     1. General information

     The FSUE “Rosmorport” Sakhalin Branch provides pilotage assistance to all types of vessels calling at the seaports of Korsakov (except sea terminals Aleksandrovsk-Sakhalinskiy, Nabil, Ozersk, Poronaysk and Pogranichnoye), Nevelsk (except terminals Kurilsk, Yuzhno-Kurilsk, Malokurilsk and Krabozavod), Kholmsk (except sea terminals Pravda and Yablochnoye) and Shakhtersk (except sea terminals Boshnyakovo, Krasnogorsk and Uglegorsk).
     The Sakhalin Branch pilotage service consists of 14 pilots: 8 first-grade pilots and 6 second-grade pilots.
     The Sakhalin Branch pilots are highly qualified and have a large experience. They are professionally trained in compliance with Statute on Sea Pilots approved by Ministry of Transport or Russia order dated 06.11.2020 No. 462.
     Theoretical and simulator advanced training of maritime pilots of the Sakhalin Branch is held in Russian educational institutions of professional education, including Sea Educational Center non-governmental educational organization of additional professional training (town of Kholmsk), the Sakhalin Branch of Far-Eastern State Technical University named after G.I. Nevelskoy (town of Vladivostok), and simulator training is held in the “PRISKO” educational center (town of Nakhodka), Makarov State Maritime Academy (city of Saint Petersburg) and in the educational center of the “Educational Center. Navigation Safety Service” autonomous non-commercial educational organization (town of Korsakov).
     All the pilots of the Sakhalin Branch are equipped with modern communication means and uniform. The Sakhalin Branch pilotage service has all necessary boats and means of transport for timely transporting of pilots to vessels.

     2. Information on pilotage areas

     Seaport of Korsakov 

Scheme of the area of compulsory pilotage in the seaport of Korsakov     In accordance with the Compulsory Regulations on the seaport of Korsakov, established by the Ministry of Transport of Russia order dated 28.05.2013 No. 189, the compulsory pilotage is provided in the seaport of Korsakov. The area of compulsory pilotage of vessels in the seaport of Korsakov is limited by the coastline of the Sakhalin Island, connecting the North and the Southern berths, and straight lines connecting one by one the points with the coordinates:

Scheme of the area of compulsory pilotage in the sea terminal Moskalvo of the seaport of Korsakov     In accordance with the Compulsory Regulations on the seaport of Moskalvo, established by the Ministry of Transport of Russia order dated 12.12.2018 No. 462, the area of compulsory pilotage is established in the sea terminal Moskalvo of the seaport of Korsakov. The area is limited by straight lines connecting one by one the points with the coordinates:

     No. 2 lat.=53°40'13'N long.=142°21'20'Е;

     No. 3 lat.=53°41'52'N long.=142°23'20'Е;

     For payment of pilotage dues in the seaport of Korsakov, areas of pilotage, provided at rates per mile, have the following boundaries:

     а) from the pilot embarkation/disembarkation point with coordinates lat.=46º37.50'N long.=142º44.00'E to the embarkation/disembarkation point at the berths of the seaport of Korsakov or in the anchorage areas. The table of pilotage routes and the length of pilotage is attached;

     b) in the area between the berths and anchorages in the seaport of Korsakov. The table of pilotage routes and the length of pilotage is attached;

     c) from the pilot embarkation/disembarkation point with coordinates lat.=50°18'43'N long.=143°52'10'E to mooring buoy No. 3 of the sea terminal Pogranichnoye with coordinates: lat.=50°18'350'N long.=143°48′940'E. The length of pilotage along this route is 2 nautical miles;

     d) from the pilot embarkation/disembarkation point with coordinates lat.=53º40,93'N long.=142º21,42'E to the embarkation/disembarkation point at the berths of the sea terminal Moskalvo. The table of pilotage routes and the length of pilotage is attached;

     e) in the area between the berths and anchorages in the sea terminal Moskalvo of the seaport of Korsakov. The table of pilotage routes and the length of pilotage is attached.

