     Implementation of federal marine transport development programs is one of the main types of activities conducted by FSUE “Rosmorport”, along with implementing capital investment programs aimed at providing steady development of the port infrastructure and fleet in the Russian seaports.

     The enterprise pays the utmost attention to development of port infrastructure facilities in the Russian seaports. FSUE “Rosmorport” as a client constructor implements federal target programs for development of Russian seaports, and also implements its own programs of capital investments into the construction of new and reconstruction of the existing port infrastructure facilities.

     Since 2004 FSUE “Rosmorport” has successfully completed dozens of investment projects in the form of capital investments aimed at improvement of port infrastructure and the quality of infrastructure services rendered to ship owners, consignors, and other consumers in Russian seaports. The most significant projects implemented by FSUE “Rosmorport” include the following:
 
     In 2004 the enterprise commissioned berth No. 2 with two rampants as part of the cargo-passenger automobile ferry terminal in Kaliningrad Seaport. The berth was designed for handling ferries and Ro-Ro cargo and providing services to passengers. The project capacity of the berth was up to 7 thousand freighters per year, up to 4 thousand cars per year and up to 17 thousand passengers per year.

 


     In 2005 the Barochny basin of the Big Port of Saint-Petersburg was reconstructed. During the reconstruction the seabed level was degraded up to -11.5 and -12 metres, which enabled safe navigation in the basin and allowed large dimensional vessels to moor in the basin. Also in that year the construction of the radio towers of the VTS automatic radiotechnical posts at the islands of Gogland, Seskar and Sommers in the Gulf of Finland was completed. The radio towers were designed to monitor navigation and improve navigational safety at the recommended waterways in the eastern part of the Gulf of Finland, at the approaches to the seaports of Big Port of Saint-Petersburg, Vyborg, Vysotsk, Primorsk, and Ust-Luga.

 


     In 2006 the vessel traffic system in Sochi Seaport was constructed and commissioned in order to enhance navigational safety at the approaches and in the water area of Sochi Seaport.


     In 2007 berth No. 1 in Kaliningrad Seaport was commissioned as part of a cargo-passenger automobile ferry terminal. The berth was designed for handling containers and its estimated capacity reached 1 million tons. Also in that year the construction of the Oil harbor boot basin in the Big Port of Saint-Petersburg was completed. The boot basin was made to ensure safe approach and berthing of vessels to berths No. 1-4 of the Petersburg oil terminal. During the dredging works the boot basin had been formed with the size of 1.1×0.57 km, and with the seabed level from -11.7 to -12.2 metres. Implementation of the project allowed tankers to approach the oil-loading berths of the Petersburg oil terminal.
     In 2007 two leading marks were constructed at the hydraulic foundation of the Petrovsky fairway leading line in order to provide for navigation safety of vessels calling at the Passenger Port of Saint-Petersburg.
     Besides, in 2007 reconstruction of the VTS in Arkhangelsk Seaport was completed. In the framework of reconstruction a radio technical post No. 3 “Talagi” was constructed in order to monitor vessel traffic and provide navigational assistance to vessels moving to the Talagi oil base berths. During the reconstruction the outdated equipment of the Arkhangelsk Seaport VTS was also changed.

 


     In 2008 the construction of an automatic radio technical post at the Set-Navolok Cape was performed. Integrated into the Kola Bay VTS, it allowed to monitor vessel traffic on the recommended routes in the approaches to Kola Bay (19 nautical miles to the North from the entrance to the Kola Bay), and also on the recommended routes in the northern, middle and southern bends of the Kola Bay, and in the Murmansk Seaport water area. Also in that year in order to enhance navigational safety at the Kaliningrad sea canal, and due to the increase of traffic flow in the seaport, a VTS control centre of Kaliningrad Seaport was built, as well as the VTS automatic radio technical posts ARTP 1, ARTP 2 and ARTP 3, which were designed to regulate traffic and improve shipping safety.
     Besides, in 2008 a project for reconstruction of the part of Petrovsky fairway in the Big Port of Saint-Petersburg located between the Saint-Petersburg sea canal and the access canal to the Passenger Port of Saint-Petersburg was implemented. After dredging the bottom levels reached from -11.0 to -11.3 metres, allowing to provide safe access of passenger vessels to the berth of the Passenger Port of Saint-Petersburg. Also in that period an access canal to the Passenger Port of Saint-Petersburg joining the Petrovsky fairway and the Passenger Port of Saint-Petersburg water area was constructed. After the dredging a sea navigable canal was formed with the width of 140-180 metres, the length of 1.8 kilometres and the bottom levels from -11.0 to -11.4 metres.
     The Passenger Port of Saint-Petersburg also saw the completion of construction of an operational basin intended for maneuvering of vessels while mooring to berths No. 1-7. After dredging a ware area with the size of 1.0×0.85 kilometres and the bottom levels from -10.6 to -11.0 metres was formed, enabling safe maneuvering of passenger vessels while mooring to the seaport berths.
     Apart from that, the construction of a railway ferry complex in basin No. 4 of the Kaliningrad Seaport was completed. The railway ferry complex allowed to handle Rider and Mukran-103 types of railway ferries with the capacity of 800 thousand tons of cargo per year.
     Also in 2008 in Ust-Luga Seaport hydraulic engineering structures, buildings and constructions of stages No. 1 and No. 3 of the automobile-railway ferry complex were commissioned. The complex was designed for handlnig railway ferries and ro-ro vessels engaged in the cabotage lines Ust-Luga – seaports of Germany, with the project capacity of 0.75 million tons and 3.5 million tons consequently.

