1. General information

    The FSUE "Rosmorport" Vostochny branch renders navigation services to vessels calling at the Vostochny and Nakhodka seaports including the Nakhodka-oilport cargo area, outsourced on a contract basis by a specialized company JSC "NORFES" which runs the Nahodka Vessel Traffic Service in the water areas of the Vostochny and Nakhodka seaports including the Nakhodka-oilport cargo area and their approaches (the Nakhodka VTS) being a part of the Regional Vessels Traffic Service in the Peter the Great Gulf (The Peter the Great Gulf Regional VTS).
     The Peter the Great Gulf Regional VTS was formed on the basis of informational integration and coordinated activities of the Vladivostok VTS (the Center of which is situated at the Nazimov Cape) and the Nahodka VTS (the Center of which is situated at the Kamensky Cape), combined with the radar posts and equipment which enables to control navigation and to communicate with vessels in the Posyet Gulf and in the open space of the Peter the Great Gulf.
     The Peter the Great Gulf Regional VTS is used for:
     • navigation and anchor vessels control;
     • transmission of navigational, meteorological, current and other information;
     • navigation arrangement;
     • navigation assistance.
     The Nakhodka VTS Center is the organizational and technical center for radar posts located at Astafyev Gulf, Povorotny Gulf, Sysoyev Gulf and Nakhodka passage (rasdio-television communications station Nakhodka).
     The Regional Peter the Great Gulf VTS and the Vladivostok VTS are certified according to the established procedure and comply to the technical and operation requirements № МФ-02-22/848-70 and IMO А.857(20) Resolution of a highest-rate category VTS.

2. The Peter the Great Gulf VTS and the Nakhodka VTS coverage areas 

     The Peter the Great Gulf Regional VTS coverage area includes inland sea waters of the Peter the Great Gulf and adjoining territorial sea of the Russian Federation limited by the 133°43,0’E meridian at its eastern side. 
     The Peter the Great Gulf Regional VTS coverage area is divided into 6 sections. Sections №1A and № 1В include the open area of the Peter the Great Gulf and the adjoining territorial sea of the Russian Federation. Section № 2 includes the Nahodka Gulf and is limited at its southern side by a line connecting the Povorotny cape and the Likhachev cape. Section № 3 includes the Vladivostok seaport water area and its approaches. Section № 4 includes the Slavyansky gulf and the southern part of the Amursky gulf. Section № 5 includes the water areas of the Posyet and Zarubino seaports, and the Posyet gulf.
      The Nakhodka VTS coverage area includes sections № 1 В and № 2.

     The coverage areas of the coastal radar posts recover sections № 2, № 3, № 5, a greater part of section № 4 and parts of section № 1. The coverage areas of the automated information system base stations and radiotelephone VHF communication base stations completely recover the Peter the Great Gulf Regional VTS coverage area. Vessels not equiped by automatic information systems could not be found and controlled by the VTS centers beyond the borders of the coastal radar posts coverage areas.

3. The Peter the Great Gulf VTS services terms and conditions

     Navigation services provided with the help of the Peter the Great Gulf Regional VTS including the Vladivostok VTS are rendered according to the requirements of the Statute on VTS approved by the Ministry of Transport of the Russian Federation on 01.08.2002, Rules of Navigation in the ports of the Peter the Great Gulf and its approaches (book № 4442 of Chief Bureau for Navigation and Oceanography of the Ministry of Defence), and Statute on the Regional VTS of the Pyotr Veliky Gulf approved on 03.06.2006 by the General Director of JSC "NORFES" and approved by Federal Marine and River Transport Service and FSUE "Morsvyazsputnik".

     The Nakhodka VTS is used to implement:
     - navigation control on the established water ways, and anchor control (except small-sized vessels) in sections № 1 В and № 2 of the Peter the Great Gulf Regional VTS aimed at tracking and preventing dangerous situations and breaches of nabigation rules in the related seaports and their approaches;
     - transmission of information and alerts on dangerous situations, and also recommendations on their prevention to controlled vessels in sections № 1 В and № 2;
     - navigation arrangement in section №2 (in the Vladivostok seaport water area and its approaches), including establishment of the navigation schedule and vessels navigation regulation;
     - navigation assistance in section №2 on vessel request or by decision of the Nakhodka VTS, mainly in harsh hydrometeorological conditions, or if the vessel does not have navigation aids equipment enabling safe navigation in the given circumstances, or it is broken. Navigation assistance in section №2 of the Peter the Great Gulf Regional VTS  is provided only in exceptional occasions, as agreed by the vessel and the Nakhodka VTS.

     The Nakhodka VTS and vessels communicate according to the Rules of Radio Communication of maritime mobile service and maritime mobile satellite service of the Russian Federation and teh Guide to Radio Communications of mobile marine service and mobile marine satellite service of International and Telecommunication Union (ITU).
     The main means of communication between the Vladivostok VTS and the vessels is radiotelephone VHF communication of maritime mobile service.
    The Nakhodka VTS operators in section №1B work round-the-clock on working UHF channel 9 (call sign "Nakhodka Traffic"), and UHF channel 13 in section №2 (call sign "Nakhodka Traffic"). Vessels on anchor in the seaports of Vladivostok, Posyet and Zarubino shall keep constant radio watch on UHF channel 16. Ending radio watch or shifting to another channel shall be done only by permission of the Nakhodka VTS.
     The format of messages transmitted from vessels must, if possible, comply with the IMO А.851(20) Resolution "Common principles of ship reporting and requirements to ship reporting".
     The Nakhodka VTS operators communicate with vessels flying a foreign flag in English, using "IMO Standard Marine Communication Phrases" approved by Resolution А.918(22). Russian is used for communication with vessels flying the Russian flag.

Information necessary to the vessels owners and other users to enter/exit the Peter the Great Gulf Regional VTS и and the Vladivostok VTS coverage area, and also to meet the requirements of the VTS, is published at the "World VTS Guide" website.

Navigation (VTS) due is charged for navigation services rendered by Vostochny branch with the use of the Nakhodka VTS to vessels entering the seaports of Vostochny and Nakhodka.
