The Sakhalin Branch of FSUE “Rosmorport” was created in September, 2003 by the order of FSUE “Rosmorport” № 27/OD dated 29.09.2003, approving the Statute for the FSUE “Rosmorport” Sakhalin Branch.
2003
In October, 2003 the FSUE “Rosmorport” Sakhalin Branch received the notice on putting on account in Inspection № 5 of Federal Tax Service of Russia for Korsakovsky area, Sakhalin Region.
2004
According to the order of Ministry of Property Relations of the Russian Federation dated 30.04.2004 № 1580-R federal property, withdrawn from Sea Administration of Ports of Sakhalin was fixed after FSUE “Rosmorport” on the right of economic authority and then transferred to the FSUE “Rosmorport” Sakhalin Branch by the FSUE “Rosmorport” order dated 31.05.2004 № 83a/OD.
According to the order of Ministry of Transport of the Russian Federation dated 31.05.2004 № VR-12-r “About the Interim Measures for Ensuring of Maintenance and Development of Port Infrastructure Facilities and Execution of Administrative Powers in the Seaports of Sakhalin” starting from the 1st of April, 2004 the FSUE "Rosmorport" Sakhalin Branch began collecting port dues and carrying out other business activities.
In July, 2004 three detached subdivisions, carrying out their activities in certain seaports of Sakhalin Island were created in the structure of the FSUE “Rosmorport” Sakhalin Branch.
Kholmsk subdivision of the FSUE “Rosmorport” Sakhalin Branch carries out its activities in the seaport of Kholmsk.
North-West subdivision of the FSUE “Rosmorport” Sakhalin Branch carries out its activities in the seaport of Shakhtersk including sea terminals: Uglegorsk, Boshnyakovo, Krasnogorsk.
Northern subdivision of the FSUE “Rosmorport” Sakhalin Branch carries out its activities in the seaports of Aleksandrovsk-Sakhalinsky, Moskalvo, Poronaysk, sea terminal of Nabil.
In July, 2004 Michael Iosifovich Egorov was appointed director of the FSUE "Rosmorport" Sakhalin Branch by the FSUE "Rosmorport" order dated 01.07.2004 № 221/k.
2005
In May, 2005 by the FSUE “Rosmorport” order dated 23.05.2005 № 206/OD new version of Sakhalin Branch Statute was approved. According to the brought changes the list of permitted activities of the FSUE “Rosmorport” Sakhalin Branch was extended.
2008
In September, 2008 by the FSUE “Rosmorport” order dated 08.09.2008 № 311/k M.I. Egorov was dismissed of his free will. According to the FSUE “Rosmorport” order dated 10.09.2008 № 320/k Valery Viktorovich Volnuhin, deputy director for operations of the FSUE “Rosmorport” Sakhalin Branch was appointed acting director of the FSUE “Rosmorport” Sakhalin Branch. In January, 2010 by the FSUE “Rosmorport” order dated 28.01.2010 № 16/k V.V. Volnuhin was appointed director of the FSUE “Rosmorport” Sakhalin Branch.
2010
In November 2010 the Sakhalin Branch bought the Dobrunya tug with the power of 1600 h.p. With the help of the new tug the Branch started to provide towage services in Korsakov seaport, and also deliver pilots to/from vessels calling at Korsakov seaport.
2011
In May 2011 by the FSUE “Rosmorport” order dated 16.05.2011 № 174/к V.V. Volnukhin was transferred to the position of the FSUE “Rosmorport” General director counselor. Sergey Valentinovich Goev, the Sakhalin Branch deputy director, was appointed the FSUE “Rosmorport” Sakhalin Branch acting director by the FSUE “Rosmorport” order dated 16.05.2011 № 177/k.
2012
In February 2012 by the FSUE “Rosmorport” order dated 27.01.2012 №19/k S.V. Goev was transferred to the position of the FSUE “Rosmorport” General director counselor. Alexander Nikolayevich Galkin, the Sakhalin Branch Port Activity Department director, was appointed the FSUE “Rosmorport” Sakhalin Branch acting director by the FSUE “Rosmorport” order dated 30.01.2012 №20/k.
