     1. General Information

    The FSUE “Rosmorport” Azovo-Chernomorsky Basin Branch renders:

     - towing services related to the provision of towing during mooring operations, shifting or other types of vessels movement in the water areas of the seaports of Gelendzhik, Yeysk, Kavkaz, Novorossiysk and Temryuk;

     - services on sea towage of vessels or other watercraft in the Sea of Azov, without limitations and in the Black Sea in coastal navigation.

     In periods of winter navigation in the seaport of Yeysk towing is carried out with the involvement of Kapitan Krutov icebreaker of the Azovo-Chernomorsky Basin Branch.

     Towing fleet of the Azovo-Chernomorsky Basin Branch comprises 11 vessels with power from 150 to 4 600 kW, which are distributed among seaports as follows:

     2. Procedure for provision of towing services 
 

     Procedure for provision of towing services in the seaports of Gelendzhik and Novorossiysk

 

     Towing services related to the implementation of mooring operations or other types of vessels relocation in the seaports of Gelendzhik and Novorossiysk water areas are carried out by the Azovo-Chernomorsky Basin Branch in accordance with the requirements:

     a) Compulsory regulations in the seaport of Gelendzhik, approved by order of Ministry of Transport of Russia No. 448 dated 25.12.2014;

     b) Compulsory regulations in the seaport of Novorossiysk, approved by order of Ministry of Transport of Russia No. 223 dated 12.08.2014,

     which establish the rules for towing of vessels, limitations in towing, as well as information about the minimum number and power of tugboats for mooring operations:

     - in the seaport of Gelendzhik;

     - in the seaport of Novorossiysk.

 

     Provision by the Azovo-Chernomorsky Basin Branch of towing services related to the implementation of mooring operations or other types of vessels relocation in the seaports of Gelendzhik and Novorossiysk water areas is performed in accordance with the terms of the contract for the provision of towing services (hereinafter - the Contract).

 

     For conclusion of the Contract a customer sends an application by fax of the Azovo-Chernomorsky Basin Branch:

     in the seaport of Gelendzhik

     +7 (86141) 590-44;

     in the seaport of Novorossiysk

     +7 (8617) 67-64-47,

     or a scan by e-mail: mail@nvr.rosmorport.ru. The application will be considered within 2 days from the date of its receipt and in availability of all required documents for the conclusion of the Contract and in the absence of technical restrictions on possibility of provision of the requested services, the compiled original Contract is sent to the customer for signing. The signed by the customer Contract must be returned to the Azovo-Chernomorsky Basin Branch at the address: Sovetov st., 19, Novorossiysk, Krasnodar Territory, Russia, 353900.

     For the provision of tugboat in accordance with the concluded Contract, the customer sends a written application by the Azovo-Chernomorsky Basin Branch fax: +7 (8617) 67-64-00, or a scan by email: mail@nvr.rosmorport.ru. The application shall be submitted not later than 2 hours before the planned operation. In the absence of technical restrictions on possibility of provision of the declared services, tugboat of the Azovo-Chernomorsky Basin Branch is delivered to the specified in the application place and at the specified time for performing the required operations. Upon completion of the operations the Azovo-Chernomorsky Basin Branch tugboat master fills in towing receipt, which is signed by the tugboat master and representative of the vessel and is certified by the vessel seal. On the basis of the signed towing receipt, a bill or invoice is sent to the customer, which must be paid in accordance with the terms of the Contract.

 

     Information on tariffs of towing services rendered by the Azovo-Chernomorsky Basin Branch on tugboat provision in the seaports of Gelendzhik and Novorossiysk can be found in section “Harbor Dues and Tariffs of the Azovo-Chernomorsky Basin Brach”.

 

     Procedure for provision of towing services in the seaport of Eysk

 

     Towing services related to the implementation of mooring operations or other types of vessels relocation in the seaport of Yeysk water area are carried out by the Azovo-Chernomorsky Basin Branch Yeysk Directorate in accordance with the requirements of Compulsory regulations in the seaport of Eysk, approved by order of Ministry of Transport of Russia No. 324 dated 21.08.2012, which establishes the rules for towing of vessels, limitations in towing, as well as information about the minimum number and power of tugboats for mooring operations in the seaport of Eysk.

     Provision by the Azovo-Chernomorsky Basin Branch Yeysk Directorate of towing services related to the implementation of mooring operations or other types of vessels relocation in the seaport of Yeysk water area is performed in accordance with the terms of standard contract for the provision of port auxiliary service fleet (hereinafter - the port auxiliary service fleet Contract).

     For conclusion of the port auxiliary service fleet Contract a customer sends an application by fax of the Azovo-Chernomorsky Basin Branch Yeysk Directorate: +7 (86132) 264-06, or a scan by e-mil: rosmorport@esk.rosmorport.ru. The application will be considered within seven days from the date of its receipt by the Azovo-Chernomorsky Basin Branch Yeysk Directorate and in availability of all required documents and in the absence of technical restrictions on possibility of provision of the requested services, the compiled original port auxiliary service fleet Contract is sent to the customer for signing. The signed by the customer port auxiliary service fleet Contract must be returned to the Azovo-Chernomorsky Basin Branch Yeysk Directorate at the address: Rabochaya st., 192a, Eysk, Krasnodar Territory, Russia, 353680.