 


     In 2009 a newly constructed VTS was commissioned in Magadan Seaport allowing to improve shipping safety in the water area and the approaches to Magadan Seaport. Besides, in 2009 the Anniva Bay VTS was constructed in order to provide navigational safety of tankers in the approaches and the water area of Prigorodnoye Seaport, where the oil and liquefied gas terminals were situated.
     Also in 2009 a newly constructed complex of buildings for the Russian state border checkpoint within the cargo-passenger automobile terminal in basin No. 3 (town of Baltiysk) of Kaliningrad Seaport was commissioned in order to provide services to vessels. The flow capacity of the checkpoint allows to handle up to 5 thousand cargo and passenger vehicles and up to 17 thousand passengers. Besides, in the framework of the federal target program on equipment of the Russian state border checkpoints, the enterprise carried out construction and fitting of the complex for inspection of large-dimensional cargoes in Vostochny Seaport. The complex was designed for surveillance of marine containers with the help of hi-fi radioscopic images.
     In Olga Seaport in 2009 the construction of berths No. 8 and No. 9 of the container terminal designed for transshipment of container cargo was completed. The total length of the newly constructed berths was 326 metres, the depth at the berth wall was 5.5 metres, and their project capacity was 1.3 million tons per year. Besides, berth No. 4 of the ro-ro (automobile ferry) and general cargoes complex was commissioned, with the lenth of 180 metres, depth at the berth wall of 6 metres, and the project capacity of 450 thousand tons. Also port treatment facilities were built in order to handle rainwater and sewage of cargo area No. 1.
     In 2009 the reconstruction of the access, the boot basin protective structures (southern mall and western mall) and the coal berth of Shakhtersk Seaport, with the project capacity of 1 million tons of coal per year, was performed. The aim of the reconstruction was to enable handling of vessels with the tonnage of 6 thousand tons and the draught in cargo of 4.5 metres.
     In Ust-Luga Seaport in 2009 the construction of an operational basin for the transshipment terminals (universal, mineral, liquid and part of the coal one) was completed. The basin was intended for the passage of vessels with the estimated deadweight of 70 thousand tons, and enabled vessels with the draught of up to -14 metres and the tonnage of up to 80 thousand tons to call at the seaport. Also the reconstructed Southern access canal was commissioned, in order to provide for safe passage of vessels to the operational basin of the transshipment terminals (universal, mineral, liquid and part of the coal one). During the reconstruction the canal was broadened up to 180 meters and its bottom level was degraded up to -16 meters, which allowed tankers with the tonnage of up to 80 thousand tons and the draught in cargo of up to -14 metres pass to the berths of the liquid terminal of the seaport.

 
 

     In 2010 the Southern and Northern entering malls at the entrance to Kaliningrad sea canal were reconstructed with the aim to provide for the safe passage of vessels to the Baltic sea and though the canal, and a laser leading beacon was installed in the framework of reconstruction of the Sevastopolsky leading mark of the Kaliningrad sea canal. Besides, the buildings and constructions of stage No. 2 of the automobile and railway ferry complex were commissioned, in order to receive and handle automobile ferries engaged in the cabotage line “Ust-Luga - Baltiysk” and the foreign line “Ust-Luga – seaports of Germany”.  In Ust-Luga Seaport the first stage of construction of the container terminal basin for admission of vessels with the tonnage of up to 20 thousand tons, and the draught in cargo of up to 9.2 metres was completed.
     Besides, in 2010 berth No. 5 of the ro-ro (automobile ferry) and general cargoes terminal, with the berth wall length of 145 metres (and a 25-metre wing), the depth at the berth wall of 6.2 metres, and the project capacity of 400 thousand tons per year, was put into operation.
     In the framework of development of the navigational safety systems in 2010 the newly constructed VTS of Taman Seaport integrated into the Kerch Strait Regional VTS was commissioned, with the aim to regulate traffic in the water area and the approaches to Taman Seaport, and to transmit information to the Kerch Strait Regional VTS control centre. In 2010 an automated radio technical post No. 2 in the Mzymta river estuary integrated into the Sochi Seaport VTS was also built, in order to regulate traffic and enhance navigational safety in the approaches to the Mzymta cargo area in Sochi Seaport.

