Arkhangelsk Branch History

     The Arkhangelsk Branch of FSUE “Rosmorport” was created in September, 2003 by FSUE “Rosmorport” order dated 17.09.2003 № 22/OD approving the Statute for the FSUE “Rosmorport” Arkhangelsk Branch. 


     In October, 2003 the branch received a tax registration certificate in Inspection of Federal Tax Authority of Russia for Arkhangelsk. 

 

     2004


     In April, 2004 by FSUE “Rosmorport” order dated 20.04.2004 № 145/K N.M. Pravilov was appointed Director of the FSUE “Rosmorport” Arkhangelsk Branch. He is holding this position at present. 


     In accordance with orders of Ministry for Property Relations of Russia dated 29.04.2004 № 153-r, 5.05.2004 № 1592-r, 26.05.2004 № 1648-r federal property withdrawn from FE “Sea Administration of the Port of Arkhangelsk” was secured to FSUE “Rosmorport” on the right of economic authority. By FSUE “Rosmorport” order dated 31.05.2004 № 816/OD the FSUE “Rosmorport” Arkhangelsk Branch received the property mentioned above.


     By order of Ministry of Transport of Russia dated 31.05.2004 № 17-r from 1 June, 2004 the FSUE “Rosmorport” Arkhangelsk Branch began collecting dues and carrying out economic activity in the seaport of Arkhangelsk. 

 

     2005


     In September, 2005 by the order Territorial Department of Ministry of Property Relations of Russia for Tyumen dated 22.09.2005 № 327/02 the icebreaker “Kapitan Evdokimov” was assigned to the FSUE “Rosmorport” Arkhangelsk Branch. This fact let the branch extend volume and geography of icebreaker services, rendered by the FSUE “Rosmorport” Arkhangelsk Branch. 


     In May, 2005 the detached subdivision “Onega” in the structure of the FSUE “Rosmorport” Arkhangelsk Branch, with the purpose of exploitation of state property assigned to the Branch under the agreement of free use with Territorial Department of Ministry of Property Relations for Arkhangelsk Region.

 

     In June, 2005 by the FSUE “Rosmorport” order dated 28.06.2005 № 277/OD amendments were made to the FSUE “Rosmorport” Arkhangelsk Branch Statute concerning the beginning of the FSUE “Rosmorport” Arkhangelsk Branch activities in the seaport of Mezen.


     In November, 2005 amendments were made to the Statute for the FSUE “Rosmorport” Arkhangelsk Branch, extending FSUE “Rosmorport” Arkhangelsk Branch authority. 

 

     2006


     In April, 2006 the property situated in the seaport of Onega and Solovetsky Isles, earlier used by the branch under free use agreement, was fixed after FSUE “Rosmorport” on the right of economic authority by order of Territorial Department of Ministry of Property Relations of Russia for Arkhangelsk Region dated 28.03.2006 № 217-r. By FSUE “Rosmorport” order dated 15.05.2006 № 208a/OD the above mentioned property was transferred to the FSUE “Rosmorport” Arkhangelsk Branch. 


     In July, 2006 the Dikson and Kapitan Kosolapov were transferred to the FSUE “Rosmorport” Arkhangelsk Branch by the order of Territorial Department of Ministry of Property Relations of Russia for Arkhangelsk Region; icebreaker fleet of the branch was enlarged up to 4 items, having significantly improved icebreaker pilotage services provided by the FSUE “Rosmorport” Arkhangelsk Branch in the region. 

 

     2007

 

     In May, 2007 by FSUE “Rosmorport” order dated 7.05.2007 № 194 the FSUE “Rosmorport” Arkhangelsk Branch got into possession of the Temruksky dredger (later renamed Arkhangelsky), which let the branch carry out  dredging works in the water areas of the seaport of Arkhangelsk and approaching canals.

 

     In July, 2007 due to the changes of the branch zip code by the FSUE “Rosmorport” order dated 11.07.2007 № 279 appropriate amendments were made to the Statute for the FSUE “Rosmorport” Arkhangelsk Branch.

 

     2008


     In September, 2008 by FSUE “Rosmorport” order dated 24.09.2008 № 408 the Statute for the FSUE “Rosmorport” Arkhangelsk Branch was amended with regard to organization of the branch activity in Naryan-Mar Seaport. 


     In October, 2008 by order of Territorial Department of Ministry of Property Affairs of Russia for Nenets Autonomous Area dated 15.10.2008 № 60-r state property situated in the seaport of Naryan-Mar was transferred to the FSUE “Rosmorport” Arkhangelsk Branch. New detached branch subdivision in the seaport of Naryan-Mar was formed in the structure of the FSUE “Rosmorport” Arkhangelsk Branch. 

