FSUE “Rosmorport” put into commercial operation an information system for pilot activities in three seaports

The Information System for Pilot Activities (ISPA) was put into commercial operation in the pilot zone - the seaports Big Port St. Petersburg, Astrakhan and Olya. The project was implemented as part of the activities of the Industrial Competence Centre (ICC) “Sea and River Transport”, which operates under the chairmanship of Sergey Pylin, General Director of FSUE “Rosmorport”.

Anna Strigunova, Deputy Head of the Digital Development Department – Head of the Department for Development and Operation of Digital and Monitoring Systems of FSUE “Rosmorport”, reported about it in her speech at the X Annual Forum “Port Infrastructure: Construction, Modernization, Operation”, which is held on April 3-4, 2025 in Moscow at the Analytical Center under the Government of the Russian Federation.

The main objectives in the creation of ISPA are import substitution of foreign software Transas Pilot Pro, which was used by pilots of FSUE “Rosmorport” to perform their tasks, and development of an integrated system that ensures joint work of pilots and related specialists – dispatchers, who distribute tasks for pilotage assistance, and economic services, who process pilot bills. This system will automate the entire pilotage process and allow online monitoring of the situation.

“It can already be noted that domestic software shows stability of operation. We also receive positive feedback from pilots,” Anna Strigunova said.

Technically, the system consists of several components. First of all, it is a hardware and software complex, including individual pilot tablets with a specialized application that allows planning pilotage routes on an electronic navigation map, receiving piloting tasks from the dispatcher and monitoring the vessel's movement during pilotage.

The shore-based part of the system includes a web-based dispatcher's application, which allows to maintain the vessel call plan and set tasks for the pilotage, as well as to maintain and correct the necessary system directories.

The data monitoring and analysis server provides collection, processing and analysis of reporting data and allows playback of pilotage routes, which is useful in their planning and in accident investigation.

ISPA is integrated with the harbour dues calculation system and the Situation Centre of FSUE “Rosmorport”, thanks to which there is a continuous transfer of the necessary data for building reports on pilot workload, completed pilotage assistance and other important parameters.

FSUE “Rosmorport” plans to further connect all branches to the unified system for pilot activities, as well as to integrate ISPA and the Service Portal to implement the mechanism of electronic submission of pilotage assistance requests. Besides, on the basis of the received pilotage routes and the information accumulated in the system it is planned to create a model for calculation of the optimal pilotage route for different types of vessels in the future.

The project to create a Service Portal designed to interact with consumers on the one contact principle was implemented in 2024.

“The Azovo-Chernomorsky Basin Branch was chosen as a pilot branch because it is one of the largest branch which provides a wide range of services. In implementing the project, much attention was paid to surveying the business processes of service delivery in all branches of the enterprise to identify common patterns,” the deputy head of the Digital Development Department said.

The project has been in operation for over a year in the seaports of Temryuk, Kavkaz and Tuapse. During this time, more than 50 contracts for the provision of tugboat and crew boats services were signed electronically and more than 500 applications were processed. The speed of processing applications has decreased from several days to several hours due to the automation of data processing, and contractors have obtained a convenient tool for interaction with the enterprise.

FSUE “Rosmorport” plans to further develop and replicate this project, namely, to gradually implement the Service Portal in all branches, to launch a virtual assistant and a mobile application.