In April 2012, the Sakhalin Branch started operating the previously purchased dredging convoy comprising Viktor Olenich vessel, Farvarter dredger and Stvor mud boat. With the use the dredging convoy the Branch started performing dredging in the seaports of Sakhalin Island water area in order to endure navigation safety.
In July 2012 by FSUE “Rosmorport” order dated 27.07.2012 № 475 the Statute on the FSUE “Rosmorport” Sakhalin Branch was approved as amended.
In August 2012, in accordance with FSUE “Rosmorport” Order No. 506 dated 06.08.2012, 4 vessels of the Sakhalin Branch: RBT-100 road tugboat, SRP-150-K1 self-propelled road pontoon, SRP-150-K12 self-propelled road pontoon, BK-155 tug motor boat, which were constructed in 1957, 1974, 1972 and 1949 respectively, were removed from books and disposed as scrap metal due to exhaustion.
In December 2012, in accordance with FSUE “Rosmorport” Order No. 836 dated 18.12.2012, the previously purchased facilities and equipment intended to perform automated transmission of navigation and meteorological information to vessels in the NAVTEX coverage area in the seaports of Aleksandrovsk-Sakhalinsky, Korsakov, Moskalvo, Poronaisk, Kholmsk and Shakhtersk were transferred to the Sakhalin Branch management.
2013
In May 2013, in accordance with Territorial Federal Property Management Agency in the Sakhalin region Order No. 177-r dated 28.05.2013, 9 units of navigation and hydrographic equipment, with which the branch ensures the safety of navigation of vessels in the seaports of Korsakov, Nevelsk and Kholmsk were assigned to FSUE “Rosmorport” and under FSUE “Rosmorport” Order No. 411 dated 14.08.2013 were transferred to the Sakhalin Branch management.
In June 2013, by FSUE “Rosmorport” Order No. 337/k dated 11.06.2013, Vlasenko Vyacheslav was appointed FSUE “Rosmorport” Sakhalin Branch Director.
In September 2013, in accordance with the Territorial Federal Property Management Agency in the Sakhalin region Order No. 320-r dated 20.09.2013, 2 units of navigation and hydrographic equipment, with which the branch ensures the safety of navigation of vessels in the seaport of Nevelsk were assigned to FSUE “Rosmorport” and under FSUE “Rosmorport” Order No. 518 dated 17.10.2013 were transferred to the Sakhalin Branch management.
2014
In February 2014, the Sakhalin Branch stopped rendering agent services in the seaport of Shakhtersk due to the lack of demand for these services.
In June 2014, the Sakhalin Branch started rendering pilotage services to vessels of all types, calling at the seaport of Moskalvo. In the same month, by FSUE “Rosmorport” Order No. 307 dated 25.07.2014 the Regulations on the Astrakhan Branch were amended, in accordance with the amendments, the list of the authorized activities of the Astrakhan Branch was extended by six new activities, envisaging:
a) implementation of activities in the field of ionizing radiation sources (generating) use, carried out by the branch;
b) organization of repair, maintenance and general operation servicing and supply of vessels, carried out by the branch;
c) branch participation in ensuring the navigation safety of the seaports water areas;
d) maintaining technical means to ensure navigation safety of seaports water areas in good condition, organization of maintenance, repair, reconstruction and new construction, carried out by the branch;
e) branch participation in creation and ensuring operation of facilities of A1, A2, A3, A4 sea areas of the Global Maritime Distress and Safety System, including A3/A4 sea areas in the water area of the Northern Sea Route;
f) performance of branch’s functions of NAVAREA XX and XXI geographical areas.
In December 2014, in accordance with acts of building (construction) acceptance No. F14000005 dated 31.12.2014 and No. F14000006 dated 31.12.2014, the constructed underwater hydraulic facilities “operating water area” and “approach channel” in the seaport of Shakhtersk, assigned to FSUE “Rosmorport”, were transferred to the Sakhalin Branch for use in order to ensure safe maneuvering and stay of vessels in the seaport of Shakhtersk water area and to ensure safe approach of vessels from the main sea shipping fairway to the seaport of Shakhtersk facilities and exit from it respectively.