 

     2009


     In October 2009 by FSUE “Rosmorport” order dated 20.10.2009 No. 445 the Arkhangelsk Branch received the RZhD-07-30 boat (later renamed Alkor), which is designed for maintenance of the coastal and floating aids to navigation in Arkhangelsk Seaport.

 

     2010


     In March 2010 the Arkhangelsk Branch bought the Marlin-1 boat in order to deliver the branch’s pilots to/from vessels in Naryan-Mar Seaport.

 

     2011


     In December 2011, in accordance with FSUE “Rosmorprot” order dated 28.12.2011 No. 927 the Arkhangelsk Branch commissioned the Marlin-2 boat, which is used for transportation of the branch’s pilots to vessels and maintenance of aids to navigation in Arkhangelsk Seaport.

 

     2012


     In July 2012 by FSUE “Rosmorport” order dated 27.07.2012 № 467 the FSUE “Rosmorport” Arkhangelsk Branch Statute was approved as amended.


     In August 2012, in accordance with FSUE “Rosmorport” order dated 22.08.2012 No. 530 the Arkhangelsk Branch received the newly constructed Lebedin multi-purpose boat, which is used for transportation of the branch’s pilots to/from vessels, delivery of crews, state committee members and passengers to vessels remaining off the harbour in Arkhangelsk Seaport, and also for inspection of navigable passages.


      In October 2012 the Arkhangelsk Branch Director was entitled to supervise over the course of construction of federal property facilities in Sabetta Seaport, the client constructor of which is FSUE “Rosmorport”.


     In December 2012 the Arkhangelsk Branch started to provide ice advisory services in order to ensure safe navigation of vessels in ice within the White Sea, from the ice edge till the bouy “Mudyugskiy No.1” of Arkhangelsk Seaport and backwards.

 

     2013


     In April 2013 by FSUE “Rosmorport” order dated 22.05.2013 No. 229 The Statute on the FSUE “Rosmorport” Arkhangelsk Branch was amended, and the branch was entitled to provide icebreaking services in the Northern Sea Route water area.


     In July 2013 by FSUE “Rosmorport” order dated 08.07.2013 No. 319 the Statute on the FSUE “Rosmorport” Arkhangelsk Branch was amended as the branch started to conduct activities in Sabetta Seaport. Also in that month, in accordance with FSUE “Rosmorport” order dated 01.08.2013 No. 396 the Arkhangelsk Branch received a newly constructed lotsmeister boat called Vavchuga, which enabled the branch to maintain aids to navigation in the seaport of Arkhangelsk and Onega.


     In August 2013 by FSUE “Rosmorport” order dated 09.07.2013 No. 117-sh the Sabetta subdivision was created in the Arkhagelsk Branch in order to conduct the branch’s activities in Sabetta Seaport. Also in that month, in order to render navigation assistance in Sabetta Seaport the Arkhangelsk Branch started to provide ice advisory services to ship masters of vessels calling at Sabetta Seaport, connected to consultations on safe navigation of vessel calling at/leaving Sabetta Seaport through temporary fairways (channels), and berthing at temporary berths for handling cargo.

 

     2014


     In July 2014 by FSUE "Rosmorport" order dated 25.07.2014 No. 307 the Statute on the Arkhangelsk Branch was amended as the list of the activities permitted to the Arkhangelsk Branch was supplemented by six new activities involving: 
     a) activities in the field of usage of the ionizing radiation sources (generators);
     b) organization of repairs, technical and general maintenance and provision of vessels;
     c) participation of the branch in provision of transport security in seaports;
     d) maintenance in proper technical condition, organization of technical support, repairs, reconstruction and new construction of engineering and technical means for provision of transport security in the water areas of the seaports of the Russian Federation;
     e) participation of the branch in creation and maintenance of the marine areas А1, А2, А3, А4 of the Global Marine Distress and Safety System, including the marine areas А3/А4 in the Northern Sea Route water area;
     f) performance of the functions of NAVAREA coordinator in geographical areas NAVAREA XX and XXI.


     In December 2014 in accordance with FSUE “Rosmorport” order dated 19.12.2014 No. 549 due to wearing out and total loss of technical characteristics during operation, two antenna devices ANT-1RT (N-32m) built in 2001 were wrote off the balance sheet of the Arkhangelsk Branch and recycled.

 

     2015


     In February 2015 Arkhangelsk Branch started to provide pilotage services to vessels of all types making port calls to Sabetta Seaport, and completed providing services of captain advisors in that seaport.

