State Program “The Development of the Transport System” put on project management

Since January 1, 2018 the federal target program “The Development of Russia’s Transport System (2010-2021)” has been stopped beforehand with the following integration into the state program “The Development of the Transport System”. Resolution No 1596 of December 20, 2017 has been placed on the website of Russia’s Government.

A new version of the state program envisages using the principles of project management while taking a set of measures aimed at achieving national objectives determined by documents on strategic planning in the sphere of transport and the road industry. The transition is designed for carrying out all measures determined by the state program within priority and departmental projects or departmental target programs.

The state program includes seven sub-programs – “Maritime and Inland Water Transport”, “Railway Transport”, “The Road Industry”, “Civil Aviation and Air Navigation Service”, “Supervision in the Sphere of Transport”, “The Comprehensive Development of Transportation Hubs” and “Ensuring the Implementation of Russia’s State Program ‘The Development of the Transport System’”. The implementation of the state program will be financed by using budget funds (3,182.88 billion Rubles).

The document has been prepared by the Russian Transport Ministry pursuant to the Regulations on Development, Implementation and Efficiency of State Programs, which are being switched to project management. The Regulations have been approved by Russia’s Government Resolution No 1242 of October 12, 2017.