     Pilot embarkation/disembarkation to/from the vessel heading towards/leaving the inner water area of the seaport of Korsakov takes place in the point with coordinates: lat.=46º37'30'N, long.=142º44'E, and disembarkation/embarkation takes place at the berths of the seaport of Korsakov. If it is impossible for a pilot to embark in the established point, pilotage is done by the leading method.
     Pilot embarkation/disembarkation for a pilotage connected to remooring, shifting and other moving of vessel in the inner water area of the seaport of Korsakov takes place at the berths of the seaport of Korsakov. 
     Pilot embarkation/disembarkation to/from a vessel heading towards/leaving the sea terminal Pogranichnoye of the seaport of Korsakov takes place upon registration of arrival at the seaport in Aniva Bay in the point with coordinates lat.=46°37,50'N long.=142°44,00'E. Pilot stays on the tanker during the whole cargo operations in the sea terminal Pogranichnoye.
     Pilot embarkation/disembarkation for a pilotage related to remooring, shifting and other moving of vessel in the boundaries of the operational water area at the berths takes place at the berths in the sea terminal Moskalvo of the seaport of Korsakov.
     During winter navigation pilotage assistance is provided in the seaport of Korsakov in ice conditions.

  Seaport of Nevelsk 
 
     In accordance with the Compulsory Regulations on the seaport of Nevelsk, established by the Ministry of Transport of Russia order dated 22.01.2014 No. 15, the compulsory pilotage is provided in the seaport of Nevelsk. The areas of compulsory pilotage of vessels in the seaport of Nevelsk are limited by straight lines connecting one by one the points with the coordinates:

     For payment of pilotage dues in the seaport of Nevelsk, areas of pilotage, provided at rates per mile, have the following boundaries:


     - in area No. 1 (sea terminal Nevelsk):

     а) from the pilot embarkation point with coordinates lat.=46°39,43'N long.=141°49,00'E to the berths and anchorages of the sea terminal Nevelsk in the seaport of Nevelsk. The table of pilotage routes and the length of pilotage is attached;

     b) between the berths and anchorages of the sea terminal Nevelsk in the seaport of Nevelsk. The table of pilotage routes and the length of pilotage is attached.


     - in area No. 2 (sea terminal Severo-Kurilsk):

     а) from the pilot embarkation point with coordinates lat.=50°41,26'N long.=156°08,26'E to the berths of the sea terminal Severo-Kurilsk in the seaport of Nevelsk. The table of pilotage routes and the length of pilotage is attached;

     b) between the berths and anchorages of the sea terminal Severo-Kurilsk in the seaport of Nevelsk. The table of pilotage routes and the length of pilotage is attached.

     Pilot embarkation/disembarkation to/from the vessel heading towards/leaving the seaport of Nevelsk (to berths of the shipyard, berths No.  1,2,7,8,9 and Small boot basin of the seaport of Nevelsk) takes place in the point with coordinates: lat.=46º40'00'N, long.=141º49'00'E, and disembarkation/embarkation takes place at the berths of the sea terminal Nevelsk in the seaport of Nevelsk.
     Pilot embarkation/disembarkation to/from the vessel heading towards/leaving the seaport of Nevelsk (to the sea terminal Severo-Kurilsk area) takes place in the point with coordinates: lat.=50º41,26'N long.=156º08,26'E, and disembarkation/embarkation takes place at the berths of the sea terminal Severo-Kurilsk in the seaport of Nevelsk.
     Pilot embarkation/disembarkation for the pilotage related to remooring, shifting and other moving of vessel around the berths of the sea terminal Nevelsk of the seaport of Nevelsk takes place at the berths of the seaport.

     Seaport of Kholmsk 

     In accordance with the Compulsory Regulations on the seaport of Kholmsk, established by the Ministry of Transport of Russia order dated 27.02.2012 No. 51, the compulsory pilotage is provided in the seaport of Kholmsk. The area of compulsory pilotage of vessels in the seaport of Kholmsk is limited by the coastline of the Sakhalin Island and straight lines connecting one by one the points with the coordinates:

     Pilot embarkation/disembarkation for pilotage related to remooring, shifting and other moving of vessel in the water area of the seaport of Kholmsk takes place at the berths of the seaport of Kholmsk. 