 

     In May 2015 in accordance with FSUE “Rosmorport” Order No. 203 dated 23.05.2014, Berth No. 141 constructed in 1915 and in 2012 found unfit for further operation by the results of examination was removed from the Arkhangelsk Branch books.

 

     In June 2015, according to Rosmorrechflot Order No. AD-418-р dated 27.10.2014 two sea channels, which were previously assigned to FBI “White Sea Canal Administration”, located within water area of Belomorsk sea terminal of the seaport of Onega, were assigned to FSUE “Rosmorport” and by FSUE “Rosmorport” order No. 342 dated 05.06.2015 were transferred to economic management of the Arkhangelsk Branch to maintain the channels in proper technical condition for ensuring passage for vessels with a draft of 3.6 m. In the same month, according to FSUE “Rosmorport” Order No. 380 dated 22.06.2015, Regulation of the Arkhangelsk Branch was amended. Following the changes, the list of permitted activities of the Arkhangelsk Branch was expanded by four new activities in the following areas:

         a) evaluation of transport facilities and vessels vulnerability;

         b) plan development to ensure safety of transport infrastructure and vessels;

         c) implementation of activities on water supply and sanitation;

         d) implementation of activities on heating supply.

     In the same month, by Rosmorrechflot Order No. 113 dated 31.12.2014 engineering and technical facilities providing transport safety, comprised of central and stationary station and other facilities, designed for technical surveying of the water area of Arkhangelsk seaport, were assigned to the enterprise and by FSUE “Rosmorport” order No. 335 dated 04.06.2015 were transferred to economic management of the Arkhangelsk Branch.

 

     In July, 2015 in accordance with the FSUE “Rosmorport” Order No. 492/к dated 18.06.2015, N.M. Pravilov was relieved from the post of the Director of the Arkhangelsk Branch at his own request because of retiring. By FSUE “Rosmorport” order No. 493/к dated 18.06.2015, Vasiliy Strugov was appointed the Director of FSUE “Rosmorport” of the Arkhangelsk Branch. Vasiliy Strugov previously held the position of Deputy Director of the FSUE “Rosmorport” Arkhangelsk Branch.

 

     In September 2015, by FSUE “Rosmorport” Order No. 529 dated 11.09.2015, Regulation of Arkhangelsk Branch was amended. Following the changes, the list of permitted activities of Arkhangelsk Branch was expanded by one new activity associated with rendering pilotage services in the water area of Northern Sea Route. Some qualifying amendments were also introduced to the Regulation defining the rights of the Arkhangelsk Branch concerning implementation of permitted activities that require obtaining special permits, licenses and certificates in accordance with the legislation of the Russian Federation.

 

     In October 2015, by the FSUE “Rosmorport” Order No. 535 dated 09.15.2015 and in accordance with the certificate of wear dated 30.10.2015, wireless spreader “horizontal diamond”, built in 2004, was deducted from the account balance of the Arkhangelsk Branch due to extreme technical wear.

 

     In November 2015, by Rosmorrechflot Order No. 112 dated 23.10.2015 engineering and technical facilities that provide transport safety comprised of stationary station and other facilities, designed for technical surveying of the water area of Onega seaport, were assigned to FSUE “Rosmorport” and by FSUE “Rosmorport” order No. 632 dated 06.11.2015 were transferred to economic management of the Arkhangelsk Branch.

 

    In December 2015, in the seaport of Arkhangelsk the Arkhangelsk Branch started providing infrastructure services related to the operation of facilities of engineering and technical means to ensure the Arkhangelsk seaport transport security.

 

     2016

 

     In April 2016, the FSUE “Rosmorport” Arkhangelsk Branch began to provide crew boats services in Onega seaport. The same month in accordance with Act of Commissioning of the Completed Project No KC-14 of April 19, 2016 the completed project root section of the south-eastern ice protection facility, including the artificial plot with revetment (coast protecting constructions as part of parcels I, II, III and IV) in the seaport of Sabetta, designed to protect the area of the seaport of Sabetta from the season's ice movement and ensure its all-year operation, has been placed under economic jurisdiction of the Arkhangelsk Branch.

 

     In June 2016, the Arkhangelsk Branch began providing infrastructure services related to engineering and technical facilities that provide transport safety in Onega seaport.

