers while moving within the water area of the seaport, and also to reduce their working time while mooring, or in operating mode.
In order to decrease the influence on water facilities and marine life, materials, reactionless in the marine environment, not containing toxic substances, hazardous for sea plants and animals were used. Also during the works measures were taken to decrease noise exposure of the sea mammals during hydraulic engineering works, as the equipment used for construction had electrical and hydraulic gears, mufflers were used, and technological discipline was strictly followed to exclude remaking of the finished works
In order to decrease the negative influence on the environment of construction and installation works, resources were used reasonably and modestly. The works were conducted strictly within the defined borders, and the construction site area size was the minimum possible. The construction site was regularly cleaned and all the produced waste was disposed, according to the established procedure, by a certified organization.
Total expenses of the Sakhalin Branch on environmental protection activities and compensation for the negative influence on the environment for the whole period of reconstruction of the coal berth and boot basin protective structures in the seaport of Shakhtersk reached more than 345 thousand roubles.

At present in the framework of implementation of investment projects planned by the federal multi-purpose program Development of the Transport system of Russia in 2010-2015 the following works, with FSUE Rosmorport being the client-constructor, are planned in the Nevelsk seaport: dredging of the approaching canal and water area of the seaport, reconstruction of navigational equipment, and construction of VTS system.
At present the project documentation, which was approved at public hearings and received a positive conclusion of state ecological expertise approved by the Sakhalin Department of Federal Service for Ecological, Technological and Atomic Supervision dated 03.06.2010 449, considering the amendments to the section on reconstruction of navigational equipment, is to be submitted to state expertise, according to the established procedure.

IV. Environmental protection expenses of the FSUE Rosmorport Sakhalin Branch


The total expenses of the Sakhalin Branch for measures on environmental protection during current activities, including payments for damages recovery reached 185.2 thousand roubles in 2010.

V. Prospects of environmental protection activities


The main tasks of the Sakhalin Branch in the field of environmental protection for the nearest future will be:
broadening the range of ecological activities of the Sakhalin Branch by arrangement of collection of oily waters and waste from vessels in the water areas of the Sakhalin seaports;
implementation of modern energy and resource saving technologies;
increasing supervision after all environmental protection activities of the Sakhalin Branch.