     Provision of tugboats of the Azovo-Chernomorsky Basin Branch Yeysk Directorate is performed under a written application of the customer. The application shall be submitted not later than a day before the planned operation by the Azovo-Chernomorsky Basin Branch Yeysk Directorate fax:

     +7 (86132) 214-88 (round-the-clock) - Dispatching Office of the Azovo-Chernomorsky Basin Branch Yeysk Directorate;

     +7 (86132) 266-10 - Secretary of the Azovo-Chernomorsky Basin Branch Yeysk Directorate (from Monday to Friday from 8:00 to 17:00, Moscow time, lunch break from 13:00 to 14:00)

     or by email: rosmorport@esk.rosmorport.ru

     In the absence of technical restrictions on possibility of provision of the declared services, tugboats of the Azovo-Chernomorsky Basin Branch Yeysk Directorate are delivered to the place specified in the application, and at the specified time for performing the required operations. Upon completion of the operations, the Azovo-Chernomorsky Basin Branch Yeysk Directorate tugboat master fills in an order, which is signed by the tugboat master and representative of the vessel, and is certified by the vessel seal. On the basis of the signed towing receipt, a bill or invoice is sent to the customer, which must be paid in accordance with the terms of the port auxiliary service fleet Contract.

     Procedure for provision of towing services in the seaports of Kavkaz and Temryuk

 

     Towing services related to the implementation of mooring operations or other types of vessels movement in the seaports of Kavkaz and Temryuk water areas are carried out by the Azovo-Chernomorsky Basin Branch Taman Directorate in accordance with the requirements:

     a) Compulsory regulations in the seaport of Kavkaz, approved by order of Ministry of Transport of Russia No. 190 dated 29.05.2013;

     b) Compulsory regulations in the seaport of Temryuk, approved by order of Ministry of Transport of Russia No. 218 dated 24.06.2013,

which establish the rules for towing of vessels, limitations in towing, as well as information about the minimum number and power of tugboats for mooring operations:

     - in the seaport of Kavkaz;

     - in the seaport of Temryuk.

     Provision by the Azovo-Chernomorsky Basin Branch Taman Directorate of towing services related to the implementation of mooring operations or other types of vessels relocation in the seaports of Kavkaz and Temryuk water areas is performed in accordance with the terms of contract for the provision of port auxiliary service fleet (hereinafter - the Contract).

     For conclusion of the Contract a customer shall send an application by fax of the Azovo-Chernomorsky Basin Branch Taman Directorate: +7 (86148) 518-86, or a scan by e-mail: office@tmn.rosmorport.ru. The application will be considered within one day and in availability of all required documents and in the absence of technical restrictions on possibility of provision of the requested services, the compiled port auxiliary service fleet Contract is sent to the customer for signing. The Contract signed by the customer must be returned to the Azovo-Chernomorsky Basin Branch Taman Directorate at the address:  Gertsena St., 46, Temryuk, Krasnodar Territory, Russia, 353500.

     Procedure for provision by the Azovo-Chernomorsky Basin Branch Taman Directorate of towing services in the seaports of Kavkaz and Temryuk is provided by the port auxiliary service fleet Contract terms.

     The procedure of rendering towing services by the Taman Directorate in the seaports of Kavkaz and Temryuk is stipulated in the clauses of the Contract.     

 

     Provision of tugboats of the Azovo-Chernomorsky Basin Branch Taman Directorate is performed under a written application of ship owner/marine agent. The application shall be submitted not later than a day before the planned operation to corresponding Dispatching Office by the Azovo-Chernomorsky Basin Branch Taman Directorate fax: +7 (86148) 607-70, or a scan by email DispKavkaz@tmn.rosmorport.ru (in Kavkaz Seaport) or DispTemryuk@tmn.rosmorport.ru (in Temryuk Seaport).

 

     The application will be considered within a day and in the absence of technical restrictions on possibility of provision of the requested services, tugboat(s) of the Azovo-Chernomorsky Basin Branch Taman Directorate are delivered to the specified in the application place and at the specified time to the vessel board for performing the towing operations. Upon completion of the towing, an order is filled in and signed by vessels’ masters. On the basis of the signed order, a bill or invoice is sent to the customer, which must be paid in accordance with the terms of the Contract.

     Procedure for provision of sea towing services for vessels and other watercraft

 

     The Azovo-Chernomorsky Basin Brach renders services for provision of sea towing services for vessels and other watercraft in the Azov Sea without limitations, in the Black Sea in accordance with terms of the Sea Towing Contract.

     For conclusion of Sea Towing Contract, a customer sends a written application by fax:

     for sea towing in the Kerch Strait and the Azov and Black Sea coast areas

     for sea towing of vessel near the seaports of Gelendzhik, Novorossiysk, and Black Sea coast

     The application will be considered within a week in availability of all required documents for Contract conclusion and in the absence of technical restrictions on possibility of provision of the requested services, the Azovo-Chernomorsky Basin Branch compiles two copies of Sea Towing Contract, which are sent to the customer for signing by mail or courier. The signed by the customer Sea Towing Contract must be submitted to the Azovo-Chernomorsky Basin Branch at the address: Sovetov st., 19, Novorossiysk, Krasnodar Territory, Russia, 353900, or to the Azovo-Chernomorsky Basin Branch Yeysk Directorate at: Rabochaya st., 2a, Eysk, Krasnodar Territory, Russia, 353680, or to the Azovo-Chernomorsky Basin Branch Taman Directorate at: Gertsena st., 46, Temryuk, Krasnodar Territory, Russia, 353500.

     The sea towing services of vessels or other watercraft are rendered by the Azovo-Chernomorsky Basin Branch in accordance with the concluded Sea Towing Contract.