2015
In April 2015, in accordance with FSUE “Rosmorport” Order No. 218 dated 16.04.2015, four vessels of the Sakhalin Branch: BK-277 tug motor boat, Shtil tug motor boat, RK-37 road boat and RBT-262 tugboat, which were constructed in 1949, 1949, 1947 and 1958 respectively, were removed from books due to exhaustion.
In June 2015 by FSUE “Rosmorport order No. 380 dated 22.06.2015, amendments were introduced to the Regulations on the Azov Basin Branch, according to which the list of permitted activities of the Azov Basin Branch was augmented by four new activities in the following areas:
a) assessment of vulnerability of transport infrastructure facilities and transport means;
b) development of plans to ensure transportation safety of transport infrastructure facilities and vehicles;
c) activities on water supply and sanitation;
g) activities on heating supply.
In September 2015, by FSUE “Rosmorport” Order No. 529 dated 11.09.2015, corrections were introduced to Regulations on the Sakhalin Branch defining the rights of the Branch to implement the certain activities, carrying out of which requires to obtain special permits, licenses and certificates.
In November 2015, by FSUE “Rosmorport” Order No. 1027/k dated 30.11.2015, Vlasenko V. was relieved from his duty of the FSUE “Rosmorport” Sakhalin Branch Director on December 7, 2015 by agreement of the parties.
In December 2015, from December 8, 2015, by FSUE “Rosmorport” Order No. 1040/k dated 02.12.2015, duties of the FSUE “Rosmorport” Sakhalin Branch Director were assigned to the FSUE “Rosmorport” Sakhalin Branch Deputy Director for Operation Klimenko Aleksey. In the same month, under Territorial Federal Property Management Agency in the Sakhalin region Order No. 229-r dated 03.12.2015, immovable property facilities: launch complexes of the 1st and 2nd stage (ferry passage coastal facilities of the first and second stages) and a passenger ramp were assigned to FSUE “Rosmorport” and under FSUE “Rosmorport” Order No. 751 dated 23.12.2015 were transferred to the FSUE “Rosmorport” Sakhalin Branch economic management for use by the Branch in order to ensure the operation of ferry complex lifting mechanisms in the seaport of Kholmsk. Besides, in December 2015 the FSUE “Rosmorport” Sakhalin Branch purchased welding and electromechanical workshops intended for use by the Sakhalin Branch in order to create on their basis of a recovery repair base for aids to navigation and hydrographic equipment of the Sakhalin Branch, located in the water areas of the Sakhalin seaports and on the approaches to them, in order to ensure navigation safety.
2016
In April 2016, by FSUE “Rosmorport” Order No. 195 dated 26.04.2016 MNMS-28 Sea Oil garbage disposal vessel constructed in 1979 was disposed due to exhaustion.
In October 2016 in accordance with FSUE “Rosmorport” Order No. 195 dated 26.04.2016 “SRP-150-28” self-propelled mooring pontoon boat built in 1978 was disposed due to complete exhaustion.
2017
In February 2017 in accordance with FSUE “Rosmorport” Order No.123/k dated 17.02.2017 the duties of Director of the FSUE “Rosmorport” Sakhalin Branch were entrusted on the Deputy Director for Navigation Safety of the FSUE “Rosmorport” Sakhalin Branch Yuri Vdovkin without losing his position.
In March 2017 under FSUE “Rosmorport” Order No 111 dated March 31, 2017 the FSUE “Rosmorport” Sakhalin Branch Regulations were amended, and the list of the Branch's authorized activities was expanded in the areas of:
- carrying out functions of a builder customer in designing, constructing (reconstructing) and equipping (technically equipping) buildings, premises and facilities to ensure border, customs and other control in the seaports that is exercised through the Russian border checkpoints;
- protecting facilities of the transport infrastructure and vehicles from acts of unlawful interference.
In June 2017 by FSUE “Rosmorport” order No. 459/k of 05.06.2017 the duties of Director of the FSUE “Rosmorport” Sakhalin Branch were entrusted on Deputy Director of the FSUE “Rosmorport” Sakhalin Branch Yuri Semyonov without losing his position.
