FSUE “Rosmorport” General Director reports on projects to increase Russian ports capacities and financing instruments

As part of the major annual exhibition “Russia’s Transport 2017” currently underway in Moscow FSUE “Rosmorport” General Director Andrei Lavrishchev held a round-table meeting on December 6, 2017. The round-table meeting was entitled “Nongovernment Sources for Financing Seaports. The Development of the Public and Private Initiative”.

The meeting involved Rosmorrechflot deputy head Nadezhda Zhikhareva, JSC “SUEK” Logistics Director Denis Ilatovsky, PJSC “Novorossiysk Commercial Seaport” Deputy Director-General Alexander Khalesin, JSC “Vaninotransugol” Director-General Yuri Tyamushin, LLC “Lavna Commercial Seaport” Deputy Director-General Vadim Popov, the directors of the FSUE “Rosmorport” branches, representatives of stevedoring, investment, construction and consulting companies, and design institutes. The chairman of the Board of Directors of the InfraONE investment company, Albert Yeganyan, acted as a moderator of the meeting.

The meeting focused on the mechanisms to attract private investments, the principles to form and spend new investment harbor dues and carry out a mechanism of concession in the seaports.

In his speech Andrei Lavrishchev said, that under the FSUE “Rosmorport” long-term development program (2017-2020) over 60 projects on the development of the port infrastructure were scheduled to be implemented with the enterprise’s participation.

The attraction of private investments in federal ownership facilities has become the key topic during the round-table meeting.

In order to attract private investments, the enterprise is mainly using the so-called investment and contracting model when FSUE “Rosmorport” acts as a customer of a reconstruction / construction federal ownership facility and when a private investor acts as a contractor. The enterprise compensates the expenses to the investor by instalments for account of the part of expenses generated by the project.

Financing under a lease agreement is an alternative model. It means that the lessee of federal ownership facilities reconstructs them by making permanent improvements.

The FSUE “Rosmorport” head said, that at present, several proposals were being discussed to develop the infrastructure of Russian ports in compliance with concession agreements, including to create a dry cargo area in the seaport of Taman and build the Lavna coal terminal within an integrated development of the Murmansk transportation hub.

During the discussions on new investment harbor dues, FSUE “Rosmorport” submitted possible variants to use them. Particularly, they will be used to develop such infrastructure as the Vanino-Kholmsk ferry service, the approach canal in the seaport of Temryuk, to build an environmental base in the seaport of Murmansk and others.

Upon completion of the meeting Andrey Lavrishchev thanked all participants in and the guests of the round-table meeting and noted its big significance for further development of cooperation between FSUE “Rosmorport” and its partners.
