FSUE "Rosmorport" presented the implemented projects of foreign software replacement during the demo day of ICC in transport

FSUE "Rosmorport" took part in the events of the industry demo day of industrial competence centers (ICC) in transport "Moving into the Future: Rebooting Transport through Technology and Export", held on April 23 at the central office of Sberbank, PJSC with the support of the Russian Ministry of Transport.

The demo day was organized by the Association "Digital Transport and Logistics". The event was attended by Andrey Nikitin, Deputy Minister of Transport of Russia, Anton Kiryukhin, Managing Director - Head of the Department for Work with Transport and Automotive Customers of Sberbank, PJSC, Sergey Simonov, Deputy Director General of FSUE "Rosmorport", Evgeny Charkin, Deputy Director General of Russian Railways, PJSC, Anton Matskevich, Deputy Director General of Aeroflot, PJSC, and representatives of domestic industrial software developers. The event was moderated by Polina Davydova, Chair of the Association "Digital Transport and Logistics".  

During the demo day, Russian software developers and representatives of the country's largest transportation companies, who head four transportation industry ICCs: FSUE "Rosmorport" (ICC "Sea and River Transport"), Russian Railways, JSC (ICC "Railway Transport and Logistics"), Sheremetyevo International Airport, JSC (ICC “Airports”), Aeroflot, PJSC (ICC "Aviation Transport"), spoke about the projects implemented and already completed within the framework of the ICC.  

During the tour of the exposition of the developed industrial software, as well as during the report at the plenary session, Andrey Nikitin drew the attention of the transport industry and developers to the need for wider application of artificial intelligence technologies, introduction of unmanned technologies and robotization of routine tasks in the interests of the industry. He noted that it is important to ensure technological independence and competitiveness of domestic software in case of possible return of foreign software companies to Russia.

According to the Deputy Minister of Transport of Russia, the success of the software import substitution project is determined by the possibility of its replication and export to friendly countries. Andrey Nikitin also emphasized the necessity of unconditional implementation of the Russian President's decree on bringing the share of Russian industrial software to 90% by 2030.

Anton Kiryukhin in his speech noted the significant role of Sberbank, PJSC in the development of software solutions for the transport industry, its readiness to share its experience and the need for further development of support programs for developers, such as preferential lending for import substitution projects.

Sergey Simonov, Deputy General Director of FSUE "Rosmorport", made a presentation at the plenary session on foreign software replacement projects implemented within the framework of the ICC "Sea and River Transport".

One of the most significant projects for the enterprise and the maritime industry as a whole is the import substitution of software for the system of information processing, display and registration system (IPDRS) used in the operation of the centers of vessel traffic control systems (VTS), which are classified as critical information infrastructure objects. Currently, FSUE "Rosmorport" operates 25 VTS.

IPDRS Sochi VTS was selected as the pilot vessel traffic control system, the work was performed by SITRONICS, JSC, which developed the domestic software IPDRS "SiTrafik".

Based on the results of the operation of "SiTrafik" software in the seaport of Sochi, a decision was made to further replicate it in a number of the company's branches.

"At the beginning of this year, we completed the re-equipment of the seaport of Astrakhan. Now we are in the process of replication in the seaports of the Azovo-Chernomorsky Basin Branch, the work is planned to be completed by the end of 2025", - said Sergey Simonov.

The second particularly significant project of foreign software substitution within the framework of ICC "Sea and River Transport" commissioned by FSUE "Rosmorport" was implemented by Intellektika Consulting, LLC at the beginning of 2025. The project also aims to ensure the safety of navigation. As part of the creation of an Information System for Pilot Activities (ISPA), the work of more than 130 pilots and dispatchers of pilotage services in the seaports of Big Port of Saint Petersburg, Astrakhan and Olya was automated. Today more than 500 pilots provide piloting services in 53 Russian seaports and terminals, which determines the importance of the project for ensuring smooth operation of the piloting service and safety of navigation during piloting.

