Rosmorrechflot, FSUE “Rosmorport” and JSC “KS-Strateguicheskiy Alliance” sign an agreement on cruise shipping development

The Federal Agency for Marine and River Transport, FSUE “Rosmorport” and JSC “KS-Strateguicheskiy Alliance” will work together to create marine cruise lines in the Far East.

The agreement on it was signed on the sidelines of the St. Petersburg International Economic Forum on June 19 by Andrey Tarasenko, Head of Rosmorrechflot, Sergey Pylin, General Director of FSUE “Rosmorport”, and Kirill Shubsky, Chairman of the Board of Directors of JSC “KS-Strateguicheskiy Alliance”.

The parties agreed to develop cruises in the Far East region by creating a ship operator – JSC “Russkaya Kruiznaya Kompaniya”. FSUE “Rosmorport” and JSC “KS-Strateguicheskiy Alliance” will be its founders. The project will be coordinated by Rosmorrechflot.

The new company will organize sea voyages, including the purchase and management of a cruise ship. In addition, the operator will present full-fledged tourist products with inherent services.

According to the signed paper, the parties have agreed to develop a roadmap that will define specific measures for the development of marine cruise shipping in the Far East and the timeframe for their implementation.

“The implementation of the project will increase the accessibility of the Russian Far East regions and their attractiveness for tourists, will give an impetus to the development of passenger infrastructure in seaports, as well as provide existing passenger terminals with constant load and passenger turnover,” Andrey Tarasenko said.
“The project is aimed at developing the tourist potential of Russia's remote territories – Sakhalin Island, the Kurils, Kamchatka Territory, which are attractive to both Russians and foreign citizens. At the same time, the growth in the volume of cruise tourist traffic will be an additional incentive to modernize the port infrastructure in the Far East,” Sergey Pylin noted.

In November 2024, Aleksey Chekunkov, Minister of the Russian Federation for the Development of the Far East and the Arctic, supported a project to organize sea voyages from Vladivostok to Petropavlovsk-Kamchatsky during a meeting on the development of cruise tourism. The meeting participants discussed options for purchasing a cruise ship to operate in the Far East.

The program for the development of marine cruise tourism was developed by Rosmorrechflot together with FSUE “Rosmorport” in order to implement the national project “Tourism and Hospitality Industry”. The program provides for the creation of a network of routes in the sea basins of the Russian Federation, the purchase on foreign markets and the construction (completion) at Russian shipbuilding enterprises of cruise liners, optimal for use on each route, and the creation of an operator company to manage the federal cruise service.
