1. Harbor Dues Rates in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk, Sovetskaya Gavan
In accordance with Minister of Transport Order No. 387 dated 31.10.2012 “On approval of the harbor dues list in the seaports of Russian Federation” (as amended and augmented), the following harbor dues are charged in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk, Sovetskaya Gavan:

2. Terms of application of harbor dues, except investment harbor dues, charged by FSUE “Rosmorport” from vessels in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan
Terms of application of harbor dues in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan are established by Order No. 223/16 of the FAS of Russia dated 10.03.2016 with the specifications established by Order No. 711/16 of the FTS of Russia dated 06.06.2016 as well as FAS Order No. 1588/19 of 03.12.2019 and Orders of FSUE "Rosmorport", No. 552 of 15.12.2020 (amended on 16.12.2021, on 08.06.2022) and No. 555 of 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022).
Harbor dues rates are applied for payments for services provided by the FSUE “Rosmorport” Vanino Branch, for the use of the certain seaport infrastructure facilities, ensuring safety of navigation in seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan, and approaches to them.
Harbor dues are paid by Russian and foreign shipowners or their authorized persons for vessels port calls at the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan, departure from the seaports, as well as its transiting through the corresponding seaports.
Harbor dues in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan are established for Russian vessels navigating under the state flag of the Russian Federation (hereinafter - Russian vessels) and vessels navigating under the flags of foreign states (hereinafter - foreign vessels).
Harbor dues rates in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan are established for Russian vessels in foreign traffic and foreign vessels, as well as for Russian vessels in coastal navigation, and are differentiated according to the types of vessels:
- all vessels, except ro-ro ships, dry-cargo ships, container ships and tankers;
- ro-ro ships, dry-cargo ships, container ships;
- tankers.
Foreign vessels carrying out cabotage voyages, pay harbor dues at the rates established for foreign vessels in foreign traffic.
Flag and type of vessel are determined by the vessel's documents.
For the purposes of applying the harbor dues rates, flag of tug and tow is determined by the flag on the self-propelled part.
Harbor dues rates are established per unit of gross tonnage indicated in the Rating Certificate.
Calculation of harbor dues for tankers with isolated ballast tanks is made without taking into account the gross tonnage of isolated ballast tanks indicated in Rating Certificate.
In the absence of information in the Rating Certificate about gross tonnage of the isolated ballast tanks and on reduced gross tonnage of the tanker, harbor dues are calculated with a coefficient of 0.9.
For the calculation of harbor dues, passenger vessel with gross tonnage more than 40,000 is considered to be equal to gross tonnage of 40,000.
Harbor dues for vessels without Rating Certificate are calculated according to conditional vessel volumetric capacity, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35.
At calling at the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan, harbor dues are paid according to the voyage on which the vessel entered the corresponding seaport. When vessel departures from the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan, harbor dues are paid according to the voyage on which the vessel departed from the corresponding seaport. Ecological Dues are paid according to voyage, on (coastal or foreign) on which the vessel entered the seaport of Vanino.
Vessel calling at the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Sovetskaya Gavan without cargo pay harbor dues (including ecological dues) according to voyage for carrying out of which the vessel called at the seaport. Vessel departing from the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Sovetskaya Gavan pay harbor dues according to voyage on which the vessel entered the corresponding seaport.
Vessel calling at the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Sovetskaya Gavan without performing cargo and passenger operations, and also transiting through the corresponding seaport water area, pay harbor dues according to rates of the current voyage (coastal or foreign).
Harbor dues rates (except for pilotage dues and navigation dues regarding vessel traffic system (hereinafter – VTS)) for vessels calling at the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Sovetskaya Gavan without carrying out operation with cargo and servicing passengers, transiting through the corresponding seaport water area, except for cases stipulated in paragraphs 1.12, 1.14 of FTS of Russia Order No. 223/16 dated 10.03.2016, are applied with coefficient 0.5.
Gross tonnage of tug and tows, convoys and other composite floating objects (including rafts) when calculating dues (except ecological dues) is defined as the sum of gross tonnage of all the constituent elements of floating objects. If the separate objects of tug and tow have a different type, harbor dues are calculated separately for each part of the composite floating object with the use of rates for the corresponding type. In the absence of gross tonnage of floating objects, calculation is made according to conditional volumetric capacity of floating objects, estimated in cubic meters, by multiplying three vessel's dimensions - overall length, overall breadth and depth overall indicated in vessel's documents, with coefficient 0.35. When determining conditional volumetric capacity of a raft, raft's draft is taking into account instead of depth overall.