In July 2017 pursuant to the FSUE “Rosmorport” Order No 270 of July 25, 2017 a new “Alayid” hydrographic boat of Nautilus-800 project built on the order of FSUE “Rosmorport” was placed under the economic management of the Sakhalin Branch. The boat is intended to be used to perform depth sounding works in the water areas of the seaports of Korsakov, Kholmsk, Nevelsk, Shakhtersk, Poronaisk, Moskalvo, Aleksandrov-Sakhalinsky, Vanino, Sovetskaya Gavan.
In November 2017 pursuant to Resolution No 1347 issued by the Russian Federal Agency for State Property Management Territorial Administration for Moscow on October 30, 2017 a complex of movable property (coastal stations, the communication control regional center and the radio relay communication line) consisting of equipment of GMDSS Sea Area A1 and Sea Area A2 has been assigned to the enterprise, and subject to FSUE “Rosmorport” Order No 489 of November 21, 2017 it has been transferred under economic management of the Sakhalin Branch. The complex is used to exercise uninterrupted round-the-clock emergency radio watch on VHF and MF bands in the modes of digital selective call and radio telephony in the established zones of responsibility of the Sakhalin Branch.
2018
In January 2018 by Order of FSUE “Rosmorport” of 17.01.2018 No. 36/k the duties of Director of FSUE “Rosmorport” Sakhalin Branch were imposed on Evgeniy Pankratov, Chief Engineer of the FSUE “Rosmorport” Sakhalin Branch without being relieved from his current position. In the same month, in accordance with the order of the territorial administration of the Federal Property Management Agency in the Sakhalin Region No. 193-r dated 26.12.2017, a coastal radar station built in 2009 as part of an automated radio post in the area of the Korsakovsky lighthouse of Aniva Bay VTS, located in Korsakov and designed for radar and television surveillance of the waters of the seaport of Prigorodnoye, was assigned to the enterprise and, in accordance with the Order of FSUE Rosmorport No. 16 dated 17.01.2018, was transferred to the economic use of the Sakhalin Branch of the enterprise.
In June 2018, by Order of FSUE “Rosmorport” No. 699/k dated 18.06.2018, Pankratov Evgeniy Aleksandrovich was appointed as a director of the Sakhalin Branch of FSUE “Rosmorport”.
2019
In February 2019, in agreement with Rosmorrechflot (letter No. KS-27/13143 of November 26, 2018) on the basis of FSUE “Rosmorport” order No. 615 of December 19, 2018 and in accordance with the FSUE “Rosmorport” Sakhalin Branch order No. 05/1 of January 30, 2019 and the certificate of unserviceability in the OS-4 form of February 15, 2019, the FSUE “Rosmorport” Sakhalin Branch decommissioned and disposed of the real estate object “Inventory warehouse” due to its complete physical wear and tear.
In October 2019, in accordance with the order of the territorial administration of the Federal Property Management Agency in the Khabarovsk Territory and the Jewish Autonomous Region No. 268 of October 10, 2019, the following real estate objects, located on the approaches to the seaport Moskalvo, were assigned to the enterprise and, in accordance with the order No. 416 of October 23, 2019 of FSUE “Rosmorport”, were transferred to the economic use of the Sakhalin Branch of “Rosmorport”: the rear leading beacon of the Baikal Bay of the first alignment, intended to mark, together with the front sign, the fairway axis of the Eastern Passage of the Baikal Bay on the second bend in the direction of 289°-109°; the rear leading beacon of the Baikal Bay of the second alignment, intended to mark, together with the front sign, the fairway axis of the Eastern Passage of the Baikal Bay on the third bend in the direction of 336.4°-156.4°; the front leading beacon of the Baikal Bay of the third alignment, intended to mark, together with the rear sign, the fairway axis of the Eastern Passage of the Baikal Bay on the fourth bend in the direction of 191.4°-11.4°, used to ensure the safe entry of vessels proceeding to the seaport of Moskalvo.
2020
In November 2020, by Order of FSUE “Rosmorport” No. 513 dated 25.11.2020, the Statute of the Sakhalin Branch of FSUE “Rosmorport” was approved in a new edition.
