Diplomats from eight countries discuss the prospects of the Northern Sea Route aboard Dikson icebreaker
On February 14, 2025, an international delegation consisting of representatives of foreign diplomatic missions from Brazil, China, Kazakhstan, Malaysia, Mongolia, Morocco, Saudi Arabia, and Uzbekistan visited the icebreaker Dikson, operated by the Arkhangelsk Department of the FSUE “Rosmorport” Murmansk Branch. Together with them, representatives of the Ministry of Foreign Affairs of Russia, the Ministry of Transport of Russia, the Government of the Arkhangelsk Region, FSUE “Rosmorport”, as well as journalists went on board the vessel.
The tour that started at the pier of the united sea and river station and proceeded along the Northern Dvina River to the Economy loading and unloading area in the seaport of Arkhangelsk, included a scenic route along the river with six pedestrian crossings and a ferry one. Noting the excellent organization and high level of preparation of the event, representatives of friendly countries admitted that for many of them the trip was the first experience of visiting an icebreaker.
During the visit, the prospects for the development of transportation along the Northern Sea Route (NSR), increasing transport connectivity, as well as initiatives to improve cooperation between states and private business were discussed. Vladimir Khokhlov, Deputy Head of the Arkhangelsk Department of the Murmansk Branch for Maritime Safety, told the guests about the icebreaking fleet of FSUE “Rosmorport” and its role in the development of navigation along the NSR.
Ambassador Extraordinary and Plenipotentiary of Malaysia to the Russian Federation Cheong Loon Lai expressed interest in developing mutually beneficial relations and finding common ground between the two countries. He noted that in the context of global warming, the NSR could reach the shores of Malaysia, opening access to the Strait of Malacca.
The tour ended with a landing at the Economy loading and unloading area. Despite the unusual weather conditions and the long stay in open waters, the delegates were delighted with the trip, appreciating the comfort of the vessel and the natural beauty of the water area of the seaport of Arkhangelsk.

Currently, three icebreakers of FSUE “Rosmorport” are operating in the water area of the seaport of Arkhangelsk: Kapitan Chadaev, Kapitan Evdokimov and Dikson.
The Dikson icebreaker was built in 1983, it has the Icebreaker6 ice class and is capable of moving non-stop in flat ice up to 1 m thick at a speed of 1-2 knots. In clear water, the icebreaker's speed is up to 16 knots.
The icebreaker regularly performs icebreaker operations in the waters of the White Sea and the seaport of Arkhangelsk in winter and spring, and in summer and autumn it is often operating in the waters of the Northern Sea Route, providing icebreaker and towage services in the waters of the Kara Sea, Laptev Sea and East Siberian Sea, as well as ice escort during marine geophysical survey work.