 


     In 2011 the enterprise completed the first stage of construction of an access canal in the Ruchyi New Harbour and an operational basin of berth No. 1 with a turning basin designed to provide an approach of vessels with the length of 110 metres, the width of 22.5 metres and the draught in cargo of 6.12 metres to the marine terminal for transshipment of rolling cargo in the Vistino area of Ust-Luga Seaport. Besides, the Northern access canal was commissioned, allowing to separate entering and exiting traffic flows. Also in that year two berths and western landing apron were commissioned in the framework of the first stage of construction of the multifunctional transshipment complex “Yug-2”. As a result, a contemporary terminal able to handle a wide range of rolling cargo, including new cars, container and general cargoes, was created.
     In the framework of implementation of the federal target program on fitting of the state border checkpoints in Ust-Luga Seaport in 2011 FSUE “Rosmorport” put into operation the checkpoint facilities constructed in the framework of the first stage of construction of a container terminal in Ust-Luga Seaport with the total flow capacity of 5 million tons of container cargo per year. In the Passenger Port of Saint-Petersburg the construction of a passenger checkpoint through the state border of the Russian Federation within the marine passenger terminal on Vasilyevsky island was completed. The newly constructed checkpoint allows to handle more than 2 million passengers and 58 thousand cars coming by ferries to the Passenger Port of Saint-Petersburg. Besides, a checkpoint for border, customs and other types of inspection at the transshipment terminal for rolling and general cargo in Olya Seaport was commissioned.
     In Olya Seaport in 2011 apart from the commissioning of the checkpoint facilities the following facilities were constructed: berth No. 5a of the transshipment terminal for rolling and general cargo with a berth length of 170 metres, depth at the wall of -6 metres and estimated capacity of 420 thousand tons; auxiliary berths No. 10, 10a and 10b with a berth length of 410 metres, depth at the wall of 5.2 metres designed for mooring and handling harbor fleet vessels. Moreover, multi-purpose berths No. 6. 6a and 7 with the total berth length of 451 metres, depth at the wall of 5.2 metres and the project capacity of almost 1.3 million tons.
     As for development of the navigational safety systems, in 2011 the first stage of reconstruction of the Vanino VTS was implemented, with the aim to expand its coverage area. It included creation of a new radio technical post “Muchukey-Dua Cape” operating in the approaches to the new coal terminal in Muchka Bay integrated into Vanino Port VTS and designed for supervision over navigation and improvement of navigational safety.

 
 

     In 2012 the project for reconstruction of berths No. 1-4 and dredging of the water area and approach canal in Vysotsk Seaport was completed. As a result, the berth space increased by 100 metres, and the seabed levels increased by 2.7 metres and reached - 12.7 metres. Implementation of the project allowed to double the flow capacity of the coal terminal, which reached 8.7 tons of coal per year, and also create conditions for handling Panamax ships with the maximal draught of 11.9 meters. Besides, in 2012 in Ust-Luga Seaport the second stage of construction of an approach canal and operational water area of berth No. 1 with the turning basin in the Ruchyi New Harbor was completed in order to provide access for vessels with the length of 140 meters width of 22.7 meters and draught in cargo of 7.35 meters to the marine terminal for rolling cargo in the Vistino area of Ust-Luga Seaport.
     In the framework of development of the navigation safety systems in 2012 the construction of an automatic radiotechnical post at Cape Bobroviy was completed. The post is designed for supervision over navigation and improvement of navigation safety in the approaches to Vysotsk Seaport from the direction of Vyborg Seaport, as well as in the approaches to Vyborg Seaport and to Saimaa Canal. Also in that year the 1 stage of the reconstruction of the differential subsystem of global navigation satellite systems GLONASS/GPS was completed, including:

  • reconstruction of base stations and integral control stations (main and reserve sets) of the differential GPS system at the Gelendzhik radio center;
  • creation of remote control posts in the Regional Center for Communications Management in Novorossiysk in order to control and manage the new control and corrective station at the Gelendzhik radio center, and to control the parameters of the navigation field, which is being created by the new control and corrective station of the GPS subsystem;
  • creation of a remote monitoring post at the Gelendzhik radio center in order to supervise the parameters of the navigation field created by an RTK station.

