Completed investment projects of the Azovo-Chernomorsky Basin Branch
 
     One of the major activities of the FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch is implementation of federal investment programs and capital investment projects of FSUE “Rosmorport” aimed at the development of federal port infrastructure facilities in the seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Taman, Temryuk and Tuapse.
     In this area the Azovo-Chernomorsky Basin Branch, and earlier Eysk, Taman and Tuapse branches, have implemented the following investment projects aimed at the improvement of port infrastructure and the quality of services rendered to ship owners, consignors and other customers in seaports.
 
     Anapa Seaport
 
     In 2012 reconstruction of the Vityazevo passenger berth near the same-named village was completed. The berth consists of an approach highway with the length of 260 metres and the width of 5.5 metres, and two lowered platforms with the length of 48 metres each on both sides of the highway functioning as berth walls for the mooring of local passenger boats. The construction of the berth is one of the stages to implement the regional concept for the development of hospitality services on the Black Sea coast in Krasnodar Territory. The Vityazevo berth can handle vessels with the following technical characteristic: tonnage – 320 tons, length – 35 metres, width – 13 metres, draught – 2.5 metres, passenger capacity – 230 people.

     Gelendzhik Seaport
 
     In 2006 a passenger berth for local transport in Dzhankhot village was constructed. The project was one of the stages to implement the the regional concept for the development of hospitality services on the Black Sea coast in Krasnodar Territory. The passenger berth in Dzhankhot village is designed for local passenger boats with the tonnage of 320 tons, length of 35 metres, width of 13 metres, draught of 3 metres and passenger capacity of 102.5 metres. The highway length is 102.5 metres, and the width of the platforms on the sides of the highway is from 5.5 to 7.21 metres.
     In 2007 the project for the reconstruction of Kurgorodok berth was completed. The aim of the project was to change the existing piling foundation and all elements of the berth superstructure in order to restore its functions for handling of Aleksandr-Grin-type and Raduga-type vessels preserving the technical characteristics of the berth.
     In 2008 the Passenger Pier No. 2 and Kabardinka berth were reconstructed to serve local passenger lines. During the reconstruction the piling foundation and all elements of the berths superstructures were changed. Their operational characteristics were totally restored.
     In 2012 a new cable line with the power of 10 kWt was constructed in order to provide sustainable power supply of the Doob radio post facilities as an integral part of the unified vessel traffic system.

     Kavkaz Seaport
 
     In 2005 berth No. 8 designed for general cargo handling was reconstructed. During the reconstruction a free standing dolphin and a mooring bollard were built making the berth longer up to 156.3 metres and creating the conditions for reception and handling of vessels with the length of 141.4 metres, width of 16.8 metres, draught of 4.6 metres and tonnage of 9,443 tons.
     In 2007 the coast protection of the Severnoye 2nd area was reconstructed. The structure is designed for damping down the wave energy, supporting the coast embankment and handling car-and-passenger ferries. As a result, the northern side of the coast protection was fitted for handling ro-ro ships.
     In 2009 pier No. 6 was reconstructed. The pier is made of a highway and designed for handling railway ferries going to the Ukraine, Georgia, Bulgaria and Turkey. During the reconstruction of the transfer bridge seat the main structural parts of the pier (piles, concrete blocks) were replaced, and two dolphins were constructed. The total length of pier No. 6 with the dolphins reached 166.6 metres allowing to handle ferries with the length of up to 150.2 metres.

