Environmental protection activities of the Sakhalin Branch are carried out in accordance with the annual environmental action plan for the branch, developed and approved in accordance with the requirements of the legislation of the Russian Federation.
To ensure environmental protection activities, the Sakhalin Branch has a special branch employee, who is engaged in organizing control over the implementation by the branch of standards and requirements of the legislation of the Russian Federation in the field of environmental protection, implements industrial environmental control measures during statutory activities of the branch in the relevant seaports.
I. Environmental protection during current economic activities
In accordance with the requirements of the environmental legislation of the Russian Federation, facilities that have a negative impact on the environment should be put on state registration in the federal state register.
As of 01.01.2018, one area facility operated by the Sakhalin Branch has been put on state registration in the federal state register of facilities. The facility belongs to the IV category of facilities that have minimal negative impact on the environment.
For the remaining facilities of the Sakhalin Branch, work on their categorization and state registration is being carried out in accordance with the established procedure.
The measures carried out by the Sakhalin Branch in the field of environmental protection during its current economic activities are implemented in the following areas.
1. Atmoshperic air protection
To fulfill its statutory tasks, the Sakhalin Branch has vessels of the service and auxiliary fleet and a stock of vehicles. All vehicles of the Sakhalin Branch regularly undergo maintenance and state technical inspection in accordance with established schedules. As part of the production control, instrumental control of emissions from motor vehicles and measurements of emissions of harmful (polluting) substances and the smoke content of exhaust gases of marine engines are regularly carried out by the forces of specialized laboratories involved.

The Sakhalin Branch also operates stationary sources of emissions of pollutants into the atmosphere, which include two diesel generators that ensure uninterrupted operation of port facilities of the branch, and a parking area near the administrative building.
The Sakhalin Branch is currently developing a project of maximum permissible emissions of pollutants into the atmosphere, which will be submitted for consideration and approval to the Department of Federal Service for Supervision of Natural Resources for the Sakhalin Region in accordance with the established procedure.

2. Water resources protection

In accordance with the requirements of water legislation, the Sakhalin Branch has received all the necessary documents granting the right to use the relevant water bodies, including:
Water Use Agreements
- Water Use Agreement № 00-20.05.00.002-М-DRBV-T-2016-02080/00 dated 14.07.2016, valid until December 31, 2035 for the right to use part of the Aniva Bay of the Sea of Okhotsk with a total area of 0.00485 sq. km for accommodation of watercraft (vessels).
In accordance with the terms of the Water Use Agreement and the program approved by the Amur Basin Water Management of the Federal Water Resources Agency for conducting regular observations of the water body and water protection zone, the Sakhalin Branch, with the involvement of a certified laboratory, carries out quarterly choosing and analyzing of samples from the water body used by the branch. Analytical control data and a report on the implementation of water protection measures are submitted in accordance with the established procedure to the Amur Basin Water Management of the Federal Water Resources Agency.
At the end of 2017, no pollution of the water body used by the Sakhalin Branch in accordance with the concluded agreement was recorded.3. Land plots protection
Actions on prevention of wasting, littering and damaging the soils are conducted at all land plots rented by the Sakhalin Branch, such as:
• regular supervision over the sanitary conditions of land plots, berths located on them and other hydraulic facilities;
• regular cleaning of land plots, berths and other hydraulic engineering structures by both the branch and special cleaning organizations;
• arrangement of temporary waste storage places and their timely disposal according to the requirements of the environmental protection legislation.
4. Waste disposal
In order to decrease the negative influence of the Sakhalin Branch activities on the environment, the branch keeps records of volumes of wastes produced by the branch activities, control after places of their temporary disposition and accumulation and frequency of their disposal.
In accordance with the requirements of the environmental legislation of the Russian Federation, the Sakhalin Branch develops projects for hazardous wastes generation limits and standards for their disposal to be subsequently submitted in the prescribed manner for consideration and approval by the Department of Federal Service for Supervision of Natural Resources for the Sakhalin Region.
The wastes produced by the Sakhalin Branch are of 1-4 classes of hazards. They are mainly represented by:
• waste ultraviolet lamps;
• oily waters;
• waste oils and remains of diesel fuel;
• households wastes.
Waste of 1-2 classes does not exceed 0.1 % of the total volume of waste generated by the Sakhalin Branch in 2017.
The Sakhalin Branch, in accordance with the requirements of the environmental legislation of the Russian Federation, has concluded contracts with specialized licensed enterprises for the reception, transportation and disposal of waste.
Waste of 1 and 2 classes of hazard (mercury lamps, mercury-quartz, fluorescent, nickel-cadmium undamaged spent single galvanic cells (batteries)) is exported and further processed on a contractual basis with specialized licensed organizations.
Waste of 3 class of hazard (mineral oil waste) is transferred for neutralization to specialized licensed organizations on a contractual basis.

