A project for building a ferry passenger terminal on the left bank of the Anadyr liman in the settlement of Ugolnye Kopi will be implemented with the involvement of a contractor organization. The operations will be funded through the federal budget and will amount to 674.7 million Rubles. The project is planning to be completed by October 2021.

During the navigation, passengers and motor vehicles will be shipped by ferryboats and launches, but the left bank is not designed for their loading and unloading. The construction of the ferry passenger terminal will ensure security of seaborne shipping.

The project envisages building three terminals – a cargo terminal, a cargo passenger and passenger terminal of 145.5 meters in length in terms of ramps, as well as sloping coast defenses of 155.7 meters in general length. The project also envisages carrying out dredging operations in the quay apron of the amount to 3,667 cubic meters. Simultaneously a one-storey administration and amenity building and a checkpoint will be erected.

Cargo turnover is planning to amount to 6,600 units of wheeled machinery per year:
- 4,200 units of cars;
- 1,800 units of trucks.

Passenger traffic will make up 20,000 people per year.