     Novorossiysk Seaport
 
     In 2004 the branch installed a video control system at the South Ozereevka radio locator post of Novorossiysk Port VTS. The system allowed to supervise vessel traffic in area 670 of Novorossiysk Seaport basin.
     In 2008 modernization of the radio technical posts at Cape Penay and Cape Doob was completed. Up-to date equipment was installed during the modernization making it possible to keep video supervision over areas 415 and 416 of Novorossiysk Harbour.
     In November 2009 radar processors were replaced at all radio technical posts. That helped to improve the processing of all incoming radio locator data. Besides, the sutomatic identification system was refurbished as T214 transponder was installed improving the tracking accuracy, monitoring and information value of the observed targets.
     In 2009 berth No. 39 designed for handling sea ferries and container ships was reconstructed. The project envisaged strengthening of the shell and leaf-type structures of the berth, dredging up to 13.1 metres for design ship handling and lengthening of the berth by almost 94 metres. As a result, the estimated yearly throughput capacity of the reconstructed berth No. 39 exceeded 260,000 TEUs  with the average 260 port calls of vessels from 400 to 2,500 TEUs.
     In December 2011 the UHF radio communication subsystem of Novorossiysk Port VTS with canal-forming equipment was renewed due to the necessity to replace the outmoded equipment.
     In 2011 the Port berth of local passenger lines was reconstructed due to its considerable wearing. The berth constructions were all dismantled and in the end of the reconstruction the technical and operational characteristics of the berth were fully restored.
     In 2012 the first stage of modernization of the global navigation satellite system differential subsystem on the Black Sea was completed, including the following works:
          - Reconstruction of base stations and integral control stations (main and reserve sets) of GPS differential subsystem  at Gelendzhik radio center;
          - Creation of a remote station for control and supervision over the technological equipment of the renewed control and corrective station at the Gelendzhik radio center in the Regional Communication Center
          - Creation of a remote station for supervision over the parameters of navigational field of the new control and corrective station of the GPS subsystem;
          - Creation of a remote station for monitoring of the navigation field parameters.

     Taman Seaport
 
     In 2009 a radio relay communication station mast was built on top of Mt. Zelensky. It became part of the Kerch Strait Regional VTS and is designed for vessel traffic control in the waters of and approaches to Taman Seaport.
     In 2010 the Taman automated radio technical post was put into operation. It is designed for supervision over navigation in its coverage area, automatic detecting, tracking and identification of ships, as well as transfer of information to the Kerch Strait Regional VTS in order to support the necessary level of navigation safety in the waters of and approaches to Taman Seaport.

     Temryuk Seaport
 
     In 2009 the overhaul of berth No. 18 was completed involving replacement of the fenders, repairs of the crane runaways and the face part of the steel shear head. As a result, the operational capacities of the berth were restored and its technical characteristics were improved.
Also in that year an automated radio technical post mast was built in order to supervise vessel traffic in Temryuk Seaport improving navigation safety.
     In June 2012 the first stage of reconstruction of GMDSS system in Temryuk Seaport (Golubitskaya village) was completed. The reconstructed GMDSS system of sea areas A1 and A2 is in the responsibility area of the Azovo-Chernomorsky basin branch Taman Department. The GMDSS A2 radio transmitter on the territory of Golubitsky radio centre was completely restarted and fitted with new MF/HF transmitters with the output capacity of 500 Wt based on TW 7000 transceivers. New coastal UHF radio station at Achilleon radio post provides stable UHF communication between the sea rescue subcentre of Temryuk Seaport and ships in the Kerch Strait and its approaches.

     Tuapse Seaport

     In 2005 major repairs of the South-Western bulwark were completed in order to prolong the service life of this facility. The bulwark is designed to protect the seaport water area from waves and alluvium.
     In 2006 major repairs of the Southern bulwark superstructure were completed in order to prolong the service life of this facility. The bulwark is designed to protect the seaport water area from waves and alluvium.
     In 2007 major repairs of the South-Western breakwater were completed in order to prolong the service life of this facility. The bulwark is designed to protect the seaport water area from waves and alluvium.
     In 2009 dredging was conducted in Tuapse Seaport waters at the approach to the corn handling terminal. After dredging up to 13.94 metres it became possible to guarantee port calls of corn carriers with the tonnage of 118 thousand tons.
     In 2012 major repairs of the Southern bulwark superstructure and South-Western breakwater were completed in order to prolong the service life of those facilities.
     In 2012 the South-Eastern breakwater was thoroughly overhauled in order to restore its dimensions. Implementation of the project helped to prolong its service life by 40 years.
     Also in 2012 dredging works in the amount of 943 thousand cubic metres were completed in order to form the water area of the new deep-water berth 1A designed for handling dark and light oil products by ships with the deadweight of 100 thousand tons. The seabed level reached 16.9 metres. 
 