 

     In July 2016, in accordance with FSUE “Rosmorport” Order No. 310 dated 04.07.2016, the Arkhangelsk Branch received new dredging vessel “Northern Dvina” of project TSHD 2000. The dredging vessel is designed to render dredging operations in the water area of Arkhangelsk and Sabetta seaports. In the same month, according to FSUE “Rosmorport” Order No. 355 dated 29.7.2016, the Arkhangelsk Branch received inshore boat “Solovky” of project DAMEN STAN LAUNCH 804. The inshore boat is designed to deliver pilots to the vessels in Onega seaport as well as to maintain coastal and floating aids to navigation in the water area of the seaport. Besides, in accordance with FSUE “Rosmorport” Order No. 359 dated 29.07.2016, the FSUE “Rosmorport” Makhachkala Branch received offshore tugboat “МЗ-135” from the Arkhangelsk Branch to use it as intended.

 

     In October 2016, in accordance with FSUE “Rosmorport” Order No. 511 dated 17.10.2016, the Kapitan Shershnev mark boat of 02781 project constructed under enterprise's order, designed for use by the Arkhangelsk Branch for servicing navigation aids installed in the seaports of Arkhangelsk, Naryan-Mar, Onega and Sabetta, was transferred to the FSUE “Rosmorport” Arkhangelsk Branch.

 

     2017

 

     In March 2017 under FSUE “Rosmorport” Order No 111 dated March 31, 2017 the FSUE “Rosmorport” Azov Basin Branch Regulations were amended, and the list of the Branch's authorized activities was expanded in the fields of:

     – carrying out functions of a builder customer in designing, constructing (reconstructing) and equipping (technically equipping) buildings, premises and facilities to ensure border, customs and other control in the seaports that is exercised at the Russian border checkpoints;

     – protecting facilities of the transport infrastructure and vehicles from acts of unlawful interference.

The same month in accordance with FSUE “Rosmorport” Order No 65 of March 2, 2017 three navigation markers, the Pulonets, the Baklan and the Shogly, earlier used by Hydrographical Service of the Russian Navy, designed to ensure navigation safety of vessels on the approaches toward and in the water area of the seaport of Onega in the area from of Osinka Island to Karelsky No 1 Entrance Buoy, including safe mooring of vessels on the Dvina and Karelia roads, have been placed under economic jurisdiction of the Arkhangelsk Branch.

 

     In April 2017 in accordance with Order of FSUE “Rosmorport” No. 93 of 24.03.2017 the economic management of the Lebedin patrol boat, which had earlier been operated by the FSUE “Rosmorport” Arkhangelsk Branch, was transferred to the FSUE “Rosmorport” Murmansk Branch for its further use as intended.

 

     In June 2017 under FSUE “Rosmorport” Order No 220 of June 08, 2017 new workboat Spolokhi was transferred to economic management of the Arkhangelsk Branch. The boat is designed to be used by the Arkhangelsk Branch to deliver pilots aboard vessels making calls at the seaport of Arkhangelsk. The same month on the basis of Rosmorrechflot Resolution No 89-RU89506000-Nzh-39/41-2016 of December 9, 2016 to put the facility into operation, and in order to bring data of accounting records into compliance with the Federal Property Register, the facility “Root of the South-Eastern Ice Protection Facility within the Boundaries of an Artificial Plot of Land that Includes Four Plots of Bank Protection, has been divided into four independent items of immovable property: a) Plot I, i.e. a bank protection of vertical type on the inner side of the root of the south-eastern ice protection facility; b) Plot II, i.e. a bank protection of vertical type on the inner side of the south-eastern ice protection facility; c) Plot III, i.e. a bank protection of vertical type on the outer side of the root of the south-eastern ice protection facility; d) Plot IV, i.e. a bank protection of sloping type on the outer side of the root of the south-eastern ice protection facility that are designed for protecting the territory of the seaport of Sabetta from seasonal ice movement and for ensuring the year-round work.

 

     In September 2017 based on the decree of the Russia's Federal Agency for State Property Management Territorial Directorate in Arkhangelsk Region and Nenets Autonomous Area No 248 of August 30, 2017 Berth No 110, No 111 has been assigned to FSUE “Rosmorport”. Under FSUE “Rosmorport” Order No 368 of September 11, 2017 the berth in the seaport of Arkhangelsk has been secured to Arkhangelsk Branch for economic management. The berth is designed for mooring of vessels, in order to be further used by the Branch according to its intended purpose.


     2018


     In March 2018 pursuant to FSUE “Rosmorport” Order No. 314 of August 21, 2017 a house of the track post in the village of Krasnoye, Primorsky District, Arkhangelsk Region, built in 1930, was demounted and reclaimed due to its full physical depreciation.

