By order of FAS of Russia No. 223/16 dated March 10, 2016 the regulations on application of harbour dues rates in seaports of the Russian Federation were approved.

Document No. 42114 registered in Ministry of Justice of Russia on May 16, 2016 has been published on the official Internet portal of legal information http://www.pravo.gov.ru on May 19, 2016 and, in accordance with the established procedure of entry into force of legally enforceable enactments of Federal bodies of executive power, shall enter into force on the territory of the Russian Federation upon the expiry of the 10 day term after the date of its official publication – from 00 hours 00 minutes on May 30, 2016. For its part, Annex No.2 to the order of the FTS of Russia No. 522-t/1 dated December 20, 2007, which approved the previous regulations on the application of harbour dues rates, shall be and remain repealed.

In the new edition of the regulations on application of harbour dues rates in seaports of the Russian Federation, in particular, the following changes have occurred:
- certain harbour dues collection regulations have been clarified;
- the list of vessel categories exempt from harbour dues has been revised;
- the port dues payment procedure for ro-ro passenger ships has been established;
- regulations on collection of ecological dues have been changed;
- regulations on collection of transportation security dues of the water area of the seaport have been established.