South-Eastern bulwark
 

     In February 2014, in accordance with the deed of reception of the repaired, reconstructed and modernized objects of OS-3 fixed assets No. F0800053 dated 24.02.2014 (OS-3 form), the reconstruction of a roof of the VTS Tuapse office building was completed. The implementation of the planned works made it possible to improve the appearance of the building and change the roof structure in order to improve operational characteristics of the building.

     In December 2015, in accordance with the commissioning permit No. 23-534110-530-2015 dated 28.12.2015, issued by the Tuapse administration, the building of the lights keepers was commissioned after completion of the reconstruction works. The reconstruction of the facility made it possible to increase the useful area of the facility in order to accommodate units of the pilot service of the Tuapse department of the Azovo-Chernomorsky Basin Branch.

     In December 2017, in accordance with the permission of Rosmorrechflot dated December 25, 2017 No. 23-RU23510102-NZh-39/64-2017, a reconstructed passenger pier was put into operation in the seaport of Tuapse, 72.1 meters long, 20 meters wide and with berth cordon depth of 6.1 meters. The implementation of the reconstruction project made it possible to ensure safe mooring and service at the passenger berth of local passenger lines vessels up to 53 meters long, up to 14 meters wide and with a cargo draft of 5.3 meters, as well as to increase the pier's capacity to 500 passengers per month.

Planned and current investment projects of the Azovo-Chernomorsky Basin Branch
 
     At present the Azovo-Chernomorsky Basin Branch is implementing the following investment projects as capital investments into the port and coastal infrastructure facilities in the seaports of Anapa, Gelendzhik, Eysk, Kavkaz, Novorossiysk, Taman, Temryuk and Tuapse within the federal target program “Development of the transport system of Russia (2010-2015)” and its own capital investment programs.
 
     Anapa Seaport

     • project for reconstruction of the “Succo” berth near Anapa. The berth was completely devastated by storms and was taken out of service. However, the demand for local passenger shipping has considerably increased with the building of modern multi-storeyed holiday hotels and landscaped beach in the Succo valley. At present a special design bureau, which have won a tender, is drafting project documentation. Construction is planned to start after necessary finances are allocated but not earlier than 2013.
     • project for reconstruction of the “Metallic pier” construction due to its limiting wear and partial wrecking. Implementation of the project will allow to use the pier for passenger boats working on local passenger lines. At present a special design bureau, which have won a tender, is drafting project documentation. Construction is planned to start after necessary finances are allocated but not earlier than 2014.
 
