1. General information
The FSUE “Rosmorport” North-Eastern Basin Branch renders the following services in the Vanino and Magadan seaports:
In the seaport of Vanino
- collection, transportation and neutralization and/or disposal of ship waste according to the requirements of MARPOL 73/78 without restrictions (except for ballast waters, cargo-related waste and waste associated with the cleaning of cargo and fuel tanks);
- liquidation of emergency oil and/or oil products leaks from the surface of the Vanino seaport water area and/or the seaport berths water areas.
In the seaport of Magadan
- collection, transportation and neutralization and/or disposal of ship waste according to the requirements of MARPOL 73/78 without restrictions (except for ballast waters, cargo-related waste and waste associated with the cleaning of cargo and fuel tanks) involving the technical means and personnel of specialized licensed organizations on a contractual basis.
Collection of waste from vessels in the seaport of Vanino and water facilities treatment is carried out by the North-Eastern Basin Branch in accordance with the License on Activities for the Collection, Transportation, Processing, Disposal, Neutralization, Placement of Hazardous Waste of I-IV classes dated April 19, 2016 No. 077 216, issued by the the Russia's Federal Service for Supervision of Natural Resources Usage (Rosprirodnadzor) Department for the Central Federal District.
The North-Eastern Basin Branch employees engaged in ecological activities have completed a training in providing ecological safety when working with hazardous wastes in the State Pacific Sea University and possess all necessary skills and qualifications for providing safe and high quality services.
The North-Eastern Basin Branch has all necessary equipment for collection of shipboard wastes and the water facilities treatment in the seaport ov Vanino. The North-Eastern Basin Branch ecological fleet consist of one vessel:

In addition to a specialized environmental vessel, the branch has two garbage trucks with a capacity of 4 cubic m and 7 cubic m, including one equipped with a crane-manipulator with a lifting capacity of 4.3 tons, which are used to collect and transport solid domestic waste from vessels in the seaport of Vanino.

The bilge waters collected form ships or oily waters collected from water facilities in the seaport of Vanino are transported by the North-Eastern Basin Branch to the coastal treatment stations. Solid ship wastes in the seaport of Vanino are transported to disposal areas, and oily rugs and filters are transported to specialized licensed organization for disposal.
2. Ecological services terms and conditions
Terms and conditions of services on collecting shipboard wastes in the seaport of Vanino
In accordance with the Compulsory Regulations in the seaport of Vanino, approved by order of the Ministry of Transport of Russia dated December 13, 2012 No. 431, oily waters and garbage are accepted in the seaport of Vanino, as provided for by the requirements of Annexes I, IV and V to the International Convention for the Prevention of Pollution from Ships of 1973.
Services for the collection of waste from vessels in the seaport of Vanino, for which an ecological due is charged, are provided by the North-Eastern Basin Branch in accordance with the terms of a standard contract for the provision of services on ensuring navigation and vessels staying in the seaports and on approaches to them. The procedure for concluding a contract is specified in the section “Harbour Dues and Tariffs of the North-Eastern Basin Branch”.
Services for the collection of waste from vessels exempt from paying the ecological due are carried out by the North-Eastern Basin Branch without concluding a contract on the basis of a written application from the shipowner/marine agent or ship's captain.
In order to deliver shipboard wastes, the vessel captain/ship owner/sea agent shall file an application to the North-Eastern Basin Branch fax: +7 (42137) 766-90, or e-mail a scanned copy to: mail@van.rosmorport.ru with subsequent resending the application at: Zheleznodorozhnaya territory 70, building A, inter-settlement territory of the Vaninsky municipal district, Vaninsky municipal district, Khabarovsk Territory, Russia, 682860. The application is reviewed by the branch within 24 hours. If the requested services are technically possible, the captain of the oil garbage disposal vessel “MNMS 26” coordinates the starting time of works and the place of shipboard wastes delivery with the captain of the vessel on channel 16 UHF (call sign “MNMS 26”). After the works are finished, a bilateral act, signed by the captains and stamped by the vessels stamps, describing the duration of works, types and amounts of shipboard wastes is made.
The North-Eastern Basin Branch charges ecological dues for providing services on collecting shipboard wastes in the seaport of Vanino. Information on the tariffs is available in the section “Harbour Dues and Tariffs of the North-Eastern Basin Branch”.
The ship owner/marine agent should pay for the services of the North-Eastern Basin Branch for collecting waste from vessels, exempt from payment of ecological dues in accordance with the established procedure, according to the bill or invoice issued by the North-Eastern Basin Branch on the basis of a bilateral certificate of completion within 5 working days from the date of receiving the bill or invoice.

Terms and conditions of services on collecting shipboard wastes in the seaport of Magadan
According to the Compulsory Regulations on the seaport of Magadan approved by Mintrans of Russia order dated 05.05.2015 No. 160, before a ship leaves Magadan Seaport, shipboard waste shall be discharged to reception facilities except for food waste, sewage and oily waters, the amount of which does not exceed 25 % of the vessel's accumulating capacity. Sewage and oily waters are discharged by standard pipelines complying with Annexes I and IV to MARPOL.
For discharge of shipboard waste, the shipowner/marine agent files an application for waste reception to the FSUE “Rosmorport” Magadan branch reception room no later than 24 hours before operation. The application is send to the branch by fax +7 (4132) 63-09-56 or scanned by e-mail: mail@mgd.rosmorport.ru, or by courier at the address: Portovoe highway, building 211, room 1, 4th floor, Magadan, Magadan Region, Russia, 685000. If the required operation is technically possible, in due time and place a specialized waste reception and transportation vehicle is sent to the ship. After the operation a certificate with indication of type and amount of waste received is executed. The certificate is signed by the ship master and is sealed with the ship stamp. One copy of the certificate is provided to the Magadan Department of the North-Eastern Basin Branch.
Ecological dues are charged for the services provided. The information about the dues in the seaports of Magadan and their collection can be found in subsection “Harbor Dues and Tariffs of the North-Eastern Basin Branch”.
Terms and conditions of services on liquidation of oil and/or oil products leaks from the surface of the Vanino seaport water area
The North-Eastern Basin Branch conducts works on liquidation of emergency oil and/or oil products leaks from the surface of the water facilities in the Vanino seaport water area according to the terms and conditions of a standard contract on providing an oil garbage disposal vessel (further referred to as Contract).
To negotiate a Contract, the client shall file an application to the North-Eastern Basin Branch by fax: +7 (42137) 766-90 or send a scanned copy by e-mail: mail@van.rosmorport.ru. The application is reviewed within 5 working days, and if it is technically possible to provide the requested services, the client is sent two copies of draft Contract for signing. The signed contract shall be returned to the North-Eastern Basin Branch.
Services on liquidation of oil and/or oil products leaks from the surface of the Vanino seaport water area are provided according to the terms and conditions stipulated in the Contract.
In emergency cases, if prompt liquidation of oil and/or oil products leaks from the surface of the Vanino seaport water area is required, the client may send an application to the North-Eastern Basin Branch by fax: +7 (42137) 766-90 or send a scanned copy by e-mail: mail@van.rosmorport.ru and provide the security of payment for the requested works.