In December 2020, on the basis of the order of the Territorial Administration of the Federal Property Management Agency in Moscow dated 05.10.2020 No. 77-1202-r, in agreement with Rosmorrechflot (letter dated 31.05.2019 No. KS-27/6057) and taking into account the refusal of FSUE "Rosmorport" from the right of economic management (letters dated 07.06.2019 No. AS-26 / 5262-17, dated 11.11.2019 No. OB-26 / 10720-17 and dated 26.08.2020 No. AL-26 / 7672-17) Sakhalin branch of FSUE "Rosmorport" transferred to the state treasury of the Russian Federation an unused real estate object - a warehouse intended for storing material values, which will be used in accordance with the established procedure for its intended purpose.
2021
2021
In April 2021, by the order of FSUE “Rosmorport” No. 199/k of 06.04.2021 the director of the Sakhalin Branch of FSUE “Rosmorport”, Pankratov E.A. left the office of his own volition. In the same month, in accordance with the order of FSUE “Rosmorport” No. 201/k of 06.04.2021 the duties of the Director of the Sakhalin Branch of FSUE “Rosmorport” were entrusted to the Deputy Director for navigation safety of the Sakhalin Branch of FSUE “Rosmorport” Loparev Sergey Vladimirovich without relieving him of his post.
In October 2021, by the order of FSUE “Rosmorport” No. 774/к of 01.10.2021 the duties of the Director of the Sakhalin Branch of FSUE “Rosmorport” were entrusted to the Deputy Director of the Sakhalin Branch of FSUE “Rosmorport” Shraitel Alexander Valeryevich without removal from his current position. In the same month, based on the FSUE “Rosmorport” order No. 181 of 18.05.2021, the Irbis vessel, that had previously been operated by the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch, was transferred to the economic management of the FSUE “Rosmorport” Sakhalin Branch to be used by the branch for installing, removing and maintaining of navigational signs in the seaports of the Sakhalin region and on the approaches to them, and, if necessary, during sea towing.
2022
In January 2022, the FSUE “Rosmorport” Sakhalin Branch obtained a small-size motor vessel STORMLINE HEAVY DUTY AIR PRO – 500 in order to carry out surveying works while the FSUE “Rosmorport” Sakhalin Branch performs dredging in the water areas of the seaports in the Sakhalin Region.
In February 2022, by order of FSUE “Rosmorport” dated 07.02.2022 No. 106/k, Shreitel A.V., who previously held the position of Deputy Director of the FSUE “Rosmorport” Sakhalin Branch and at the same time acted as Director of the FSUE “Rosmorport” Sakhalin Branch, was transferred to the position of Director of the FSUE “Rosmorport” Sakhalin Branch without dismissal from his post.
In April 2022, by order of FSUE “Rosmorport” No. 166 dated April 14, 2022, an amendment was made to the Statute of the FSUE “Rosmorport” Sakhalin Branch, related to the clarification of one of the permitted types of activity of the branch. In the same month, by the FSUE “Rosmorport” order No. 172 dated April 21, 2022, an amendment was made to the Statute of the FSUE “Rosmorport” Sakhalin Branch, related to the supplement to the list of permitted activities of the Branch on wastewater collection and treatment.
In July 2022, in accordance with Rosmorrechflot order dated July 6, 2022 No. ZD-207-r and in agreement with FSUE “Rosmorport” (letter dated June 22, 2022 No. SP-24/6466-17) and by FSUE “Rosmorport” order dated July 14, 2022 No. 277, two real estate objects – “Berth G-D-E” and “Shore Protection of the Left Bank”, located in the seaport of Korsakov, – were withdrawn from the economic management of FSUE “Rosmorport” and then assigned to the FSBI “Marine Salvage Service” for their further use by the institution for its intended purpose.
Today the FSUE “Rosmorport” Sakhalin Branch is the only branch among all branches of the enterprise that carries out its activities in 7 seaports situated in the long distance from each other along the seashore of Sakhalin Island. The staff of the branch is about 195 employees. Using federal property, assigned to the FSUE “Rosmorport” Sakhalin Branch, the branch renders comprehensive services on navigation safety in the water areas and on harbor approaches in full volumes and of proper quality.
Representatives of the FSUE “Rosmorport” Sakhalin Branch are members of various councils and consulting authorities of the region.