     Gelendzhik Seaport

     • a project to build a maritime and coastal infrastructure complex in the seaport of Gelendzhik, implemented by FSUE "Rosmorport" and LLC "Gelendzhik Seaport" in order to increase the tourist attractiveness of the resort city of Gelendzhik and the development of maritime transport routes of the coastal region in accordance with the state program "Development of the transport system". As part of the construction project, in terms of the enterprise's obligations, it is planned to build: a) a passenger area with a total area of 16.1 hectares, designed for the reception and processing of passenger vessels and yachts, including international traffic, which includes facilities of harbour border crossing point through the State border of the Russian Federation, as well as the Southern mole with a length of more than 806.5 meters, pier No. 1 with a length of 45 meters, pier No. 2 with a length of 162.2 meters, Northern mole with a length of 120.3 meters, bank reinforcement (section No. 1) with a length of 88 meters, bank reinforcement (section No. 2) with a length of 112.3 meters, port fleet pier with a length of 60 meters; b) yacht complex (marina) with an area of 14.6 hectares, designed for receiving and servicing small vessels of various classes, which includes: artificial land plot with an area of 0.94 hectares, pier No. 3.2 with a length of 75.9 meters, pier No. 3.3 with a length of 108 meters and bank reinforcement (plot No. 3) with a length of 317 meters. The implementation of the project will allow to create a modern passenger seaport with a passenger turnover of 19.6 thousand passengers per year.
     The environmental impact materials of the planned construction were submitted in the prescribed manner by the project organization to the public hearings. Based on the results of the discussions (minutes of the Commission on the organization of public discussions, intended economic and other activities, which are subject to environmental expertise, and the organization of public environmental expertise on the territory of the municipality of the resort city of Gelendzhik as of 12.05.2014), there were made the comments and suggestions, which were taken into account by the project organization in the subsequent refinement of the materials. The project documentation, updated taking into account the results of the public hearings and submitted for consideration by the state environmental examination, received a positive opinion from the expert commission of the state environmental examination, approved by order of the Department of Rosprirodnadzor for the Southern Federal District No. 2535 as of 14.11.2014.
     Due to the revision of the construction project concept, including changes in the composition, planning solutions and configuration of facilities intended for the construction, the project documentation was completely revised by a specialized organization. The environmental impact materials of the planned construction were submitted again in the prescribed manner by the project organization to the public hearings. Based on the results of the discussions (minutes of the Commission on the organization of public discussions, intended economic and other activities, which are subject to environmental expertise, and the organization of public environmental expertise on the territory of the municipality of the resort city of Gelendzhik No. 4 as of 07.07.2017), there were made the comments and suggestions, which were taken into account by the project organization in the subsequent refinement of the materials. The project documentation, updated taking into account the results of the public hearings and submitted for consideration by the state environmental examination, received a positive opinion from the expert commission of the state environmental examination, approved by order of the Department of Rosprirodnadzor for the Southern Federal District No. 159-O as of 27.12.2017. The design documentation and the results of engineering surveys, submitted to the FAI Glavgosexpertiza of Russia for consideration by the state examination in accordance with the established procedure, received a positive conclusion of the state examination No. 1438-17/GGE-9802/04 as of 27.12.2017, approved by FAI Glavgosexpertiza of Russia. Based on the results of receiving positive conclusions from state examinations, Rosmorrechflot issued construction permits No. 23-RU23303000-NZh-39/12-2018 and No. 23-RU23303000-NZh-39/13-2018 as of 11.05.2018.
     Due to the adjustment of the project related to the exclusion of the possibility of cargo transportation through the seaport of Gelendzhik, it became necessary to adjust the design documentation in terms of hydraulic structures and coastal infrastructure of the port complex. The revised design documentation and environmental impact materials of the proposed construction were submitted again to the public hearings. Based on the results of the discussions (minutes of the Commission on the organization of public discussions, intended economic and other activities, which are subject to environmental expertise, and the organization of public environmental expertise on the territory of the municipality of the resort city of Gelendzhik No. 8 as of 10.12.2018), there were made the comments and suggestions, which were taken into account by the project organization in the subsequent refinement of the materials. The project documentation, updated taking into account the results of the public hearings and submitted for consideration by the state environmental examination, received a positive opinion from the expert commission of the state environmental examination, approved by order of the Department of Rosprirodnadzor for the Southern Federal District No. 603 as of 03.10.2019. The design documentation and results of engineering surveys, taking into account the positive passage of the state environmental expertise, submitted to the FAI Glavgosexpertiza of Russia for consideration by the state examination in accordance with the established procedure, received a positive state expertise opinion No. 23-1-1-3-0150-19 as of 18.11.2019 and a positive conclusion of the state examination on determination of the reliability of the estimated construction cost No. 01404-19/GGE-09802/07-01 as of 18.11.2019, approved by FAI Glavgosexpertiza of Russia.
     Based on the positive conclusions of state examinations, by order No. AP-519-r as of 13.12.2019, Rosmorrechflot approved the design documentation "Complex of coastal and maritime infrastructure in the seaport of Gelendzhik" amended as of 22.05.2020. In accordance with the established procedure, Rosmorrechflot issued building permits No. 23-RU23303000-ZD-39/39-2020 as of 10.08.2020 instead of the previously issued permit No. 23-RU23303000-NZh-39/13-2018 as of 11.05.2018, permit No. 23-RU23303000-ZD-39/40-2020 as of 10.08.2020 instead of the previously issued permit No. 23-RU23303000-NZh-39/12-2018 as of 11.05.2018, permit No. 23-RU23303000-ZD-39/41-2020 as of 10.08.2020 instead of the previously issued permit No. 23-RU23303000-NZh-39/12-2018 as of 11.05.2018.
     Due to the transfer of the functions of the developer of the construction of pier No. 1 and the artificial land plot to LLC "Gelendzhik Seaport", Rosmorrechflot issued a new construction permit No. 23-RU23303000-ZD-39/14-2021 as of 30.03.2021 instead of the previously issued construction permit No. 23-RU23303000-ZD-39/40-2020 as of 10.08.2020, as well as new permits of LLC "Gelendzhik Seaport" instead of the permits previously issued to the enterprise in August 2020.

