Ministry of Transport of Russia approves administrative rules for providing the state service of issuing reports on presence of inextricable connection
The administrative rules stipulate terms, range, sequence of actions (administrative procedures) and requirements on their execution, for the Rosmorrechflot to provide the state service of issuing a report on presence of inextricable connection between a potential lessee’s real asset with the neighboring infrastructure facility, which is let out for lease, in accordance with the Rules on leasing federal property located in a seaport and operated by Rosmorrechflot dependent federal state unitary enterprises, approved by Ministry of Transport order dated 2.11.2009 №191.
The state service may result in:
- issue of a report on presence of inextricable connection between a client’s real asset and a neighboring infrastructure facility, which is let out for lease to a Rosmorrechflot dependent federal state unitary enterprise, for further negotiation of a seaport infrastructure facility leasing contract with the client;
- refuse in issue of a report on presence of inextricable connection between a client’s real asset with the neighboring infrastructure facility, which is let out for lease.
The Ministry of Transport of Russia order dated 9.07.2012 №206 becomes effective in 10 days after the date of its official publication.

At the end of 2011 FSUE “Rosmorport” has let out for lease 73 real assets secured to the enterprise on the basis of economic control rights, including 39 facilities leased on condition of presence of an inextricable connection between a leased facility and a neighboring client’s asset.