 

     In July 2018 pursuant to the construction completion certificate in Form No. KS-14 of July 31, 2018 the FSUE “Rosmorport” Arkhangelsk Branch was given the construction completed facilities, i.e. “Southeastern Ice Protection Structure (the Deep-Sea Part)” and “Northwestern Ice Protection Structure” designed for protecting technical berths, as well as maritime and cargo operations using liquefied natural gas and gas condensate from external ice actions; “Platforms No. 1-3 of the Automated Radar Post of the Vessel Tracking Management Systems” designed for ensuring navigation safety on the approaches toward and in the water area of the seaport of Sabetta; and “the Receiving Center” and “the Transmitting Center” designed for ensuring the functioning of GMDSS facilities of A1 and A2 Sea Areas.

 

     In August 2018 pursuant to FSUE “Rosmorport” Order No. 875/K of August 8, 2018 V.I. Strugov was released from the position of director of the FSUE “Rosmorport” Arkhangelsk Branch due to his transfer to another job. Under FSUE “Rosmorport” Order No. 879/K of August 9, 2018 deputy director for the fleet of the FSUE “Rosmorport” Arkhangelsk Branch Kirill Alekseyevich Gaida was appointed acting director of the FSUE “Rosmorport” Arkhangelsk Branch without removal from his current position. In the same month pursuant to FSUE “Rosmorport” Order No. 365 of August 2, 2018 the Briz pilot boat, which was earlier used by the FSUE “Rosmorport” Arkhangelsk Branch, was placed under economic management of the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch to use it further for its intended purpose. In addition, in August 2018 under FSUE “Rosmorport” Order No. 366 of August 3, 2018 the new Taifon inflatable mark boat of Nautilius 800 Project was placed under economic management of the FSUE “Rosmorport” Arkhangelsk Branch. The Taifon mark boat is designed for carrying out surveying works in the water areas of the seaports of Arkhangelsk and Sabetta.

 

     In September 2018 pursuant to FSUE “Rosmorport” Order No. 460 of September 20, 2018 the new trailing suction hopper dredger Beloye More of Project 563253 was placed under economic management of the FSUE “Rosmorport” Arkhangelsk Branch. The Beloye More dredger is designed for carrying out dredging operations in the water areas of the seaports of Arkhangelsk and Sabetta.

 

     In October 2018 the FSUE “Rosmorport” Arkhangelsk Branch started rendering pilotage service in the seaport of Mezen.

 

     In December 2018 by virtue of Instruction No. 583-rр issued by Russia’s Agency for Property Management Interregional Territorial Directorate in St Petersburg and Leningrad Region December 11, 2017 six range marine lights – the Mudyug towers, the Mudyug turning range marine light and the Vasilyevsky turning range marine light located on Mudyug Island, the Kuisky marine light on Kuisky Island, eight range marine lights in the White Sea’s Onega Gulf, the Angarsky and Voilochny marine lights on Solovetsky Island, the Pesyeludsky marine light on Pesya Luda Island and the Kremlevsky marine light on Babiy Island, as well as the Purluda marine light on Purluda Island were assigned for the enterprise and placed under economic management of the FSUE “Rosmorport” Arkhangelsk Branch pursuant to FSUE “Rosmorport” Order No. 24 of January 24, 2018 and under the property transfer and acceptance act of December 17, 2018. These range marine lights are designed for identifying a particular sea section or a sea line and specifying a ship’s position within the visibility distance of sea marks (for marine lights), orientating ship owners and identifying the axis of channels (for range markers) on the approaches toward and in the water areas of the seaports of Arkhangelsk and Onega.


     2019


     In January 2019 pursuant to the construction completion certificate in Form No. KS-14 of January 30, 2019 the FSUE “Rosmorport” Arkhangelsk Branch was placed under economic management the following construction completion facilities: the hydraulic structure “Water Area of the Port (the Water Area of Auxiliary Berths)” of 28.99 ha in area designed for maneuvering and mooring of vessels with the length of 220 meters, the breadth of 25 meters and draft of 10 meters at Berth No. 2, vessels with the length of 240 meters, the breadth of 25 meters and draft of 11 meters at Berth No. 3 and vessels with the length of 100 meters, the breadth of 25 meters and draft of six meters at Berth No. 4; the hydraulic structure “The Water Area of the Port (the Water Area of Cargo Terminals)” of 109.14 ha designed for maneuvering and mooring of vessels with the length of up to 299 meters, the breadth of 50 meters and draft of 13 meters at Technical Berths No. 1 and No. 2; the aids to navigation storage facility and the aids to navigation maintenance open storage designed for storage and maintenance of aids to navigation by the Arkhangelsk Branch – buoys, anchors and chains to them, light-optical equipment and components to them; the control correction station (the GPS-GLONASS differential correction station) designed for circular transmission of GLONASS differential corrections on vessels coming from control correction stations of the maritime differential sub-system.