     Besides, the year of 2012 was marked by completion of the first stage of reconstruction of the GMDSS facilities, sea area A1 and A2 of Temryuk Seaport, located near Golubitskaya Cossak village. As a result, the transmitting radio center of GMDSS area A2 situated in the Golubitskiy radio center was fitted with new MF/HF transmitters with the power output of 500 Wt, on the basis of TW 7000 transceivers. The coastal UHF radio station at the Achilleon automatic radiotechnical post provided stable UHF communication between the marine rescue subcentre in Temryuk Seaport and the ships in the Kerch Strait and its approaches.
     Also in that year Vanino Seaport saw the construction of a new automatic radiotechnical post “Kekurnaya Sopka” integrated into the Vanino Port VTS and designed for navigation control and increase of navigation safety level in the far approaches to Vanino Seaport and Sovyetskaya Gavan Seaport.

 
 

     In 2013 in the framework of implementation of the federal program for construction of Olympic facilities and development of Sochi as a mountain climatic resort, seven newly constructed marine terminals: Adler, Dagomys, Kurgorodok, Lazarevskoye, Loo, Matsesta and Khosta were put into operation in Sochi Seaport. The terminals were designed for mooring of passenger and leisure boats, embarkation and disembarkation of passengers. They allow to handle vessels with the length up to 40 metres, draught up to 3.6 metres . and passenger capacity up to 300 people. During one navigation the Adler and Matsesta marine terminals can receive more than 203 thousand passengers, whereas the other five marine terminals can receive almost 102 thousand passengers during the same period.
     Also in that year the federal property facilities of the cargo area of Sochi Seaport in the Mzymta river estuary comprising the coastal protection and separating hydraulic structures, the cargo area basin with the bottom level of -9.2 metres and the aids to navigation – coastal light aids to navigation and floating warning signs, and also a wave protective structure designed to sustain wave load from estimated storms and provide safe mooring for cruise vessels during the Winter Olympics 2014.
In order to develop the navigation safety systems in seaports in 2013 the enterprise put into operation the newly constructed coastal station BS-2 GMDSS sea area A1 near Lotspost, which completely covers the Azov and Rostov-on-Don water areas, and also the automated radiotechnical post No. 3 near the Pavlo-Ochakovo village, integrated with the Taganrog and Azov Port VTS. In order to connect the new facilities, two digital radio-relay lines for transmission of communication signals on the basis of Ericsson MiniLink-TN equipment with the range of 15 gigahertz.
     Also in 2013 the following facilities were reconstructed:

  • digital radio-relay line for transmission of communication signals “Taganrog Seaport – Beglitsa village” on the basis of Ericsson MiniLink-E equipment with the range of 7 gigahertz. Due to the reconstruction the flow capacity of the line had increased;
  • Taganrog and Azov Port VTS Centre in Taganrog Seaport;
  • GMDSS communications management center, to which the newly constructed GMDSS sea area A1 shore-based station was connected;
  • ARTP-1 in Taganrog Seaport and ARTP-2 in Beglitsa village, where the radiolocator equipment and UHF radio equipment were changed, and the electric power system was reconstructed;
  • GMDSS area A1 shore-based station in Taganrog Seaport, where the UHF radio station was changed;
  • control-corrective station – base station of the automatic identification system GLONASS/GPS, where the reconstruction provided hi-fi navigation mode.

     Implementation of the capital construction projects allowed to increase navigation safety level in the water areas of the seaports of Azov, Rostov-on-Don, and Taganrog in conditions of highly intensive navigation.
     In the same year the second stage of construction of the Anniva Bay VTS, including the construction of the Portoviy automated radiotechnical post, was completed, and resulted in broadening of the VTS area, which covered the basin and approaches to Korsakov Seaport. 
     In order to protect human life at sea in 2013 the newly constructed GMDSS area A2 facilities in Plastun terminal of Olga Seaport, located in the northern part of the Japanese Sea, along the Russian coast from the Posyet Bay to Cape Zolotoy, were commissioned, in order to provide radio duty at distress frequencies.

