Enterprise Charter amendmended

By the order of Rosmorrechflot No. KS-63-r of March 24, 2017 the Charter of FSUE “Rosmorport” registered in accordance with the established procedure of the Interdistrict Inspectorate of the Federal Tax Service No. 46 of the Russian Federation in Moscow on 13 April 2017 was ammended and registered in the Unified State Register of Legal Entities under a state registration number 8177746946589.

The amendments relate to the extension of the list of FSUE “Rosmorport” activities authorized by the Charter  with the right to carry out activities:
- ensuring registration of COSPAS-SARSAT emergency beacons in the International Coordination Centre for the COSPAS-SARSAT system database  (Moscow);
- participating in the design and construction of the COSPAS-SARSAT satellite information reception and processing stations, as well as participation in monitoring operations of such stations;
- performing maintenance, operation activity and development of the Russian land section of the COSPAS-SARSAT Global Satellite Search and Rescue System.

These amendments are linked to the intended transfer of FSUE "Morsvyazsputnik" functions, and specifically functions of maintenance, operation and development of the Russian part of the land section of the above mentioned COSPAS-SARSAT System, under the jurisdiction of FSUE “Rosmorport”. The facilities planned to be transferred to FSUE “Rosmorport”, constituting a part of Global Maritime Distress and Safety System (GMDSS), include International Coordination and Computing Center as well as two reception and processing stations (GRPS-1 in Moscow and GRPS-3 in  Nakhodka).

The planned activities are aimed to optimize the unified state system for the administration, maintenance, operation and development of GMDSS facilities in the Russian Federation.

The COSPAS-SARSAT system is a global satellite search and rescue system. In cases of emergency situation on board ship or aircraft the system sends a distress call and location coordinates of the personal radio beacons and beacons installed onboard.

The purpose of the COSPAS-SARSAT system is to reduce to minimum delays of emergency signals, which are sent to search and rescue services, and time for geopositioning of disasters and assistance, which directly affects the probability of survival at sea and on land.

The COSPAS-SARSAT system includes:

  • Emergency beacons for air use, for maritime use and for personal use that pass signals in an emergency;
  • The equipment on board geostationary and LEO satellites, which allows for the detection of signals transmitted by emergency beacons;
  • Ground receiving stations called reception and processing stations, that receive and process signals from satellites for generation of emergencymessages;
  • Coordination centers of the system, that receive emergency signals from GRPS and send them to rescue coordination centers, contact focal points for search and rescue, or other control centers.

The total number of members of the COSPAS-SARSAT system is 43, wherein 4 states, including Russia, have a role of Parties to the Agreement and 28 states support the work of land section of the System. There are 9 user states as well as 2 members that are international organizations.

The COSPAS-SARSAT system has more than 2 million emergency beacons, 30 ground coordination centers, 74 information reception and processing stations (in two systems) and 10 satellites (two systems).
