In order to execute part 1 of art. 15 of federal law “On seaports in the Russian Federation and on amendments to several regulations of the Russian Federation” Mintrans of Russia has issued order No. 226 dated 23.07.2015, which established requirements to equipment, technical aids and personnel of radar vessel traffic system facilities (VTS), facilities of seaports infrastructure necessary for Global Maritime Distress and Safety System (GMDSS) operating and facilities and aids of Automatic Identification System (AIS), shipping control service.

The requirements established are applicable for examination of facilities and centres within the Regulations of equipment approval and facilities and centres examination issued by Mintrans of Russia, and at checks by masters of corresponding seaports within their commission.
The order of Mintrans duly comes into force in 10 days after the day it was published.

FSUE “Rosmorport” is presently the single subject in Russia that ensures safe operation of VTS and AIS in the Russian seaports, and also one of the biggest operators of GMDSS.

In total FSUE “Rosmorport” has under its economic management 26 VTS, 3 of which were given to the enterprise in the second half of 2015 and at the moment are undergoing examination.

Moreover, FSUE “Rosmorport” holds right of economic management in respect of: 10 on-shore radio station of А2 GMDSS area, 33 on-shore radio station of А1 GMDSS, 4 on-shore radio station of NAVTEX system and 7 monitoring stations of global navigation satellite systems (GNSS) GLONASS/GPS ensuring high-accuracy navigation in seaports of North-Western, Azov and Black Sea, Caspian and Far-Eastern basins.

All the VTS centres used FSUE “Rosmorport”, except 3 centres, transferred to the enterprise in 2015, have been duly examined, comply with the international requirements and standards and engage high-qualified staff, that allows ensuring high quality of the comprehensive navigation services in VTS centre coverage area for vessels, shipping in the seaports basins and on their approaches.

Every year FSUE “Rosmorport” implements procedures on modernization and development of the existing VTS centres and GMDSS facilities in order to maintain their technical equipment at an up-to-date level, and construction of new VTS centres and GMDSS facilities as well. Federal programs and enterprise capital investment plans include reconstruction of 14VTS centres and 12 GMDSS facilities, as well as construction of 5VTS centres and 4 GMDSS facilities.

Total costs for the programs and plans implementation using budget investment and internal funds are foreseen to reach in 2015 about 400 mln rubles.