     Seaport of Shakhtersk 

     In accordance with the Compulsory Regulations on the seaport of Shakhtersk, established by the Ministry of Transport of Russia order dated 25.12.2012 No. 447, the compulsory pilotage is provided in the seaport of Shakhtersk. The area of compulsory pilotage of vessels in the seaport of Shakhtersk is limited by straight lines connecting one by one the points with the coordinates:

     а) from the pilot embarkation point with coordinates: lat.=49°10,30'N long.=142°02,00'E to the berths and anchorages of the seaport of Shakhtersk. The table of pilotage routes and their maximum length in the seaport of Shakhtersk is attached;

     b) between the berths and anchorages of the seaport of Shakhtersk. The table of pilotage routes and the maximum length of pilotage is attached.


Scheme of pilotage routes in the seaport of Shakhtersk      Pilot embarkation/disembarkation to/from the vessel heading towards/leaving the seaport of Shakhtersk takes place in the point with coordinates: lat.=49°10,30'N long.=142°02,00'E, or in the area of anchorage No. 1, which is limited by straight lines connecting one by one the points with the coordinates:

     Pilot embarkation/disembarkation for pilotage related to remooring, shifting and other moving of vessel in the seaport of Shakhtersk takes place at the berths of the seaport. 
 
     3. Pilotage services terms and conditions

     Terms and conditions of pilotage in the seaport of Korsakov 

     Pilotage assistance for vessels in the seaport of Korsakov is provided by the Sakhalin Branch round-the-clock in accordance with the Compulsory Regulations on the seaport of Korsakov approved by the Ministry of Transport of Russia order dated28.05.2013 No. 189 (hereinafter referred to as the Compulsory Regulations on the seaport of Korsakov), based on applications from shipowners/marine agents according to the order of their submission.
 
     Pilotage in the seaport of Korsakov is not compulsory for:
     – vessels with tonnage of less than 500;
     – vessels with tonnage of 500 to 4,500 with proper nose propeller devices.

     Pilotage services in the seaport of Korsakov, for which pilotage dues are charged, are provided by the Sakhalin Branch in accordance with the terms of a standard contract for the provision of services to ensure navigation and stay of vessels in seaports and on approaches to them. The terms of the agreement and the procedure for its conclusion are specified in the section “Harbour Dues and Tariffs of the Sakhalin Branch”.

     An application is submitted by the shipowners/sea agents to the Sakhalin Branch pilotage service by fax: +7 (42435) 452-27 or scanned by e-mail: L.Korsakov@skl.rosmorport.ru or by UHF channels 10 or 16 (call sign “Lotsmanskaya stantsiya”), or by phone: +7 (42435) 452-27, with indication of necessary information and further sending of application by fax or e-mail for pilotage of vessels: 
       - heading towards/leaving the seaport of Korsakov, and also for remooring, shifting and other moving within the inner water area of the seaport of Korsakov, 2 hours before the pilotage start time with confirmation 30 minutes before the start of the operation; 
       - heading towards the terminal Pogranichnoye of the seaport of Korsakov 24 hours before the scheduled pilotage operation with confirmation every 4 hours. 

     The Sakhalin Branch pilot after embarking on a vessel shows his pilot card to the captain of the vessel and presents a pilotage invoice. The captain informs the pilot of the Sakhalin Branch on the specifics of running the vessel, its condition and location of technical means, fills out the pilot invoice and signs it. 

     The Sakhalin Branch pilotage service is not responsible for possible delays in the following situations: 
       - if a pilotage application was not submitted in due time; 
       - if towage is not provided; 
       - if the Sakhalin Branch pilot embarkation/disembarkation is impossible due to stormy weather with sea roughness of more than 1.2 meters and wind speed of more than 12 m/s, and pilotage by leading method is regarded by the vessel captain and the Sakhalin Branch pilot as not safe. 