 
Wave protective structure

    
     In 2014 in the framework of implementation of the Federal Program of Preparation for the 2014 Olympics and Development of Sochi as a Mountain Resort, the coastal facilities acting as a base for the frontier ships of the Federal Frontier Services of the Federal Security Service of Russia were constructed and commissioned in Sochi Seaport. The facilities included a checkpoint facility, an administrative and technical building, a warehouse, a hangar and a ship repairing yard.
     In the same year before the start of the Winter Olympics the reconstruction of the existing coastal infrastructure facilities in Sochi Seaport and the construction of the new ones was completed. In the framework of creation of the international centre for sea passenger and cruise shipping new territories for placement of port infrastructure facilities, with the area size of 7.5 hectares,  were formed as well as  the New Harbor (“Novaya Gavan”) operational basin  with the total area size of 0.64 square kilometres. A protective mall, a wavebreaker, a coastal protective structure and 6 berths were constructed, whereas 12 berths were reconstructed. A building for checkpoint at the state border, an administrative building, and engineering facilities were constructed, floating warning signs and coastal navigation signs were set out. In order to provide for safe port calls and safe mooring,  of cruise ships with the length of more than 311 metres, the width of 38.6 metres and the draught of 8.8 metres, the dredging works were performed in the amount of 597.3 thousand cubic metres. As a result, the seabed level was lowered up to -11.5 metres. The new port facilities in Sochi Seaport allow to receive two 300-metre cruise liners and one 170-metre ferry at a time.

     In accordance with resolution of Rosmorrechflot No. RU77203000-AD-39/33 dated September 11, 2014 the constructed operational water area of the liquefied hydrocarbon gas transshipment complex with total area of 150 thousand sq. m and the bottom level of -13,5 meters has been put into operation in the seaport of Ust-Luga. This project, carried out by the enterprise under the Federal Target Program “Development of Transport System of Russia 2010-2015”, allows to provide safe passage to the berths of the complex for transshipment of liquefied petroleum gas to vessels with the length up to 184 meters, width up to 32.2 meters, deadweight up to 47.8 thousand tonnes and loaded draft up to 10.8 meters.

     In October 2014, in accordance with resolution of Rosmorrechflot No. RU77203000-AD-39/35 dated October 28, 2014 the reconstructed Great Kronstadt roadstead was put into operation in the seaport Big Port Saint Petersburg. In the frame of the reconstruction project the enterprise has created the widening of the entrance to the Litke-West canal in order to ensure safe manoeuvring of the design container vessel of type “Containerships VII” with deadweight of 13.8 thousand tonnes and overall dimensions in length of 158,8 m, width of 21.8 m, and loaded draft of 8.9 m at the entrance to the canal, based on the recommendations of the pilot services developed during the canal operation. In addition to this, there have been created a turning area with the diameter of 560 m and invert level of -11,5 m to ensure safe navigation of the design vessel during the passage from Kronstadt Ship fairway to the Litke-West canal and back, and an anchorage with the diameter of 530 m and invert level is -11,5 m for temporary lay up of the design vessel by own anchor before entering the Litke-West canal. The total volume of dredging amounted to 428 thousand cbm of dredged soil .

     In November 2014, in accordance with resolution of Rosmorrechflot No. RU77203000-AD-39/36 dated November 10, 2014, the fully reconstructed approach channel in Novaya Gavan Ruchi harbor (including the operational water area) was put into operation at the seaport of Ust-Luga . In the course of dredging ordered by the enterprise there were extracted 405.7 thousand cbm of soil thus bringing the seabed levels in the operation waters near berth No. 1 of the marine terminal for transshipment of ro-ro cargoes and in the turning basin to -9.4 m mark, and in the approach channel — to -9.7 m mark. The reconstructed facilities provide for a safe passage to the Novaya Gavan sea terminal of the seaport of Ust-Luga for vessels with dimensions in length up to 140 m, width up to 22.7 m, and loaded draft up to 7.35 m, which aims to increase the volume of transshipment of ro-ro and general cargo on berths of the terminal.

     In February 2015 in accordance with permission of Rosmorrechflot No. RU77203000-AD-39/1 dated 14.01.2015 distant lines pier and shore-protection in Murmansk Seaport were set into operation. The reconstruction of the facilities was carried out in the framework of 100 anniversary of Murmansk foundation in order to accept international cruise vessels. The works resulted in pier length increase in 58.6 m and its widths increase in 5.9 m. After dredging the bottom level at the south pier reached – 9.8 m, and – 6.2 m at the north one, that will allow to service passenger vessels with width of not less than 160 metres at the southern area of the pier and auxiliary vessels with the northern one суда. Besides, the passenger terminal was totally reconstructed, and its territory was increased in 1.7 thous. m2. Implementation of these two projects helped to increase passenger turnover in Murmansk Seaport.

     In March 2015 in accordance with Rosmorrechflot resolution No. RU77203000-AD-39/20 dated 31.03.2015, the constructed protecting hydraulic structure (coast protection) of the southern part of the providing fleet base territory in the seaport of Ust-Luga with length 348 meters was commissioned. It is intended to protect the formed territory from erosion during dredging in the providing fleet base operating water area.