II. Environmental protection during dredging works
In order to ensure navigation safety and maintain the declared depths, the Sakhalin Branch carries out repair dredging in seaports. The Sakhalin Branch pays special attention to environmental protection during repair scooping.
In particular, in the water area of the seaport of Shakhtersk, the branch carries out dredging works to maintain operating navigational depths. The works are carried out by the branch in accordance with the requirements of RD 31.74.08-94 “Technical instructions for the production of marine dredging works”, current norms and instructions governing the rules for the production and acceptance of dredging works, taking into account the conclusion of the expert commission of the state environmental expertise of the design documentation “Repair dredging in the seaport of Shakhtersk for the period 2011-2015”. Currently, the project organization is developing design documentation “Production of repair dredging works in the seaport of Shakhtersk with the organization of an underwater (off-shore) and coastal dump for the burial of soil extracted during dredging for a period of ten years.” The design documentation will be submitted for consideration by the state environmental expertise in accordance with the established procedure.
When carrying out ongoing dredging, the Sakhalin Branch, in order to reduce the impact on water bodies and marine biota, stores the seized soil only in the area of the coastal dump. During the dredging works, the branch takes complete measures to exclude the dumping of construction waste, fuels and lubricants, sewage and toxic substances into the water.
To assess the impact of dredging on the aquatic environment, the Sakhalin Branch, with the involvement of an accredited laboratory, has organized environmental monitoring of the hydrochemical state of water bodies. In addition, ecological and technological control of excavation and storage of soil in dumps is carried out.
In order to compensate for damage to the aquatic biological resources of the Tatar Strait during dredging, the Sakhalin Branch carries out cultivation of juvenile fish for release into the relevant water bodies by contract with fisheries complexes of the Sakhalin Region.
In the period from 2011 to 2017, the Sakhalin Branch spent 7.3 million rubles for purposes related to compensation for damage to the marine biota caused by dredging operations in the seaport of Shakhtersk, which allowed to grow and release more than 4 million juvenile chum salmon into the Tatar Strait in the West Sakhalin subzone of Sakhalin Island.
At the end of 2017, the Sakhalin Branch spent almost 1.1 million rubles on compensation measures, which will allow to grow and release 193 thousand specimens of juvenile chum salmon into the Tatar Strait.