     An earlier submitted application shall be cancelled not later than 1 hour before the agreed start time. 
     If the vessel departure or remooring is delayed for more than 20 minutes of the agreed pilotage start time and is not caused by force majeure, or if captain and chief officer are missing, the Sakhalin Branch pilot can be withdrawn from the vessel. The vessel captain or his deputy must sign the pilot invoice for a false call and pay pilotage dues for the planned operations, according to the current rates, and file a new written application as prescribed. 
     The captain of a vessel, who called the Sakhalin Branch pilot and refused his services after the pilot embarked on the vessel, must also fill out and sign a pilot invoice, and pay full pilotage dues for the operation. 
 
     Pilotage dues are levied for pilotage services rendered in the seaport of Korsakov by the Sakhalin Branch. Information on the rates of pilotage dues and the procedure for collecting them can be found in the section “Harbour Dues and Tariffs of the Sakhalin Branch”.

     Terms and conditions of pilotage in the seaport of Nevelsk  

     Pilotage assistance for vessels in the seaport of Nevelsk (except terminals Kurilsk, Yuzhno-Kurilsk, Malokurilsk and Krabozavod) is provided by the Sakhalin Branch round-the-clock in accordance with the Compulsory Regulations on the seaport of Nevelsk approved by the Ministry of Transport of Russia order dated 22.01.2014 No. 15, based on applications from shipowners/marine agents according to the order of their submission.
     The following vessels are exempt from compulsory pilotage in the seaport of Nevelsk, with the exception of vessels with dangerous goods on board, in accordance with the Compulsory Regulations on the seaport of Nevelsk:
     - small boats, sports sailing boats and pleasure boats;
     - vessels carrying out operations for seaport infrastructure facilities maintenance and supply;
     - vessels with gross tonnage of less than 500 heading to the sea terminals Nevelsk, Yuzhno-Kurilsk and Severo-Kurilsk.
      Pilotage services for vessels exempt from compulsory pilotage are provided by the Sakhalin Branch in the same way according to the order in which the applications were submitted.

     Pilotage services in the seaport of Nevelsk, for which pilotage dues are charged, are provided by the Sakhalin Branch in accordance with the terms of a standard contract for the provision of services to ensure navigation and stay of vessels in seaports and on approaches to them. The terms of the agreement and the procedure for its conclusion are specified in the section “Harbour Dues and Tariffs of the Sakhalin Branch”.

     The applications for pilotage of vessels to the berths:
     а) of the sea terminal Nevelsk of the seaport of Nevelsk are submitted by the shipowners/sea agents to the Sakhalin Branch pilotage service by fax: +7 (42436) 605-62, or scanned by e-mail: L.Nevelsk@skl.rosmorport.ru, or by UHF channel 11 or 16 (call sign “Nevelsk-portkontrol”), or by phone: +7 (914) 745-65-95 (every day from 08:00 till 17:30 Sakhalin time, lunch break from 12:30 till 13:30), with indication of necessary information and further sending of application by fax or e-mail for pilotage of vessels heading towards/leaving the sea terminal Nevelsk of the seaport of Nevelsk, and also for remooring, shifting and other moving of vessels at the berths of the sea terminal Nevelsk of the seaport of Nevelsk, 2 hours before the pilotage start time;
     b) of the sea terminal Severo-Kurilsk of the seaport of Nevelsk are submitted by the shipowners/sea agents to the Sakhalin Branch pilotage service by fax: +7 (42436) 605-62, or scanned by e-mail: L.SeveroKurilsk@skl.rosmorport.ru, as well as by UHF channel 11 or 16 (call sign “Severo-Kurilsk-62”), or by phone: +7 (914) 745-91-20 (every day from 08:00 till 17:30 Sakhalin time, lunch break from 12:30 till 13:30), with indication of necessary information and further sending of application by fax or e-mail for pilotage of vessels heading towards/leaving the sea terminal Severo-Kurilsk of the seaport of Nevelsk, and also for remooring, shifting and other moving of vessels at the berths of the sea terminal Severo-Kurilsk of the seaport of Nevelsk, 2 hours before the pilotage start time.

