Positive State Environmental Expert Review Conclusion on Environmental Substantiation of Economic Activities for Maintaining the Target Depths in the Waters of Kaliningrad Seaport in 2015-2024 (Phase I) Obtained

By order No. 250 of the Department of  the Federal Supervisory Natural Resources Management Service in Northwestern Federal District dated July 31, 2015, the State Environmental Expert Review conclusion on environmental substantiation of economic activities for maintaining the target depths in the waters of Kaliningrad seaport in 2015-2024 (Phase I) have been approved. Maintenance dredging works of the first phase, which are to be performed by the Kaliningrad Department of North-Western Basin Branch in the period of 2015 to 2016, are carried out in order to maintain the established width and navigation depth dimensions of the Kaliningrad Sea channel. The Sea channel passes through the Northern part of the shallow Vistula Lagoon and the mouth part of the Pregel river.Due its geographical location it is subject to natural sediment accumulation and the subsequent need to remove sediment. The average annual amount of maintenance dredging is about 1 million cubic meters.

The positive State Environmental Expert Review conclusion, which establishes the compliance of all submitted documents to the environmental requirements in the field of environmental protection, gives the company the right to conduct annual maintenance dredging works in the water area of the seaport of Kaliningrad in strict compliance with all environmental requirements and activities prescribed by the materials of environmental substantiation.

In particular, the dredging works involve the industrial ecological control (monitoring) of the state of the atmospheric air, water bodies, water biological resources, and avifauna. Works near inhabited areas along the Kaliningrad Sea channel, will be carried out only in the daytime in order to comply with the noise level standards in residential areas. During the fish spawning seasons (from April to June and from October to November), dredging will not be conducted. In addition, annual compensatory measures for aquatic biological resources and their habitat through the funding of works on artificial reproduction and release of juvenile fish into water bodies of the Baltic sea are planned upon completion of the dredging works.

 Currently, the project organizations engaged by the enterprise on a competitive basis are developing the documentation of Phase II of maintenance dredging works, planned for the period of 2017 to 2024, for submission under the established procedure for consideration by the State Environmental Expert Review Board.