Harbor dues from lighter carrier conducting cargo operations with lighters, are calculated with the total gross tonnage of the lighters discharged when calling at seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur or Sovyetskaya Gavan, and loaded prior to departure from the corresponding port.
Harbor dues rates are not applied to the following vessels:
- training, simulation training vessels and training and production vessels used for educational activities;
- vessels carrying out government supervisory and control functions;
- warships (including warships under foreign flags) and military support vessels;
- vessels intended for the protection and preservation of the marine environment not used for commercial purposes;
- vessels intended for search and rescue operations not used for commercial purposes.
Harbor dues rates, except pilotage dues, are not applied to the following vessels:
- icebreakers;
- scientific and research vessels;
- small boats;
- pleasure boats no longer than 20 m;
- sport sailing ships;
- vessels carrying out transportation of persons between raid and port berths with capacity less than 500 kW;
- vessels carrying out operations on servicing and supply of vessels, port infrastructure facilities and operating in the water areas of the sea port and the adjacent water areas of several seaports;
- vessels passing sea trials.
For payment by vessels listed in paragraphs 1.11 and 1.12 (except subparagraph 5) of Order No. 223/16 of FAS Russia dated 10.03.2016, harbor dues rates are applied to the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk or Sovetskaya Gavan, if the vessels carry out operations with cargo and passenger servicing, as well as towage between the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk or Sovetskaya Gavan, without adjacent water areas.
Harbor dues rates, except pilotage dues and navigation dues regarding VTS, are not applied to the following vessels:
-
vessels coming from the sea to outer road on approaches to the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk or Sovetskaya Gavan and exiting from them to the sea, without performing any operations on the roads;
-
vessels calling at the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk or Sovetskaya Gavan per force, due to threat of vessel safety, life or health of the crew and passengers, without performing in the relevant seaport of operations with cargo and passenger servicing;
- vessels calling at the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk or Sovetskaya Gavan for emergency repairs without performing in the respective seaports of cargo operations and passenger servicing.
For vessels repeatedly calling at the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan, after leaving the relevant seaport under decision of the port authorities or for carrying out compass deviation, harbor dues, except pilotage dues, shall not be applied.
The given harbor dues rates are basic, to which the coefficients specified in this Regulation are applied. When several coefficients are applied to vessel, they are sequentially multiplied.
Russian vessels of the fishing fleet proceeding to the internal sea waters, territorial sea, exclusive economic zone and the continental shelf of the Russian Federation and back without calling at foreign ports, pay harbor dues in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavanat the rate for coastal navigation.
Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources and produced from them fishing and other products for processing or sale in the territory of the Russian Federation, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan at the coastal navigation rates with coefficient 0.3.
Russian vessels up to 35.0 m long, carrying out coastal fishery in the internal sea waters and territorial sea of the Russian Federation shall be exempt from payment of harbor dues in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan.
Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization and processing are in effect, pay harbor dues (except transport security dues for the seaport water area) in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan with the coefficient 0.9.
Russian vessels, which are equipped with facilities to store catches in live, fresh or cooled state and perform fishing in inland sea waters, in territorial waters, in an exclusive economic zone, in the continental shelf of the Russian Federation, in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean the purpose of which is to deliver catches of water biological resources in live, fresh or cooled state for subsequent realization and processing to the territory of the Russian Federation are in effect, pay harbor dues in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan at the rates of coastal shipping with the coefficient 0.3.
When transporting (towing) between the seaports of the Russian Federation, Russian ships (composite floating objects, including rafts) proceeding from inland waterways (regions of the Russian Federation rivers) to the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan (including transiting through the seaports), and back, pay harbor dues at the coastal navigation rates.
Passenger ro-ro vessels, and also ro-ro vessels, which have passenger certificate, pay harbor dues at rates and under rules established for ro-ro vessels.
Vessels navigating between non-adjacent water areas of one seaport, in case of obtaining a permission for multiple short-term exit from the seaport and entrance to the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk or Sovetskaya Gavan, provided in Compulsory regulations in the corresponding seaport, pay harbor dues once at first exit from the seaport and entrance to the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk or Sovetskaya Gavan and in accordance with this permission.