For the period up to 2020 the Sakhalin Branch plans to implement several projects of repair digging in the waters of the seaports of Korsakov, Kholmsk and Shakhtersk.
Seaport of Korsakov
Currently, by order of the Sakhalin Branch, design documentation is being developed for substantiation of economic activities in inland sea waters for the burial of dredging soils extracted during marine dredging operations in the waters of seaports and terminals of the Aniva Bay, the Sea of Okhotsk and repair dredging operations in the seaport of Korsakov for a period of ten years.
According to the results of the public discussion of the environmental impact assessment materials on December 8, 2017, no comments, negative conclusions and negative perception of the planned activity were revealed (Protocol of the Administration of the Korsakovsky District of the Sakhalin Region of 08.12.2017). The design documentation has been submitted to the state environmental expertise in accordance with the established procedure.
Seaport of Kholmsk
Currently, by order of the Sakhalin Branch, design documentation is being developed for carrying out repair dredging operations to maintain depths in the seaport of Kholmsk, with the formation of an underwater (off-shore) and coastal dump for the burial of soil extracted during dredging operations for a period of ten years.
According to the results of the public discussion of the environmental impact assessment materials on December 7, 2017, no comments, negative conclusions and negative perception of the planned activity were revealed (Protocol of the Administration of the Kholmsk District of the Sakhalin Region of 07.12.2017). The design documentation has been submitted to the state environmental expertise in accordance with the established procedure.
Seaport of Shakhtersk
Currently, by order of the Sakhalin Branch, design documentation is being developed for carrying out repair dredging operations in the seaport of Shakhtersk with the organization of underwater (off-shore) and coastal dumping of soil for a period of ten years.
In accordance with the requirements of the environmental legislation of the Russian Federation, public discussions of the design documentation, including environmental impact assessment, have been organized. According to the results of the public discussions held on June 27, 2017, no comments or negative conclusions, as well as a negative perception of the planned activity were revealed (Protocol of the Administration of the Uglegorsk City District of the Sakhalin Region of 27.06.2017). The design documentation has been submitted to the state environmental expertise in accordance with the established procedure.
By order of the Sakhalin Branch, the project organization is also developing design documentation for the production of repair dredging works in the Boshnyakovo marine terminal of the seaport of Shakhtersk with the formation of an underwater (off-shore) and coastal dump for the burial of soil extracted during dredging for a period of ten years.
In accordance with the requirements of the environmental legislation of the Russian Federation, public discussions of the design documentation, including environmental impact assessment, have been organized. According to the results of the public discussions held on January 16, 2018, no comments or negative conclusions, as well as a negative perception of the planned activity were revealed (Protocol of the Administration of the Uglegorsk City District of the Sakhalin Region of 16.01.2018). The design documentation has been submitted to the state environmental expertise in accordance with the established procedure.
III. Environmental protection during reconstruction of port infrastructure facilities
The Sakhalin Branch, as a customer-developer, in accordance with the federal target programs and investment programs of the enterprise in the seaports of the Sakhalin Region, implements various projects for the construction or reconstruction of coastal and port infrastructure facilities.
For all capital investments objects that were realized by the branch in the period from 2004 to the present, the design documentation was developed in strict accordance with the standards and requirements of the legislation of the Russian Federation in the field of environmental protection. In accordance with the established procedure, public hearings were held, after which the design documentation was sent to the state environmental expertise. Construction and installation work was carried out only after receiving positive conclusions of the state environmental assessment and state construction expertise.
Currently, the Sakhalin Branch does not carry out construction and installation work on the reconstruction or construction of new port infrastructure facilities, however, in the short and medium term, the Sakhalin Branch will continue to systematically implement other capital investment projects aimed at the development of port infrastructure and fleet in the seaports of the Sakhalin Region.
For all capital investment objects, where the Sakhalin Branch is the customer-developer, design documentation is being developed in strict accordance with Russian and international environmental standards.
IV. Environmental protection expenses of the Sakhalin Branch
The total costs of the Sakhalin Branch in 2017 during its current business activities for the implementation of environmental protection measures, including payments for negative environmental impact, amounted to 518.9 thousand rubles.
V. Prospects of environmental protection activities
The main tasks of the Sakhalin Branch in the field of environmental protection for the nearest future will be:
• reducing negative impact on the environment by modernization of technical means and equipment used by the Sakhalin Branch;
• implementation of modern energy and resource saving technologies;
• improving environmental management systems and strengthening of industrial environmental control of all aspects of the Sakhalin Branch environmental activities.