 

     In February 2019 pursuant to FSUE “Rosmorport” Order No. 148/k of February 14, 2019 Kirill Alekseyevich Gaida, who had earlier worked as deputy director for the fleet of the FSUE “Rosmorport” Arkhangelsk Branch and acting director of the FSUE “Rosmorport” Arkhangelsk Branch without removal from his position, was appointed director of the FSUE “Rosmorport” Arkhangelsk Branch. In the same month under to Construction Completion Certificate under the form No. KS-14 of February 02, 2019 the FSUE “Rosmorport” Arkhangelsk Branch was given the construction completion facilities, including an approach canal within the third stage of the construction with the length of 5.65 km, the breadth of 495 meters and seabed levels of 15.1 meters designed for safe approach by LNG tankers (gas carriers) of Yamalmax Class to the seaport’s berths from Anchoring Stations No. 1 on Section No. 1 of the water area of the seaport of Sabetta and a seaway canal within the second stage of the construction with the length of 48.933 km, the breadth of 295 meters and seabed levels of 15.1 meters designed for safe approach by LNG tankers (gas carriers) of Yamalmax Class to Section No. 1 of the water area of the seaport of Sabetta.

 

     In July 2019 by virtue of Instruction No. 50 issued of the Russia’s Agency for Property Management Interregional Territorial Directorate in St Petersburg and Leningrad Region July 23, 2019 and under FSUE “Rosmorport” Order No. 320 of July 31, 2019 such property units as the aids to navigation storage facility and the aids to navigation open storage located in the seaport of Sabetta and used by the FSUE “Rosmorport” Arkhangelsk Branch were placed under economic management of FSUE “The Hydrographic Enterprise” to use them for their intended purpose. 

 

     In October 2019 the FSUE “Rosmorport” Arkhangelsk Branch started rendering additional pilotage service (service for magnet deviation removal) in the seaport of Arkhangelsk.

 

     In December 2019 pursuant to the construction completion certificate under Form No. KS-14 of December 16, 2019 the following construction completed facilities were placed under economic management of the FSUE “Rosmorport” Arkhangelsk Branch: a building of VTMS, GMDSS and the seaport administration to deploy the personnel of VTMS and the communication service of the FSUE “Rosmorport” Arkhangelsk Branch, as well as the personnel of FSI “The Administration of West Arctic Seaports” Sabetta seaport captain unit; a building for company car and floating craft park designed for parking, repair and service of company cars and floating craft; an engineering building for aids to navigation designed for spare parts storage and repairs of aids to navigation; a front range marker and a rear range marker designed for identifying the range of an approach canal in the seaport of Sabetta.


     2020


     In January 2020 by virtue of Instruction No. 78-424-r of December 27, 2019 and Instruction No. 78-428-r of December 30, 2019 issued by Russia’s Agency for Property Management Interregional Territorial Directorate in St Petersburg and Leningrad Region and under the property transfer and acceptance act of December 31, 2019, the FSUE “Rosmorport” Arkhangelsk Branch gave 10 property unit facilities to FSUE “Hydrographic Enterprise”, including “Section I. The Vertical-Type Coastal Protection on the Inside of the Southeastern Ice Protection Structure Root”, “Section II. The Vertical-Type Coastal Protection on the Inside of the Southeastern Ice Protection Structure Root”, “Section III. The Vertical-Type Coastal Protection on the Outside of the Southeastern Ice Protection Structure Root”, “Section IV. The Vertical-Type Coastal Protection on the Outside of the Southeastern Ice Protection Structure Root”, “Southeastern Ice Protection Structure (the Deep-Sea Part)”, “The Northwestern Ice Protection Structure”, “the Water Area of Auxiliary Berths”, “Water Area of Cargo Terminals”, “the Seaway Canal”, “Approach Canal” in the seaport of Sabetta. Earlier, these facilities were assigned to FSUE “Rosmorport” on the basis of the right of economic management and designed for being used by FSUE “Hydrographic Enterprise” for their intended purpose. In the same month by virtue of the commission’s acceptance certificate of December 12, 2019, the new Yuri Maslyukov trailing suction hopper dredger of Project TSHD2000 was placed under economic management of the FSUE “Rosmorport” Arkhangelsk Branch. The dredger is designed for carrying out dredging operations in the water areas of the seaports of Arkhangelsk and Sabetta.  


     In September 2020, on the basis of FSUE "Rosmorport" order No. 203 dated May 23, 2014 and in accordance with the write-off certificate No. 3110 dated September 30, 2020, berth No. 137 was disposed of and decommissioned due to its recognition as unsuitable for further operation due to complete physical wear and tear.


