In accordance with the Decree of the Government of the Russian Federation No. 1340-r of 27.06.2017, FSUE “Rosmorport” is included into the “List of Federal State Unitary Enterprises Essential for Securing Rights and Legitimate Interests of Citizens of the Russian Federation, Defense Capability and State Security”. The document was approved by the Decree of the Government of the Russian Federation No. 2931-r of 31.12.2016.

Starting from July 1, 2017, FSUE “Rosmorport” carries out purchasing activities in accordance with Federal Law dated 18.07.2011 No. 223-FL “On Procurement of Goods, Works, Services by Individual Types of Legal Entities”.

According to Part 3 of Article 2 of Federal Law No. 223-FL of 18.07.2011 “On Procurement of Goods, Works, Services by Individual Types of Legal Entities” for procurement, FSUE “Rosmorport” publishes the Regulation on Procurement of Goods, Works, Services for the needs of FSUE “Rosmorport” approved by the order of FSUE “Rosmorport” No. 663 of 28.12.2016 (as amended by order of FSUE “Rosmorport” No. 245 of 30.06.2017 ).

The Regulations on Procurement of Goods, Works and Services for the Needs of FSUE “Rosmorport” were developed in accordance with the Civil Code of the Russian Federation, Federal Law dated 26.07.2006 No. 135-FL “On Protection of Competition”, Federal Law dated 18.07.2011 № 223-FL, Federal Law dated 14.11.2002 No. 161-FL “On State and Municipal Unitary Enterprises”, the Charter of FSUE “Rosmorport”.

The document establishes the procedure for implementation of procurement, contains requirements for procurement, including the procedure for preparation and conducting of procedures (including methods of procurement) and the conditions for their application, the procedure for concluding and executing contracts.