   

     Eysk Seaport
 
     • project for reconstruction of the Eastern Pier with the creation of an artificial territory in the seaport of Eysk. As part of the project, it is planned to eliminate a separate entrance at the water area to the berths of the sea fishing port and the second sea approach channel, to create a stone border dike with a length of 1.15 km, and an artificial territory with an area of 9.38 hectares. The implementation of the project will reduce the scope and, accordingly, the costs of dredging work in the seaport of Eysk, restore the destroyed sections of the pier from the land, as well as create additional areas for the future development of the seaport.

     The developed design documentation and materials for assessing the impact of the planned activity on the environment were submitted for public discussion in accordance with the established procedure. According to the results of public hearings, the submitted materials were generally approved with due consideration to the opinion of the city services. In accordance with the established procedure, the design documentation received a positive conclusion of the expert commission of the State Environmental Review No. 837, approved by the Order of the North Caucasus Interregional Department for Technological and Environmental Supervision of Rostechnadzor No. EK-01/476 dated March 13, 2006.

     In 2012, due to insufficient funding, it was decided to make adjustments to the previously approved design documentation. A specialized organization developed design documentation for making adjustments to the project for reconstruction of the Eastern Pier with the creation of an artificial territory in the seaport of Eysk. Following the adjusted design documentation, technical decisions were made to restore the middle part of the Eastern Pier at a length of 548.5 m, in contrast to the selective restoration of destroyed individual sections of the middle part of the pier (rubble concrete masonry of the pier walls and filling caverns in the pier wall) of the previous project, since they were ineffective, as well as to cancel building of an artificial section of the territory and a border dike. In accordance with the established procedure, public hearings on design decisions and assessment of the environmental impact while implementing the project were organized and conducted. Based on the results of public hearings (Minutes of Eysk municipal settlement, Eysk district, town of Eysk No. 14 dated April 10, 2012 and the conclusion of Eysk district, town of Eysk No. 14 dated April12, 2012), it was decided that the developed project could be submitted for further environmental expertise, considering the opinions and suggestions expressed. The finalized design documentation for the adjustment of the project received a positive conclusion of the State Environmental Review, approved by the Order of the Southern Federal District Department of Rosprirodnadzor No. 4392 dated December 21, 2012. The results of engineering surveys and the design documentation submitted for consideration to FAI “Glavgosexpertiza Rossii” received a positive conclusion of the state expert review No. 595-13/GGE-4857/04 dated July 25, 2013, approved by FAI “Glavgosexpertiza Rossii”, on compliance with environmental and town-planning legislation of the Russian Federation, as well as a positive conclusion of the state expert review No. 1327-13/GGE-4857/10 dated December 24, 2013, approved by FAI “Glavgosexpertiza Rossii”, on auditing the estimated cost of the object. In December 2016, the enterprise in due course received the construction permit from Rosmorrechflot No. 23-RU23509111-NZH-39/44-2016 dated December 19, 2016.

     In 2021, due to the expiration of the state environmental review of project documentation, a decision was made to carry out a new design for the purpose of conservation of the facility and completion of construction and installation works. Currently, measures are being taken to select a design organization to perform redesign work.