Pilotage dues in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan are charged for vessel pilotage within a specified area of compulsory (optional) pilotage of vessel calling at the seaport, departing from the seaport, navigating within the seaport water area or transiting through the corresponding seaport (hereinafter – pilotage) and for each pilot operation specified in paragraph 5.4 of Order No. 223/16 dated 10.03.2016 of the FAS Russia which starts/ends with pilotage.
The boundaries of areas of compulsory (optional) pilotage, and the procedure for the provision of pilotage services by the FSUE “Rosmorport” Vanino Branch in the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gava are specified in section “Pilotage services of the Vanino Branch”.
Pilotage dues in the seaport of Vanino include dues for vehicles used for delivery and removal of pilot from vessel.
In accordance with FSUE "Rosmorport" Order No. 555 of 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) pilotage dues in the seaports of De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk, and Sovetskaya Gavan do not include dues for vehicles used for delivery and removal of pilots from vessels.
Services for delivery and removal of pilots from vessels are rendered in the seaports of De-Kastri and Sovetskaya Gavan by the Vanino Branch in accordance with the procedure for provision of crew boats and tariffs for crew boats services of the Vanino Branch.
Services for delivery and removal of pilots from vessels in the seaports of Cape Lazarv, Nikolaevsk-on-Amur, and Okhotsk are rendered by other business entities providing crew boats to interested organizations.
Pilotage dues for pilotage shall be paid for each mile. Incomplete mile is considered complete mile.
Pilotage dues shall be paid for each independent pilot operation, including:
1) anchorage, attaching to mooring buoys;
2) unanchor, getting off mooring buoys;
3) mooring to berth;
4) unmooring from berth;
5) leading to/from dock.
Pilotage dues for pilotage between berths, berth and raid, and back shall be paid at the rates of pilotage for each mile. Incomplete mile is considered complete.
For vessels (except passenger) operating on the lines opened under the established by the legislation of the Russian Federation procedure, pilotage dies rates are applied with coefficient of 0.8.
For calculation of the amount of pilotage dues, gross tonnage of small boats, sports sailing ships, pleasure boats is determined in accordance with the provisions of paragraph 1.7 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.
In accordance with the order of FSUE "Rosmorport" No. 555 dated 15.12.2020 (amended on 16.12.2021, on 08.06.2022, on 16.12.2022) to calculate the amount of pilotage dues:
- in the seaports of Vanino and Sovetskaya Gavan, a vessel with a gross tonnage of up to 3,000 is considered equal to a vessel with a gross tonnage of 3,000;
- in the seaports of Nikolaevsk-on-Amur and Okhotsk, a vessel with a gross tonnage of up to 2,000 is considered equal to a vessel with a gross tonnage of 2,000.
While shifting vessel alongside the berth with a pilot on a board, pilotage dues are paid for the operation with coefficient of 0.5.
In case of refusal of services of the pilot, called on the vessel, 50% of the pilotage dues shall be paid for pilotage and operation, established for the service for which the pilot was called.
Vessels carrying out operations on servicing and supply of vessels in the water areas of the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan and the approaches to them, including the inner and outer roads, infrastructure facilities of the corresponding seaport , using the services of a pilot, pay pilotage dues according to the coastal navigation rates.
In accordance with the order of FSUE "Rosmorport" No. 555 dated 15.12.2020 (as amended on 16.12.2021, on 08.06.2022, on 16.12.2022) pilotage dues in the area of compulsory pilotage of vessels No. 1, determined by the order of the Ministry of Transport of Russia dated 24.12.2013 No. 483 "On approval of Compulsory Regulations in the seaport of Nikolaevsk-on-Amur", paid with a coefficient of 1.5.
Lighthouse dues are charged for call at the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan and exit of the vessel from the seaport or transiting through the corresponding seaport water area.
Navigation dues are charged for entry to the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, and Sovetskaya Gavan and vessel’s departure from the corresponding seaport. For vessels transiting through the seaport of Vanino and seaport of De-Kastri water areas, navigation dues are charged at the rate of navigation dues regarding the VTS.
The Vanino Branch renders navigation services with the use of the Vanino VTS and De-Kastri VTS. Description of coverage area boundaries of Vanino VTS and De-Kastri VTS, as well as the procedure for the provision of navigation services by the Vanino Branch with the use of Vanino VTS and De-Kastri VTS can be found in section “Navigation Services of the Vanino Branch”.
Vessels, except for passenger, not operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, during successive loading or unloading in several Russian seaports during one voyage before entering the seaport of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, or Sovetskaya Gavan, pay navigation dues in full at the first port call, and in the following seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, and Sovetskaya Gavan –with coefficient 0.5 to the established rates of navigation duties in the respective seaport.
