2. Ecological services terms and conditions
1. General information
The FSUE “Rosmorport” Vanino Branch renders the following services in the Vanino seaport:
- collecting bilge and domestic waters, and all types of shipboard wastes according to the requirements of MARPOL 73/78, except ballast waters, and providing their treatment and disposal;
- liquidation of emergency oil and/or oil products leaks from the surface of the Vanino seaport water area and/or the seaport berths water areas.
Collection of waste from vessels and water facilities treatment is carried out by the Vanino Branch in accordance with the License of Collection, Usage, Neutralization, Transporting, Disposal of Hazardous Waste, dated 20.02.2008 № ОТ-00-008433(00), issued by the Federal Service on Ecological, Technical and Atomic Supervision.
The Vanino Branch employees engaged in ecological activities have completed a training in providing ecological safety when working with hazardous wastes in the State Pacific Sea University, and received certificates from the Interdistrict Territorial Department of Technical and Ecological Supervision of the Federal Service for Ecological, Technological and Atomic Supervision in the Far East. They possess all necessary skills and qualifications for providing safe and high quality services.
The Vanino Branch has all necessary equipment for collection of shipboard wastes and the water facilities treatment. The Vanino Branch ecological fleet consist of 2 vessels:

During winter navigation collection of shipboard wastes in the Vanino seaport is performed only by the bilge-water removing ship Koppi.
The bilge waters collected form ships or oily waters collected from water facilities are transported by the Vanino Branch to the coastal treatment stations, and domestic waters, according to the requirements of MARPOL Convention 73/78, Water Code of the Russian Federation and Rules on Protecting Surface Waters from Pollution are dumped into the sea in areas, where it is permitted. Solid domestic wastes are transported to disposal areas, and oily rugs and filters are treated by the Vanino Branch in the disposal (burning) station Forsazh-1.
2. Ecological services terms and conditions
Terms and conditions of services on liquidation of oil and/or oil products leaks from the surface of the Vanino seaport water area
The Vanino Branch conducts works on liquidation of emergency oil and/or oil products leaks from the surface of the water facilities in the Vanino seaport water area according to the terms and conditions of a standard contract on providing an oil garbage disposal vessel (further referred to as Contract).
To negotiate a Contract, the client shall file an application to the Vanino Branch by fax: +7 (42137) 766-90 or send a scanned copy by e-mail: firstname.lastname@example.org. The application is reviewed within 5 working days, and if it is technicaly possible to provide the requested services, the client is sent two copies of draft Contract for signing. The signed contract shall be returned to the Vanino Branch.
Services on liquidation of oil and/or oil products leaks from the surface of the Vanino seaport water area are provided according to the terms and conditions stipulated in the Contract.
In emergency cases, if prompt liquidation of oil and/or oil products leaks from the surface of the Vanino seaport water area is required, the client may send an application to the Vanino Branch by fax: +7 (42137) 766-90 or send a scanned copy by e-mail: email@example.com and provide the security of payment for the requested works.

Terms and conditions of services on collecting shipboard wastes
According to Compulsory Regulations on the Vanino seaport and the Siziman wood loading station, approved by the FSU “Administration of the Vanino Seaport” in 2005, vessels, which did not deliver oily mixtures, oily remains, domestic waters, waste, and the tanker (container) capacities of which do not enable them to reach the next port, or to dump wastes in a permitted area according to the MARPOL 73/78 Convention, are not authorized to exit the seaport of Vanino.
Vessels which have enough capacites for storing shipboard wastes until the next port call or dumping wastes in the permitted areas, are exempt from compulsory delivery of shipboard wastes.
In order to deliver shipboard wastes, as well as from vessels which are exempt from compulsory delivery of shipboard wastes, the vessel captain/ship owner/sea agent shall file an application to the Vanino Branch fax: +7 (42137) 766-90, or e-mail a scanned copy to: firstname.lastname@example.org or contact the captains of bilge-water removing ship Koppi, or oil garbage disposal ship Bolshoy on channel 16 UHF (call signs “Koppi”, or “Bolshoy”) and provide necessary information according to the application. The application is reviewed by the branch within 24 hours. If the requested services are technically possible, and the start time and amount of wastes being negotiated, a vessel of the Vanino Branch ecological fleet approaches the designed place to collect shipboard waste. After the works are finished, a bilateral act, signed by the captains and stamped by the vessels stamps, describing the duration of works, types and amounts of shipboard wastes is made.
The Vanino Branch charges ecological dues for providing services on collecting shipboard wastes in the seaport of Vanino. Services on collecting shipboard wastes from vessels, exempt from compulsory delivery of shipboard wastes, are provided according to the Vanino Branch tariffs. Information on the tariffs is available in the section “Harbor Dues and Tariffs of the Vanino Branch”.
To get a discount on ecological dues, a ship owner/sea agent shall submit to the Vanino Branch at 2, Zheleznodorozhnaya, Vanino village, 682860, or by fax: +7 (42137) 766-90, or e-mail: email@example.com copies of the following shipping documents:
- international certificate on prevention of pollution of the sea by oil (with amendments A or B);
- international certificate on prevention of pollution by domestic waters;
- certificates on prevention of littering – for Russian ships, and corresponding certificates of the country of their nationality - for foreign ships.
