Rates of Harbour Dues for Services Rendered by FSUE “Rosmorport” in Seaports of Russia Approved

In the “Rossiyskaya Gazeta” on July 12, 2013 order of the Federal Tariff Service (FTS) of Russia dated 30.04.2013 No. 85-t/1 “On approval of rates of harbour dues for services rendered by the FSUE “Rosmorport” in the seaports of the Russian Federation” was officially published, registered in the Ministry of Justice of Russia on July 2, 2013.

In accordance with the established order of entry into force of the normative legal acts of federal executive bodies specified order of the FTS of Russia shall enter into force on the entire territory of the Russian Federation on the expiration of 10 days after the date of its official publication - from 00 hours 00 minutes July 23, 2013.

In comparison with the previous order of the FTS of Russia dated 20.12.2007 № 522-t/1, for the first time since 2007, individually for “Rosmorport” as a natural monopoly performing state-regulated activities in the seaports of Russia, rates of harbout dues were approved.

In particular, the order of the FTS of Russia dated 30.04.2013 № 85-t/1 set new rates of harbour dues levied by the enterprise in the following seaports:
- ecological dues rates in the seaport of Ust-Luga;
- ice-breaking dues rates in the seaport of Kandalaksha;
- navigation dues rates in the seaport of Eysk and navigation dues at the rate of VTS in the sea port of Azov;
- light dues rates in the sea port of Astrakhan;
- pilotage dues rates in the sea port of Okhotsk;
- harbour dues rates in the seaports Beringovsky, Makhachkala, Nevelsk and Taman.

In the seaport of Shakhtersk under the new order of the FTS of Russia flat rates of harbour dues for all marine terminals within the boundaries of the seaport are introduced.

In addition, the order of the FTS of Russia dated 30.04.2013 № 85-t/1 changed ice-breaking dues rates in the seaport of Vanino, the rates of navigation dues including VTS in the seaport of Taganrog and harbour dues rates for trailer ships in the seaport of Ust-Luga.
