Compulsory Regulations in Ust-Luga Seaport

The Compulsory Regulations in Ust-Luga Seaport approved by the Ministry of Transport of Russia dated 15.01.2013 № 6, came into effect on 10 May 2013.

The Compulsory Regulations in Ust-Luga Seaport stipulate:
- rules for call and exit of vessels, and rules of vessel navigation in Ust-Luga Seaport, including rules of ice navigation;
- rules for navigation of vessels in the coverage area of Ust-Luga Seaport VTS and the description of its boundaries;
- rules for mooring of vessels in Ust-Luga Seaport with the indication of their berths;
- rules for provision of environmental safety and quarantine in Ust-Luga Seaport;
- rules for the usage of special means of communication in the territory and water area of Ust-Luga Seaport.

Also the Compulsory Regulations contain information about:
- compulsory pilotage area;
- description of fairways and canals of the seaport;
- technical capacities of Ust-Luga Seaport for receiving vessels;
- boundaries of the A1 and A2 sea areas of the Global Marine Distress and Safety System;
- transmission of information by shipmasters of vessels staying in Ust-Luga Seaport on the threat of illegal intrusion in the seaport;
- transmission of navigation and weather information to shipmasters of vessels staying in Ust-Luga Seaport, and also information on the threat of illegal intrusion in the seaport,
and other information on the description of the Ust-Luga Seaport, and its technical capacities regarding receiving and working of vessels.

In comparison with the previous edition of the Compulsory Regulations in Ust-Luga Seaport approved by FSE “Administration of Big Port of Saint Petersburg” in 2008, the new edition was essentially amended in order to comply with the unified requirements to the structure and contents of compulsory regulations in the seaports of the Russian Federation approved by the Ministry of Transport of Russia.

The new edition of the Compulsory Regulations in Ust-Luga Seaport reflects in particular all the changes in its the technical capacities regarding receiving and working of vessels. This proceeds on the basis that by now some new marine terminals have been built and operate. Moreover, due to the large-scale bottom dredging to forming the water area of a seaport made by the FSUE “Rosmorport” as a property developer during the recent years, today Ust-Luga Seaport can receive vessels with the gross register tonnage up to 90 000 tons and the load draught up to 15 meters (the limiting draught for the vessels coming through the the Danish straits).
