Compulsory Regulations in the Seaport of Vysotsk Approved

By order No. 161 of the Ministry of transport of Russia dated 05.05.2015 Compulsory Regulations in the seaport of Vysotsk have been approved

The new Compulsory Regulations in the seaport of Vysotsk stipulate:
- rules for port calls and exits of vessels from the seaport of Vysotsk, as well as rules for navigation and berthing of vessels in the seaport water area;
- rules for vessel navigation in the Vysotsk VTS coverage areas and description of their boundaries;
- rules for provision of environmental safety and quarantine in the seaport of Vysotsk;
- rules for the usage of special communication devices in the territory and water area of the seaport.

The Compulsory Regulations in the seaport of Vysotsk also contain information about:
- compulsory and optional pilotage areas  in the seaport of Vysotsk;
- separation systems for vessel traffic,  fairways, approaches to the seaport, access channel and recommended ways on the approaches to the seaport of Vysotsk, anchoring stations and inner roads in the seaport; 
- minimum number and capacity of tugs for mooring operations of vessels in the seaport, as well as for ensuring port calls and exits of vessels from the seaport of Vysotsk;
- organization of navigation of vessels in ice conditions in the water area of the seaport of Vysotsk and on the approaches to it; 
- technical capacities of the seaport of Vysotsk regarding admission of vessels; 
- transmission of navigation and weather information to captains of the vessels staying in the seaport of Vysotsk, as well as transmission of information in case of a threat of illegal interference; 
- other information stipulated by the normative legal acts of the Russian Federation in the field of merchant shipping.

In comparison with the former Compulsory Regulations in the seaport of Vysotsk, approved by the FSI SPA “Vyborg i Vysotsk” in 2004 (as amended and supplemented), the new version of the document is fully revised and adjusted to the standard requirements for the structure and content of the Russian seaports compulsory regulations approved by the Ministry of Transport of Russia.

In particular, the new document increases the by length and draft dimensions for the vessels, that may carry out port calls in the daytime and nighttime by fairways GV-2 and No. 6 to coal and oil berths of the seaport of Vysotsk in due to the reconstruction of berths No. 1 – 4 and the dredging of the water area and access channel of the seaport of Vysotsk.

Besides, in comparison with the former Compulsory Regulations in the seaport of Vysotsk,tthe procedure for transfer to shipowners / marine agents of information on vessels port calls at the seaport of Vysotsk has been changed. Also the list of access canals to seaport was supplemented with recommended route to the berths of the far sea terminal at Cape Putevoy.

The Order of the Ministry of Transport of Russia on approval of Compulsory Regulations in the seaport of Vysotsk will come into effect in accordance with the established procedure on June 12, 2015.