     In May 2015 in accordance with resolution No. 47-505105-0082-2014 dated 29.05.2015 of the State Construction Supervision Committee and the State Expertise Committee of the Leningrad region, the constructed “Vyazy” automated radio technical post integrated into the seaport of Primorsk VTS was commissioned. It is intended to extend the area of radar monitoring of vessel traffic in the area of the northern part of strait Berkezund and improve the safety of navigation of oil tankers proceeding to the seaport of Primorsk.

     In November 2015 in accordance with permission of Committee on Property, Land Relations and Civil Construction of the Administration of the Municipal Entity “Kandalaksha District” dated 02.11.2015 No. 51-RU51503000-03-2015 the newly constructed Kandalaksha Bay VTS was put into operation in Kandalaksha Seaport. The VTS is designed to enhance navigation safety for all types of vessels in Kandalaksha Bay, at the approaches and in the waters of the seaports of Vitino and Kandalaksha. According to the resulrs of the work of the certifying committee FSUE “Rosmorport” received a certificate issued by Rosmorrechflot dated 29.04.2016 № 16.01867.315 stating the compliance of the Kandalaksha Bay VTS to the requirements of the VTS second-category.

     In December 2015 in accordance with Rosmorrechflot resolution No. 47-RU47507302-SG-39/58-2015 dated 14.12.2015, section No. 1 of port protective structure with length 1057 meters constructed within the first stage of construction was commissioned. It is intended for protection of operating water area of container terminal, complex for transshipment of liquefied petroleum gas, multipurpose transshipping complex “Yug-2” and road railway ferry complex of the seaport of Ust-Luga from the ice action, drift and waves.

     In April 2016, in accordance with Ministry of Construction of Russia resolution No. 47-30-0273-2016MS dated 11.04.2016 the previously constructed Northern approach canal in the seaport of Ust-Luga with the length of 5.93 km, width of 205 meters and depths from 17,5 to 18 meters was commissioned. It is intended to ensure safe navigation of vessels with the draft up to 15 meters to the transshipment complexes berths located in the water area of the northern part of the eastern area of the seaport. In the same month, on the basis of resolution No. 47-RU47507308-VV-39/11-2016 dated 14.04.2016, issued by Rosmorrechflot, the previously constructed container terminal water area (2nd and 3rd stages, phase 2.1) in the seaport Ust-Luga with the area of 150.3 thousand m2 and bottom marks of minus 13.5 meters (according to the Baltic system of heights) was commissioned. It is intended to ensure approach of vessels with the following design parameters: maximum length – 115 meters, width – 18.5 meters, loaded draft – 6.8 meters, capacity – 11 thousand tons, to the container terminal berths in the seaport of Ust-Luga.

     In June 2016, in accordance with Rosmorrechflot resolution No. 78-RU785070311-VV-39/20 dated 27.06.2016, the first stage of constructed approach canal and water area of the “Bronka” Multifunctional Sea Transshipping Complex (MSTC) in the seaport Big Port Saint Petersburg were commissioned. In the result of the performed dredging the following facilities were formed: approach channel to the “Bronka” MSTC with the length of 6,442 meters, width of 150 meters and bottom mark minus 11.2 meters (BS); “Bronka” MSTC water area with the width of 380 meters and with bottom mark minus 11.2 meters (BS), and also front and rear range markers of two linear navigation ranges “Bronka 2” and “Bronka 3” were mounted on hydraulic bases. The total volume of dredging amounted to 20.2 million m3 of soil. The project allowed ensuring safe movement of container carriers with the length of 190 meters, the width of 30 meters and loaded draft of 8.5 meters from Saint-Petersburg entry lighted mid-channel buoy along the created approach channel to the “Bronka” MSTC berths and safe maneuvering of vessels in the Transshipping Complex water areas.

     In August 2016, in accordance with Rosmorrechflot resolution No. 30-RU30507311-NZ-39/24-2016 dated 02.08.2016 the previously constructed berth No. 5a with design capacity 490 thousand tons per year was commissioned in the seaport of Olya. It is intended for processing of design vessels up to 130 meters long, with the width of 16.22 meters and loaded draft of 5.1 meters, carrying ro-ro (road ferry) and general cargo.

Enterprise Fleet Development

 

     From 2004 till present FSUE “Rosmorport” has implemented several projects in the field of fleet development, as a vessels construction manager in the framework of federal special-purpose programs. Besides, the enterprise bought several vessels designed for different special purposes. All newly constructed and acquired vessels were given to the enterprise for full economic management and were entered into the Federal Property Register.

     In 2004 FSUE “Rosmorport” acquired a pilot boat Neptun for the Astrakhan branch pilot service. Besides, a newly constructed buoyage boat “Kalmar” was put into operation. It is used in the seaport of Tuapse for taking members of state committees and crew members to vessels, for inspection and ecological monitoring of the seaport water area, and for other purposes.