     Kavkaz Seaport
 
     • project for reconstruction of the head parts of the Northern and Southern protective bulwarks. Implementation of the planned events will help to restore the working capacities of the protective bulwarks head parts, as well as to increase depths at the entrance to seaport up to 7 metres. At present a special design bureau, which have won a tender, is drafting project documentation. Construction is planned to start in 2014.
     • project for reconstruction of the coast protection in the root of pier No. 6. Implementation of the project will help to restore the working capacities of the coast protection, and will also create conditions for mooring of harbor fleet. At present a special design bureau, which have won a tender, is drafting project documentation. Construction is planned to start in 2014.
     • project for reconstruction of coast protection No. 3 (southern). The project involves creation of conditions for safe mooring of auxiliary harbor fleet at the facility. At present a special design bureau, which have won a tender, is drafting project documentation. Construction is planned to start in 2013-2014.
     • project for construction of a general port administrative building for the checkpoint through the state border of the Russian Federation in accordance with the Ministry of Transport of Russia order dated 27.12.2007 No. 200. The building is to fit employees of border, customs, sanitary-quarantine, veterinary and phytosanitary services, who perform the functions of state border and customs control. At present the project documentation is being reviewed by state expert board. Construction is planned to start in 2014.
     • construction of a new Northern-Eastern cargo area and approach canal in order to serve ro-ro ships with the project capacity of 2 million tons of ro-ro cargo per year. At present the project documentation is being revised in order to optimize project solutions and precise the technical, economic and ecological indicators of the project. After project works are completed, the documentation will be sent to the state ecological and state expert boards, according to the established procedure. A tender will be conducted to the general contractor to perform construction of the new cargo area. Construction is planned to start in 2013.

 

     Novorossiysk Seaport
  
     • project for reconstruction of berths No. 34 and No. 34a of the Cabotage Bulwark designed for serving passenger vessels. The project is aimed at restoration of the capacities to receive and work passenger cruise vessels in Novorossiysk Seaport. Reconstruction of the berths is conditioned by their limiting wear due to long operation, and also partial wreck of the piles construction and superstructure. As a result the length of berth No. 34 will reach 278.5 metres, and the length of berth No. 34 A will reach 139.0 metres. The design ship parameters (Albatross-type) for reconstructed berth No. 34 will be the following: length – 205.5 metres, width – 25.2 meters, draught – 7.5 metres. The design ship parameters (Expedition-type) for reconstructed berth No. 34 A will be the following: length – 104.0 metres, width – 18.9 meters, draught – 4.7 metres. At present a specialized design bureau is performing design works. Construction is planned to start in 2013.
     • project for reconstruction of the Novorossiysk seaport water area. It is supposed to reconstruct the turning point at the entrance to the inner water area of the seaport; to reconstruct the turning point at the “Forest Quay”; to reconstruct the inner navigation way connecting both foregoing turning points. As a result, the “Forest Quay” will be able to receive ships with the draught of up to 13.7 metres. Dredging works will be conducted only after necessary finances are allocated for implementation of the project, but not earlier than 2014.
     • project for anti-lightning protection of the Novorossiysk Port VTS, radio technical posts “Doob Beacon”, “Penay Beacon”, “Yuzhnaya Ozereyevka”, a network of GMDSS coast base stations of sea area A1 and A2 at the Lysaya mountain in Novorossiysk and Doob mountain, as well as emergency electric power supply of the VTS radio technical posts “Doob Beacon” and “Penay Beacon” in order to comply with the enterprise standard “Electric power supply, anti-lightning protection and power ground of navigation safety facilities. Requirements” – StP RMP 31.02-2008”. At present design works are performed, construction is planned to start in 2013.
     • project for reconstruction of Novorossiysk Port VTS in the framework of the federal target program “Development of the transport system of Russia in 2010-2015”. The aim of the project is to replace the worn equipment of theGelendzhik and Yuzhnaya Ozereyevka radio posts, which has been used since 2000-2002. That will help to increase the VTS sustainability. The design works are planned to start in 2014.
     • project to implement the second stage of modernization of the differential global navigation satellite system in the Black Sea. The project involves reconstruction of base stations and integral control stations (main and reserve sets) of the GPS differential subsystem at Gelendzhik radio centre, creation of a remote control point in the Novorossiysk Regional Vessel Control Centre, creation of the remote control point over parameters of navigation field create by the renewed control corrective station of GPS subsystem, replacement of radio beacon and antenna system. Implementation of the project will help to increase the preciseness of vessel tracking in sea up to 1 metre. Construction is planned to start in 2013.