     In October 2020, on the basis of FSUE "Rosmorport" order No. 203 dated May 23, 2014 and in accordance with the write-off certificate No. 3109 dated October 16, 2020, berth No. 136 was disposed of and decommissioned due to its recognition as unsuitable for further operation due to complete physical wear and tear.


     In November 2020, by the order of FSUE "Rosmorport" No. 517 of November 25, 2020 the Arkhangelsk Branch Statute has been approved as amended. 


     In December 2020 by the order of FSUE “Rosmorport” No. 210 of June 1, 2020, the icebreaker Tor previously used by North-Western basin branch of the enterprise has been placed under economic control of Arkhangelsk branch to be used for rendering icebreaker assistance in the water area of the seaport of Sabetta. In the same month, in accordance with the order of FSUE “Rosmorport” No. 851/k of 17.12.2020, K. A. Gaida, the director of the Arkhangelsk branch of FSUE "Rosmorport", was dismissed from his post by agreement of the parties. In accordance with the order of FSUE “Rosmorport” No. 852/k of 17.12.2020, the duties of the director of the Arkhangelsk Branch of FSUE “Rosmorport” were assigned to Vladimir V. Sedykh, chief engineer of the Arkhangelsk Branch of FSUE "Rosmorport" without removal from his current position.


     2021


     In April 2021, in accordance with the order of FSUE “Rosmorport” No. 852/k of 17.12.2020, V. V. Sedykh, who previously had held the position of the chief engineer of the Arkhangelsk Branch of FSUE “Rosmorport” and acted as the director of the Arkhangelsk Branch of FSUE “Rosmorport” without removal from his current position, was appointed the director of the Arkhangelsk Branch of FSUE “Rosmorport”.


     In June 2021, upon agreement with Rosmorrechflot (letter No. KS-27-5020 of May 6, 2020) and on the basis of FSUE “Rosmorport” order No. 183 of May 14, 2020 in accordance with the write-off act for fixed assets No. 232 of June 2, 2021 the dredger "Arkhangelsky" was decommissioned and disposed of as unsuitable for further operation due to complete physical wear and tear.


     In September 2021, in accordance with FSUE “Rosmorport” order, the Arkhangelsk Branch of FSUE “Rosmorport” took over a new built tugboat “Pomor” to be used by the branch for providing towing services in the water area of the seaports of Arkhangelsk and Sabetta.


     In October 2021, on the basis of FSUE “Rosmorport” order No. 99 of March 25, 2021, the Arkhangelsk Branch FSUE “Rosmorport” handed over the icebreaker Kapitan Kosolapov under economic control of the North-Western Basin Branch FSUE “Rosmorport” to be used according to its intended purpose.


     In November 2021, on the basis of the order of the Territorial Department of the Federal Property Management Agency in Moscow No. 77-1487-r dated October 22, 2021, in agreement with Rosmorrechflot (letter No. ZD-27/1503 dated February 17, 2021) and subject to the consent of FSUE "Rosmorport" ( Letter No. AS-32/1722-17 dated February 26, 2021), in accordance with the acceptance certificate dated November 22, 2021, 3 real estate objects were transferred to the management of FSUE "Hydrographic Enterprise": "Front sash sign", "Rear sash sign ” and “Technical Building of AtoN” in the seaport of Sabetta, previously assigned on the right of economic management to FSUE “Rosmorport”, intended for use by FSUE “Hydrographic Enterprise” for their intended purpose.


     2022


     In March 2022, in coordination with Rosmorrechflot (letter No. ZD-27/1983 of February 24, 2022), in accordance with the order of FSUE “Rosmorport” No. 110 of March 14, 2022, a decision was made to unbundle a technical building located at: 23 km, Iles railway station, Lisestrovskoye municipal district, Primorsky district, Arkhangelsk region, with a total area of 495.1 square meters, into two real estate objects: non-residential premises 1-N with an area of 39.6 square meters and non-residential premises 2-N with an area of 455.5 square meters, intended for use by the FSUE “Rosmorport” Arkhangelsk branch in the current economic activities of the branch. In the same month, in agreement with Rosmorrechflot (letter No. ZD-27/1946 of February 24, 2022), on the basis of the FSUE “Rosmorport” order No. 112 of March 15, 2022 and in accordance with the act of decommissioning No. 1894 of March 15, 2022, an antenna-mast structure with a height of 40 meters, located at: 23 km (receiving radio center), Iles railway station, Lisestrovskoe municipal disctict, Primorsky district, Arkhangelsk region, was decided to be written off as being recognized unsuitable for further use due to its physical wear. In addition, in March 2022, in accordance with the minutes of the meeting of the Commission of the FSUE “Rosmorport” central office for awarding titles dated March 9, 2022 No. 9, following the results of 2021 the dredging and surveying department of the FSUE “Rosmorport” Arkhangelsk branch was awarded the title “The best structural unit of capital construction (dredging) of FSUE “Rosmorport”, and the crew of the Dikson icebreaker of the FSUE “Rosmorport” Arkhangelsk branch was recognized as the winner in the nomination “Best Crew of the FSUE “Rosmorport” Icebreaker”.