     An earlier submitted application shall be cancelled or rescheduled, in case the vessel is not ready to depart, not later than 1 hour before the agreed start time. An application to cancel or reschedule a pilotage operation should be sent to the Sakhalin Branch pilotage service:

     Sea terminal Severo-Kurilsk of the seaport of Nevelsk

     The Sakhalin Branch pilot after embarking on a vessel shows his pilot card to the captain of the vessel and presents a pilotage invoice. The captain informs the pilot of the Sakhalin Branch on the specifics of running the vessel, its condition and location of technical means, fills out the pilot invoice and signs it. 

     The Sakhalin Branch pilotage service is not responsible for possible delays and downtime of the vessel while waiting for the pilot in the following situations: 
       - if a pilotage application was not submitted in due time; 
       - if the Sakhalin Branch pilot embarkation/disembarkation is impossible due to stormy weather with sea roughness of more than 1.5 meters and wind speed of more than 12 m/s, and pilotage by leading method is regarded by the vessel captain and the Sakhalin Branch pilot as not safe; 
       - if towage is not provided. 

     If the vessel departure or remooring is delayed for more than 30 minutes of the agreed pilotage start time and is not caused by force majeure, or if captain and chief officer are missing, the Sakhalin Branch pilot can be withdrawn from the vessel. The vessel captain or his deputy must sign the pilot invoice for a false call and pay pilotage dues for the planned operations, according to the current rates, and file a new written application as prescribed. 
     The captain of a vessel, who called the Sakhalin Branch pilot and refused his services after the pilot embarked on the vessel, must also fill out and sign a pilot invoice to recover 50% of the pilotage dues for the pilotage the pilot was called for. 
 
     Pilotage dues are levied for pilotage services rendered in the seaport of Nevelsk by the Sakhalin Branch. Information on the rates of pilotage dues and the procedure for collecting them can be found in the section “Harbour Dues and Tariffs of the Sakhalin Branch”.

     Terms and conditions of pilotage in the seaport of Kholmsk 

     Pilotage assistance for vessels in the seaport of Kholmsk is provided by the Sakhalin Branch round-the-clock in accordance with the Compulsory Regulations on the seaport of Kholmsk approved by the Ministry of Transport of Russia order dated 27.02.2012 No. 51 (hereinafter referred to as Compulsory Regulations on the seaport of Kholmsk), based on applications from shipowners/marine agents according to the order of their submission.

     The following vessels are exempt from compulsory pilotage in the seaport of Kholmsk, with the exception of vessels with dangerous goods on board, in accordance with the Compulsory Regulations on the seaport of Kholmsk:
     - vessels with main engines of less than 55 kilowatts;
     - vessels with gross tonnage of less than 500;
     - port fleet vessels.

     Pilotage services in the seaport of Kholmsk, for which pilotage dues are charged, are provided by the Sakhalin Branch in accordance with the terms of a standard contract for the provision of services to ensure navigation and stay of vessels in seaports and on approaches to them. The terms of the agreement and the procedure for its conclusion are specified in the section “Harbour Dues and Tariffs of the Sakhalin Branch”. 

    The application is submitted by the shipowners/sea agents to the Sakhalin Branch pilotage service by fax: +7 (42433) 629-76, or scanned by e-mail: L.Hkolmsk@skl.rosmorport.ru, or in verbal form, indicating all necessary information contained in the written application, by phone: +7 (42433) 629-76, for pilotage of vessels heading towards/leaving the seaport of Kholmsk, and also for remooring, shifting and other moving of vessels in the seaport of Kholmsk, 2 hours before the pilotage start time. 

     The Sakhalin Branch pilot after embarking on a vessel shows his pilot card to the captain of the vessel and presents a pilotage invoice. The captain informs the pilot of the Sakhalin Branch on the specifics of running the vessel, its condition and location of technical means, fills out the pilot invoice and signs it. 

     The Sakhalin Branch pilotage service is not responsible for possible delays and downtime of the vessel while waiting for the pilot in the following situations: 
       - if a pilotage application was not submitted in due time; 
       - if the vessel arrived at the pilot embarkation point more than 2 hours late from the start of the pilotage operation; 
       - if the Sakhalin Branch pilot embarkation/disembarkation is impossible due to stormy weather with sea roughness of more than 1.2 meters and wind speed of more than 12 m/s, and pilotage by leading method is regarded by the vessel captain and the pilot as not safe. 

