FSUE “Rosmorport” takes part in the forum “Port Infrastructure: Construction, Modernization, Operation”

On April 2, the IX Annual Forum “Port Infrastructure: Construction, Modernization, Operation” opened in Moscow. The event is held by the Sea Ports Magazine and is supported and attended by FSUE “Rosmorport”.

Anna Strigunova, Deputy Head of the Digital Development Department - Head of the Digital and Monitoring Systems Development and Operation Division of FSUE “Rosmorport”, made a presentation at the IV Annual Conference “Smart Port: Efficiency, Safety, Environmental Friendliness” held at the forum. The conference was dedicated to discussing successful digital transformation projects, automation and implementation of technological solutions in the port industry.

The main trend in FSUE “Rosmorport” digitalization activities over the past two years is still the import substitution of software, especially at critical information infrastructure facilities.

“FSUE “Rosmorport” heads the Industrial Competence Center (ICC) “Sea and River Transport” where it implements the projects of particular importance on the introduction of domestic software,” Anna Strigunova noted in her speech. “For the first time in Russia, we have successfully implemented a fully domestic system for processing, displaying and registering VTS information. Notably, not only software, but also computer and server equipment have been replaced.”

Compared with its foreign counterpart, the domestic software of the VTS information processing, display and registration system (IPDRS) has an expanded functionality and significantly reduces the workload on VTS operators and employees of financial and economic services. The domestic software implemented in the seaport of Sochi has showed high reliability and absence of failures.

Currently, FSUE “Rosmorport” is working on switching to Russian software of all VTS operated by the enterprise in order to ensure technological independence and eliminate threats caused by foreign software while ensuring the safety of navigation.

Within the ICC, FSUE “Rosmorport” also continues its work on creation of Russia's first information system for pilotage activities for pilots, dispatchers and financiers to work together in a single information space using specialized pilotage tablets, a dispatcher interface and an analytics module.

In 2024, a pilot version of the FSUE “Rosmorport” service portal was put into commercial operation in the Azovo-Chernomorsky Basin Branch of the enterprise. It will increase the customer centricity of the enterprise by providing high-quality and transparent service to consumers. The portal allows you to receive applications for the services in a one contact mode and conduct electronic document management. In the medium term, it is planned to further replicate the portal to all branches of the enterprise.

Another trend in the development of the enterprise is the approbation and implementation of innovative technological solutions. Within the federal project “Autonomous Navigation”, the main task of FSUE “Rosmorport” was to test a set of technologies for automatic and remote navigation on various vessels. In 2023, autonomous navigation systems were installed on the Marshal Rokossovsky and General Chernyakhovsky ferries which were the first in Russia to receive certificates of maritime autonomous and remotely operated surface ships (MASS). A Remote Control Center has been established in St. Petersburg.

“FSUE “Rosmorport” is also working on a number of tasks concerning the use of artificial intelligence in order to optimize the activities of pilots, dispatchers and operators of VTS, help contractors to order services on the service portal. We see the potential of existing speech and text recognition solutions and have included relevant measures in the enterprise's digitalization plan for the medium term,” Deputy Head of the Digital Development Department added.

FSUE “Rosmorport” continues to develop the fleet maintenance and repair management information system which was commissioned in 2022 on vessels of the enterprise's icebreaking fleet. In 2023, the system was supplemented with the electronic document equipment of the Safety Management System to automate the work of maritime safety services and improve the efficiency of document and reporting management.

In order to consolidate the port charges data control, FSUE “Rosmorport” is working on the possibility of implementing unified software for the VTS database. The payments are supposed to be accrued automatically once the vessel enters or leaves the VTS coverage area, and the client's personal account be formed on the service portal with information about all accruals and payments on bills.

To make decisions based on data coming from various sources, FSUE “Rosmorport” continues to develop the enterprise's Situation Center, established in 2019. Last year, the Situation Center was supplemented with a dashboard designer, which allows the Digital Development Department to quickly generate new reports and information panels at the request of the enterprise's management.

At the end of her report, Anna Strigunova noted that all digital development projects currently being implemented by the enterprise were aimed at creating a single ecosystem of FSUE “Rosmorport” including many interconnected digital services that ensure the effective operation of the enterprise and the achievement of its strategic goals.