Passenger vessels pay navigation dues in each seaport of call: Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, or Sovetskaya Gavan, once per a calendar year at the navigation dues rate, when entering the seaport and the departing from the corresponding seaport for the first time.
From the second entering to the seaports of Vanino or De-Kastri, passenger vessels pay navigation dues at the rate of the navigation dues regaring VTS for each vessel’s port call and departure from the seaport of Vanino or the seaport of De-Kastri. In the seaports of Cape Lazarev, Nikolaevsk-on-Amur, or Sovetskaya Gavan, where navigation dues rates regarding VTS are not established, passenger vessels pay navigation dues with coefficient 0.25 to the established rates for each port call and departure from the seaport from the second entering to the seaport.
For vessels (except for passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, a coefficient 0.8 is applied to the rates of navigation dues.
Vessels listed in paragraph 1.14 of Order No. 223/16 dated 10.03.2016 of the FAS Russia, pay navigation dues at the rate of navigation dues related to VTS for each call at the seaport of Vanino or the seaport of De-Kastri and departure from the corresponding seaport.
Ecological dues are charged in the seaport of Vanino, equipped with technical means for receiving of all types of waste from vessels: waste, oily waters and sewage (except ballast waters).
Vessel not presented shipboard waste is not exempt from payment of the ecological dues.
Receiving of waste from vessels is carried out by the FSUE “Rosmorport” Vanino Branch with the use of necessary transport means and equipment for receiving, transportation and disposal of shipboard wastes. Procedure for provision of the ecological services on receiving waste from vessels by the “Rosmorport” Vanino Branch is specified in section “Ecological Dues of the Vanino Branch”.
During the stay of vessel in the seaport of Vanino up to 10 days, the base rate of ecological dues is applied for calculation of the ecological dues.
During the stay of vessel in the seaport Vanino over 10 days and up to 30 days, a coefficient of 1.3 is applied the base rate of the ecological dues.
After 30 days, ecological dues will be charged in the manner prescribed by paragraph 8.1 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.
When calculating time of the vessel’s stay in the seaport of Vanino incomplete days are rounded upward to full days.
Vessel not presented shipboard wastes is not exempt from payment of the ecological dues, except vessels listed in paragraph 8.4 of Order No. 223/16 of the FAS of Russia dated 10.03.2016.
Ecological dues rates are not applied to the following vessels:
1) vessels carrying out operations only in the outer roads on the approaches to the seaport of Vanino;
2) non-self-propelled vessels;
3) transit vessels;
4) passenger vessels.
The reception of wastes from vessels, in respect of which rates of ecological dues are not applied, is carried out on a paid basis.
In accordance with the Order No. 552 of 15.12.2021 (amended on 09.08.2021, on 16.12.2021, on 08.06.2022) of FSUE “Rosmorport” vessels giving away liquid waste in the seaport of Vanino pay ecological dues with a coefficient of 1.5.
Icebreaker dues are charged for vessel’s call at the seaport of Vanino and departure from the seaport, or transiting through the corresponding seaport water area.
Information on procedure and terms of provision of compulsory icebreaking services to vessels proceeding to/from the seaport of Vanino by the Vanino Branch can be found in section “Icebreaking services of the Vanino Branch”.
For vessels (except passenger vessels), operating on the lines opened in the manner prescribed by the legislation of the Russian Federation, coefficient 0.8 is applied to the rates of icebreaker dues.
Icebreaking dues rates are not applied to the following vessels:
a) vessels with Arc7 ice class according to the classification of the Russian Maritime Register of Shipping or relevant classes of other classification societies, navigating independently, without icebreaker escort;
b) passenger vessels
Vessels with Arc 5 and Arc 6 ice classes (according to the classification of the Russian Maritime Register of Shipping or relevant classes of other classification societies).
Seaport water area transport security dues
Water area transport security dues are charged for call at the seaport of Vanino, De-Kastri, Nikolaevsk-on-Amur or Sovetskaya Gavan and exit of the vessel from the seaport or transiting through the corresponding seaport water area.