     In 2005 the enterprise acquired a pilot boat Lider, a bilge water removing vehicle Argus and a dock-tug Olimp for the needs of Vostochny branch and for usage in the seaports of Vostochny and Nahodka. Pilot boats LK-67, Svyatoy Nikolay, and Lotsman-1 were bought for the needs of Vladivostok and Murmansk branches. Besides, FSUE “Rosmorport” acquired a passenger boat KS-110, which is now used in the Greater Port of Saint Petersburg seaport for taking members of state committees and crew members to vessels, and for other purposes.

     In 2006 the enterprise bought a pilot boat Fort for the pilotage service in the Ust-Luga seaport, and also a passenger boat RZD 07-31 for measuring works in the Kaliningrad seaport.

     In 2007 a pilot boat Konstantin was acquired in order to provide pilotage services in the Ust-Luga seaport.

     In 2008 FSUE “Rosmorport” bought out ice breakers Tor and Yuri Lisyanskiy, which the enterprise had used before according to a bare-boat charter contract. That enabled the enterprise to increase the efficiency of ice breaker assistance in the seaports of the Baltic region.

 

      In 2009 the enterprise put into operation the newly constructed Moskva and Sankt-Peterburg lead ice breakers of 16 mW power made by JSC Baltiyskiy Zavod with the help of budget investments. Presently, these vessels provide ice breaking assistance to vessels calling at seaports in the eastern part of the Gulf of Finland. Besides, FSUE “Rosmorport” bought two dock-tugs Kolguyev and Tekhflotets for providing towage services in the Eysk seaport, and a passenger boat RZD 07-30 (later renamed Alkor) for conducting measuring works in the Arkhangelsk seaport, and also bought out an ice breaker Karu which became the 10th ice breaker of the enterprise fleet in the Baltic region.

 

     In 2010 FSUE “Rosmorport” put into operation newly constructed dock-tugs Khasan and Aleut for Vladivostok branch, a pilot boat Lotsman-4 for providing pilotage services in Sochi branch, and also a passenger boat Marlin for taking to vessels members of state committees and crew members, and for other purposes, which is now used by Arkhangelsk branch in the Arkhangelsk seaport. That year the enterprise also bought a dock-tug Dobrynya for Sakhalin branch and a passenger boat Minor for the needs of Vostochny branch.

 

     In 2011 the enterprise put into operation a newly constructed passenger boat Marlin for the needs of Astrakhan branch and a pilot boat Dmitry Sirotkin (project BLV01) designed for installation of floating navigational aids equipment, their maintenance, uninstallation, and other additional functions, which is presently used by the North-West basin branch in the Greater port of Saint Petersburg water area. Besides, a passenger boat “Antares” and a bilge water removing ship Krakovets were acquired for the needs of North-West basin branch, the former for taking members of state committees and crews to vessels, and other purposes, the latter for providing ecological services in the Ust-Luga seaport (removing solid waste, bilge and effluent waters from vessels). In order to provide marine passenger transportation between the seaport of Sochi and Tuapse, and also between Sochi (Russia) and Gagra (Republic of Abkhazia), two high speed catamarans Sochi-1 and Sochi-2 each fitting up to 300 passengers were acquired for Sochi branch. The enterprise completely bought out a marine freight railway-automobile ferry Baltiysk which had been used before on leasing conditions.

 

     In 2012 FSUE “Rosmorport” bought a self-propelled bilge dredger Ivan Cheremisinov equipped by a clamp bucket for Arkhangelsk branch to conduct dredging works in the Astrakhan and Olya seaports water area and the Volgo-Caspian canal, and also a dredging convoy, including a dock-tug Viktor Olenich, a non-self-propelled dredger Farvater and a non-self-propelled barge Stvor, for Sakhalin branch to conduct dredging works in the water areas and the approaching canals of the Sakhalin seaports. Also in 2012 the brand new multipurpose vessels Marlin, Tamanets, Lebedin and Akvamarin were set in operation to be used by the Azovo-Chernomorsky basin branch and Arkhangelsk branch and Astrakhan branch in order to provide crew boat services, transportation of state commisions, to provide pilotage services and other purposes in sea ports of Tuapse, Kavkaz and Arkhangelsk. In November 2012 the new vessel Vega was set into operation. It is operated by the North-West basin branch for intallation of navigation floating means in the sea port of Kaliningrad and approaches, and for maintanance, deinstallation and for other purposes connected with the mitigation of oil spills consequences. The same month the new tugboats Dobrynya and Muromets were set into operation. They are used by the Azov basin branch in the sea port of Rostov-on-Don. In 2012 the enterprise also bought an amphibia boat named Khivus-10, which was designed for transportation of personnel, equipment and provision to the divisions of Navigation and Hydrographic Service of the Astrakhan Branch located at the Volga-Caspian sea navigable canal, maintenance of the VTS and GMDSS radio technical stations and other purposes as a crew boat. In November 2012 the enterprise acquired the scow Ligatne for the Azovo-Chernomorsky Basin Branch to use it for dredging works in the Azovo-Donskoy Sea Canal and the Azov Sea.

