Andrey Vasilyevich Lavrishchev has passed away

On March 27, 2023, Andrey Vasilyevich Lavrishchev, the former General Director of FSUE “Rosmorport”, an honorary employee of the marine fleet, died at the age of 64 following a long illness.

Andrey Vasilyevich devoted more than 25 years to the transport industry of Russia, having worked his way up from a leading specialist of the Federal Service of Russia for the Regulation of Natural Monopolies in Transport to the Head of the Federal Agency for Maritime and River Transport.

A.V. Lavrishchev was born on October 12, 1959 in Blagoveshchensk, Amur Region. In 1981 he graduated from the Military Orders of Lenin, October Revolution and Suvorov Academy named after F.E. Dzerzhinsky with a qualification of military engineer of electronics. In 1986 he graduated from the Moscow State University named after M.V. Lomonosov with a specialization in applied mathematics.

In 2004-2006, he was Deputy Director of Railway, Maritime and River Transport State Policy Department of the Ministry of Transport of Russia. In 2006-2010 he held a post of Deputy Director of Maritime and River Transport State Policy Department of Ministry of Transport of Russia.

In 2010-2021, he worked as Executive Director and General Director of FSUE “Rosmorport”. From January 2021 to August 2022, A.V. Lavrishchev headed the Federal Agency for Maritime and River Transport. A.V. Lavrishchev's career was marked by numerous state and departmental awards, including the badge “To Honored Worker of the Russian Transport”, the second-class medal of the Order “For Merit to the Fatherland, the badge “To Honored Worker of Marine Fleet”, the medal “For Merits in Development of Transport Complex of Russia”.

Andrey Vasilyevich Lavrishchev was dedicated to work, sea and people, he had analytical thinking, energy, ability to work with a large team, willingness to share knowledge and always give timely and valuable advice. Thanks to his exceptional diligence, wisdom and responsiveness, deep knowledge of the industry and continuous striving to find new prospects for the development of Russian maritime transport, A.V. Lavrishchev earned high authority and respect from colleagues and like-minded people, gaining a reputation as a true professional and talented leader.

It would be hard to overestimate the contribution made by Andrey Vasilyevich to the development of the country's transport complex. This is the result of many years of consistent and selfless work. Over the years of working in the transport industry, Andrey Vasilyevich Lavrishchev carried out operational management of a number of major projects, and also took personal part in them. Among such projects are the creation and development of seaports of Taman, Ust–Luga, Olya, Sabetta, Kavkaz, reconstruction of port infrastructure facilities during preparation for the 2014 Winter Olympic Games in Sochi, ensuring uninterrupted ferry service with the Crimean peninsula after the Republic of Crimea became part of the Russian Federation. Also, with the participation of A.V. Lavrishchev, the construction of the Bronka Multipurpose Sea Cagro Complex in the seaport of Big Port of Saint Petersburg, the Kozmino special oil port in the seaport of Vostochny, the Vaninotransugol coal terminal in the seaport of Vanino, the terminal for transshipment of mineral fertilizers of Ultramar LLC in the seaport of Ust-Luga was carried out. Under his experienced leadership, the reconstruction of navigation safety facilities and underwater hydraulic structures was carried out in the seaports of Murmansk, Arkhangelsk, Vysotsk, Kaliningrad, Novorossiysk, Tuapse, Makhachkala, Rostov-on-Don, Pevek, Magadan, Petropavlovsk-Kamchatsky.

Over the past 13 years, largely due to the active contribution of FSUE “Rosmorport”, where Andrey Vasilyevich Lavrishchev held senior positions, the maritime industry has shown positive results in terms of the growth of cargo turnover in the seaports from 518 million tons in 2010 to 842 million tons in 2022. During this period, the capacity of seaports increased from 763 million tons to 1,282 million tons, and the quality of vessel maintenance and navigation safety also increased.

Under the leadership of A.V. Lavrishchev tremendous work to increase the grouping of the port fleet was carried out – the world's most powerful and largest diesel-electric icebreaker Viktor Chernomyrdin, icebreakers Novorossiysk, Vladivostok, Murmansk of the 21900M project, pilot boats Krutoyar, Yuri Romanchenko and Kapitan Shershnev were commissioned, dredgers Sommers, Kronshlot and Kadosh with a hold volume of 1,000 cubic meters, Severnaya Dvina, Yuri Maslyukov with a hold volume of 2,000 cubic meters, a non-self-propelled milling dredger Pyotr Sablin, two-fuel ferries Marshal Rokossovsky and General Chernyakhovsky were laid to operate on lines Seaport of Ust-Luga – Seaport of Kaliningrad.

The team of FSUE “Rosmorport” deeply grieves and expresses sincere condolences to the family and friends of Andrey Vasilyevich.