"The pilot receives a tablet on which he sees the location of the vessel, where it is in relation to the shore, shoals, moorings, buoys, and other vessels. The system suggests the optimal trajectory to the selected target, taking into account weather conditions, currents and other important factors. The system has a "shore segment" where requests are dispatched and pilotage receipts are processed," explained Sergey Simonov.

At present, preparations are underway to replicate the developed software in the Far Eastern, North-Eastern, Arctic Basin Basin branches and Sakhalin Branch of the enterprise.

All digital development projects implemented by FSUE "Rosmorport" are aimed at forming a unified digital ecosystem. Among the significant projects, Sergey Simonov noted the introduction of the Service Delivery Portal designed to interact with consumers on a "one-stop shop" basis, as well as the development of the functionality of the Situation Center of the enterprise - a web application based on "digital twin" technologies, which includes interactive maps of branches, ports, property and fleet of the enterprise, dashboards on the main indicators of financial and economic activities. In addition, within the framework of the ICC "Sea and River Transport" the project of creating a single centralized database on ship calls at Russian seaports "RSP - Traffic" is being developed.

The plenary session was followed by sessions with presentations of ICC projects in transportation by representatives of industrial software developers. At the session of ICC projects "Sea and River Transport", moderated by Sergey Simonov, the projects implemented by SITRONICS, JSC and Intellektica Consulting, LLC were presented in detail.

As moderator of the ICC session "Sea and River Transport" Sergey Simonov emphasized:

"Foreign software is not bad. It has been working in our ports for several decades and has proved itself quite well. However, foreign software developers have left in 2022-2023. Since these are critical information infrastructure facilities responsible for navigation safety, we will probably, with their possible desire to return, petition or insist that foreign companies can only operate where they now continue to operate. Our software developed by Russian specialists is not worse, it is better".

In his report, Yuri Ishutin, the head of SITRONICS, JSC St. Petersburg separate division, told about the history of creation of domestic IPDRS "SiTrafik" software for VTS in the context of foreign companies leaving the market, as well as about the specifics of the project implementation for the Azovo-Chernomorsky Basin Branch and Crimean Branch of FSUE "Rosmorport" taking into account the disabled AIS vessels and REB operation in the Black Sea water areas, as well as about the proposals for the implementation of new projects, including the integration of IPDRS VTS and ISPA software.

Yuri Oganyants, Development Director of Intellektica Consulting, LLC told in his speech about the main advantages of using ISPA by pilots, the main results of the project, plans to replicate the developed software in the branches of FSUE "Rosmorport", as well as about the prospects of further development of the system using artificial intelligence and machine learning technologies for modeling the optimal piloting route and forming recommendations to the pilot.

Within the framework of the press-conference of the Association "Digital Transport and Logistics", Anna Strigunova, Deputy Head of the Digital Development Department - Head of the Department for Development and Operation of Digital and Monitoring Systems of FSUE "Rosmorport", noted that the company is primarily focused on import substitution of industrial specialized software within the framework of ICC projects, but also plans to import substitution of application software of accounting system and budgeting system for accounting, tax accounting and separate accounting tasks. In addition, work on import substitution of server and network equipment is underway. FSUE "Rosmorport" plans to create a geographically distributed data processing center based entirely on domestic equipment. The process of switching to domestic software is not always easy for users who have been accustomed to foreign software for many years, but these issues are solved by additional user training. The key advantage of domestic software is security, absence of failures and the risk of software blocking, ensuring the stability of the enterprise's business processes.

The ICC sessions were followed by a pitching session of startups developing software for the transportation industry. One of the experts on the jury was Mikhail Samofalov, Head of the Corporate Information System Development Division of the Digital Development Department of FSUE "Rosmorport".

Summing up the results of the ICC demo day, the key speakers emphasized not only the necessity of import substitution of foreign software in order to ensure Russia's technological independence, but also the importance of export organization to friendly countries, replication and continuous qualitative improvement of the developed domestic industrial software.

The ICC "Sea and River Transport" for the replacement of foreign industry digital products and solutions, including software and hardware complexes, was established in July 2022 on the basis of the industry committee "Transport". The main task of the ICC is to provide organizational, methodological, informational support to the industry enterprises in the field of transition from foreign software to domestic software.