 
     Sochi seaport

     • a project for the reconstruction of berths No. 11, No. 12 and section No. 2 of shore protection with a length of 81.74 m in the seaport of Sochi. According to the reconstruction project, it is planned to dismantle individual structures at berth No. 11, equip the berth with fenders and mooring devices, reinforce the pile foundation structures; at berth No. 12, dismantle individual structures, equip the berth with fenders and mooring devices, change the surface of the upper structure; on the section No. 2 of the bank protection, perform work on its conversion into a berth for receiving settlement vessels, change the surface of the upper structure. The implementation of the project for the reconstruction of the above federal property facilities in the seaport of Sochi will ensure the parking and servicing of vessels up to 40.2 meters long, up to 8.82 meters wide and with a draft of up to 1.65 meters at the berthing line of the objects under reconstruction. The materials of the environmental impact assessment of the planned reconstruction were submitted for public hearings in the prescribed manner. According to their results (Minutes of the Commission for Public Hearings of the Sochi City Administration of 05.07.2018), the submitted materials are generally approved. The design documentation, taking into account the results of public hearings, was submitted for consideration of the state environmental expertise. However, according to the results of its consideration, a negative conclusion of the state environmental expertise of 28.11.2018 was received, approved by the order of the Black Sea and Azov Sea Department of Rosprirodnadzor from 28.11.2018 No. 170-O. The design organization, taking into account the conclusion of the state environmental expertise, finalized and re-submitted the design documentation for consideration of the expertise. According to the results of its consideration, the design documentation received a positive conclusion of the state environmental expertise of 04.04.2019, approved by the order of the Black Sea and Azov Sea Department of Rosprirodnadzor from 07.04.2019 No. 47-O. On the basis of a positive conclusion of the state environmental expertise design documentation and engineering survey results were sent for consideration in the FAI "Glavgosekspertiza of Russia". According to the results of consideration of the submitted documents by the FAE "Glavgosekspertiza of Russia", a negative conclusion of the state expert review of design documentation and engineering survey results dated 25.09.2019 No. 23-1-2-3-025760-2019, as well as a negative conclusion of the state expert review of the reliability of the estimated cost of 25.09.2019 No. 00-2-2007-19 was approved. According to the results of revision design and construction documents and the results of engineering surveys repeatedly submitted for consideration by the FAI "Glavgosekspertiza of Russia". However, according to the results of consideration of the FAI "Glavgosekspertiza of Russia", a repeated negative opinion of the State Expertise 26.01.2021 No. 23-1-2-3-002976-2021 on the design and construction documents and the results of engineering surveys was approved.
     Due to the unsatisfactory results of state expert reviews, FSUE "Rosmorport" decided to terminate the contract with the design organization that carried out the design. Currently, the company is taking steps to develop a new concept for the reconstruction of the object, to prepare the technical specifications for the redesign, taking into account the comments received by the FAI "Glavgosekspertiza of Russia".
     Subject to successful redesign, obtaining positive conclusions of state expert reviews and allocation of necessary funding, the beginning of construction and installation work is scheduled for 2024.