 

     In April 2022, by the order of FSUE “Rosmorport” dated 14.04.2022 No. 166, an amendment was made to the Statute of the FSUE “Rosmorport” Arkhangelsk branch, related to the clarification of one of the permitted types of activity of the branch. In the same month, by order of FSUE “Rosmorport” No. 172 dated April 21, 2022, an amendment was made to the Statute of the FSUE “Rosmorport” Arkhangelsk branch, related to the addition of wastewater collection and treatment activities to the list of permitted types of activities of the branch.


     In November 2022, the FSUE “Rosmorport” Arkhangelsk Branch stopped providing services for providing crew vessels in the seaport of Sabetta and towage services in the seaports of Naryan-Mar and Sabetta due to the relocation of the vessels to the seaport of Arkhangelsk.


     In December 2022, the FSUE “Rosmorport” Arkhangelsk Branch purchased a new boat of the KS-820M project, designed to service waterways, navigational equipment, perform survey work and deliver pilots to vessels in the seaport of Naryan-Mar.


     2023


     In January 2023, by the order of FSUE “Rosmorport” dated January 30, 2023 No. 27, the FSUE “Rosmorport” Arkhangelsk branch transferred the Marlin-2 motor boat to the FSUE “Rosmorport” Astrakhan branch for economic management for its subsequent use by the branch for its intended purpose.


     In February 2023, based on the FSUE “Rosmorport” order No. 476 dated December 8, 2022 and in agreement with Rosmorrechflot (letter No. BT-27/15893 dated November 29, 2022), the federal property facility “Port Administration Building, VTS, GMDSS” with a total area of ​​1,396.1 square meters, located in the seaport of Sabetta, was disaggregated into three non-residential premises with an area of ​​844.1 square meters, 529.2 square meters and 22.8 square meters, respectively, for their further use by the FSUE “Rosmorport” Arkhangelsk Branch for the intended purpose to accommodate employees of the branch; and the federal property facility “Closed parking of cars and watercraft of FSUE “Rosmorport” and the port administration” with a total area of ​​736.5 square meters, located in the seaport of Sabetta, was disaggregated into three real estate facilities with an area of ​​107 square meters, 103.2 square meters and 526.3 square meters, respectively, for their further use by the FSUE “Rosmorport” Arkhangelsk Branch for the intended purpose to place cars and watercraft of the branch.


     In August 2023, in accordance with the transfer and acceptance certificate dated 25.08.2023, two real estate objects of the FSUE “Rosmorport” Arkhangelsk Branch – non-residential premises with an area of 529.2 sq. m in an administrative building and non-residential premises with an area of 107 sq. m in a building for storing vehicles – located in the seaport of Sabetta, which had previously been withdrawn from the economic management of FSUE “Rosmorport” in accordance with order of Rosmorrechflot dated 02.06.2023 No. BT-199-r and taking into account the consent of FSUE “Rosmorport” (letter dated 25.05.2023 No. SP-24/4769-17), were transferred to the operational management of FSBI “Western Arctic Maritime Ports Administration” for their subsequent use for their intended purpose.


     2024


     In January 2024, the Arkhangelsk branch of the FSUE “Rosmorport” began to provide dredging services to interested organizations in shipping canals and water areas of the seaports of Arkhangelsk, Naryan-Mar, Onega and Sabetta.

 

     Today the FSUE “Rosmorport” Arkhangelsk Branch is one of the largest branches of FSUE “Rosmorport”, ranking high in Arkhangelsk region port system. Staff number of the branch exceeds 480 members. Using federal property, the FSUE “Rosmorport” Arkhangelsk Branch carries out its activity in the seaports of Arkhangelsk, Onega, Mezen, Naryan-Mar, performs work in the port area of Solovetsky Isles. The oldest pilot service represented by 33 pilots of high professional skills, which celebrated its 395th anniversary in 2008, has been functioning in Arkhangelsk Branch structure. Besides pilotage service the FSUE “Rosmorport” Arkhangelsk Branch offers wide range of services in seaports, providing first of all safe navigation in the seaports water areas and on the apptoaches to them.