 

     
     In 2013 the enterprise put into operation the Bora and the Stremitel'ny multi-purpose boats of the MPB14 project, designed for the Azovo-Chernomorsky Basin Branch and the Azov Basin Branch in order to deliver members of state committees, vessel crews, providing pilotage services, and other purposes in the seaports of Novorossiysk, Azov, Rostov-on-Don, and Ust-Luga. In July of the same year the enterprise put into operation the newly built Vavchuga buoy boat of project Р1760М designed to perform installation of floating aids to navigation on the approaches and in the water area of the Arkhangelsk seaport, their maitenance and removal, as well as to be used for other purposes by the Arkhangelsk Branch in accordance with its designated functions. In the same month new boat Sargan (project "Nautilus-800") was set into operation for the Azovo-Chernomorsky Basin Branch in order to perform hydrographic research in Tuapse Seaport. Moreover, the enteprised purchased Artemiy Volynsky non-self-propelled dregder (IHC Beaver 65DDSP project) to perform dredging in Astrakhan Seaport and Volga-Caspian marine canal.

    
     In 2014 new boat Platan (WB22MT project) was set into operation, and Elbrus crew boat was bought for the Sochi Branch to carry members of state commissions, members of crew on board of vessels and to provide pilotage and other services in Sochi Seaport. Platan was used at Winter Olympic Games 2014. In December 2014 the enterprise set into operation Admiral Lazarev, Admiral Serebryakov and General Rayevsky tugs to perform towage and other maneuvering vessels in the seaport. Irbis pilotage vessel was also purchased to install floating aids to navigation, their maintenance and deinstallment.
 


     In 2015 new motorboats Kapitan Belyaev, Nord and Sergey Cherednikov (ST23WI project) were set into operation in the North-Western Basin Branch. The boats are used to carry members of state commissions, members of crew on board of vessels and pilots on board of vessels, transship cargo, perform ecological monitoring of the seaport. Moreover, the following hydrographic boats were also set into operation: Iskatel, Albatros and Gals (Nautilus-800 project). The boats are used in the Astrakhan, Azovo-Chernomorsky Basin and Makhachkala Branches to perform hydrographic research. In 2015 the enterprise also acquired Severnaya bucket ladder dredger and Bolgradskaya self-propelled sludge-removal barge for the Azovo-Chernomorsky Basin Branch for the dredging purposes, and Taifun multipurpose ice class boat for the Petropavlovsk Branch for delivering members of state commissions and crew members to the vessels, carriage of goods, for inspection and ecological monitoring of water areas of seaports, as well as delivering pilots on board the vessels.

     In 2016 the enterprise commissioned new constructed vessels:
     a) Krutoyar, Yuri Romanchenko and Kapitan Shershnev mark boats for the needs of the North-Western Basin Branch, Azov Basin Branch and Arkhangelsk Branch consequently, in order to maintain aids to navigation of the branches, which are located in the water areas and on the approaches to the seaports of the eastern part of the Gulf of Finland, Azov Sea and White Sea;
     b) Sommers, Kronshlot and Kadosh dredging vessels with hold volume of 1000 cubic metres for the needs of the North-Western Basin Branch and Azovo-Chernomorsky Basin Branch consequently, which are designed for dredging in order to maintain selected depths in the waters and approaches to the corresponding seaports in the Eastern part of the Gulf of Finland and in the Black Sea;
     c) Severnaya Dvina dredging vessel with the hold volume of 2000 cubic metres for the needs of the Arkhangelsk Branch and non-self-propelled dredger Petr Sablin of project CSD-650 for the needs of the Astrakhan Branch, designed to conduct dredging in order to maintain the selected depths in the waters and approaches to seaports in the White Sea and at the Volga-Caspian Seaway Canal;
     d) Bata ice-strengthed workboat for the needs of the Azovo-Chernomorsky Basin Branch in order to deliver members of state committees and crew members, carry cargo on the deck, perform inspection and ecological monitoring of waters, deliver pilots to vessels in the seaports of Kavkaz, Taman and Temryuk.

     At present, FSUE “Rosmorport” continues to implement its plans on development of the auxiliary enterprise fleet, and to act as a vessels construction manager according to federal special-purpose program “Development of Transport in Russia (2010 – 2015)”.