Situational plan of the location of the reconstructed objects

     • project for the construction of additional wave protection structures in the cargo area of the Sochi seaport in the mouth of the Mzymta river with the re-profiling of the seaport into yachting infrastructure. Within the framework of the project, it is planned to build additional hydraulic structures: mooring structures with a total length of 1.1 km of the mooring line, designed for parking and servicing vessels up to 75 meters long, up to 15 meters in width and up to 4.1 meters of draft; two barrier structures with a total length of 300 meters, designed to improve the wave environment in the inner areas of the water areas of the seaport, including ensuring the wave height required for safe anchorage of boats not more than 0.3 m. On the existing shore reinforcement in the seaport of Sochi it is planned to install a slewing crane of 30 tons lifting capacity for lifting and launching vessels into the water, as well as to install two bridges of 50 meters each, which will be used for the passage of self-propelled diesel-hydraulic yacht hoist with carrying capacity of 220 tons, carrying vessels up/down and moving them into the storage area. As a result of the construction of additional hydraulic structures, the formed yacht marina will be filled with pontoons for settling small vessels. The implementation of the project will create the largest yacht marina in the south of Russia for the development of sailing, sporting events of international level, as well as improve the quality of service and sports boats in the seaport of Sochi.
     Currently, a design organization is selected on a competitive basis to perform engineering surveys and design work. Subject to the successful completion of design work, obtaining positive conclusions of state expert reviews and the allocation of the necessary funding the beginning of construction and installation work is scheduled for 2023.

     Tuapse Seaport
 
     • project for the reconstruction of the "Bank reinforcement at a section from Shiroky Mol to the passenger pier" facility (PK 666-523), designed in order to protect the coast from erosion and collapse in the Tuapse seaport. As part of the reconstruction works, it is planned to change structure type as a trestle with front and rear sheet-pile walls and a sub-mooring wave hexabit trap, with a pile cap made of reinforced concrete slabs as the top of this structure and low sites. The dimensions of the designed structure will be: 131.1-140.4 meters in length, 9.8 meters in width, with designed elevations of the top +2.9 meters and with designed elevations of the bottom -2 meters. The implementation of the reconstruction project will reduce the wave effect on the coastal zone at the section from the Shiroky Mol to the passenger pier PK 666-526 and allow to protect the coast from erosion and collapse, as well as ensure the use of the coastal zone in sections of the port territory and the city embankment of the Tuapse seaport. At present, the developed project documentation is submitted in accordance with the established procedure for consideration by the state environmental expertise. Upon receipt of a positive conclusion from the state examinations and pursuant to the allocation of the necessary funding, the start of construction and installation works is planned for 2021.




     • reconstruction project of the facility "Water area of the Tuapse seaport (increase in depths in the TMA section No. 9-10)". Within the framework of the investment project between the FSUE "Rosmorport" and JSC "TMTP", it is planned to carry out dredging works on an area of 31 thousand sq. m with bringing the bottom elevations up to -12.5 meters, as well as reconstruct berths No. 9 and 10 of the Shiroky Mol by strengthening their structural elements, replacing baffle devices with more modern ones and adding new mooring devices. The implementation of the project will allow handling vessels with a deadweight of more than 40 thousand tons, up to 244 meters long, up to 36 meters wide and a draft of up to 12 meters at the piers No. 9-10 of the Shiroky Mol in the Tuapse seaport. At present, design documentation is being developed. Pursuant to positive conclusion from the state examinations, the start of construction and installation works is planned for the 3rd quarter of 2021.



     • project of reconstruction (extension) of the South-East breakwater. Within the framework of the investment project between the FSUE "Rosmorport" and the LLC "RN - Tuapse Marine Terminal", it is planned to carry out dredging works in the water area of the seaport adjacent to the deep-sea berth 1A and berth 1B, on an area of 16.1 hectares, bringing the bottom elevations to -16.5 meters at the berth 1А and to -13.2 meters at the berth 1B, as well as extend the length of the South-East breakwater by 277 meters with an installation of underwater barrier of 110 meters in length. The implementation of the project will improve the safety of mooring vessels at berth 1A and berth 1B of the offshore oil terminal, because it will reduce the wave impact at the cordons of these berths, will allow to remove restrictions on the simultaneous placement of 2 vessels at berth 1A and berth 1B (at berth 1А up to 250 meters in length, up to 45 meters in width and 15 meters of load draught, and at berth 1B – 185 meters in length, 33 meters in width and 12.3 meters of load draught), as well as reduce the sediment accumulation of the water area of the Tuapse seaport. At present, feasibility studies are being carried out. Pursuant to successful design and receiving a positive conclusion from the state examinations, the start of construction and installation works is planned for 2022.
