     1. General information

     In the seaports of Kaliningrad and Ust-Luga, the North-Western Basin Branch renders services on provision of sea terminals port infrastructure to shipowners for serving passengers arriving on passenger vessels.
  

     In the seaport of Kaliningrad

     The North-Western Basin Branch Kaliningrad Department in the seaport of Kaliningrad renders services, related to provision of infrastructure of the railway ferry complex with throughput capability of 17 thousand passengers per year, to shipowners for servicing passengers arriving or departing on ferry or passenger vessels.


     The provided railway ferry complex infrastructure comprises::

- ferry berth with the linkspan bridge, ensuring acceptance of access ramp of vessels with RO-RO cargoes and passengers, with the length of 236.8 meters, depths at berth of 10.5 meters, which allows to service vessels with length up to 200 meters and draft up to 9.4 meters.  Ferry berth in the seaport of Kaliningrad.
- Passenger terminal building with waiting rooms for arriving and departing passengers, as well as rooms for the passage of border, customs, migration, sanitary and quarantine and other controls.  Passenger terminal in the seaport of Kaliningrad

     In the seaport of Ust-Luga

 

     The North-Western Basin Branch Ust-Luga Department in the seaport of Ust-Luga renders services, related to provision of waiting room and public areas in building No. 160 A located on the territory of the road - railway ferry complex, to shipowners, for passengers arriving or departing on vessels of the customer, waiting for the passage of border, customs, migration, sanitary and quarantine and other controls.

     2. Procedure of rendering services on passenger terminals infrastructure provision
  

     Procedure of rendering services on passenger terminals infrastructure provision in the seaport of Kaliningrad

     The North-Western Basin Branch Kaliningrad Department renders services on provision of railway ferry complex infrastructure in the seaport of Kaliningrad to shipowners for servicing passengers arriving or departing on ferry or passenger vessels on the basis of the Contract-Application
     To conclude a Contract-Application, the customer shall send two copies of a filled in Contract-Application, including filled in Annexes No. 1 and No. 2 to it, to the North-Western Basin Branch Kaliningrad Department by fax: +7 (4012) 36-21-48 or by email: IZarubov@kld.rosmorport.ru or V.Budeev@kld.rosmorport.ru , or Ahomenko@kld.rosmorport.ru .
     The filled in Contract-Application shall be sent by the costumer at least two days prior to the dated of the service provision. The North-Western Basin Branch Kaliningrad Department assigns to the Contract-Application a registration number which confirms the possibility of provision of the railway ferry complex infrastructure to the customer. A copy of the registered and signed Contract-Application is sent by the North-Western Basin Branch Kaliningrad Department via the fax number specified in the Contract-Application or a scan via email. One copy of the signed and registered Contract-Application is sent by the North-Western Basin Branch Kaliningrad Department to the customer by mail or to its representative by a courier.
     In case of impossibility for rendering services due to technical restrictions, a motivated refusal is sent to the customer by fax or e-mail provided in the Contract-Application. 
     Additional reference information on the procedure of the Contract- Application conclusion can be obtained by phone +7 (4012) 36-21-48 (Monday to Tuesday from 08:00 to 16:55, Friday from 8:00-15:40 Kaliningrad time, lunch break from 12:20 to 13:00).
     In case of impossibility of rendering services on railway ferry complex infrastructure provision for servicing passengers arriving or departing on ferry or passenger vessels:
     - upon the occurrence of circumstances beyond the parties' control;
     - at necessity to ensure the safety of passengers;
     - upon issue of acts of the competent authorities, imposing a ban on the operation of the passenger terminal,
     The North-Western Basin Branch Kaliningrad Department is entitled to refuse to provide the relevant services, without compensation to the customer of the costs incurred.
 
     Information on tariffs for rendered by the North-Western Basin Branch Kaliningrad Department services to shipowners and related to passengers arriving or departing from the passenger terminal in the seaport of Kaliningrad near Baltiysk for servicing passengers on cruise or passenger vessels can be found in section “Harbor Dues and Tariffs of the North-Western Basin Branch”. 

 

     Procedure of rendering services on passenger terminals infrastructure provision in the seaport of Ust-Luga

 

     The North-Western Basin Branch Ust-Luga Department in the seaport of Ust-Luga renders services on provision of waiting room and public areas in building No. 160 A located on the territory of the road-railway ferry complex, to shipowners, for passengers arriving or departing on vessels of the customer, waiting for the passage of border, customs, migration, sanitary and quarantine and other controls, in accordance with the terms of the Standard Contract for Provision of Services (hereinafter – the Contract). 

 

     To conclude the Contract, a shipowner of his legal representative shall send a written application for the Contract conclusion to the North-Western Basin Branch by fax: +7 (812) 327-40-23 or +7 (812) 324-57-66, or a scan by email: mail@spb.rosmorport.ru. The application will be considered within 2 working days. In the absence of technical restrictions for provision of the requested services and at availability of all the documents necessary for the Contract conclusion submitted by the applicant, two copies of the drafted Contract shall be sent to the customer for signing. The Contract signed by the customer shall be returned to the North-Western Basin Branch at address: Gapsalskaya st., 8, Saint Petersburg, Russia. 

     Additional reference information on the procedure of the Contract conclusion can be obtained in the North-Western Basin Branch by phone +7 (812) 449-25-98 (Monday to Friday from 08:30 to 17:00 Moscow time, lunch break from 12:30 to 13:00).