Water area transport security dues charged for the services rendered by the Vanino Branch in the seaports of Vanino, De-Kastri, Nikolaevsk-on-Amur or Sovetskaya Gavan are not applied to:
- Russian vessels engaged in fishing in the inland waters, territorial sea, exclusive economic zone, continental shelf of the Russian Federation, the purpose of which is delivering water catches of biological resources, as well as fish and other products produced from them, for processing or sale in the territory of the Russian Federation;
- Russian vessels performing fishing in the areas where Russian international treaties in the field of fishing and protecting biological resources and in the open area of the World Ocean and delivering them to the territory of the Russian Federation for the purpose of the subsequent realization.
Levying of the seaports of Cape Lazarev and Okhotsk water areas transport security dues is carried out either after the approval by FSUE “Rosmorport” of temporary seaports of Cape Lazarev and Okhotsk water areas transport security dues rates, charged by FSUE “Rosmorport” in accordance with Order No. 387 dated 31.10.2012 before approval of the seaports of Cape Lazarev and Okhotsk water areas transport security dues rates by the authority for state regulation of rates in the established manner, or in accordance with orders of the state regulatory body on approval of the seaports of Cape Lazarev and Okhotsk water areas transport security dues rates entered into force in the prescribed manner.
3. Terms of application of investment harbor dues charged by FSUE "Rosmorport" from vessels in the seaports of Vanino and De-Kastri
The terms of application of investment harbor dues in the seaports of Vanino and De-Kastri are determined by the Decree of the Government of Russia No. 616 of May 18, 2019 "On determination of the size of the investment harbor dues, on its collection and application".
The amount of the investment dues is determined per unit of gross capacity of the vessel specified in the measuring certificate of the vessel (for tankers with isolated ballast tanks it is determined without taking into account the gross capacity of isolated ballast tanks specified in the measuring certificate).
The investment dues are paid by Russian and foreign shipowners (their authorized persons) once for entering vessel to the seaports of Vanino and De-Kastri or its departure from the seaport.
The investment dues are applied to:
- vessels during foreign navigation used for the transportation of goods, including by sea, except for ferries;
- ferries and passenger vessels during foreign navigation, including those used on sea lines (provided that objects of federal property intended for the maintenance of ferries, passenger vessels and passengers are included in the program at the suggestion of FSUE "Rosmorport");
- vessels of the fishing fleet arriving on the territory of the Russian Federation from a foreign seaport or departing from the territory of the Russian Federation to a foreign seaport (provided that objects of federal property intended for the maintenance of vessels of the fishing fleet is included in the program at the suggestion of FSUE "Rosmorport").
The type of vessels is determined in accordance with vessel documents.
Due to the absence in the program of capital investments of FSUE "Rosmorport", approved by the Ministry of Transport of Russia, of objects of federal property intended for proving services to ferries, passenger vessels and passengers, as well as for proving services to vessels of the fishing fleet in the seaports of Vanino and De-Kastri, investment dues are not applied to these types of vessels.
The investment dues shall not be applied to a vessel if it:
- re-enters the seaports of Vanino and De-Kastri after its departure from the seaport by decision of the seaport captain or for deviation works;
- enters the seaports of Vanino and De-Kastri without carrying out cargo operations (including transshipment), passenger maintenance operations, as well as passes the seaport in transit.
4. Procedure of Payment of Harbor Dues to the FSUE “Rosmorport” Vanino Branch
The contract shall be concluded by its acceptance, in particular, without signing it by the parties thereto, and shall be as valid as a contract signed by the parties.
Acceptance shall be deemed any written notice of a vessel call to the seaport sent by the shipowner (agent or other person authorized by the shipowner) in accordance with the mandatory regulations being in force at the respective seaport, or carrying out conclusive actions aimed at obtaining the services provided by the enterprise in connection with the vessel call/exit and its stay in the seaport, as well as with its transit passage through the seaport water area.
Acceptance of the offer to provide vessel pilotage services in accordance with the Contract shall be deemed to be the submission of a request by the shipowner (agent or other person authorized by the shipowner) for the provision of this type of services.

For payment of harbor dues shipowner and/or marine agent or his legal representative shall submit an application and a copy of documents confirming the authority of the shipowner's agent or other person authorized to represent the shipowner, certified by the signature of the head and the seal of the organization to the Vanino Branch by fax: +7 (42137) 766-90, extention 128, or send a scan via email: a.ten@van.rosmorport.ru. It is recommended to send the application to the Vanino Branch no later than three days before the entry of the vessel into the appropriate seaport. The application will be considered by the Vanino Branch within two days and a copy of the compiled invoice for payment of harbor dues will be sent to the email of the shipowner and/or marine agent or his legal representative or through the electronic document management system a formalized invoice for payment of harbor dues will be sent in the form of Appendix No. 2 to the Contract, which must be paid in accordance with the terms of the Contract. Payment documents must contain the number of the invoice issued by the Vanino branch. The original invoice for payment of harbor dues is sent by the Vanino branch by mail or delivered to couriers to the address: the inter-settlement area of the Vaninsky municipal district, Territory Zheleznodorozhnaya, 70, building A, Khabarovsk Territory, Russia (from Monday to Friday from 8:48 to 17:15 Khabarovsk time, lunch break from 12:30 to 13:45).