     An earlier submitted application shall be cancelled not later than 1 hour before the agreed start time. 
     If the vessel departure or remooring is delayed for more than 30 minutes of the agreed pilotage start time and is not caused by force majeure, or if captain and chief officer are missing, the Sakhalin Branch pilot can be withdrawn from the vessel, and the application can be cancelled. The vessel captain or his deputy must sign the pilot invoice for a false call and pay 50% of pilotage dues for the planned operations, according to the current rates, and file a new written application as prescribed. 
     The captain of a vessel, who called the Sakhalin Branch pilot and refused his services after the pilot embarked on the vessel, must also fill out and sign a pilot invoice to recover 50% of the pilotage dues for the pilotage the pilot was called for, in full. 
 
     Pilotage dues are levied for pilotage services rendered in the seaport of Kholmsk by the Sakhalin Branch. Information on the rates of pilotage dues and the procedure for collecting them can be found in the section “Harbour Dues and Tariffs of the Sakhalin Branch”.

     Terms and conditions of pilotage in the seaport of Shakhtersk 

     Pilotage assistance for vessels in the seaport of Shakhtersk is provided by the Sakhalin Branch round-the-clock in accordance with the Compulsory Regulations on the seaport of Shakhtersk approved by the Ministry of Transport of Russia order dated 25.12.2012 No. 447 (hereinafter referred to as Compulsory Regulations on the seaport of Shakhtersk), based on applications from shipowners/marine agents according to the order of their submission.

     The following vessels are exempt from compulsory pilotage in the seaport of Kholmsk, with the exception of vessels with dangerous goods on board, in accordance with the Compulsory Regulations on the seaport of Shakhtersk:
     - small boats, sports sailing boats;
     - vessels with gross tonnage of less than 500;
     - port fleet vessels. 

     Pilotage services in the seaport of Shakhtersk, for which pilotage dues are charged, are provided by the Sakhalin Branch in accordance with the terms of a standard contract for the provision of services to ensure navigation and stay of vessels in seaports and on approaches to them. The terms of the agreement and the procedure for its conclusion are specified in the section “Harbour Dues and Tariffs of the Sakhalin Branch”.
 
     The applications are submitted by the shipowners/sea agents to the Sakhalin Branch pilotage service by fax: +7 (42425) 569-38, or scanned by e-mail: L.Shahtersk@skl.rosmorport.ru , or in verbal form, indicating all necessary information contained in the written application, by phone: +7 (914) 745-65-85, or by UHF channel 13 (call sign “Lotsman-Shakhtersk”), for pilotage of vessels heading towards/leaving the seaport of Shakhtersk, and also for remooring, shifting and other moving of vessels in the seaport of Shakhtersk, 2 hours before the pilotage start time. 

     The Sakhalin Branch pilot after embarking on a vessel shows his pilot card to the captain of the vessel and presents a pilotage invoice. The captain informs the pilot of the Sakhalin Branch on the specifics of running the vessel, its condition and location of technical means, fills out the pilot invoice and signs it. 

     The Sakhalin Branch pilotage service is not responsible for possible delays and downtime of the vessel while waiting for the pilot in the following situations: 
       - if a pilotage application was not submitted in due time or the vessel arrived at the pilot embarkation point more than 2 hours late from the start of the pilotage operation; 
       - if the embarkation/disembarkation of the pilot is impossible due to stormy weather: sea roughness of more than 3 meters (wave height of more than 1.2 meters), wind speed of more than 12 m/s. 

     An earlier submitted application shall be cancelled not later than 1 hour before the agreed start time. 
     If the vessel departure or remooring is delayed for more than 30 minutes of the agreed pilotage start time and is not caused by force majeure, or if captain and chief officer are missing, the Sakhalin Branch pilot can be withdrawn from the vessel, and the application can be cancelled.