 

     In accordance with the concluded Contract terms, the customer shall submit an application for the use of the waiting room and public areas to the North-Western Basin Branch Ust-Luga Department by fax: +7 (81375) 910-47 or a scan by email:  dispetcher@ulg.rosmorport.ru not later than 24 prior to the arrival or departure of ferry with passengers from the Road Railway Ferry Complex. The application is considered within 12 hours and in the absence of technical restrictions on the possibility of providing the requested services to the applicant, a confirmation of possibility of sea passenger terminal infrastructure provision in accordance with the regulations of the RRFC passenger waiting room operation is sent to the applicant via the specified fax or email.

     According to the results of the use of the infrastructure of the sea passenger terminal, the customer shall send a passenger list to the North-Western Basin Branch Ust-Luga Department by fax:  +7 (81375) 910-47 or a scan by email: dispetcher@ulg.rosmorport.ru not later than the next day from the date of arrival or departure of ferry with passengers from the RRFC. On the basis of the Passenger list the North-Western Basin Branch Dispatcher Service composes a certificate of rendered services, which is sent to the customer for signing.

     Customer pay for the services of the North-Western Basin Branch Ust-Luga Department following the procedure and conditions set by the Contracts.

     3. Services rendered to passengers at sea passenger terminals

     The North-Western Basin Branch Kaliningrad Department renders to passengers services at the sea passenger terminal related to the provision of the room equipped with seats for 84 people, and common areas (toilets) for waiting for embarkation on sea ferries.

     Sale of transportation documents (tickets) on sea ferries departing from the passenger terminal, as well as services for the delivery of passengers to the sea passenger terminal, delivery of passengers to/from the passenger terminal to/from a vessel and other reference information on the ferry line and cost of travel on sea ferries is provided by the agent of Kaliningrad Department of FSUE “Rosmorport” North-Western Basin Branch – Trans Business Consulting company.

     The North-Western Basin Branch Ust-Luga Department provides on the passenger sea terminal a waiting room equipped with seats for 100 people, and public areas (toilets) for serving for passengers arriving or departing on vessels. Also in the building there are provided premises intended for passengers passing border, customs, of migration, sanitary and quarantine and other controls.

Driving directions to the sea passenger terminal from Kaliningrad by car     Leave Kaliningrad by car along Kaliningrad highway and at about 40 km turn before sign “TERMINAL - 4 KM” to the left to Srednee Highway. Drive along Srednee highway about 4 kilometers, passing two railway crossings. After crossing the second railway crossing, go straight without turning. After 100-120 meters get to the third railway crossing. After crossing it, go further along the highway that turns left about 300-350 meters more up to the sea passenger terminal building.

Driving directions to the sea passenger terminal from Kaliningrad by public transport    From the Kaliningrad bus station, bus stop "Teatralnaya", located on Teatralnaya st. (in front of the Government of Kaliningrad region building), go by bus No. 107 or by minibus 207-E to the bus station of Baltiysk. Approximate travel time is 1 hour. Go from the bus station in Baltiysk to the Sea Terminal, by a minibus No. 2 up to "Voennaya gavan" stop. Approximate travel time is 10-15 minutes.
     From "Voennaya gavan" stop go perpendicular to the road towards the fence standing beside. Go on foot along the fence about 1 km to the railway crossing, and then turn right and go to the entry into the territory of the sea terminal.
     You can also take a taxi to go directly from the bus station in Baltiysk to the entrance to the territory of the sea terminal. Approximate travel time is 10-15 minutes.

     Drive out of Saint-Petersburg along the Kingiseppskoye highway. Move through the village of Opolye and in 2.8 kilometers, at the Alekseevsky crossroads, without driving on the viaduct, turn right at the sign “Seaport of Ust-Luga - 56 km” and exit onto the A-180 highway. At 42 km of the A-180 highway near the Tatneft gas station (on the right along the road), cross a viaduct and turn right (on the left there are signs “Ust-Luga Port Ferry Complex Yug-2” and “The fastest way from Europe to Russia Ust-Luga Sillamäe Freight Ferry") and drive 200 meters towards a railway crossing. Cross the railway crossing and turn left (the sign “Automobile and railway ferry complex”) and enter the parking area near the administrative building of the automobile and railway ferry terminal.

      Take bus No. 842 “Saint-Petersburg – Kingisepp” from the bus stop at the Leninsky Prospekt metro station, located on Leninsky Prospekt opposite the Sportmaster store (exit from the metro to Zina Portnova St.) and go to the bus station in Kingisepp. Estimated travel time is 2 hours. The fare is 450 rubles.

 

     To get to the seaport of Ust-Luga from the bus station in Kingisepp, you can take bus No. 53/54 on the line Kingisepp - Lenryba - Koskolovo-3. The timetable for the departure of bus No. 53/54 is attached. On the segment from Lenryba to Koskolovo, after the bus stop “D. Luzhitsy”, go 4.3 km more and, before reaching the intersection, in front of the sign “Multipurpose transshipment complex Yug-2”, get off at the stop on demand. Cross the road, walk 300 meters to the intersection, turn left, walk 200 meters to the railway crossing, cross the crossing, in 20 meters turn left at (the sign “Automobile and railway ferry complex”), walk 150 meters to the administrative building of the automobile and railway ferry terminal. Estimated travel time is 1 hour 40 minutes. The fare is 271 rubles.

 

 

How to get to the bus station in Kingisepp

 

     You can also take a taxi to get to the automobile and railway ferry complex in the seaport of Ust-Luga from the bus station in Kingisepp. The taxi stops at the site near the administrative building of the automobile and railway ferry terminal. Estimated travel time is 1 hour. Estimated fare is 1,500–2,000 rubles.