In case of failure to transfer money for payment of harbor dues in the established manner, the Vanino Branch is entitled to apply to the captains of the seaports of Vanino, De-Kastri, Cape Lazarev, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan for refusal to issue permission for vessel’s departure from the corresponding seaport in accordance with Subparagraph 4 of Paragraph 1 of Article 80 of the Russian Federation Merchant Shipping Code.
II. Tariffs for Other Services Rendered by the FSUE “Rosmorport” Vanino Branch
Additional icebreaking services for individual icebreaker assistance
During the winter navigation period, after the captain of the Vanino seaport issued an order imposing restrictions on the ice navigation regime, if there is a technical possibility of providing an icebreaker, the Vanino branch provides, on a contractual basis, additional icebreaking services for individual icebreaker assistance for vessels that do not meet the requirements for the ice-class and capacity of the vessel power plant.
Individual icebreaker assistance is organized and carried out in order to ensure navigation in the seaport of Vanino and on the approaches to it.

The calculation of the cost is based on the actual time of use of the icebreaker. When calculating the hourly cost of icebreaker services, the actual time of use of the vessel in minutes is taken into account, with subsequent conversion of minute time into hourly time. Time in hours is counted with two decimal places.
The terms and conditions for provision and payment for additional services for individual icebreaker assistance is determined by the terms and conditions of the contractual order for the provision of relevant services, concluded in the prescribed manner and specified in the section "Icebreaking Services of the Vanino Branch".
The Vanino Branch renders services on pilotage on the Amur River.
Tariffs for stay of pilot of the Vanino Branch on board of vessel during pilotage on the Amur River are: 1,355.42 RUB per hour (VAT excluded) and 1,626.50 RUB per hour (VAT included). The cost of the Vanino Branch pilot stay on board of vessel during conduction of loading and unloading operations is calculated with application of coefficient 0.5 to the tariff for per diem allowance of pilot.
The cost of pilotage services is calculated according to actual duration of stay of the Vanino Branch pilot on board of vessel.
Conditions of rendering and paying for the pilotage services of the Vanino Branch for vessels navigating on the Amur River are established by provisions of the contract for rendering the following services, concluded in the prescribed manner and provided in section “Pilotage services of the Vanino Branch”.
The Vanino Branch render additional ecological dues on collection of waste from vessels exempt from payment of ecological dues in the seaport of Vanino, as well as services on oil and/or oil products spill response from water bodies surfaces in the seaport of Vanino water area.

When calculating the cost of vessels for crew boats provision, actual time in minutes is used and later converted into hours. The time in hours is used with two digits after comma.
Terms for provision and payment of services for crew boats provision are established by the provisions of the contracts for the corresponding services provision, concluded in the prescribed manner, can be found in section “Crew Boats Services of the Vanino Branch”.
Geodesic and Hydrographic Services
The Vanino Branch on a contract basis provides geodesic and hydrographic services in the waters of Vanino, De-Kastri, Nikolaevsk-on-Amur, Okhotsk and Sovetskaya Gavan seaports.
The cost of geodesic and hydrographic works of the Vanino Branch is calculated on the basis of the agreed scope of work based on the “Reference Book of Basic Prices for Engineering Surveys for Construction No. 4, year of 2000. Engineering and Hydrographic Works. Engineering and Hydrometeorological Surveys on Rivers. UDK 624.131.3.003.13:338.5(083.78)”, approved by the Department of Research and Design and Survey Works of the Gosstroy of Russia (letter No. 5-11/91 of September 26, 2000), adjusted for the indices of change in the cost of work for the current period of time.
The terms of providing services and the procedure for payment for geodesic and hydrographic works, performed by the Vanino Branch, are determined by the contract for providing relevant services, concluded in accordance with the established procedure, specified in the section “Geodesic and Hydrographic Services of the Vanino Branch”.
