International Conference “Modern Port Fleet – Foundation of Safety”

On 21 September 2015 Saint-Petersburg hosted an international conference “Modern Port Fleet – Foundation of Safety”.

The event was attended by representatives of shipping and shipbuilding companies, research institutes, Russian Maritime Register of Shipping, Russian Shipping Chamber and Russian seaports.

In the framework of the conference business program Vladimir Shtrambrand, Head of Fleet Construction and Development at FSUE “Rosmorport”, spoke on the construction of icebreaking fleet to support freezing Russian seaports.

In his speech Mr. Shtrambrand underlined that construction of icebreaking fleet and its maintenance in working condition is a priority task for FSUE “Rosmorport”. Nowadays the average icebreaker’s age is 39 years. It is mentioned that four leading icebreakers (three 18 MW and one 25 MW) are being built under subprogram “Sea Transport” of the federal target program “Development of the Transport System of the Russian Federation (2010 – 2020)”. In the meantime, taking into account the necessity to renew icebreaking fleet in order to support freezing seaports of Russia, FSUE “Rosmorport” has evaluated the demand for different types of icebreakers and sent its suggestions on building 25 and 18 MW leading diesel-electrical icebreakers, and also auxiliary and shallow-draft diesel electrical icebreakers for up to 2030 to Rosmorrechflot.

Mr. Shtrambrand also pointed out that two 18 MW leading icebreakers of project 21900M and an 18 MW leading icebreaker are to be commissioned in 2015-2016. At the same time a 25 MW icebreaker is being built. It is planned to be presented by the general contractor (joint-stock company AO OSK) in Q1 2017.

The new diesel electrical icebreakers will be allocated to the North-Western Basin Branch. Completion of their construction will provide solution of acute tasks aimed at the support of the freezing seaports of the Russian Federation, and a positive influence on the average age of the enterprise icebreaking fleet. Contemporary auxiliary fleet is also one of the key factors for creation of attractive conditions for calls to Russian seaports, as it ensures navigation safety, commercial appeal of seaports and their environmental safety.
