Joint Exercise on Localization and Liquidation of Emergency Oil Leaks in Kaliningrad Seaport

On 19 June 2014 the North-West Basin Branch Kaliningrad Department together with the JSC RZhD Kaliningrad railway, Kaliningrad Branch of Federal Budgetary Enterprise “State Marine Emergency Salvage, Rescue and Pollution Prevention Coordination Service of the Russian Federation” and the Department on Firefighting Organization of the EMERCOM of Russia Main Department in Kaliningrad Region conducted a joint exercise on localization and liquidation of an emergency oil leak at the railway and ferry complex in Kalinigrad Seaport in Baltiysk.

According to the exercise script, during the shunting operation to form the rolling stock a railway cistern filled with petrol ran off the track and depressurized. As a result of depressurization, a hazardous substance leaked creating a threat of fire outbreak and pollution of the Kaliningrad Sea Canal water area.

The exercise included training of cooperation between operators of the marine terminal and the rolling stock with emergency rescue and firefighting teams in Kaliningrad Seaport. According to the exercise script, the firefighting and emergency trains of the Kaliningrad railway were involved in the fire elimination, as well as the firefighting team of the Department for Firefighting Management of the EMERCOM of Russia Chief Department in Kaliningrad region. The Pribrezhny boat of the Kaliningrad Branch of FBE “State Marine Emergency Salvage, Rescue and Pollution Prevention Coordination Service of the Russian Federation” was used to localize the leaks of hazardous substances into the seaport water area.

In the end of the exercise all targets stated in the exercise script were achieved. The Kaliningrad Department of the North-West Basin Branch, Kaliningrad railway of JSC RZhD, specialized emergency and rescue teams and firefighting teams has successfully eliminated the simulated fire with the help of special equipment. All departments involved in the exercise showed their professionalism, good training and effective coordination of their actions.
